Grow Township
Minutes of Meeting
November 11. 1969
The regular meeting opened at Crooked Lake School. $ o'clock P.M., with
Town Soard, Clerk. Treasurer, Attorney Babcock, and others present.
Attorney Babcock spoke of Ghe legal holiday, and that business of public
necessity could be conducted.
Minutes read, corrected, and approved.
Treasurer read financial statement. After discussion, it was agreed by
those present, to convert Twin City Federal account to a treasury note.
~~. Babcock and Mrs. Eveland to invest monies.
The Chairman said that the County Auditor asked that a registration of all
voters in Grow Township be established. Notice to be in paper as to time
and location.
Board again discussed hiring an assessor. Mr. Appleby spoke of the County
doing the asse3~ing - 2 years for $5,000. Board agreed to table discussion
until next month.
Board talked of snow mobile ordinance, a copy was not yet available from
the County. Mr. Babcock told of copies prepared for other towns. He will
forward sample ordinance to the Board.
Mr. 3abcock talked of the Hicks case; he recomended filing another complaint,
in attempt to en~orge town ordinance. It was ~entionad that a trailer was
on the site. In answer to Mr. Appleby, Babcock said he thought Grow stood
a chance to win case.
A lengthy discussion on the zoning ordinance progress was heard. ~~. Appleby
asked zoning members, if John Voss was not helping, prehaps hia services
should be suspended. To which zoning board ganerally agreed. ~~. Winner
felt the town needed the help of a professional planner. and that local
zoning board could not technically plan out town. It was mentioned that
the Metro~our.cil will take over sewage plants in 1970, and the Metro
Sewer study favored Grow being 3erviced by Anoka and Coon Rapid3.

Town Board agreed to talk to Mr. Cook. of the Metro Sewer Council con-
cerning sewer plans. Board also agreed 1;0 inform Mr. John Voss that his
services would be terminated until turther notice. In answer to Marvin
Christenson. Mr. Babcock told that Oak Grove were 1;0 inact the Midwest
Study in the tuture. but, that local town board f'elt that industry was
needed in Grow, and that a planner might be helpf'ul in that respect; or
that Grow planing board can designate zoning areas on thier own. Lyle
Bradley said. rather than ~ire anyone to help with zoning,. we should
use trained people already employed on the State level. He mentioned
the soils survey from the Metropolitan Council, and that he asked a
copy be sent out. Mr. Appleby·asked Mr. Bradley to help contact some
of' these people to help the zoning board.

Mr. Babcock reported giving a copy ot a burning ordinance to town and
zoning boarœ for study. He told that it included hours f'or trash burn-
ing as well.
A petition was presented from Robert Chapman f'or rezoning ct.part of
the N.W.! of S.E.! of' Sec. 32. Board reterred petition to attorney for
verification ot required signatures - 1f' in proper form, it will be
given to zoning board.
Mr. Heidleberger reported that footings were poured at the local dump.
Mr. Langseth and town board to investigate. .
A registered land survey (Hoium & Ass. Inc) was presented to Board.
North 5 acres of S.W.! of N.E.!, Sec. 5 in Grow. On a motion by Schneider.
seconded by Winner. the survey was approved and si¡ned.

TOWNSHIP OF GROW
COUNTY OF ANOKA
STATE OF MINNESOTA
SPECIAL USE PERMIT
Pursuant to the powers vested in it and public
hearings as required by law, The Board of Supervisors of
the Township of Grow, Anoka County, Minnesota hereby grants
unto Vernon Barkuloo a Special Use Permit for the purpose
of placing a prefabricated modular home upon:
That part of the West one half of the East
one half of the Northwest quarter of the
Southwest quarter of Section 15, Township 32,
Range 24, lying East of the West 100 feet thereof
(as measured along the 'North line of said West
one half) and lying North of the South 1152 feet
thereof (as measured along the East and West lines
of said West one half). Subject to road easements
over the North 33 feet and East 33 feet thereof.
all lying within said Township of Grow.
This permit is granted upon the following terms
and conditions:
l. The two halves of said prefabricated modular
home shall be pulled together and fastened in
a manner satisfactory to the Township of Grow
Building Inspector.
2. Variances from Township of Grow Building Code
are hereby granted with respect to said pre-
fabricated modular home's ceiling height and
sheathing thickness.
3. A variance from the Township of Brow Building
Code requirement with respect to floor joist
construction is hereby granted upon the follow-
ing condition: that Mr. Barkuloo produce
engineering data showing that said modular
home's floor joist construction method results
in a structural strength equal to or greater
than that which would result from strict
observance of the Grow Township Building Code.
4. The fee for said Special Use Permit shall be
$250.00.
