The Grow Town Board of Supervisors met at a meeting to organize for the
coming year, Monday, March 18. 1968, at the home of Mrs. Gail Palm.
-
Present were Supervisors Mr. Appleby, Mr. Winner, newly elected Super-
visor Mr. Richard Schneider. Also present were Treasure Mrs. Eveland,
Mrs. Gail Palm. new clerk Mrs. Boos, and Mr. Leonard Johnson.
Mr. Schneider took his oath of office. Mr. Winner motioned to have Mr.
Appleby chairman for the coming year. All approved.
Chairman Appleby showed plans from Northwestern Bell for underground
telephone wires in Dehn's Addition. Board read and discussed same. The
Board approved.
Chairman Appleby suggested renewing contract for weed inspector Alfred
Paulsen. Board approved contract for the salary agreed upon at the
Annual Meeting, March 12~\")Ù,~t
The Board discussed fire contract with City of Anoka Fire Dept. as
approved at Annual Meeting. This contract runs untill 1969. People
calling for fire assistance are responsible for services renderd. It
was also brought out that fire numbers were no longer being issued, and
that the new address numbers were to be used for locating fire calls.
Mrs. Eveland suggested using both old fire number an~ new address num--
ber when calling for fire assistance. -~~~-
Motion made by Mr. Johnson, seconded by Supervisor Winner to pay Tres.
Mrs. Eveland 10 dollars a month for extra clerical work done during the
last fiscal year. New clerk is to receive the same amount. Motion
carried.

Board discussed moving the Grow Town safe to the new clerks residencr3.
Supervisor Schneider suggested Wards Transfer. Chairman Appleby was to
look into the matter.
Chairman Appleby suggested further Board meetings be held at Andovor
Hall now that severe weather was or should be over. All approved.
Board discussed burning permits. Mr. Johnson stated no burning shouid
be done in such dry weather. Notice to be put in Anoka paper concerning
this matter.
Board discussed keeping Township truck at Supervisor §chneider's garage.
Action continued.
Chairman.Appleby suggested retaining Harold Th"mpson for blading roads;

Board discussed gun permits, dogs, and cats. Notice concerning this
matter appeared in Anoka Paper dated Oct. 15, 1966, is still in
effect.........
The Board thanked Mr. Johnson for his many efforts during his terms
on the Town Board.
Board expressed many thanks to Gail Palm for her years of service as
Clerk of Grow.

April 9, 1968
The Grow Town Board met 7:30 at Andover Hall to pay bills presented.
Chairman Louis Appleby opened the April meeting at 8:00 p.m.. Members
of the Board, ~~. LBabock, and someqthers were present.
The minutes of the last meeting were read by the clerk and approved.
The Treasure's report was given by Mrs. Eveland.
Leonard Johnson asked about Township savings certificate, and that it
should be included in the treasure's report. Mrs. Eveland agreed and
stated the balance on hand including savings ?nd interest.
Mr. Johnson in Northwood Addition asked what was to be done
about the condition of a road by his house. Æhairman Appleby mentioned
he would check on sealer for this road.
A lively discussion followed concerning roads, who should and should
not put them in. It was mentioned tha~&&o building permits should be
issued untill road is put in properly. . uy Houston suggested changing
the building codes. He said Champlin roads have to be approved by the
Town Board. Rose Sonsteby said it was to expensive for the average
person selling land to put in roads. Supervisor Winner stated when the
Subdivision Rules are, ready the rGads will be taken eare of' by " public
hearing or vote. Mr. Babcock said that a rough sketch of Subdivision
Rules should be ready in May.
Marv Christensen ask to have explained the new Zonning Codes. Chair-
man App~ebY asked him to come to the Zoning meeting April 23.

Mr. leu l}' wanted to know if he could purchase a small amount of Town-
ship land so he can put in a garage. Supervisor Winner suggested
selling 15 ft. to him and retaining 45 ft.. Mr. Babcock said that the
garage could be built Within 1 ft. of the Township property with
Supervisor's approval, if a plan was drawn up and presented.
Winslow Holasek asked about NSP's high voltage lines that were to run
through his property. He asked if the Town Board would approve the
easements. Supervisor Winner said the Town Board"as no right to
approve. Chairman Appleby said that the maps from NSP were not received
yet. Mr. Babcock said that NSP does not have to have Township approval,

taxes still have to be paid on this'property. It was memtioned that ~.
the use of this land with 150 easements i$ limited except for grazing \
or such. Mr. Babcock said you really can't stop the power companies as
they have the state law with them, however, he said that public utilities

