, March 11, 1969
The Annual Meeting for the Township of Grow, was held at Crooked
Lake School, on Marchll, 1969. Louis Appleby opened meeting at
S:35 P.M., and ask for nominations for a moderator. Lyle Bradley
was nominated, and approved by vote, where-in he took charge
as moderator.
The minutes of the last annual meeti~g were read by clerk, and
approved. Treasure, Janett Eveland read a report of the receipts
and disburesements for the past year. Balance on hand was given
as $13, 012.38, and a savings certificate balance of $5,959.76.
The moderator suggested to have copies of minutes and financial
statement, for annual meetings, available to all those present.
No action taken.
Louis Appleby explained the fire contract with Anoka City, and
that it was now based on t mill of the current assessed valua-
tion of the township. The new contract price was given as $610.,
with $125.00 for 1st hour, $50.00 for each additional one-half

accept fire contract as is. Motion approved by vote.
LeRoy Winner explained the sewer study being made by Sullivan
Engineers, at a cost of $2,500; $1,$00 now and balance when
study is completed. He said the sewer study would tell us,

port is finished. All were in favor.
A discussion was heard on junk yards being operated in the town.

Lyle Bradley read dog ordinance, which was passed by Board at a
regular meeting. He said ordinance to be effective May 1st.

Francis Wingert suggested to revise dog ordinance, to allow more
animals on farms. A motion by Eugene Boos, to amend dog ordinance,
permitting "anyone engaging in farming, as a major 30urse of
income, to be allowed to have any number of cats or dogs they
deemed necessary, if they keep them on there land". A second
on motion was heard. ~I[r . Babcock advised to let town board
judge the dog orèinance. Kenneth Olson said that this motion
would limit the action, the town boazd could take. Eugene Boos
stated the "motion to act just as a suggestion", to revise or-
dinance, to let farms keep more animals. No further comment
heard.....
Louis Appleby told of corrections that would be made on some
street signs, that were installed. He also stated, anyone hav-
ing any complaints on sigha, to call LeRoy Winner.
Preposed budget was read, $16,000 Road and Bridge, $17,950
Revenue, $5,000 building fund. Break down for revenue was
given as; 2,500 fire, 2,800 assessor, 150 weed, 10,000 as admin-
istration, legal and zoning, 2,500 engineers. Mr. Nelson asked
if some of the 16,000 road &; bridge, was "earmarked" for any
equipment purchase. Louis Appleby said he would like to see
the town have its own motor patrol. ~~. Zitur aaked if budget

year, He also added, he felt we should. continue contracting the
blading of roads.... :,;Richard Schneider mentioned if a machine
was cheap enough, the town could purchase one. In answer to a
question, ~I[r. Schneider said there was no private snow plowing.
F~ancis Wingert made a motion, which was seconded, to accept
budget as read. Budget was approved by vote:

Louis Appleby talked of Grow land purchase, and that the budget
would not be increased, to meet monies that would be due, r~.
Schneider mentioned, that the land was purchased at $500 an acre,
total price was $17,SOO, 34! acres. Mr. Babcock mentioned,
that power line easements were across a portion of the land, and
that said acreage was less in price.
L. Appleby ask if town should continue with gopher payment of
25 cents, and the county would reimburse the town 10 cents.
Mr. Rither moved to "discontinue gopher payment, as any area
heavly settled did not have any problem". ~~. Nelson stated
that, bounty on gophers was an e~~ective control, and it was
good for the kids. After more discussion; a vote was taken-
with the result- gopher bounty will be paid by the town.
Discussion followèd2on where the next annual meeting would be
held. J. Green motioned to hold election and annual meeting at
Crooked Lake School next year. Motion seconded, and approved
by vote.
Mr. Babcock talked of the Carlyle Company hearing, that after-
noon, that petitioned to annex certain land to Anoka, so they
could have a mobile homes court. He said that it would be
6 to $ mos. before any decision would be made, hy the Minn.
JVTunicipal Comm., r~. Babcock said that Grow can give "additional
testimon~~ on the matter.
Moderator read house moving ordinance, that was passed by town
board in November. L. Appleby stated it would be effective after
publication. Kenneth Nordstrom thought it to strick, and the
price for permit was high. Board mentioned hearings held are
expensive, and it was hoped, that it would, discourage the
moving in of houses.

Eugene Boos ask if town were going to incorporate. f~. Babcock
said as the town's lawyer, he didn't want to make policy, but,
in his opinion, with whats happened in recent years, the town
didn't stand much·o~ a chance. He also mentioned, Grow presently
constitutes village powers. L. Appleby asked if Ramsey TOwTI-
ship and Grow applied separetly, but at the same time, would-
chances be better, to incorporate. Mr. Babcock replied, yes,
would enhance the matter.

He also mentioned, that if the airport goes in, small portions
of Ham Lake could possibly go in to Grow. He added,nchances
are not to good, but, would help if the people wantn. No
action taken.
Lyle Bradley read the results of the town election.
Mr. Sloth suggested to have minutes taken at the Watershed
Meetings, so town will nknow whats going onn. No action taken.
A motion by Eugene Boos, which was seconded, to adjourn meeting,
Board adjourned meeting 10:55 P.M...
