Anoka, Minnesota 55303 The regular monthly meeting of the Grow Tovmship ßoard of SuBervisors was called to order by Chairman Appleby at 8:00P.M. on June ,1971 at Crooked Lake School. Present at the meeting were Supervisor Schneider, Zoning and Planning Commission members Christenson, Holasek Jones, Langseth, Rither and Stout. Lyle Bradley was sworn in as the new Supervisor, filling the vacancy left by the resignation of LeRoy Winner. Mr. Bradley will be Super- visor until the next Annual Town Meeting in March. Chairman Appleby said we would he hold a SEWER INFORV~TION meeting in about 3 weeks vdth the Planner and the Springsted Company. There is a chance for an 80% grant: 55% from HUD and 25% from the State. }~. Babcock said copies of the junk yard ordinance would be sent to the Zoning and Planning Commission and the Town Board for their next meetings. Chairman Appleby brought up where we should meet for the summer. Supervisor Bradley said times are to critical to risk a few dollarà, and we should get the school for every Tuesday night during the summer. Ron Karlsted presented a petition signeà by residents in Red Oaks Manor to do something about the roads, especially 139th and 140th Avenue. We have enough money in the Road and Bridge Fund that we could handle the road work. Diane Krall stated that the low areas are the worst and especially in front of the mailboxes on 139 and Quinn. Supervisor Bradley suggested we contact Jake Lundheim of the County Highway Department. Robert Rither said most of the stabalizer on 174 and Blackfoot is gone and keeps erroding and making a deeper hole. He felt we should caution ¥æ. Thompson against edge to edge ditches, all across the road. The Coon Creek Watershed District is cutting trees along Coon Creek. Chairman Appleby asked if there is any way we can stop them if they come into Grow? Supervisor Bradley asked if we could pass a resol- ution such as Coon Rapids to protect our residents. Barbara Schnapp suggested having the Boy Scouts and the Girl Svouts clean it up. Supervisor BBadley made a motion that we look vdth disapproval upon the actions of the Coon Creek Watershed Board in attempting to cut large mature trees in order to facilitate the cleaning of Coon Creek. Our Comprehensive Plan calls for development of many areas along Coon Creek to be established in the future for park and open space for the enhancement of Grow Tovmship citizens. We request a meeting with the Watershed Board at your earliest convenience to discuss this problem. Supervisor Schneider seconded and it passed. The Town Board and }~. Anoka, Minnesota 55303 page 2 June 8,1971 The Zoning and Planning Commission had given its approval on the final plat of Cedar Crest Estates-Second Addition. Supervisor Schneider made a motion that we accept the plat and Supervisor Baadley seconded. It passed. The Zoning and Planning Commission had approved Chapman's Fifth Addition earlier with the hope of sewer in the near future. It is zoned R1 and the lots are to small and it should be rezoned to R3 or R4. Supervisor Bradley made a motion that we accept the plat of Chapman's Fifth Addition. Supervisor Schneider seconded and it ~ passed. ~KUlenkamp approached the board and asked that they act on the variance filed by his partner Jerry Epps. The Zoning and Planning Commission had acted last week on the matter and had approvedit. The area where the property is is being rezoned and a public hearing has been set. Supervisor Schneider asked if we grant a variance can we still rezone later? }~. Babcock stated that the ordinance says rezone if it is less than 60%. If less we vdll rezone. A variance would òe cutting corners. Supervisor Bradley stated that hurrying things can get us in more trouble than waiting it out and the next time around we should hold up. }~. Holasek said we let 130 plus lots go through and nit-pic on 1 and its discriminating against people. Chairman Appleby said that people want to get going on their homes and we should help them out. Supervisor Scrilleider said we have already accepted their money. SuperviSDr Bradley made a motion to grant variances to Epps and Noel. Supervisor Schneider seconded and it passed. I';r. Stout, Chairman of the Zoning and Planning Commission started to give the report of the Commission on Amendment #9. They checked through the half section maps and found 77 lots left and this was after the 133 10tS~~TGilbert Menkveld had been granted a variance. He stated that tould not recommend passage of Amendment #9. Chairman Appleby did not want to get into it at this time of the evening and wants to schedule it on the adjenda for the July meeting. AnOka, Minnesota 55303 A SPECIAL meeting oZ the Grow Township Board of Supervisors met at Crooked Lake School, June 29,1971 at 9:19P.M. Chairman Appleby and Supervisor Schneider were present. Supervisor Schneider made a motion granting a beer license to the Grow Town Tavern. Chairman Appleby seconded and it was passed. Roads in Smith and Anderson's Rollimg Oaks were inspected and acceptable. Supervisor Schneider made a motion we accept the roads and Chairman Appleby seconded. On the roads in Green Acres: they were accepted with the conditions t that~~~~n~vel where needed and dispose of the dirt. alrill pp e y m de e'motion and Supervisor Schneider seconded. It passed. ' The roads in Wallen becker's Oak Ridge Manor were accepted on the condition they are shaped up and 1 culvert put in as requested by the Tovmship. Supervisor Schneider made the motion and Chairman Appleby seconded. It was passed. Also the stub road lot 29, block 3 of Wallen becker's Oak Ridge Manor to Gilbert Mankveld property. Motion made by Supervisor Schneider and seconded by Chairman Eppleby. It was passed. Hr. McPherson and Eldon Hall asked the board to act on his variance. The Zoning and Planning Commission voted 4 to 2 against granting the variance on lot "F':'. ELr. McPherson said they would not ask for a variance for 1 year on lots E and C, but they are filed as buildable lots. Supervisor Schneider proposed they apply for rezoning the other 2 lots. Supervisor Bradley and Supervisor Schneider were present. Hr. Keith Caswell was present and said the Township would get a bill about January 1 for ~~55, 000 for the interceptor 8.nd service:s to Pig's Eye Island. The line will be finished to the South line of Grow Township June 1,1972. Eldon Hall approached the Board about his variance. ,supervisor Bradley would lil:e to check the lÐ,nd Ð.nd see for himself.' He felt the Zon~ng ~nd Planning Commission h2Q good 're~son to reject and he would like to check it out. Supervisor Schneider wants the good for the Tovlnship, and was wondering if he could wait. He doesn't want to m~,e him lose out by holding him up. It v~s agreed that they would hold up until the next meeting. The Board discussed holding a meeting on ~ednesday afternoon, July 8th. There will be a meeting if Chairman ~ppleby is back from vacation.
