Grow 70wpship Minutes of rl[eeting EJecember 9, 1969 Regular meeting opened S o'clock P.M., at Crooked Lake School, with Town Board, Clerk, Treasurer, Attorney Beens, and others present. Minutes read and approved. Treasurer gave financial report and told of investments made. Board told of hiring asseS30r :·Ielvin Linder, at 5,000 dollars for the next 2 years. The dump contract was men~ioned and if, or when, more money was to be paid to the town. Board to check. A discussion was heard on building inspection fees - A motion by '" to set a maximun fee of 100.00 dollars for local building ~V~nner , permit - if building is to be supervised by a registered architect in the State of Minnesota; otherwise permit fee is to be 2.00 dollars per $1,000 valuation. Motion seconded by Schneider and carried. A discussion followed on e~penses for rezoning requests on parcels of land. Chairman told of the expenses to the town, in advertis- ing, legal fee3, members of zoning board, and town board. A motion was made by Winner, seconded by Schneider, to adopted the following resolution; A certified check in the amount of lOO dollars, is to accompany rezoning applications or petitions; with anX add- dional 50 dollars pe~eeting held on the petition thereafter. Motion carried. Atto ney to write the resolution. A moti6n by Schneider, which was seconded, to pay Mr. rt enry Jirasek, weed inspector for Grow Township, 150 dollars for 1969 service3. Motion carried. Cha~rman of the Planing Commission, Norman Stout, 3aid that Mr. Cook of the ;Vietropolitan Sewer Council and our represenative from the sewer council, told him that in July it will be ~nown what sewer plans wil: be available for our area. Expenses for sewer to be spread over area that uses it. Sewer represenative told that Grow has to hav~ thier own comprehensive zoning plan, so as to help the ~etropol~tran Sewer Council plan adequately. They also told that they wi 1 keep us informed on any progress. , , , - page 2 John Voss, professional planner was introduced - and spoke of the need for interim zoning plan, or overall plan now, where by zoning districts will be established. Than a comprehensive plan should be conducted, which would include, 1- major thourghfare plan - he added Grow has poor East - West roads and only two North, South routes. and 2. a land use plan - which would establish major industrial and shopping center locations. a:¡d 3. location of parks and recreational areas. Board agreed to talk to Babcock, Zoning :Soard, as well as Voss, as to time :¡eeded, expen3es, and what would be needed to complete a ~nteri~ zoning ordinance, so as to inform Grow ~"es~jence. rJIr . Appleby told of a meeting to be held at Coon Rapids, the 17th, concerning various means of controlling pollution at Crooked Lake. Root. Rither told of :31101" mobile problem in his area. Soard dU read various regulations that were in other comunities for control- ing snow mobile uses. ?.'Ir. Winner .3tated that the County told that ordinances should be adopted by local muncipalities to reg- ulate snow mobiles, and that it was not to be a county problem. Attorney Seens memtioned that snow mobiles were excempt from State license. I\¡Tr. Heidleberger asked about the Hicks case. To which Beens told of a complaint that was served on H & 0 Blacktop. There ; ~ ~" to be a hearing Friday the 12th at the County Court House, and that Grow is asking for an injuction now, a permenant injunction is to be asked for when a trial is held. Mr. Seens added that due to lack of any specific zoned areas in the tOlvn, it doe.s c:'eate a technical problem, ir.the case. Mr. Seens told that the Chapman petition signatures were O.~., and there were the necessary 50%. Board set public hearing date at Jan. 13th. Notice to be in paper. IvIr. Linder arrived at meeting. He said that assessing was not > started as of yet. Linder asked that salary be 3,500 dollars, 1st year. 700 dollars for 4 months and balance when books are accepted. Second year salary 1,500 dollars - 300 1st 3 months, than balance. Attorney to draw up contract according to Town Board approval. Board moved adjournment at 9:30 PM... / i.. I ~. 0- !