try to getaalGng, and he suggested applying pressure by telephone or
letter, to get them out with maps, and a~k the power companies that a
change would be needed. Chairman Appleby asked the clerk to write to
REA and NSP and have them out at the next meeting to try to straighten
this matter out.
The discussion turned to roaDS again.......Jack Lindgren thought the
roads should be brought up to grade and with proper drainage. Bob
Chapman thought a stabilizer would be needed on some roads. Truman
Hulegaard said that tQP soil was sufficient and alot cheaper for the
Township. Jim McNaught stated his taxes were not any higher with a
paved road. Chairman Appleby said we shouldn't pave all town Roads
as sewers would be coming and money would be saved if pavement didn't
have to be torn up. Leonard Johnson said to go by excisting condi-
tions to top roads. It was mentioned to have a qualified person's
opinion before toping roads and to have Town Board approval.
It was mentioned that three house's and a trailer were moved in to
Grow without building permits. Building insperctoF-4s to check on
these.
Discussion followed concerning the Grow Fire Notice in Anoka Paper.
Winslow Holasek said that the person calling for fire help should
not always be responsible for the bill. It was said that some
people migh~\.¿)~,E¡,,~afraid to call for fire help, if a neighbor's house
was burning~ Leonard Johnson stated there is no charge for grass
fires if you call Carlos Avery Game Farm. It was also mentioned to
have another ad placed in the paper clarifying fire calls.
Treasure Mrs. rveland questioned a bill from B&E Patrol for dog aa~ls
and pickup, in the amount of 173.00.. Chairman Appleby said he would
call B&E Patrol to ask them to be authorized by the Town Board before
pickup or impounding dogs in Grow. Bill for this will be held until]
next meeting.
Final Platt No. 4th for Chapman Addition was read and approved by
fown Board.
Meeting adjourned at 10:15.......

Mr. Babcock stated to have "junk yard" owners to prepare the yards
for the issuing of permits.

Minutes of Meeting
May 14. 1968

The regular meeting was held at Andover Club House, 7:00 p.m. with
Town Board present to pay bills presented. Chairman Appleby called the
meeting to order at ~:OO p.m., Attorney Felix Mannella and some others
were present.
The minutes of the last meeting were read by clerk. ,Chairman Appleby
wanted a suggestion by Mr. Babc.cck in the April 9, minutes: Which was
to have" junk yard owners" prepare the yards for the is,ming of permits.
Minutes were than approved. Treasure's report was given by lf~s. Eveland.
Cecil Heidelberger wanted to know why he wasn't given a ,Junk Yard permit
last year or this year. He also asked if a building could be built to
screen his yard. Supervisor Winner read section 2, paragraph 47 of The
Zoning Plan and Uniform Building Code. The Board said they will be
around to issue junk ~ermits.
Mr. and j~s. Lawson pr~sented a petition signed by 36 people, to fix
the 1st road north of #'5'!, and 7th Ave. Y, from 7th to the Rum River.
Mrs. Lawson said they had been before the Ramsey Town Board and were
told that Grow 'Township maintains the road. Chairman AppJeby said the
Supervisors would inspect the Slouteir Road anrj have it repaired in the
near future.

by the Town Bo a 'I'd , although the Board said that no building permits
would be issued in this Addition untill roads are excaptable by the
Town Board.
Final approval on a Platt, Langseth - ThraTIe 2nd Addition, was signed
by the Town Board.

inspection by Town Board. Board refered one copy to the Zoning Board.
Supervisor Winner sæid that North Anoka Planing League wanted more ~~V~~~~

Chairman Appleby mentioned to sell Cletus Krolls the 15 £'t. of' Grow ,
roadway as his preposed garage does protrude into Township land, the Lj&
Township will retain 45 ft.. Price for the 15 ft. is 75.00~ $5.00 a ft.~~

Supervisor Schneider suggested to have a letter written to the
School Board to suggest that a ice rink be included in the
Crooked Lake School. He said that prehaps the Township could
help finance and maintair, the rink. William Kemp said he
thought it wise to find out first L" plans were not al1'eady
included in the school, before offering any help. Lyle Bradley
agreed and said he would try to find out from the School Board
before any letter was senr.
Chairman Appleby sai.d there had been many complaint'" on the
Leonard John'30n dump, and that the dump was being used after hr3.
and 5houle! be brought down to 60 ft. as in his contract. Leonard
Johnson said he wanted to have the width at ~O ft ard he 'I\1as
putting in a sprinkler system. Supervi.sor Winner motioned to
have the dump at 60 ft. untill June 1st, than 80 ft. wide and
sprinklers in &nd operatiq; by that date.
Chai rman Appleby tall:ed, of some land that had been looked at

Chairman Appleby said at the last Zoning Board Meeting there

Supervisor Winner smid he would have an engineer out for the
meeting.
Bob Ghapman Said that \Ve ought to incorporate before sewers and
water. Chairman Appleby agreed and a3k if t.he people present.
liked the idea. He also said he would see what would have to
be done to start incorporati.on.
Board motioned and approved a salary increase for Mrs. Eveland
from 175.00 to $200.00 a year.

