Appleby, T Winner, R. Schneider, Attorney L. E. Babcock, Clerk, Trea3urer, and othe:,s. Meeting opened at $ 0' clock P.~JI.. Minutes were read and approved. Treasurer gave financial report. L. Winner reported tha0 the County 3nowmobile orjina~ce was only in the rough draft~stage, and that a copy would be furnished to the town. r~. Appleby read a request from City of Anoka, asking for approval to annex a small piece of township p"cperty, for th2 new high 3chool site, è[¡ot ion by Wi nner, 5eco~ded by 3chreider to &pprove Anoka's request. All voted in favor. Mr. Babcock to prepare papers. L. Appleby stated there would be 3 nev'/ :-nember3 appointed to the Planing Board, in the next few weeks. Harold Langseth was named as Building Inspector, to replace Wm. Kemp. The Chairman told of receiving the bill for the sewer study from Sullivan Engineers. It was mentioned that the bill was $1,~00 in excess of the amoœlt agreed to by contract. )Ir. Vlinner stated that Sullivans did represent Grow at annexation hearir:gs held. A copy of the contract between Grow and Sullivan, could not be locatod. A motion was heard to pay 2,500 of the report, with remainder of bill to be paid after further investigation. After lenghty discussion, :1r. Winner moved to table previous motion, and wait on payment until Board meets with Sullivan Engineers, at a future date. Seconded by R. Schneider. All voted in favor. y~. Appleby mentioned the specialIplaning meeting that was held on the Sonsteby zoning request. t was agreed at that meeting, to amend the ordinance so as to zone her petitioned property to commercial. Moved by Schneider, seconded by Winner, that the Sonsteby property be zoned commercial. rlfr . Babcock to prepare change in zoning. The Chairman talked of the Talbot zoning request. Stating it was on County Road 9, and on the North line of the township. A :Ü'. Mc:'!ann said, he owns property next to ~~. Talbots land, he asked , . - page 2 what was going in, adding, Talbot did not specify purpose of land, Elmer Haddin said he was near the Talbot property, and wanted to knpw the inteñded business, saying that there are some he would not want near his home. Mr. Babcock said that ~r. Talbot 5ent in the petition, and {1r. Beens wrote him to be present at this meet-~ ing. ¡Vf,.,. Talbot, it was reported, was in Europe at this time. -- . r"'Ir . I1c:·Tann asked why Talbot didn't have signatures for the peti- tion of zoning. A Sheldon O'~ash, also s~¥-ing he adjoineàd the Talbot property, stated his disapproval until a use for the land i3 kn.ow!"!. I1'Ir. Babcock mentioned the local consent provision in Grow's Zoning laws, and that possibly the procedure of the Talbot zoning request was in error, as'~it seemed the land owners I'ear the Talbot land are opposed, until they know the intended business. Board voted to table Talbot petition, adding, that the petition needed more work, if the Board was to act on it. During the a~ove discu'ssion, it was mentioned that in updating the zoning laws, there should be a fixed fee for zoning change requests, so as to offset expences of hearings, publishing, etc. . The Chairman men- tioned that prehaps an estimate be obtained for professional plan- ing in the town, so as to designate certain areas for commercial use. Mr. 5abcock said he would bring sample zoning ordinance for town board to study. The McNeil pr01erty that was complained about in July was dis- cussed. (#*:'0 y~. McNeil said he had a man picking up the cars regularly. Board decsided to wait 30 days before any further action. L.
