L. Winner talked of the annexation hearing February 5, concerning
Faddlers, Noon, and etc. additions, by City of Anoka. He said
the Minnesota Municipal Commission has 45 days in which to
deceide t~e petition.
Mr. Turok ask the town board how long before Grow could furnish
sewer. L. Winner said 3 to 5 years minimum before any sewer
could be provided.
L. Appleby mentioned that the soils survey in some sections of
Grow, would cost about $150.00, and it wouldn't be ready until
April.
In answer to a question, Norman Stout of the Planing Comm.,
said the new zonÏng regulations should be ready in April.
John Hall talked of a dog problem in his are&. L. Appleby
stated the new dog ordinance effective May 1, 1969, should
help, and if the people wanted a dog catcher, it could be
budgeted at the annual meeting.
Attorney Beens told Mrs. Sonsteby that two petitions she had
presented, were insufficient and needed signatures of 50% of
the property owners within 300ft. of the propposed zoning
change. ~~s. Sonsteby stated she would obtain the needed
signatures.
L. Winner said the legal discription of the property that
Cletus Krolls wanted was given to ~I. Babcock. ~~. Krolls
could pick up the papers at his office.

L. Winner aaid he was before the legislature tcday, in regard
to delinquent fire bills that townships are unable to collect.
He said the bill if passed, would give town boards authority
to put a lien on the person property. L. wmnner also asked
the clerk to prepare fire bill charges through 196$, and the

L. Appleby told of a request by the janitorTat the school, he
asked that there be no smoking in the cafeteria.

PROPOSED MINUTES OF MEETING
GROW TOWNSHIP
January 14, 1969
The regular meeting of the town board of Grow commenced
at the cafeteria of Crooked Lake School in said township
at 8 P. M. on January 14, 1969.
Supervisors Schneider and Appleby, Treasurer, Eveland, and
Attorney Babcock were present.
The minutes of the December 10, 1968 meeting were read and
. approved.
The board again considered the matter of the employment of
'Melvin Linder as township assessor. At the meeting of
December 10, 1968, it was resolved that Linder be paid the -
sum of $1,500 for his services during the year 1969. Linder
has accepted. Schneider moved that Melvin Linder be paid in
monthly installments of $400 each commencing January, 1969
and each month thereafter until the sum of $1,200 had been paid.
Linder shall be paid one final installment of $300 when the
assessor's books have been completed and accepted by the
Anoka County Assessor. Motion carried.
Superviso~ Winner arrived at the meeting.
Mr. Babcock reported that the Anoka County District Court has
made a decision in the matter of Christenson v. Jones & Grow.
The 'decision holds that Grow did not have authority to issue
a special use permit to Jones to operate a cabinet shop in the
open development district. The town board is ordered to revoke
the special use permit that was previously issued to Duane Jones.
Mr. Babcock explained that Mr. Jones' attorney had arranged for
a stay in the execution of the court judgment in order to give
all parties an opportunity to consider the merits of an appeal
to the Supreme Court. Winner moved and Schneider seconded that
Mr. Babcock arrange a meeting between Duane Jones, his attorney,
and the town board so as to discuss whether or not the case
should be appealed by the town board. All voted in favor.
Mrs. Jankowski was in attendance at the meeting and she mentioned·
that the accumulated snow at the Andover railroad c~ossing made
it difficult to see ~ncoming trains.

Sonsteby petition was talked of. Some of her land around a garage,
for auto repair, is now zoned commercial, and that it was beli~ed
she wanted apartment houses to be put in, at some future time. L.
Winner moved to continue this petition until zoning board meeting,
and they can give recomendations to the To.~ Board. Seconded by
R. Schneider. Motion carried.
Wm. Eemp asked that present zoning members, be ask by town board,
if they are to participate regularly, if not, new zoning members
be appointed. Board agrEed.
The chairman told of local assesso:,'s work, being accepted by
County Assessor. A check was signed by town board and giveL to
Attorney Beens, so as to determine amount to be deducted for PERA.
Board again discussed dog problem in Grow, and that a dog catcher
was r-ot yet available. After more discussion, a motion by Winner,
to amend dog ordinance, so as to pay $15.00 a dog, to pound master,
for every dog impounded. Town Board to pay $5.00 of fee, with
$10.00 coming from party claiming dog. Motion seconded by R.
Schneider. All agreed to motion.
~æ. Appleby mentioned the snow mobile ordinance that was updated
by the State. County vias rewriting their ordinance, and V\(", uld
send copy, to the town board to consider.
20ard talked of kennel licenses, and would inspect those that
petitiol1ed; and issuing a license to ~~s. Pinherio.
After discussion, R. Schneider moved and ~. Winner seconded, to
accept road in Cedar Hills River Estates; after some minor
improvement ~as been completed. Motion approved by all.

Board mentioned 2 junk permits have been issued, and they would
continue to inspect and issue permits, in the nextfew weeks.

Attorney Beens told Board of a bill that passed the legislature,
regarding collection of delinquent fire bills. It will be possible
for the town to assess property owners for umpaid bills. Copy
of the legislative bill, to be given to Bard, in the future.