Minutes of Meeting
June ll, 1968
The regular meeting was held at Andover Club House, 7:00 p.m.
with Town Board present to pay bills presented. Chairman Appleby
called the meeting to order at 8:20 p:m., Attorney ~~. Babcock
and ~thers present.
The minutes of the last meeting were read and approved. Treasures
report was given by Mrs. Eveland.
Mr. Babcock showed the Board a application from a Mr. Olson, (H & 0
Blacktop) for a use permit to erect a black topping plant in
Grow Township. Mr. Babcock said that the zoning ordinance should
be amended to industrial, to issue a permit for this business, he,
further said that a public hearing would be needed to change the
zoning, and the Board would have to set a public hearing with 30
days notice if.........l.the Town Board made a motion

3.or by the verified petition of not less
than 50% of the property owners within
300 Ft. of the proposed region to bechanged.
~w. Babcock thought in this case H & 0 Blacktop should use method
number 3, above.....
Mr. Heidleberger showed a petition signed by some people against
the Blacktop plant building in Grow. Mr. Appleby suggested to him
to wait untill there was a hearing set.
Mr. Zitter asked about 41st and 9th Avenue, and wanted to know when
it would be repaired. Board will inspect the road.
It was mentioned that burning in junk yards should be contro]ed.
Mr. Appleby said that in the new codes it was being worked on.
NIr. Appleby said that the problem of fire calls in Grow was "eating
up the budget". He gave the March Fire~ills paid by the Town of
nearly $3,000, and said that he had tal with Represenative Charles
Weaver about introducing legislation to attach the delinquent bills

turning the unpaid bills over to a collection agency. Mr. Babcock
said they had some fire bills in his office for collection, and
will report on there progress next meeting.

needed posting of SLOW signs and other road signs. Mr. Appleby
said that bids are now being taken on road signs for Grow.

SPECIAL IIJEETING
June 26, 1968
Zoning Board met at 7:30 P.M. at Andover Community Building to
consider a Petition of M.J. Murney and Minneapolis Electric Steel
Casting Company to acquire a special use permit authorizing a land
fill in s.E.k of the s.E.k of Section 36.
The Town Board opened the special meeting at 8:20 P.M.)with a few
others present. .
Agenda: 1. consider different parceiLs of land for purchase A Grow.
2. petition from Minneapolis Electric Steel Casting to dump
solid waste in Section 36.
It was not determined if a notice for land purchase for ~row was
put in the Anoka Paper. Chairman Appleby said that if this meeting
was n9t lega~ another would be held. He also said that at the i~~t
Annual Meeting, March 12, the limit on price per acre was lifted.
Supervisor Winner pointed out on a map the different parcels of land
according to the bids that were left with the Town Board.
1. t? acres on County Road 7 &; #58) on the "Y", at $1,000 an acre.
2. 20 acres in Section 8, Round Lake Road and dirt road, 20 acres at
$500ø an acre, or ~700 an arre fo: XEXXXXMMN 16 or less acres.

3. 40 acres at County Road 59 and #20, SectIDon 9, at$450 an acre, 20
or less acres at ~ $500 an acre.

5. 18 acres on County road 18 and dirt road, West of Railroad tracks,
at 498 an acre.(N.E.ksof N.E.k Section 23)
6. 40 acres on Round Lake Road, Gov. Lot 7, 80uth of Round Lake at
$1,000 an acre.
Mr. Langseth asked about any long range plans, and thought the pros-
pective land should be by industry or homes, he also mentioned to
use the new Crooked Lake School in~,~"tead of buildi~ a Town Hall.

Truman Hulegaard thought if the Town incorporates it would need land
for~sewer plant. Chairman Appleby said that 3 Engineering Firms
offered to come in and estimate for sewers and or plant. Supervisor
Winner said that a sewage plant would be off by its self.

Harold Langseth asked about the possibilty of any new roads that
might cut through the land that Grow might purchase. Supervisor
Winner showed on a map where possible roads might be.
Dean Johnson thought it wise to buy a larger amount of land than
7 or 10 acre", for future use a" fire department, or shopping
center, etc... .

