Box ô3 Anoka, Minnesota 55303 The Grow Township Board of Supervisors met at Crooked Lake elementary school on September 8, 1970. Chairman Louis Appleby called the meeting to order at 8: 10 p.m. with Supervisors Schne ider, Winner; Zoning and Planning Commission members Christensen, Jones, Ho lasek, Stout, Langseth, Rither, and othelS present. Clerk Carol Pinheiro was absent due to a meeting of municipal clerks at the Anoka County Auditor's Offic;e. Chairman Appleby appointed Robert A. Rither Acting Clerk. ;' Rither read the minues of the August 11, 1970, meeting, which evere approved as read and ordered placed on fi Ie. Treasurer Eveland presented a brief financial report. Appleby announced the board's intention to hire Dave Alley of Tri-State Engineering to prepare a sewer and water study for the township., According to Alley, the study would cost not less than $1,000 and not more than $2,000. According to Winner, the proposed study wou Id up-date a report completed under contract with Su II ivan Engineering. Moved by Schneider, seconded by Winner, to hire Tri-State Engineering to up-date the Sullivan report. Motion passed. Appleby reported that there are three unlicensed junkyards in the township, namely yards operated by Batson, Crowley (sp?) and Heide Iberger. Board members felt that they should not have to spend time hunting down the operators to issue licenses. It was brought out that Heidelberger had applied for a license but was rejected due to improper screening. According to Attorney Bobcock, the board col¡ d bring action to close the unlicensed yards. Moved by Winner, seconded by Schneider, to take punitive action against Batson, Crowley and Heidel- berger. Motion passed. Appleby acknowledged recei'jOt of a letter from the Crooked Lake Civic Association. The associa- tion requested the township to install a deep well and pump to raise the level of Crooked Lake. Appleby stated that a six inch well casing would be sufficient but if the project were under-taken, a twenty inch casing should be installed for possible use as a municipal water system. According to Dave Alley of Tri-State Engineering, t e estimated minimum cost of a six inch casing and pump would be $20,000. It was pointed out by Earl Frey that there is no public boat landing on Crooked Lake, therefore on Iy property owners on the lake wou Id benef·t. No action taken. ,_ Supervisor Schneider "reported that 3 bids had been rec i:ed on the p~~ e-f the coming winter. The bid of Trueman Hulegaard was ra;!!I_J L__ I il J:,d J.!.! :..al!døe a bid on the town truck. Hu legaard agreed to resubm it his id after examining the truck. Board is to contact Fred Tronson and ask his bid on plowing. Moved by Winner, seconded by Schneider to table action on bids until September 16, 1970. Discussion was held on the proposed zoning ordinances. Attorney aabcock stated that several dëcisions need to be made with a few minor compromises to be worked out. Planning Commissioner Stout wi II arrange meeting dates to complete the necessary work. Appleby stated that the board did not concur with the planning commission recommendation of a 2-1/2 acre minimum lot size in the R-1 Zon ing District. Board feels that one acre is sufficient. Larry Stenqu ist wanted to know what size lot would prevent pollution, stating that in his opinion one acre was large enough. Appleby replied that the intent of the 2-1/2 acre minimum was to retard development in northern areas of the township until sewer and water \Was 'avaibble. Planning Commission chairman Stout said that the Federal Housing Administration will not provide financing on less than 2-1/2 acres without sewer and water. - " , . - September 8, 1970 Page Two The board heard a complaint from Gus Marquardt regarding careless operation of automobiles by unknown persons on Cloutier Road. Appleby agreed to contact the Anoka County Sheriff to have the area surveyed. Cecil Heidelberger reported to the b(! )ard that a second mobile home trailer had been moved onto the Hicks property on Bunker Lake Blvd. He ide Iberser demanded act ion from the board. Appleby and Constable Hu legaard agreed to visit the ar,êa dnd take appropriate action. Cecil Heidelberger wanted to know why some construction sites were not displaying abuilding permit . Heidelberger said he had done some.cement work for Edward Fields on Round Lake Blvd. and there was no building permit on display. Appleby said that the building inspector's records reflect that a bu ild ing perm it had been issued for said construction and that He ide Iberger had been shown the duplicate copy. During the ensuing discussion, it was brought out that very often the poper permit signs get torn down by accident or by vandals. Meeting adjourned at 9:30 p.m.
