Minnesota 55303 Earch 9, 1971 The Annual meeting of the Town of Grow was called to order at 8:10p.m. by Clerk, CArol Pinheiro. Nominations were called for for moderatof. Lyle bradley was nominated. There being no other nominations, a vote was called and Hr. Bradley was elected moderator. Þünutes of the 1970 Annual meeting were read and approved as read. The treasurer gave a summary report indicating a checking account balance of $25,722~37, with savings certificate and bond investment balance of $26,582.48. Bob Hanson of Tri-State Engineering, Inc. took the filioor to explain the sanitary sewer in Grow. He began by saying that the }tinnesota Pollution Control Agency can order sewers installed wherever there is pollution present. The Sewer Board has called for comprehensive plans from all governmental units. PCA says the need in Grow is not immediate, but will soon be at that point. Shoreline area developement af-ter July 1 will fall under the State Conservation Commission reg- ) ulatio~s. The Metropolitan Sewer Board is soon to okay installation of sewer in Coon Rapids up to the Grow Township line. The I'íetro Sewer Board, Metro Council, Coon Rapids and Grow Township representatives will meet to discuss this sewer. The original idea to put sewer up both sides of Crooked L~~e would cost $240,000. They switched it to just the East side. It will be installed UP to the tovm line this summer. Costs estimated to be $500 per acre to'bring it up to Grow, $300 to $400 for trunklines, $12 per foot front for laterals. Therefore a lot 100 feet wide and 150 feet deep would pay $167 for interceptor, $100 for trunklines, $1,200 for laterals, or $1,500-$2,000 per 100 foot lot. He indicated Grow could probably get financial aid from the government if the funds are there. He called for questions. Gene Bose asked if we are working with Coon Rapids? Yes. How firm is the location of the main line, it looks as if they are heading through homes. The line will have to be adjusted. ~æs. Bratten-What is the name of the street the sewer is coming to? Arrowhead. Gerald Windschitl-If payments are deferred until used, what kind of use do they mean? When the sewer comes to Gro~"the Metro Sewer charges Grow Tovmship for it and Grow then collects any way it can. Winslow Holasek indicated that the area benefitted is the only one assessed, not the whole township. -) Ron Smith asked the rate of interestcon deferred payments, and is there a chance for a grant? There are BUD grants available and there is a good chance for this area when it is qualified to apply. Moderator Bradley called for a show of hands of those in favor of more informational meetings on the sewer question. The majority of those present raised their hands.. It was then announced that the next meeting will be held when the report is completed. Leonard Johnson proposed the township us~ bigger ads for notifying people of meetings. / John Voss, Urban Planning & Design took the floor and began by going over accomplishments of 'the previous year. A Building and Zoning Code and comprehensive plan for the southern section of Grow was an outstanding example. He indicated that government funds are possible for completing the planning activity for the rest of the township. He complimented the Planning add Zoning Commission for the work they haze done. He suggested the suödivision ordinance needs work and recommended park developement, for which there is financial assistance available. He indicated that the comprehensive plan will be very helpful toward incorporation. Norman Stout, Chairman of the Planning and Zoning Commission reported work is being done on junk yard, platting, and snovfmobile ordinances. A large building ordinance is also in the works. ,"') Dick Pearson questioned the word"natural" in the platting ordinance. " Also questioned the State Shoreline plan in the offering. Can he build a home close to Coon Creek? Not on a flood plane; neither can he grade, etc. , on a flood plane. Mr. Draeger asked who determines flood plane boundaries? After much discussion answers were that surveyors provide maps of shorelines to the State Conservation Department, and flood plane determination is under the jurisdiction of the Conservation Department. The budget for the coming year was discussed. It was indicated that the budget is the same as last year except for an inclusion of ~2,000 for parks and playgrounds. It includes Road and Bridge, $8,000; General Revenue as follows; Fire $3,000, Assessor $2,500, Administration (weed inspector, legal fees, etc.) $15$000;;sewer $1,000, Building Fund $5,000 and Parks and Playgrounds 2,000. Trueman Hulegaard stated that he feels road and bridge fund is too low and parks and playgrounds is too high. Dick Schneider pointed out that moneys will be available for them from cigarette tax and sales tax and by not budgeting the money, the mill rate stays down. Last year the mill rate for Grow was 22.10, this year 12.92. }\rs. Green asked how much of the mill rate is for Grow? Out of 339.22 mills, Grow gets 12.92. ,.) Earle Frye asked whatsfund the Building Inspector is paid from and is it self supporting? Treasurer stated that he gets money for permits and retains 90% of the permit fees, leaving 10% profit for Grow. P\r. Pearson asked how we use extra money from cigarette and sales taxes? Leonard Johnson asked how much we spent on roads last year? We spent ~9,522 for snowplowing, grading, étC. ' Art Sloth commended the board on park and playground budgeting. Cecil Heidelberger asked how much the snowplow was sold for? $1,300. Gene Bose asked who the assessor is? Melvin Linder. Is he just for Grow? Yes. Isaac Barstow asked where the assessor is? He never sees him. Moderator asked for show of hands of those who have seen assessor at -: their homes. About 5 or 6 out of approximately 40. Earle Frye feels we should get an assessor from Grow. He feels the assessor wants Grow to pay Ham Lake taxes. Diane Poole asked "Can assessor assess a home without seeing it? Can he call on the phone and ask questions? Hr. Smith indicated that ) sometimes he gets dimensions, etc., off building permits. Isaac Barstow moved the budget be adopted. It was seconded and passed. Hext on the adjenda was the gopher bounty payments. ~175 was spent last year. Leonard Johnson moved we leave it the same as last year, 25¢ per gopher(10¢ of which comes from the county.) There were 75 people involved last year. It was seconded and passed. 