Minutes of Meeting
July 9, 1968
The regular meeting held at Andover Club HOll:3e 7:00 P.M. with
Town Board present to pay bills. Chairman Appleby called the
meeting to order at $:00 P.I'Í!., Attorney jVfr. Babcock and others
present.
Minutes were read by clerk, corrected and approved. Treasures
report was given by t~s. Eveland.
Chairman Appleby asked those present if they agreed to the reco-
mendation of the Zoning Board to grant a use permit to þ,"pls.
Electric Steel Casting Company. It was approved. Mr. Babcock
will draw up the contract and said fill area will be maintained
with Town Board approval.
Discussion was heard on the possibility of an Engineer to survey
the Town for sewer. Supervisor Winner said that, 1. shouldn't
survey until Township is rezoned; 2. and in the coming sewer meet-
ing with Coon Rapids, we should have an Engineer represent Grow.
It was decided this subject should be tabled until zoning is
completed.
Chairman Appleby thought a stricter dog ordinance was needed. and
could it be passed at a regular meeting. Dave Zitter said that
the ordinance, l1e.1 or old would have to be enforced to be effective.
Mr. Babcock said that an ordinance could be passed at the regular
meeting: he also said that other townships have this problem.
"however", he said, "as your lawyer, present ord inance is inadequate,
legally unenforcible (such a word?) in court". he recomended a
new ordinance. Mr. Babcock will send sample copies of dog ordin-
ances for the August meeting.
Chairman_ $aid that Grow needed a truck driver, would be part time
for hauling and snow plowing. Motion by Leonard Johnson for
Richard Schneider to drive said truck. Mr. Babcock thought there
might be a conflict of interest for Town Supervisor to drive
Town Truck. Mr. Babcock will have an opinion on this next meeting.
Discussion (#$¢o*,l) followed concerning recomended land to
purchase for Grmol. ì~. Babcock thought it best to purchase small-
er amount and money down for option on remaining acres. Richard
Schneider read annual meeting minutes that was approved by vote
to purchase land before August 1. 1968. Leonard Johnson motioned
to purchase said J4ì acres, 10 acres now and an option on the rest.

Lyle Bradley seconded the motion. Approved by vote. Chairman
said that the best terms for the Town would be worked out with
Mr. Babcocks advice.
Earl F. Anderson representing Lyle Signs, .Minneapolis, was intre-
duced. I:le explained the companies bid for street signs and gave
cost at $2, 31fO delivered and installed with Town Board specifi-
cations. Board will have a map for I4r. Andersen. Leonard Johnson
motioned to accept bid, seconded by Dave Zitter. Approved by
vote. ~~. Babcock will draw up the necessary contract.
Dave Zitter asked about delinquent fire bills that Mr. Babcock's
firm were trying to collect. Mr. Babcock said that letters and
telephone calls were made, and he would report On this next
meeting.
Lawrence Carlson said homes were going up on ~ Q,ð..~\í ~~ ~\ ~\J\ ,C~
and wanted to have the road maintained. Wm. Kemp said that one
building permit was issured for this area. Board will inspect the
road.
Chairman Appleby spoke of two petitions presented:
1. a use permit for the Black Topping Plant in Grow and
2. a recreation building on Rosella Sonsteby' s land. ~~. Babcock
will put a notice in Anoka Paper and action can be taken on this
matter at the regular meeting in August. ~æ. Babcock also
asked the Supervisors to get the recomsndation of the Planing
Board on these petitions.
Norman Stout want~d the date changed to Wednesday for the Planing
Board meetings. twas deceided a~ter the next meeting~ to have
them on Wedne3day evenings. '

visors, Attorney Mr. Babcock, and clerk present.
Agenda: Contract from E,V, Builders, Wielfrid Beaudry presi-

Mr. Babcock presented contracts and legal discription of Quit
Claim Deeds of property.
Discussion......S. Winner thought that needed culverts should
be in the road before accepting the roadway.

Minutes of Meeting
August 13, 1968
The regular meeting he~ Andover Club House with Town Board, Mr.
Babcock, attorney ~~. " (works with Mr. Babcock), and many
residence present. ~kè~ns
Chairman Appleby opened the meeting 8:00 p.m.; first on the adjenda,
a petition from Rossella Sonsteby to classify some of her land to
cbmmercial, so she can erect a Recreation Center.(3.E.~ of N.E.i,
sec. 30, etc.) Mrs. Sonsteby said she would own and operate it, she
also said that no one lives or owns property near the preposed sight;
she stated she would like to serve food, skidooing, prehaps 3.2
license and setups. Chairman Appleby asked the Zoning Commission to
report their findings in 10 days.
Chairman ApBleby introduced J.C. Hicks who has a petition alsong with
Gordon E. 0 son, to build and operate a Black Topping Plant. Dean
Johnson askèd how many trucks, What about smoke problem and other
nuicance. Je~1iCkS answered, the smoke will be controlled, it
would beL~r Gric plant and counting small vehicles, there is
about 8 or 10, he also said there is swamp all around the land.
Elmer srock said, can't filter out all the smoke, and he said he lives
i mile from the plant. J.C. Hicks said there will probably be less
smoke, than from the burning in the junk yard near there. Bob Johnson
said that the land was zoned residential, thats why he built his
home there, and couldn't Hicks have the plant in a more suitable lo-
cation. Dave Zitter asked if the plant was similar to the hot mix
plant in New Brighton. J.C. Hicks replied something like it; to
which D. Zitter said that he works in the area and there is black
smoke allover the area. Harvey Fisk, Red Oaks Manor, stated it
would decrease the value of his property. James Liesinger said
that they have a petition signed by a lot of people (054) against the
B.T.P., and the majority should rule. Mr. Hicks was asked how late
in the summer the plant would be open. Mr. Hicks said it would
operate until October or November. Doris Panzel said it would be a
hazard for all the child ern walking on the road to get to Crooked
Lake School. Mel Walz asked if any building permits were issued, he
said that there are alot of buildings there now. Mr. Appleby said
that the Board was out and "Red Tag" it, and he was told that if
the Black Topping Plant was turned down the area would be "dozed Out".
Truman Hulegaard said that Grow needed the industry and "we should
try to get along and help make it decent"... Dean Johnson motioned to
adjourn this discussion, seconded by Dave Zitter. Voted by show of
hands, carried! The Board asked the Zoning Comm. to investagate and
inspect two other hot mix plants and give their recomend;ition in
2 weeks time.

