Minutes of Meeting
September 12, 1969
,
The regular September meeting was held at Crooked Lake School, with
Supervisors, L. Appleby, L. Winner, R. Schneider, Attorney Babcock,
Clerk, Treasurer, and others. Meeting opened 8'o'clock P.M..
Min~tes were read and approved. Treasurer gave financial report.
The Chairman told of a revised bill from Sullivan Engineers, on the
Sewer Study. Motion by L. ;'Iinner, seconded by R. Schneider to pay
Engineers revised bill 0; $3,045. Approved by all.
In answer to L. Appleby, r1r. Babcock rèported that the necessary
papers restoring village powers had been prepared, etc. .
"IT> . and 'Mrs. Lyle Peterson requested a permit to build a barn for 5
to 7 horses, on their property. T~ey stated they had 5 acres on Co. Rd.
l~ r~. Babcock read from Building Codes concerning agricultural uses,
an adKis8d:~h~t~farm buildings shall not obstruct ,future streets and
etc. Motion by Winner, seconded by Schneider, to approve a permit to
be issued by building inspector. f.'Tot ion carried.
Mrs. Chase request Town of Grow to accept roadway on property she is
or has sold. She stated she would have necessary road work completed.
Board to inspect road, and Babcock to prepare Chase roadway deed.
Mr. Wetzel stated he purchased 9 acres of land on Co. Rd. 5° adding

he wanted to build a barn for horses. He also said he eventually
wanted to build his home on the property. Norman Stout said he
thought it all right as there are "lots of horses there now". Motion
by Schneider, seconded, to allow building inspector to issue a permit

The Chairman told of a profe~ ~4 nal plan:1er, 0 Cí, who gave an
estimate of ~20 an hour,~ - ' for planning in the towr.-
ship; which he thought would take months to complete. ~~. Rieter
asked why we were not using study by Midwest Plaining. ~Tr. Winner
mentioned that we were using some of the results of ~ddwest now,
adding, it was an area wide study and not to much detail. It was
mentioned that in 1'1idè"est' s 3tudy, industry should be located in
ramsey township. )Ir. Babcock added, that a profesional planner might
suggest something acceptable to the town board. u : ~-

L.Appleby said that the Zoning and Planing Board consisted of Norman
Stout, chairman, Duane Jones, Harold Langseth, Jack Lundgren, Winslow
Holasek, and Lyle Bradley. They meet the last Tuesday of eve~J month.

R. Schneiier asked about the Coon Creek Drive situation, where com-
plaints were made about cement drives and fences on or to near town
road' . frx. Babcock said he would check on road. He also mentioned
that building on township roadways, would put you at the mercy of
the town board. ;·Ir. Hulegaard felt the area was an ideal park site
and felt the roadway was adequate as is.
:Vir. McNeil whose property was complained about, told town board that
he was grading and still having cars hauled away.
Mr. Babcock talked of the Talbot zOì.1irlg, adding that Ycr. Beens looked
at title records, and it indicated that I-'Ir. Talbot owned property on
2 sides of his zoning request land, so it appeared he would have the
necessary consent.
Bob ~Jelson asked if a bridge would be built on Co. Rd. 16, near the
Crooked Lake School. Board said they would check with the County,
and if needed, request a bridge to be built so as to permit childern
to crofs safely. NT. Nelson asked if he and others could build a
tempoI' y bridge on private property, until road and bridge are com-
pleted. No objections heard.
ÞIr. Babcock talked of the town investing in treasury bills and short
term notes, at 7 or S percent. Adding that if the money was needed,
notes can be sold. He spoke of the procedure in Champlin, whereby
treasurer is given consent to invest money, by calling Town Council.
Pi motion by R. Schneider, seconded, that some of town's monies be
invested by the Treasurer. Babcock to help r~s. Eveland set up
procedure with investment firm. Motion carried.
]If!!'. Babcock read a petition that had beer. filed with the State of
Min;¡. , from Great I'!orthern Railway. The railroad company requested
permission to remove a station at Andover. Norman Stout did say
that he felt the station was useful and objected to its removal.
On a motion by town board, objections were to be filed and sent
in by town's attorney.
Board motioned, and adjourned meeting at 9:30 P.M..
