A SPECIAL meeting of the Grow Township Board of Supervisors met
Saturday, !1arch 11, 1972. Chairman Appleby called the meeting to order
at 4:20 P.!~. with Supervisors Bradley and Schneider present.
They came together to discuss the hi",ing of Walter Arntzen as the
Building Inspector for the Tow~ship.
Chairman Appleby said that he leaned towards someonecfrom the Town-
ship. Bradley stated, he felt the key is conflict of interest.
It should be in his contract that he should not become involved with
any building of his own interests.. He will be representing the
Township, what are his feelings on lo~g hair, and a beard? He fel t
that he kept his hair and beard clean and trimmed, ;,nd dressed
reasonably well, that no one should have any questions. It Vias
mutually agreed that there be a 6 months probation period. He would
like to have in his fringes hospi taliz8.tion and insurance, and 2.
1 week vacation after 1 year. He would furnish the car, a,nd the
Township would pay mileage.

was called to order at 8:08 P.M., on Tuesday, March 14, 1972 at Crooked
Lake School. Clerk Mary West called for nominations for moderator.
lv!r. Johanson was nominated and seconded. Kenneth Nordstrom was nominated,
but was not eligable, because he was a c~ndidate. Kenneth Olson was
nominated and seconded. A vote ',vas ca.lled for. ~ír. Johanson received 10
vo~es and Ke~neth Olson 26. Kenneth Olson moderator for Ân~ual meeting.
Treasurer Janett Eveland presented the fina~cial report for the last

The fire contract '.7ith the City of A.n.oka. \'/2.8 n.ext on the adjends..
Norman stout made a motion that we allow $1,484.33 to be paid to the
City of Anoka for the year 1972. Ed Hunt seconded and the motion was
put to a vote. The motion carried. Hr. Hunt asked if we could get
Îire protection fro~ Coon ri~pids? Supervisor ~ppleòy. stated that they
ì'Jere not to interested.
Walter Ârntzen ~as introduced ~s the ne~ Building =~spector, effective
April 1, 1972. Cecil Heidelberger asked why ~e aould hire an outsider?
The Town Board answered that they were looking Îor someone with rro
conflict of interest. Bob Dehn ",equested his name be withdrawn from
the list of candidates now. After 8. lengthy and sO!r.etimes heated dis-
cussion, Supervisor Bradley gave an outline of the job and what is
expected of that person. Marvin Christenson pointed out in Zoning
Ordinance 8: Section 9; Subsection (A), that the Ordinance will be
administered by the building inspector and it is our ",esponsibility to
choose the best qualified man fo~ t~e joò. His base pay will be

The budget was presented as follows: Road and Bridge - )6,000.
General Revenue: Fire $2,000, Assessor 32,000, Building )4,000,
Parks ;'1,000, and 5,dministration ';11,000. Ed Hunt asked why '!Ie budget
less money and spend more? Attorney Beens stated that we keep our budget

Next a discussion on restructuring the Zoning and Planning Commission
took pla.ce. SUJ?erviso;r Christenson said th~at there are some good
GUYS ~nd soöe loosers. The Commissio~ should have a routine that people
could rely on at &11 times. Christenson felt that the Town Board
should òe able to appoint the chairman of the Zoning and Planning
Commissioll. Attorney Beeh¡¡ stated the alternatives we have:
1. We could cOhti:..":..ue as ':'!9 &\re novl; hire and fire at will, or
2. The cOffiùission could be set U?òy an Ordinance (Kinnesota Planning
,~_ct) . They all felt ¿\ 6 member 'board worked YJell, and to go G,ny
1arser may ~e harmful. Attorney 3eens stated that we may be money
~aead to have ¿ Plan~ing Board Ordinance, and t,3,~:e a~pli.c8.tio:a.s.
Christenson felt we should go with the Ordinance to get the jest deal.
;lttorney 3eens SGid :i.t could. 'be dravm up in 1 day. All Town Board
members are in favor of the Ordinance. Attorney 3eens will send out
copies of Champlin's Ordinance for examination. More discussion at
a later date.
Clerk asked if they would consider making her a Notary Public?
1>1r. Babcock has suggested. it at an earlier dat~. Would take care of
Township Business only, and not get involved in the tran~fer of car
titles, etc. . Any money clooected from these services would oe turned
over to the Township. Bradley made a motion that we make the Clerk a
.... Notary Public, and Christenson seconded.

F:r. Roseland's Special Use Permit came up next. The barn is already

done. He finished it after he had been told to ~top. Schneider talked I
with Roseland and asked him to stop until Tuesday, (¡'[arch 14, 1 972) .