Mr. Babcock told of the Jones, Christenson case now in court and it
would be sometime before any decision would be made. Mr. Babcock
presented a dog ordinance for the Town Board to look over, he also
mentioned some success on delinquent fire bills that were being col-
lected. The finished Mpls. Electric Steel Casting contract was signed
by Town Board.
9:00 P.M......Minutes read and approved. Treasures report was given,
Mrs. Æveland also stated that this year $4,275 in fire bills' were
paid, and Grow was reimbursed $1,600 from the people.
Chairman Appleby spoke of rumors concerning Coon Rapids or Anoka
annexing Grow. The City Councils, he said, would take. no action
with out notifying Grow, than it would be voted on, at least by
those effected. Mr. Babcock had a resolution to the effect, that
Grow, would give 30 days notice before incorporating, likewise Anoka
or Coon Rapids would give 30 days notice before any annexing procedure.
Mr. Winner motioned to accept resolution, seconded by Mr. Schneider.
Mr. Babcock said that there were some people petitioning to be
anaexed in Anoka City now, he also said he felt Anoka City would get
in touch with Grow officals.
~~. Appleby spoke of the land purchased for Grow, $17,'00 for 34~
acres. He also mentioned offering $100 an acre for 5 or so acres
under power lines adjacent to the 34 acres. He felt it would be use-
ful for parking, etc.. The Board mentioned to get estimates for a
suitable building to house town truck and equipment on the Grow
property.
Mr. Babcock talked of the Sewer meeting with Coon Rapids, he said if
we enter in any sewer contract with Coon Rapids, they would like to
know by November. He also mentioned the Metro Sewer Study for the
whole area. Mr. Babcock adu-ised the Town tD investigate sewers for
the town. Mr. Winner motioned to hire Sullivan Engineers Anoka to
survey the town for water and sewer, at a quoted price of $2,500.
Seconded by Mr. Schneider, Carried... Mr. Winner will notify Sull-
ivan Eng. for the Zoning Board meeting.
Mr. Appleby stated that requests were made ,for speed signs in the
Town, Faddlers Addition for one. An order for 3 dead end signs,
1 stop ahead sign, 12 30 mile speed signs was agreed on. Mr. Babcock
will order sighs from Lyle Signs, price $156.40..
Board mentioned Melvin Linder has not finished assessing the Town
yet, and will be paid balance of salary after books are accepted by
County Assessor.
Rosella Sonsteby wanted a road that is on her property (Rosella Add.)
maintained by Grow. rÆr. Winner motioned to accept road. seconded by
Mr. '¡Schneider. Agreed on by those still present.

Minutes of Meeting
The regular meeting held at Andover Club House with Town Board, Mr.
Babcock, Mr. Beens, and others present.
Minutes read and approved. Treasures report given.
Zoning Board gave verbal yes, on Sonsteby's Recreation Building 'pet-
ition. Mr. Babcock said that a change of zoning was not nesessary
to write the permit, but a written report be submitted before further
action. Richard Schneider motioned to accept Sonsteby's Rec. petition,
seconded by LeRoy Winner, carried.. .
Chairman Appleby asked Zoning Board th~r recomendation on H & 0
Blacktop Plant petition. Dean Johnson stated that after lenghty
consideration of all factors involved, Zoning members unanimously
voted that.H & 0 be denied there request for a Hot Mix Plant in Grow:
he further said that only 40% of adjourning property owners approved.
~æ. Babcock read legal discription of preposed Hot Mix Plant, and the
property owners within 300 feet of purposed zoning change. He said it
indeed was 40% approval to 60% disapproval of the plant. ~~. Babcock
said he thought that in court the petition would be judged by the 40%
to 60% against. After discussion Mr. Winner motioned to accept Zoning
Boards denial of H & 0 Blacktop petition, seconded by Mr. Schneider.
carried.. . Mr. Hicks thought the denial questionable, and suggested
he would take the matter to court. lfæ. Babcock advised Mr. Hicks not
to proceed with any further building of the H.M.P.
Chairman Appleby told of a request 00 transfer a permit for Leonard
Johnson'to sell his dump to Waste Disposal Engineering, Joe Polanski.
Mr. Polanski stated it would be run ac~~ t~~~S~d~Uld pay
$100. O~k a month to GroVl, with $10.00 a 0 ¥ic . r w I¿¡idence
would dump free, he said there would be no commercial dumping. Mr.
Polanski ~tated one man would be at the dump site at all times dUring
operation. He said that the contract would be effective July 15, 19 8
to July 15, 1985, unless sooner terminated by Waste Disposal. Dean
Johnson stated that the suggested contract was to long and needed to
be shortened. Joe Polanski stated that any adjourning towns dumping
would pay Grow also. In rep¥y to Dave Zitter, Mr. Polanski said
that independent haulers could dump at the fill, he also said that he
has had 11 years experience at Austin and South St. Paul, and they
are satisfied. Mr. Babcock tall:ked and read some of the preposed
ordinances of Sanitary Landfill and Bump Regulations, prepared by
North Anoka Planing, and thought it to be wisley prepared. Mr. Babcock

