The regular meeting of the board of supervisors of Grow Township met at crooked Lake School
on October 13, 1970. Meeting was called to order at 8:30 by Supervisor Winner in the absence
of Chairman Appleby. Present were supervisors Winner and Schneider, Attorney Beens, Planning
and Zoning Commissioners Langseth, Ritner, Christianson, Jones, Stout, Bradley, Lundgren, and
"others.

Minutes of the last meeting were read and approved as corrected. Treasuær Eve land gave her report.
Supv. Schneider moved, it was seconded and passed that Ð-ttorney Beens get started on pur!:hase
agreements for the Kennedy property.
Supv. Winner brought up the contract with Urban Planning & Design for $3,680 to do a comprehensive
land use plan and maps. Sup£'o Schneider questioned the cost of so many maps. l'he reaSÅ’>n for the
study was also questioned. It was explained that the Metro Sewer Commission and the Metro Council
both required this study. If we don't have this study we will lose all financial help from the Metro
Sewer people, federal government (through Metro Counc i I), and cannot incorporate without it.
Supv. Wineer moved the contract be executed. After checking opinions of Planning and Zoning
Commission members, Schneider seconded it and it passed.
Carlyle special use permit request to build a planned unit development of mobile homes and apartment
buildings was brought up. Attorney Beens read the contract. The addition. of a time limit of two years
after sewer is available was inc luded. Attorney I>eens will retype with corrections and send to all
concerned for signatures. He pointed out that the fee should be set for the permit. Schne ider
moved to accept the contract with permit fee of $500 as corrected. It was seconded and passed.
The Planning and Zoning Commission recommended that the board adopt the private sewer and
plumbing ordinance as written in Minn. State Plumbing Code, 1969 edition; an Ordinance and
code regulating individual sewage disposal systems, Minn. Dept. of Health, 1969 edition; and
building materials code as submitted by building inspector when they adopt the new zoning ordinance.
Action was postponed until special meeting to be held October 20.
Meeting was adjourned at 10:30 p.m.

Holasek, Jones, Christianson and Rither, and Attorney Beens present.

The building materials ordinance as sumbitted with tf/e inclusion of the private sewer and

plumbing codes was taken up. Supervisor Winner móved to adopt the building code with
section on last page to be corrected to refer to latest ed ition of BOCA code and addting
repea ler clause. It was seconded and possed.
After much discussion of the new zoning map and ordioonce, Supervisor Winner moved to
accept the ordinance and map as recommended by the Planning and Zoning E:ommission,
adding provision granting those who have preliminary plats already submitted to have one
year f~om the date of this ordinancE; to file the final plat. It was seconded and passed.
