Dickerson petition.)
John Voss told that most communities do not allow private
trai1er-3, adding, if one is allowed; town is usually faced
with many r:lora such requests.
:UIr. Dickerson told oÎ his attorney's opinion that towns can--
not rest;:'ict all trailer homes. After much more discussion,
and amoung other things, lJfr . 3eens stated that the town board
is operating urrJer their ordinance.
It was mentioned that Dermits were issued for 90 days, with

an additional 90 days at a maximum.
Zoning Commission's opinion directed to town board, ,,¡as given
a~' in favor of denyiDg permit to ÞW. Dickerson.

Minutes of Annual Meeting
March 10, 1970
The Annual Meeting for the To~mship of Grow was held at Crooked
Lake School, on ~2rch 10, 1970. Chairman Louis Appleby convened
meeting at S:30 p.m.. Nominations for a moderator was opened,
and Þ@rvin Christenson was approved by vote; wherein he took
charge as moderator.
Minutes of the last annual meeting were read by clerk, and
aporoved. Treasurer, Mrs. Eveland gave a report of the receipts
and disburesements for the last fiscal year. Giving ~17, 329
as balance at; end of year.' And savings certificate and bond
investments totaling ~21,263.39.

David Alley, sewer consultant, and ¡,fr. Brockman were present.
Mr. Alley sumr:larized the seW8:-- report that~'\Ta3 prepared by
Sullivan Engineers for Grow, dealing with the more densely
settled areas. He said the report indicated the 1, impossi-
bility of our own treatment facilities in Grow, and 2. the R~~
River would be politicly hazardous and that there are technical
problems. The Sullivan report did advise service through trunk
lines from Anoka, and Coon Rapids. ~1r. Alley mentioned that
Coon Rapids was interested in annei±ng a 2 sq. mile area around
Crooked Lake, rather than sharing cost with Grow in servicing
sewer. He read letter from Town board to ~ætro Sewer 30ard
asking for planning and financial assistance in sewering the
Crooked Lake area. (See copy filed with Feb. 10, 1970 minutes)
~~. Alley told of a meeting to be held between Metro and Grow
officials On the matter. þ~. Alley sum~ed up by saying, that
the decision on sewer facilaties for the 7 county area were to
be decided by the Metro Sewer Council, and they also make reco-
mendations to the Ÿlinnesota Munincipal Commission on any
annexation request.
John Voss, planing consultant for the town, spoke inbehalf of
the zoning ordinance which is being updated and revised. He
added that April or ~BY copies should be available to residence.
Notice to be in paper as to completed zoning ordinance. Hr.
Voss told of importance in comprehensive plan designating areas
for development, industry, and residential. He told of a
letter to the zoologiaal board from Town Board ( see copy filed
with Feb 10, 1970 minutes) in favor of the zoological garden
and would cooperate in any way favorable.

Lyle Bradley spoke of the proposed zoological garden in the
area. He answered many questions, a~d added that it would
have a tttremendous economic effect" on this area.
The moderator read reposed budget. Being 8,000 road & bridge,
revnue as 26,000. JreaKdown as follows, 3,000 fire - 2,500
assessor - 15,000 administration (which includes amo'.;.ng
other things, weed, legal, Voss) 1,000 sewer - 5,000 building
fund. It was mentioned that by law the town has to have a
weed inspector. #DO can issue warnings to have weeds distrcyed,
and if necessary, can have t:19E1 destroyed and bill the property
woner and/or put the amount on tax rolls. Arthur 310tl prèposed
set;ting a:3i-:1e monie:3 in budget for ...-'ecreational purposes. l\fr.
Winner told of some land dedicated now, as park and play ground.
Board generally felt that there was enough monies available in
funds for some financial aid if specific purposes are presented
to town for study. Motion by Mr. 3arstow to accept budget as
:-eaà, motion seconded and approved by vote.
The fire contract was diacussed. Attor~eJ Jee~3 told of a bill
that was passed in the 1969 legislature permitting tovms to
assess back on property o\¥ners any delinquent fire bills. He
t.old of the iP.1portar.ce of checking to see if personal fire
i~surance doe3 indeed cover grass fires as well as builJirrgs.

dept. service. Don Wick motioned to autnorize town board to
spe~d up to 1,200 dollars for fire contract protection in the
year 1971. I~lotion was seconded and approved by vote.

payable in two installments this year. 30nds invested would be
enougil to cover Grow land payment due in Dec. 1970. Also board
mentioned possibility of using so~e of the general revnue for
land payment.
Leonard Johnson motia~ed to contin~e gopher bou~ty payment in
the town. Motion seconded and approved by !!'ote. Board told of
t Ö¡{ 10 cents reimburse,'"ent ':rOin county on gophers.
Victor Bergerin moved to have al1:J.ual election and meeting next

vote.