said that the permit be worded so that Waste Disposal Eng. be subject
to the "riggers" of the Town Board, or future Town Boards to come.
~~. Babcock will draw up contract; and dump is to be run bptil con-
bract is accepted and signed. Mr. Schneider motioned to accept Mr.
Babcocks recomendations for landfill operation, seconded by Mr. Winner.
The Chairman told of the conbract with Miss Kennedy on the 34~ acres,
he said that money coming in from sales tax would pay for most of
the land. Mr. Babcock had the land purchase contract and, said that
Miss Kennedy demanded that the property be zoned commercial, in case
Grow does not pick up the option. Mr. Appleby said that $500.00
earnest money be mailed to Miss Kennedy by clerk. Mr. Babcock said
that the 1st purchase would be 10 acres at ~5,OOO and a 2 year option
on the remaining land ~ill December 1, 1970; he also said that a
charge of $1,500 ~v~~ ~&t for the two year option. Mr. Babcock
also said that at he annual meeting payment for land could be won ked
out from the Town budget. Mr. Schneider motioned to accept land pur-
chase contract per, ~~. Babcock, I~. Winner seconded the motion,
carried... Mr. Winner motioned to hold public hearing to zone "34~"
acres to commercial, at the next regular meeting in October, seconded
by Mr. Appleby.

Gilbert Menkvelt presented preliminary Platt, Red Oaks 4th Addition
to Board. Platt approved subject to specifications given by Town
Board.
Dean Johnson asked about the meeting with City of Anoka, concerning
annexing a portion of Grow. Mr. Babcock said his impression was that
Anoka wanted the property, and that a meeting was stalled until October
on this matter. Mr. Babcock said that the Sewer Survey for Grow
should have a recomendation at this time, and he advised Town Board
to be sure sewer Engineers get moving on this.
Mr. Babcock suggested to have a letter written to Anoka City Commission
recomending the purchase of some Anoka State Hospital property for
Park purposes. It was deceided Mr. Babcock would write letter.
Dog ordinance to be discussed next meeting, also a copy of State
ordinances are available for reference.

Board Secretary, Lyle Bradley was read. It stated more or less, that
Town Board didn't know BEANS about road requirements, and he told how

The regular meeting held at Andover Club House with Town Board ar.d a
few others present.
Minutes corrected and approved. Treasures report given.
Chairman Appleby asked that $1,500 option money, on Grow land purchase,
be sent to Beatrice M. Kennedy. ¡~. Schneider will take check to r~.
Babcock.
It was mentioned that the November Grow meeting would be held the
second Tuesday as usual. Notice to be in paper.
Chairman Appleby talked of the annexation meetings with Anoka City. He
said the Carlyle Company that purchased the Swanson property have filed
with Anoka to annex that land, so they can put in a trailer park. He
also said that the Town Board goes on record as opposing the annexation
and trailer park. Mr. Appleby further said, that no signed permits have
been issued for trailer parks as claimed by Carlyle Companl' Mr. Winner
said that about 180 acres would be taken by the annexation,- he also l""l,;i.teój (41,;/,
mentioned that about 64 names were on the petition. It was mentioned ~ ;
that a protest could be filed with the Munic!ipal Commission and they \)-': .""Á(¿'
would decide which way it would go. Chairman Appleby said that a ~~~,
committe of 3 people would be needed to meet with Anoka City to work
out problems and discuss the annexation. Richard Schneider, Lyle
Bradley, and Kenneth Olson were chosen, with Harold Langseth and W~.
Kemp as substitutes if needed. It was suggested to have Sullivan
Engineers out for the November meetmng and to hold up on any annexation
. action until a sewer report is made. ~~. Appleby said that arrang-

the roads were nearly impossible and the grader work that is done on
the roads last about a day, they requested the road be fixed and want-
ed some stabilizer. It was mentioned that culverts were really needed
and the County should have put them in. Richard Schneider is to inspect
the road.
r~. Appleby told of the Chapman petition meeting October 22, he also
read the dog ordinance prepared by N~. Babcock. Agter a lenghty dis-
cussion, a n¡otion by Mr. Winner, seconded by Mr. Schneider passed the
dog ordinance, Carried... Ordinance becomes effective May 1, 1969, to
give Board time to set up procedure. ;n answer to dog complaints the
Chairman said he would call B&E Patrol to come into Grow and patrol
38th and 40th Lane. !

