HomeMy WebLinkAboutSeptember . . r \ \ .' \ . .. \ , GROW TOWNSHIP September 12, 1972 The regular monthly meeting of Growtownshipwas held at Crooked Lake School on September 12; with Chairman R. Schneider, Supervisors, L. Bradley, and M. Christenson, and Attorney R. Beens present. Meet- ing opened 8:20 p.m.. August minutes were read and approved. Finnancial report given by treasurer J. Eveland and approved. Mr. Luke again requested for rezoning on property he purchased. A Mr. Randel spoke, saying James Stack, seller of property, is infavor of the rezoning to 1 acre tracks but, will enforse purchase agree- ment if necessary. Schneider stated Zoning and Planing heard this application twice and they turned it down each time, also town board had turned it down. Motion by Christenson to uphold the reco- mendation of the Planing commission to deny the application of re- zoning from R-l to R-2. Seconded by Bradley. Motion carried. Prop- erty to stay R-l. Schneider stated incorporation filing is ready and can be signed. Beens mentioned submitting in the petition propos sed name; should Grow become a village. If no name was entered, Village of Grow would likely be picked. He also told that a hearing by the Munic- ipal Commission would be held in Anoka County between 1 and 4 months; at that time residence could èe heard. The name of Andover was discussed as having more historical interest. A vote was taken. In favor of Andover name, 14 - as opposed to 1 vote for Village of Grow name. Motion by Bradley to adopt name of Andover for township, if incorporation is granted. Seconded by Christenson, motion carried. A 200 dollar filing fee for incorporation to be paid by township. The Verdin - Quickstrom final platt was presented for passage. After lenghty discussion and suggestions - Bradley moved to accept platt. Seconded. Platt signed and approved. Chairman told of proposed road name change on Roanoke in the northern part of Grow; which is called Rum River Blvd. in Oak Grove Township. The County had recomended a change. Attorney explained procedure as, draw up an ordinance, publish, and the cost would not be a great deal. Bradley motion to table this prob- lem until a more thorough study has been made. Seconded, motion carried. . " <þ -~ . page 2 , , Bruce Johnson representing Crooked Lake P.T.A., presented a request to the board. 1. a sidewalk along Co. Rd. 116 for the saf$by of childern walking to school. To which Schneider told of L. Appleby talked to the County a year ago about this matter, he was told raadway was to narrow, and county could not approve. 2. request lighting on dark corners in parking lot of " C. Lake School, it was hazardous for childern cross- , ing, and vandalizm does occur. Schneider said he would call Ed Fields in regard to lighting prob- lem. 3. Possibility of a foot bridge across Coon Creek and walk way, it would provide safety for childern going .}"C- "~'--" to and from school. He also talked of possibility of ,.' '." ::.:;.:..:. ~~ " park area around the school. Schneider to check Coon Creek area involved the following weekend. Bradley told of Park Board in Grow, and of some of the projects actually accomplished, such as park benches, tree triming, and etc.. Telephone Company buried cable request was approved and sig~ned by board. Bradley told of meeting with several of the legislators and spoke of township problems; including" sheer idiocies" of the township manuals, hopefully to be altered next session of the legislatúre. Board told of burglary in Building Inspector's office and the theft of a adding machine and typewriter. Board to check and see if town has insurance or if indeed it was feasible to have policy. Board gave permission to Mr. Christenson and Wally Arntzen to purchase necessary equipment. Bldg. Inspector told of bad condition of the Andover building. Schneider recomended Zoning and Planing to see if plans could be considered for a adequate town hall, giving size, and what else would be needed. Bradley suggested Bldg. Inspec- tor list things needed to repair Andover Building, and give to town beard. . - . , . page 3 Bradley read resolution approved at a previous meeting; WHEREAS: thereseems to be an indication of great concern about discharge of firearms in the populated areas of Grow Township and, along the Rum River; the supervisors of Grow Township declare an intent to explore the possibilities of passing an ordinance to prohibit the discharge of firearms in those affected areas of the township. Beens ex- . plained most people will obey an existing ordinance. however. it is hard to ënforce; adding we will have a police force of some sort in the not to distant future. After a very lenghy discussion - Motion by Bradley that the discharge of firearms in the designated area will be prohibited: said area is County Road #16 to South Coon Creek Drive. up County Road #9 to end of township line on the North, West to the Rum River. Motion seconded and carried. It was stated the firing of rifles is prohibited in all areas of the township now. This ordinance will be drawn up and brought before the October meeting, and can be published the following week to notify the public. Some home owners (didn't hear names) petitioned board regarding road near and including 142 nd Lane,and Crocus Avenue, They mentioned Post Office will not deliver mail and the general hazard to autos, and etc.. etc. etc. etc. Town board did talk to the developer of the area and he said he would improve the road.
