The regular monthly meeting of the Grow Township Board of
Supervisors was held December 8, 1970 at Crooked Lake School.
Chairman Louis Appleby called the meeting to order at 8:10 P.M.
with Supervisors Schneider, Winner and Treasurer Eveland present.
Clerk Pinheiro absent. Chairman..Appleby appointeçi Robert Rither :
acting clerk. Minutes of the November 10, 1970 meeting were read and
approved as corrected. Treasurer Eveland presented the monthly
financial report. Attorney Beens stated that the option on the
Kennedy property had been exercised and a Township check for $12,656.00
had been placed in escrow. The Treasurer's report was ordered
placed on file.
Due to the increase and diversity of matters to be
considered by the board, it was moved by Schneider and seconded by
Winner to publish an agenda in the Anoka County Union one week prior
to the regular monthly"meeting. Motion carried.
Discussion was held regarding a, snowmobile ordinance.
Attorney Beens read portions of the State Law, briefly explained
how it would apply to Grow township and stated that with some minor
revisions or additions, it would cover most situations for the town.
Truman Hulegaard requested the Board's permission to allow a represent-
ative of the Crooked Lake Sno-Barons Snowmobile Club assist the
township in drafting the ordinance. Permission was granted. Chairman
Appleby announced that the Planning Commission would meet December 15
at 7:30 P.M. to draft the snowmobile ordinance.
Appleby stated that he had been contacted by the Pollution
Control Agency regarding a ban on burning of trash, garbage and other
combustible materials. According to Appleby, the PCA required a letter
from the township stating when the burning ban would be placed in
effect. Furthermore, Appleby acknowledged receipt of a PCA question-
aire requesting, among other items, information about the number of

trucks hauling waste into the township dump and the daily total of
waste in cubic yards. Appleby said that he was having difficulty
answering some of the questions. Attorney Beens stated that he
would contact the PCA and report to the board at the next meeting.
Appleby reported that three of the five junkyards in the
township are operating without license. Board members agreed that
the junkyards have been a constant problem that should be solved.
Attorney Beens presented the Board a model junkyard ordinance. Board
members agreed to direct Planning Commission to draft new ordinance
based on model. Board felt that once the. new ordinance is adopted
the two licensed operations, Wilbur and Jellison, should be reimbursed
all or part of the 1970 license fee paid.
Discussion was held regarding the Sheppard Cesspool Service
dumping cesspool effluent on property owned by Edward Fields. Truman
Hulegaard stated that if effluent was not cleaned up it would pollute
Coon Creek during the Spring thaw and run-off, and that the Board
should take some action in this matter. Chairman Appleby instructed
Attorney Beens to check on what can be done to prosecute.
Chairman Appleby acknowledged request from Crooked Lake
Civic Association to keep area of Crooked Lake clear of snow for
skating. Don Wick stated that resulting snowbanks would invite
snowmobile bank jumpers and possible injury to children. It was
opinion of Board that it was too late in the season and that plans
rink
should be made to establish a skating/complete with warming house
and lights for possible construction in 1971. No action taken.
Moved by Winner seconded by Schneider to pay Mel Linder,
Assessor, $400 for assessment work completed to date~ Motion carried.
Moved by Winner seconded by Schneider to hire Henry Jirasp1c
as township weed inspector for 1971 at a salary of $150. Motion éarrie
Appleby stated that he had inadvertently over-drawn the
Gopher Bounty Fund and needed more money. Treasurer Eveland gave

Discussion was held regarding double bungalow in Rosella's
Addition and new zoning ordinance;. It was brought out that the
existing ordinance allows double bungalows in residential area but
new procedures will apply under the new ordinance. A member of the
audience wanted toc:know how long it takes to get the new ordinance.
Attorney stated that text of ordinancé has been ready for publication
for several weeks. Winner stated that he had received the Zoning
map and would bring it up to date and give it to the Planning
Commission for review on Dec.ember 15, 1970. Board instructed
Attorney to submit text of ordinance to the Anoka County Union and
after review of Zoning Map by Planning Commission on December 15,
map would be delivered to printer on December 16, 1970.
Chairman stated that Board wanted to give janitor of schoo¡
an additional payment in appreciation for the extra work he performs
on meeting nights. Treasurer Eveland pointed out that the janitor is
paid by the school district and that the township pays the school
district for the use of '.the building. Moved by Winner seconded by
Schneider to pay janitor Tom Santelli $10. Motion carried.
There being no ;.further business it was moved by Winner and
seconded by Schneider to adjourn. Motion carried. Meeting adjourned
at 9:45 P.M..