Richa~d Schneider said he had imspected the dump and found it to be
all right. He also said that Mr. Polanski stated everyone claimed
they were from Grow and he felt that the Board should verify the local
residence. Wm. Kemp said the Board has enough work to do and it was
up to Polanski to issue tags or what ever was necessary.
Dave Zitter complained of Rossella Sonsteby dumping near his house,
and said he asked her to take care of this numerous times. Mr. Appleby
said he would call Mrs. Sonsteby on this matter.
Board talked of the junk yards not complying with permits and såid
they have had over a year to build fences. It was deceided to table
this discussion until next meeting; as advice from Town's attorney
would be needed.
Board approved a registered Land Survey from LeRoy Winner, Nwk of the
~~'k, Sec. 5.... It had also been approved by the County.
Wm. Kemp asked about the Jones-Christenson case in court. Mr. Appleby
said it had been delayed due to an accident to one of the attorneys.

Present at Andover Community Building were Supervisors Louis Appleby,
Richard Schneider; Zoning Board members, Dean Johnson, Wm. Kemp,
Harold Langseth; Attorney Mr. Bee~s, clerk, and others. Meetingopen-
ed at 8:10 P.M.. LeRoy Wlnner also present.
Chairman Appleby read prepared petition, ¡'Objections of Township of
Grow", for Carlyle Company requesting annexation (on newly purchased
land) to City of Anoka, so a trailer park can be built. Petition to
be filed with Municipal Commission. Copy of this petition filed with
clerk. Board motioned to accept petition as prepared by Attorney Bab-
cock, carried.
WHEREAS, an amemdment to the Zoning Plan of Grow Township was petitioned
by Robert E. Chapman, Ruth E. Chapman, and Ellen A. Erickson, which
would classify the following described property in the commercial
district:
The Southwest quarter of the Northwest quarter of Sec. 34, Township
32, Range 24, Anoka County Minn.
WHEREAS, said petition was verified and signed by more than 50 per
cent of the property owners within 300 fœet of the proposed change,
w'iEREAS, a notice stating the time and place of a public hearing on
the proposed amendment was published in the Anoka County Union on
September 20, 1968,
WHEREAS, the Town Board of the Township of Grow held a public hearing on
the proposed amendment on October 22, 1968, at which time all parties
desiring to appear were then heard,
NOW, THEREFORE, the Towr. Board of the Township of Grow, hereby resolves
that the Zoning Plan and Uniform Building Code of Grow Tovmship be
amemded so as to designate the following described property in the
commercial district:

Wm. Kemp discussed a "hardship case", in a 10 acre area on the South
side of Bunker Lake road. Seems the persons in question want to put
in a house trailer until such time they can financially move up North
as reported. It was agreed that a 90 day permit could be issued if
the people came before the Board, and pending advice from the Town's
Atturney.

Minutes of Meeting
Meeting opened 8:00 P.M. at Crooked Lake School, with Town Board,
E.P. Babcock, David Alley, and others present.
Minutes of past meeting read, corrected and approved.
Richard Schneider motioned to transfer $100.00 to Gopher Fund, seconded
by LeRoy Winner. Chairman to depos~t money.
L. Appleby told of Martin Gorham's suggestion, for Grow and Ramsey
Townships to purchase blacktopping equipment. Board to asked Ham
Lake to share cost, and set up meeting for the Townships.
LeRoy Winner motioned to pay Alfred Paulson, weed inspector, annual
fee of $150.00, seconded by R. Schneider.
L. Winner motioned to zone the 30 acres of land under option by Grow,
(sec. 22) to commercial, R. Schneider seconded the motion, carried..
Mr. Alsacker and a Mr. Benson, wanted to know if they could move
houses i,nto Grow. Board said no permits could be issued according
to March 1968 Annual Meeting. E. Babcock said that a ordinance
governing the moving of building is ready and could be voted on,
after publication in paper. R. Schneider motioned to hold special
meeting November 26, seconded by L. Winner.
A motion by R. Schneider, to have town's attorney send written notice
to junk yard dealers, that are not complying with ordinances~ notify-
ing them they will be closed up unless they obey the permits, seconded
by L. Winner.
David Alley, Sullivan Engineers, read the sewer study being made for
Grow. An estimate of $30,000 cost to Grow for enlarging Coon Rapids
sewer line, which will ultimately reach the edge to the township: was
discussed as one of the firRst decisions to be made. After lenght
discussion it was questionable as to the cost for Grow. Mr. Babcock
said that it was necessary to have a feasibility study made to deter-
mine wether or not this action was necessary and to better estimate
the cost. Coon Rapids wanted to know by December 14. ~1r. Babock said
that about 2 square miles could be effected and it would take time to
notify each property owner that would be assessed, and 2 weeks publi-
cation of public hearing would be needed. He also said that these
contracts are highly complexed, and plans for sewer expansfuon would
have to be determined.

