October 14, 1969
A special zoning meeting was held at Crooked Lake School, 7:30 P.M.
Zoning Board members; Stout~~~ad:ey, Holasek, Jones, Langseth,
Attorney Beens, Town Hcard~ Qt~ Robert G. 3chiefeltein, represen~irg
Vernon 3arkaloo, who requested a use permit for a modular home
that is located on Co. Rd. 20, in Grow.

etc.. Zoning board mentioned ceilings ~eight3 were not up to local

two halves of the hause. ¡-,Ir. Langset,h said that he iS3ued a build-
ing pe:,mit, as he thought it to be a floor plan of a house to be
built, not moved in. Jor~an Stout stated there was noticd3 of this

Bldg., on Co Rd , and on the house in question. After more
discussion, Zoning members adjourned to another area, for fur-tiler
consideration.

¡iT. Appleby mentioned Coon Creek D:,ive, adding that prehaps a sur-

A discussion followed on fees for th3 bui:~inE inSDsctor. Tt wa3

sufficient f~r the amount of travel and time involved. After further

opinions, motion by Winner, seconded, that a $10.00 minimum for any
permit issued, with $2.00 a thousand. Motion carried. ~~s. Sonsteby
ask if building inspector was bonded - Board ttought not, they were
',~ to check.

Chairman talked of the disposing of some ver7 old papers, and so on,
in the Grow TOVvD safe; DOVJever, he added, !-.'Ir. BeeDs told of a recent
case, wherein records were used dating 50 years ago. Mr. Rither
asked if the County micro-filmed there records, adding he thought
he had heard 3u~h. >~. Appleoy said he would check at the court
house.

Winner to check further on signs that may be needed or corrected.
A motion by Winner, seconded, to sign a Certificate of Correction
in a Red Oaks ~aDor Platt. Approved.
Board again asked if any one- would-serve as dog catcher, no res-
ponse. There :1ad beed~omplaints phoned in to board. It was re-
ported that B & E Patrol had been called on one occasion.
~oard talked of the snowplowing procedure in the town. It was
mentioned that Faddlers Add., etc. , would not need service now;
and ~~. Appleby and Yœ. Winner agreed to give full cha:'ge of
local snow removal to ~æ. Schneider..
Board mentioned the need of hiring a assessor for the coming year.
Mr. Linder was present, and said he was interested in the job at
a fee of $4,000. Gœ. Linder said that there were many new homes
to be checked and others~ad to be reviewed this year. After much
discussion, Board decieded to talk to other townships and reatàia
dec±smon in 2 weeks time.
In answer to f~. Rither, H. Langseth said that building. permits
issued have to be displayed where anyone could see them.

Chairman told of Town losing case to Jerome Hicks,
Knutson ruled that as long as no one saw Hicks move the building
in, there was no violation.
r.1rs. Sonsteby asked Board about the sewer talks with Anoka, and if
there was anything to report. Board said no, nothing now.
Zoning board could not reach any decision, Town Board announced
special meeting on modular home issue, on Tuesday Oct. 21, 7:30 P.M.,
at Crooked Lake School.
Board adjourned meeting 9:20 P.M..

Special meeting held at Crooked ake School with members o£ Town ioard,
Zoning Board, Attorney Seens, Mr~ Barkuloo, and his attorney, Robert
SChierelbein, Clerk, Treasurer present.
Zoning Board Chairman Stout, talked o£ the modular house,(Sec. 15,
šee discription, etc. filed with clerk.) stating he looked at it and
telt there were quitA a tew things that were not up to building stand-
&rds, in any area. ~. Langseth told of the two halve' being put to-
gether poorly, leaving a gap, floor joist were inadequate, window
situation was poor, and there was"no subfloor. Mr. Schneider asked
about the wiring; Mr. Langseth told that the State has to 1nspec1L elect-
rical wiring. Zoning Soard felt that the house would not be FHA approved,
as stated by Mr., Barkuloo's attorne,.
Mr. Schiefelbein asked ~~. Langseth if he was a contractor in the
area. To which Lang'eth replied he was, for 9 years. Mr. Schiefelbein
said he should be di!quali£ied because ot prejudice, and he felt that
Langseth would only approve hand crafted houses, he also mentioned that
Mr. Barkuloo had a great deal ot money involved, and are asking for
~ariance allowances. '
Mr. Langseth answered, he had no final decision on this, only giving his

homes and said in other 3tates~hey are FHA approved and have no trouble
with them.
After much discussion, zoning board passed resolution to issue special
use permit, however, with the following specifications;
1. the two halves of modular,þouse are to be pulled
together, to the township; .,} building inspectors
approval. .'.
2. -~riances from township-;W: codes, to allow present
ceiling height and outside sheeting on the modular
house.
3. ''tanance from township'.- codes to allow present flQor
joist, on the following condition, that Mr. Barkuloo
pres.nt engine.ring data showing that the modular
home's floor joist construction method results in
a structural strencth equal to or peater than that
which would result from strict observance of the
Grow Township building Code.
4. the r.e tor special use permit shall be 250.00

'1 Attorney Beens to prepare permit according to zoning board and town
! board recomendations.
~on a motion by Winner, to accept zoning board's recomendations, and issue
~a special use permit to Mr. iarkuloo, seconded by Schnieder. MOtion
carried.
r~. Winner told of Judge iakke's request for major road improvement on
a road to his home. Board agreed to inspect road and see what can be
done.
A Mr. Fields told of a road ~ha~ was across Joe Fields property, he asked
the town to accept roadway, to settle an estate. He mentioned the road
was in for many years. 1~. Beens told that if road is accepted, town is
assured of 66 ft. right of way, but, he added town does not have to devel-
op the road. Mr. Winner moved to accept road from the Joe Fields estate,
Mr. Appleby seconded the motion. !~. Schneider said he did not want to
vote on motion. Town attorney to prepare deed.
