HomeMy WebLinkAboutJanuary " . , '. The regular monthly meeting of the Grow Township Board of Supervisors was held January 11, 1971 at Crooked Lake school. Chairman Jouis Appleby called the meeting to order at 8:05 P.M. with Supervisors 3chneiàer, Winner, Treasurer Eveland, Zoning Commission members Jones, Jangseth, Holasek, Christenson, and Stout present. Clerk Pinheiro ,bsent due to illness. Chairman Appleby appointed Robert Rither ',cting clerk. Minutes of the December 8, 1970 meeting were approved ,s read. Treasurer Eveland presented a' brief financial report. Chairman Appleby acknowleged receipt of a bill for $3,680.00 :rom Urban Planning and Design, Inc., for work done on the Comprehensive 'lan for the south area of the Township. Appleby stated that the >oard will have to decide to either pay now or wait until : the Board lad a chance to examine the report. No action taken. Discussion was held regarding proposed junkyard and snow- Jobile ordinances. Planning Commission Chairman Norm Stout reported .hat (1) a meeting to consider the'junkyard ordinance had been ;entatively scheduled for January 19, 1971, and that (2) Commission las awaiting a report from the Crooked Lake ,Sno-Barons Snowmobile :lub regarding their meeting with County officials. Trueman Hulegaard, 'epresenting Crooked Lake Sno-Barons Snowmobile Club stated that his >rganization is currently working with County and Coon Rapids officials 'evising respective ordinances. Chairman Appleby acknowledged receipt of a letter from ,obert E. Bicking regarding snowmobiles on Crooked Lake. In the ,etter, Bicking made four suggestions; (1) enforce 15 MPH speed limit, 2) ban two cycle engines (3) no operation after sundown, and (4) limit ,icensing to persons 16 years of age or older. No action taken. Complaints were heard from the audience regarding careless 'peration of snowmobiles, trespassing on private property, and racing n roadways at varying hours of the day and night. Kenneth Nordstrom tated that according to his observations of newspaper accounts of nowmobile accidents, most mishaps involving the machines happen on oads precisely where the machines are not allowed. , Hulegaard stated that any ordinance should be County wide. ttorney stated that according to County : Attorney, County has nothing n hopper right now and that County Ordinance regulates use of snow- obiles in County parks only. Chairman Appleby announced that the Comprehensive Plan for he south area of the township had been completed and the final report eceived from Otto Schmid of Urban Planning and Design, Inc. . I ' ~ -2- rl 'Chairman stated that Comprehensive Plan would be given to Tri-Sta -) Engineering and along with the updated sewer report, submitted tc the Metropolitan Sewer Board. Board announced that 500 copies of the Grow Township Zoning Regulations Ordinance would be published at a cost of $18( Appleby said that copies should be available soon and, would be distributed:' at cost, approximately 36 cents per copy. Mr. (l.4rt S6r0"'Jf"ev, of New Housing Concepts, Inc., appeared before the Board regarding plat':'iegally described ,as NW: Section 2, T32 R24, Anoka County Minnesota. Mr./S t;ro~... e '1 . that due to Planning Commission denial because plat did not meet requirements of Ordinance, he wanted the Board's opinion as to he strict the policy 'will be regarding plats submitted under the te: of the new Ordinance. Board examined plat. Planning Commission Rither stated, that the Commission had not denied approval of th and thereupon quo~ed from minutes of Commission meeting held Jan which stated that Commission recommended New Housing Concepts, I, resubmit plat conforming as clesëly as possible to Ordinance re~ ') ments. Supervisor Winner said he would remain neutral. Commiss . , member Christenson stated that Commission was not finished with plat. Commission member Holasek said that Commission feels plat conform to Ordinance. Attorney advised the Board that NBC actio was not properly before the Board because NHC has not followed procedures as defined in the Ordinance. Chairman Appleby stated we should adhere to provisions of the Ordinance or we may find c unable to enforce any part of it. Supervisor Schneider concurre Appleby and Schneider agreed to recommend that plat be redrawn t to Township Ordinance. Discussion was held regarding amendment to Ordinance t include road easement in lot width setback and that developers F and install street signs. No action taken. Bruce Hay appeared before the Board to review and expJ proposal for mobile home park development. Hay stated that proF would provide two apartment units to three mobile home units, w' apartment development on 25 acres adjacent to mobile home park. '-..) response to questioning by Schneider, Hay stated that the Eberh Company indicated that financing for apartments would be three years away. Winner noted that proposal calls for 5000 square f, lot whereas To~~ship Ordinance requires 5500 square feet. Hay that 5000 square foot was misprint . Appleby discussed number -3- - n park noting that original proposal two parks at 250 units each, 300 nits first phase with an additional 150 units on dredged land. iscussion was held regarding taxes generated,by mobile home parks ~rsus hand crafted homes, method of assessment, depreciation of )bile homes versus appreciation of hand crafted homes and collection ld distribution of taxes. Mr Don Wick briefly explained the problem :hool districts face regarding bonding,Mith respect to mobile homes ld conventional homes. Demands on municipal services and school age ¡ildren was also discussed. Appleby stated that he could not see more than 500 units in wn at the present time. Winner agreed. Kenneth Nordstrom asked one [park] can come in, why not two? Winslow Holasek replied, if J, why not three and if three, why not four? Hay stated that if )roved, he would request Board to leave it at 30] unit development. Lasek said that he would like to see how first park will develop. Uler stated that he would like to see how first park develops before wittment to developement of a second park. Trueman Hulegaard ted that in his opinion, the closer the parks are to the south end the Township the less road usage and maintenance because the thern part of the Township is close to the freeway and shopping as in adjoining areas. Holasek stated that he has nothing against Hay proposal but did not feel we needed it at this time. It was moved by Winner, seconded by Schneider, to accept Lng Board recommendation to deny Special Use Permit to Bruce Hay 'evelop a mobile home park. Motion carried. Mr. Milt Jacobson appeared before the Board. Jacobson stated he had purchased a 100 foot by 200 foot lot on Contract for Deed une of 1969 and did not give much thought to zoning at time of hase. Jacobson said he has since reviewed the Zoning Ordinance finds that his lot does not conform to the Ordinance, and he wanted now if he has a buildable lot. Jacobson presented warranty deed. cney read Zoning Regulations Ordinance Section 4:04 (A) LOT rSIONS. Attorney stated that 60% of 2t acres is 1t acre which . that Jacobson had about 20% of requirement. Attorney stated situation was a technical problem wherein a Special Use Permit 'plicable rather than a variance. Attorney advised Jacobson to ,re plan for building when ready to build, about three months prior ,ilding date get Special Use Permit forms from Clerk and follow dures according to Township Ordinance. Jacobson stated that, for ~n peace of mind, he would like the opinion of the Town Board - . II j '. " . -4- . as to his chances for obtaining the Special Use Permit. Board m î agreed that they foresaw no problems for issuance of the Special Permit. There being no further business to come before the Bor was moved by Winner, seconded by Schneider, to adjourn.