December 10, 1968
Meeting at Crooked Lake School, with Town Board, Felix Mannella,
and others, opened at 8:15 P.M..
Minutes of November 12 and special meeting Nov. 26 read, correc-
ted, and approved.
T Appleby mentioned the house moving ordinance that was adopted,

and it will be published in the paper.
Board discussed meeting with Coon Rapids on preposed sewer plan.
Board said that more study would be needed, to see who gets asse-
ssed or who benefits. Sullivan Engineers would do a Land Use
Study for Grow at about $2,500. Board to meet with Sullivan Eng..
After discussion: a motion by L. Winner to hire Melvin Linder,
assêssor, for the coming year, at a fee of $1,500, seconded by
R. Schneider. motion carried.
Amotion by H. Schneider to purchase gasolin~for Town truck, at
Egan Oil Company, Anoka, seconded by L. Winner. No objections
were heard.
A discussion on the annexation of the Faddlers, etc. additions
followed. L. Winner mentioned that Grow should file objections,
if for no other reasons than to further study the matter. He
also said that Grow should have an opinion from the Metro Council.
Motion by L. Winner to file petition objecting to the annexa-
tion by Anoka, second~d by R. SGhneider. No ~iections were heard
from those present. Town's attorney to be asked to file petition.
The Chairman, talked of Dec. 4th hearing at Anoka City Hall,
before the Municipal Commission, concerning Carlyle Co.'s annex-
ation plans. He said hearing was delayed, because it was uncer--
ain who owned the land.
Discussion followed concerning Joe Fields bill, for having brush
cut along a k mile stretch of roadway. L. Appleby said that the
strip of roadway was accepted years ago by a Town Board. Board
a.K.'d the payment of $10.50 to Joe Fieàds.

Motion by L. Winner, seconded by R. Schneider, to accept and
maintain the Soley Road Extension. Township attorney to pre-
pare deed to the roadway.
Rossella Sonsteoy asked that the following parcels of her prop-
erty be zoned commercial. She said that she wanted toput in
apartment houses. She asked that the discriptions be in the
minutes. NO ACTION taken on this matter by the Town Board.
Descriptions:
All of the swi of the SEi of Sec. 30, T.32, R.24, in
Anoka County, Minnesota, except the Southerly 465 feet
thereof: subject to an easement for road purposes over
the Westerly 33 feet thereof.
The West 200 feet of the North 300 feet of the South

L. Appleby said that Ed Babcock has the deed for ~bow's recently

Board reopened meeting, 9:15 P.M., to hear from Sam Gesko,
Anoka City Manager. He talked of the City's plan to acquire
some State Hospital property for a public park. He showed
many maps and photos of the planned recreation area. A motion
by L. Winner, to endorse the efforts of the City of Anoka, to
acquire the approximately 303 acres of surplus Anoka State
Hospital property, for development as a public park and, or
recreation facility, seconded by R. Schneider. All voting "yes".
Copy of this resolution to be forwarèed to I~. Gesko.

L. Winner talked of the annexation hearing February 5, concerning
Faddlers, Noon, and etc. additions, by City of Anoka. He said
the Minnesota Municipal Commission has /+5 days in which to
deceide the petition.
Mr. Turok ask the town board how long before Grow could furnish
sewer. L. Winner said 3 to 5 years min~mum before any sewer
could be provided.
L. Appleby mentioned that the soils survey in some sections of
Grow, would cost about $150.00, and it wouldn't be ready until
April.
In answer to a question, Norman Stout of the Planing Comm.,
said the new zon±ng regulations should be ready in April.
John Hall talked of a dog problem in his area. L. Appleby
stated the new dog ordinance effective May 1, 1969, should
help, and if the people wanted a dog catcher, it could be
budgeted at the annual meeting.
Attorney Beens told Mrs. Sonsteby that two petitions she had
presented, were insufficient and needed signatures of 50% of
the property owners within 300ft. of the propposed zoning
change. ]vlrs. Sonsteby stated she would obtain the needed
signatures.
L. Winner said the legal discription of the property that
Cletus Krolls wanted was given to ~x. Babcock. Mr. Krolls
could pick up the papers at his office.
I.otion by K. Nordstrom, seconded by R. Schneider to adjourn

L. Winner aaid he was before the legislature today, in regard
to delinquent fire bills that townships are unable to collect.
He said, the bill, if passed, would give town. boards authority
to put a lien on the person property. L. wmnner also asked
the clerk to prepare fire bill charges through 1968, and the

asked that there be no smoking in the cafeteria.
