The REGULAR monthly meeting of the Grow Township Board of Supervisors
met September 14, 1971 at Crooked Lake School. Chairman Louis
Appleby called the meeting to order at 8:00P.M. with Supervisors
Bradley and Schneider present, along with Planning and Zoning
Commission members Stout, Langseth, Jones and Holasek.
On the sewer matter, Chairman Appleby said that Bob Hanson is
worY~ng with the Metropolitan Sewer Board to see if the Sewer
District can be changed.
~~ext the Board discussed snow plovdng for the cOming year.
Attorney Beens said that if the estimated cost is under $5000 we
need not publish it in the newspaper, only get quotes. If it is
over, it must be competitive bidding.
LeRoy Winner presented a list of street signs needed and a map.
He ~~ll check with Leroy and Lyle Sign Companies for the cost and
report to the Board.
Next Tom Bergsted took the floor to talk about Community Schools.
Anoka, Coon Rapids and Champlin have already started. The program
runs for 11 months with August for vacation and a chance to get
the schools ready for the coming year. The Township would pay the
director and he could be full or part time. The cost could be
shared with Coon Rapids for their share of people that attend
Crooked Lake. Art Stenquist asked how is it going to be cleaned
up and who is gOing to pay for the equipment that gets broken?
There are Supervisors for each activity booked in the school and
materials would be used under supervision. Hopefully people
would volunteer to instruct classes, otherwise a small fee would
cover the cost. Rosella Sonsteby asked if it would raise the taxes?
No, the program itself would be self supporting. The principal of
the school works with the director. The policy is set by the
school district and the principal has to go along. Attorney Beens
said in Grow it may mean a mill levy increase because we
do not have a recreation budget. If we don't have a community
school the children that participate at other schools may have to
be charged higher fees because they are outside the area.
Chairman Appleby suggested a public hearing or a study committee
to see how many people are interested. Supervisor Bradley made
a'motion we appoint or have a volunteer study committee and have
some Y~owledgable people. Supervisor Schneider secomded.
Paul Erickson, David Stenger and Rosella Sonsteby volunteered.
Trueman Hulegaard offered to grade for the skating rink.
Next the amended Junk Yard Ordinance was reviewed. The clerk will
keep the applications and licenses on file. Væ. Heidelberger Cuest-
ioned the $150 fee for the first year. They will meet in one 1)
week on the final draft.

Supervisor Bradley said the Town Board met with Ramsey TOYffiShip on
August 26, 1971 and they discussed many common problems. Now we
will try and meet R~th Oak Grove officials.
Gilbert Menkveld stated that he felt we are spending too much
money on court cases, attorney fees, etc.
The Stenquist Rezoning from R 1 to R 2 was unanimously approved
by the Planning and Zoning Commission. Supervisor Schneider
made a motion we, rezone from R 1 to R 2 and Supervisor Bradley
seconded and it passed.
Supervisor Bradley made a motion to adjourn at 10:20 P.M.
Supervisor Schneider seconded.

A SPECIAL meeting of the Grow Township Board of Supervisors was
called to order at 9:30P.M. at the Crooked Lake School on
September 28, 1971. Supervisors Schneider, Bradley and Appleby
were present.
Supervisor Schneider moved that the roads of John Wallenbecker
be acceDted under the conditions that he (Wallenbecker) cleans
culvert in case it fills with sand, until vegatation covers
shoulders, banks and backslopes, or for one (1) year.
A reasonable cover is 75%. If sandy areas do not pack he will
cover with stablizer. Ì·Ir. Wallenbecker agreed.
The motion was seconded by Supervisor Bradley and it passed.
Supervisor Bradley moved for adjournment at 9:40P.M. and Supervisor
Schneider seconded.
