Minnesota 55303 A Public Rearing on the Platting Ordinance was held Tuesday, February 1, 1972. The meeting was called to order at 7:40P.M. by Norman Stout. Members of the Town Boa",d and Zoning and Planning Commission were present along with Attorney Richard Beens, Dave Hansing of Tri-State Engineering, and Al Fischer of the Conservation Department. Mr. Fischer explained a large colored map of Grow Township. He explained the color code and also that it would be helpful in orderly development of the Township. Dave Hansing took the floor to discuss the Ordinance. He explained there is a need for control. The County has an ord- inance and they may exert their will, if a Town does not have an ardine.nee. Re moved through the ordinance, with questions and answers at intervals. There was a lengthy discussion on the strict requirements of new plats, including having tarred roads. Applaby and said that now is the time to terminate our contract with fri-State Engineerir.g, before we go any further. Bradley made a motion that we terminate with Tri-Sta.te, and Schneider seconded. Minutes of the Jauary meeting were read and approved with the following corrections: ~ith ",egards to the Burkhart pro- perty; There is no problem with the Zoning Ordinance in its present form. The Attorney and Zoning and Planning Commission said that no action is necessary. Also that the trees trimmed were on Pr&rie Road and South Coon Creek Drive, not ~ard Lake Drive. FEBRUARY 8, 1972 TO: GROW TOWNSffIP BOARD OF SUPERVISORS FROM: GROW TOWNSHIP ZONING AND PLANNING COMMISSION SUBJECT: PROPOSED SUBDIVISION AND PLATTING ORDINANCE GENTLEMEN: THE POPULATION OF THE TOWNSHIP OF GROW HAS TRIPLED FROM 1400 TO 4500 PERSONS IN THE PERIOD 1960 TO 1971 WITH A TOTAL OF 298 BUILDING PERMITS ISSU~D IN 1971 ALONE, INDICATING AN ACCELERATING RATE OF DEVELOPMENT AND URBANIZATION. CìR01/1 TOWNSHIP IS ON THE THRESHOLD OF A ~ULL SCALE SANITARY S~ÑER PROGRAM AND ONCE THE PROGRAM BECOMES A REALITY DEVELOPMENT WILL CONTINUE AT A MORE RAPID PACE THAN BEFORE CREATING ADDITIONAL DEMANDS FOR SANITARY SEWER, STREET IMPROVE~~NTS, PARKS, PLAYGROUNDS, FIRE AND POLICE PROTECTION AND OTHER MUNICIPAL SERVICES. AT THE PRESENT TIME, THE TOWNSHIP DOES NOT HAVE AN ADMINISTRATIVE TOOL, SUCH AS A SUBDIVISION ORDINANCE, TO GUIDE THE DEVELOPMENT OF THE COMMUNITY. THE TOWNSHIP HAS HAD TO RELY ON A LIMITED PLATTING SECTION CONTAINED IN ORDINANCE NUI:?t:R 8, ZONING REGULATIONS, A SECTION WHICH WAS NOT DESIGNED TO ADMINISTER THE SUBDIVISION AND PLATTING OF LAND.