1 The fire contract was discussed. 11r. Appleby indicated we had paid the $1,200 budgeted last year, but need $150 more for the contract with Anoka. It was suggested we should look into service from Coon Rapids. Dick Pearson asked how can Coon Rapids provide service? He was told they have a new fire barm there and have 3 rigs there, wD~ch is nearer ,than Anoka. Earle Frye asked if we coulÇt- split up to use both? He was told that Anoka bills on valuation and it would be hard to figure on a split basis. Leonard Johnson moved we kee~ the contract with Þ~oka for the coming year and pay the additional $135, still due this year. It was seconded and passed. y~. Holasek asked for a clarification of years covered by the motion. It was believed to be the years 1972-73. y~. Smith ammended the motion to pay $135 for this year. Earle Frye moved that the Board contact Conn Rapids to get a charge from them for a fire contract. It was seconded and passed. Trueman Hulegaard said township should consider equipment and time, etc., insteãd of dwelling on price. Cecil Heidelberger said we should plan now for our own fire service, ..J land, etc. Board indicateæwe have land for one station already. Robert Rither called for the question. Box 63 Anoka, Minnesota S5303 Jùex Gurten from the State Department of Natural Resources, Lands and Forestry 2ndicated concern with township fire wardens. We are down to 2 and suggested the board appoint 2 or 3 more. Burming permits are easier obtained, there are fewer wild fires. It was pointed out that burning was not ~ermitted according/to the Pollution Control Board. Gurten said it is permitted to búrn agricultural crops, right of way maintainance, etc. Hr. Schneider asked what the qualifications are. There are no particular qualifications necessary, except to lù10W burning laws, etc. Are they paid? They are volunteers, but do get some pay from the township. }~. Holasek asked if they should be scattered. Hr. Christenson asked if ~hey) l1r. Gurten could a~1Jear at a Planning and Zoning Commission meeting. He said yes, if- ñec essary. Hr. Babcock explained that burning is supposed to be banned in 200 people per section areas, and these areas would need trash and burnable pick-up provided. He promised more information later. Ruth Benton of Constance said they have a problem with dogs and dog catcher. Board promised to push dog catcher. ÞTS. ~ilbur suggested that we hold a rabies clinic in conneãtion with .'8) the dog li~censing session this year. Isaac 3arstow said he would like ~ublication of uinutes. 1-'lr. Rither indicated he meant on the legal påge of the newspaper. The board will check the cost of same and act on it at a board meeting. Esther Hodds asked about snowmobile ordin~~ce. Norman Stout reported that we are working on the ordinance, using the new one of Coon Rapids exceüt we allow a later curfew. There is no more requirement for public hearings on this ordinance, but will publish it after it is passed by the board. Gene Bose asked how we can enforce the building ordinance and snow- mobile ordinance? Hr. Babcock indicated that we take the offender to court, and it is paid by the township. Nr. Holasek asked if the action goes directly to the attorney or throughtthe board? Through the board. JVlI' . Smith asked where do we go for conciliation court? Anoka County. Election returns announced were: Richard Schneider, Supervisor; Janett Eveland, Treasurer; Barbara Jensen for the Soil and Water Conservation District. Rosella Sonsteby asked to include the numaer of votes for Supervisor. West -mmt~ 2240 140 Ave. N.W. Anoka, Minnesota 55303 A Special Neeting of the Board of Supervisors met March 16, 1971 at the home of Louis Appleby. Meeting began at 8:00p.m. A motion was made by Supervisor Schneider that Louis Appleby be Chairman and Supervisor Winner seconded. Louis Appleby Chairman for the coming year. Chairman Appleby to meet With Dave Ahle who would like a resolution to the Metropolitan Sewer Commission to extend its service to connect an 80 acre developement, to be hooked up to the existing Metropolitan Interconnector Sewer in Faddler's Addition in the City of Anoka. Moved by Supervisor Schneider and seconded by Supervisor Winner. It was passed. A short discussion was held to ask for bids on road grading. The Clerk asked the Board to consider buying an electric typewriter for Tovmship use. Clerk felt an electric would be better, because of the number of carbons to be typed at times. Chairman Appleby and Supervisor Schneider questioned cost? Clerk had figure of $185 for a good electric. Motion made by Supervisor Schneider and seconded by Supervisor Winner for clerk to purchase one and bill tovmship. Treasurer Janett Eveland suggested we put in the newsletter prices on Fire Calls, and peoples responsibility of paying for their fires. Also to list the number of Carlos Avery for free service on brush fires Clerk stated that the newsletter would be out the second week of April! Clerk asked if ads could be placed in the Anoka County Union and Shopper to notify people of the appointment of same. Board felt it a good idea to include the Shopper, as so many people rely on tha for Township news. Supervisor Schneider motioned and Supervisor Winner seconded. We had no filings for Constable, so the board RQll ask Trueman Hulegaard to fill the position. Called for an opinion for the Constable to issue tickets. Supervisor Winner motioned-that Trueman Hulegaard be appointed as such and Supervisor Schneider seconded. Discussion was held for time to hold rabies clinic, because new dog tags are due in Nay. Question as to hold on Saturday or weekday as in 1969. Chairman will contact Doctor Annenberg to ask rates for rabies clinic. Also will be included in the newsletter. On the matter of returning the $500 bond to Paul Carlson, it was decided that the vdring be checked by an electrician before the bond be released. Board to check house on Saturday. Board will check with Lawrence Blesi to see if he would be a Fire Warden. Need for one more in the 1~í portion of the to\Vllship. Clerk w~ll"contact Joe Polanski of Waste Control Engineering and check to see ~f ~t was an oversight, that their payments have not gone up as mutually agreed.
