Grow Township
Regular IVIeeting
June 10,1969
Unable to get doors unlocked, at Crooked Lake School; Tow~ Board
met at Andover communit) Building, at 8;30 P.M. (Note, posted of
change, on school door. Present were Chairman Appleby, Supervisors
Winner and Sc~eider, Clerk, Treasurer, Attorney Beens, and others.
Minutes read and approved. Treasurer, I~s. Eveland told of savings
certificate opened at Twin City Federal, for ~5,000, and balance
on hand.
Attorney Beens, explained the procedure for having sp~ed zones
established in the town. He said, a resolution should be made by
town board, and forwarded to the Commissioner of Highways. They
inturn investigate the road conditions, where requested, and give
town authority., to install speed signa. Attorney Beens to send
resolution to Commissioner of Highways.
Resolution sent in;
Chairman Appleby made the following Resolution
and moved its adoption:
WHEREAS, residential development and consequent traffic on 175th
Avenue N.W., Eldorado Street, and 173rd Avenue N.W., all lying within
the South half of Section 6, Grow Township, has caused conditions
detrimental to the safety of childern,
:JOW THEREFORE, BE IT RESOL 'VED BY THE TOWN BOARD OF THE TC\'II"StUP
OF GROW:
The Ccmmissioner of Highways is hereby requested to investigate
the topography and traffic patterns on said streets and to authorize
the posting of speed limit signs which he shall deem appropiate.
The foregoing Resolution was duly seconded by Supervisor Winner
and upon vote being taken the:,eof, the following voted;
In favor: Chairman Appleby
Supervisors: Winner and Schneider

The Chairman introduced Anoka City F~nager, Sam Gesko at'd Anol<a
Commissioner, Donald Melrose. rVir. Ges~o gave Board copies of
drainage study maps; and talked of areas for trunk storm 3ewer,

some of which will serve parts of Grow. He 3aid, assessment rolls
were confirmed, except portions of Grow. He mentioned, ,'Te should
~now this month on the Faddlers, etc. annexation. He added, people
benefiting from the sewer should share cost. r"T. GesJ.:o asked if
the town's engineers report was ready, and that Anoka would like
to use it in planing for the new school. Mr. Winner ~sa:bdr0-j that
the Sullivan Report was being typed up, and should be r~ady for
Grow in a week. r,f¡r . Gesko added, that cost of sto:'m sewer at 2¢
per s~uare foot, and areas would be assessed wether developed or
not. I'flr . Appleby asked if the Chapman Addition would benefit, to
which Gesko replied, he saw no mention of the Addition in the
study map. Attorney Beens asked if notice of assessments were
made. r'Ir. Gesko replied no, and that we have until August to
deceide with Grow. He asked that Grow refer matter to attorney,
and get together with Anoka to share cost, if legal, and added,
that Gr01\T could benefit.i'h\;',Atterney Beens to set up meeting with
attor!'eys, for Grow and Anoka City.
Ì'1r. Appleby told of the Board issuing a license for Grow Town
Tavern.

l\tIr . ~eidlberger told of a building moved in on the blacktop plant
land. Board to talk with township attorney on matter.
Board told, they will inspect and issue permits for junk yards, in
the next few weeks.
A discussion on Kennel licenses followed. It was mentioned to
3ubmit applications to town board, for ~ennel license: Town
Board will inspect and issue permits according to Kxe township
ordinances. Jim Chapman told of dogs and cats dumped off at
his residence, and asked if there was a charge, to have a dog
catcher, pick up these animals. ~~. Appleby replied no, and there
was no dog catcher available as of yet.

1'he Ahnual Meeting was held at the Crooked Lake
School at 8 P.M. Members of the board, Richard Schneider,
LeR07 Winner, and Louis Appleby; Les Swartz. county
assessor, Melvin Linder, township assessor, Rose
Sonsteby. Jack Atkins. Palmer Levenhagen, Earl Frey,
Mrs. Appleby and Mrs. Atkins were present.
Les Swartz e:r:plained the Minnesota Agricultural
1'ax Law called the "(treen Acres' Law. This law states
that real estate classified as homestead haviDg 10 aCres
or more devoted to agriculture will be eligible for a
tax deferment. This applies to farm lands whose valuations
have been increased by the assessor. .çplications for Tax
Deferment of Agricultural Land which gave detailed information
about the law were distributed to those interested. This
applications must be filed with the assessor before Ju¡Y 1, 1969.
There ~aS a discussion and ~ questions were answered.
No action was taken on ~ one piece of propert;y- for equalization.
Earllrey complained of the tax that was assessed on Jan.Z,l968
for a house that he Was building. Jle was not living in it so he
did not receive homestead exemption. lie said he will not pq the
tax for this year because he doesn't bélieve it is a ~air tax.
