MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Chair Strombeck on December 5, 2024, 6:00 p.m., at the Andover City
Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chair Tracy Strombeck, Commissioners Bruckner Johnson,
Jim Lindahl, and Chuck Naughton,
Commissioners Absent: Commissioners Kristin Lackie, Liza Shafto and Shane
Stenzel.
Also Present: Parks & Streets Operations Manager Jason Baumunk and
Community Development Director Joe Janish.

feedback to the applicant. The sketch plan shows a 7-lot single-family development. The
site is located at the southwest corner of Bunker Lake Boulevard and Gladiola Street NW,
just east of the boat landing on Crooked Lake. The property falls within the shoreland
district.
Currently, the property is guided for a density of 4 to 8 units per acre. Due to the property
being in the shoreland overlay district, the number of units allowed is 7.2 on this property.
The applicant is proposing 7 units which provides a net density of 3.65 units per acre. The
applicant would either have to reduce the acreage in some manner (i.e. conservation
easement) to increase density or request a Comprehensive Plan Amendment to reduce the
density. Staff will continue to have conversations with the applicant related to density.
At the Planning Commission meeting, a number of residents expressed they would like the
City to purchase a portion of the property or all of the property and develop a park. The
Lake Association also expressed that a park would be beneficial.
The Park Dedication Study does not identify parkland dedication in this area of the City
and would recommend cash-in-lieu of land for park dedication requirements.
The Park & Recreation Commission is requested to review the proposed development and
provide input related to park dedication requirements.
Also provided for Commission consideration were the Applicant's Narrative and the PUD
Layout.
Commissioner Lindahl noted the boat landing on the map showed 5 lines and asked if that
was part of the boat landing property. Mr. Janish noted which portions are City-owned and
which are DNR DNR-owned.
Chair Strombeck asked Mr. Janish to draw the lines showing the lots on the map and he
indicated they would not be to scale. The lots are small and Commissioner Naughton
explained some of the findings at the Planning Commission meeting. Mr. Janish stated the
square footage of the lots do meet the minimum requirements in the shoreland and R4
districts. They are narrow lots. An Andover City park is about a half mile to the east
(Hidden Creek North) and Terrace Park is to the west but further away. The City of Coon
Rapids has a park roughly under a mile from this development and is located on the shore
of Crooked Lake. Mr. Janish stated residents expressed concern over the safety of crossing
Bunker Lake Bvld. during the public hearing, and indicted Anoka County is looking at
making intersection changes on Heather St. NW in order to improve the crossing of Bunker
Lake Blvd. Chair Strombeck stated she would not be in favor of adding another mini-park.
Commissioner Naughton questioned adding more amenities to the boat landing area. The
Commission was opposed to this idea since there are already a number of parks with
playground amenities in the area. Mr. Baumunk stated there was some swings and a slide

at the boat landing that was removed in 1999. Since then, he was aware of one resident
request to add a few pieces of play equipment back in that area.
Commissioner Lindahl stated he would be reluctant to add another mini-park in that area.
The consensus of the Commission was to recommend cash in lieu of land.
OUTSTANDING ITEMS
Parks and Streets Operations Manager Jason Baumunk reviewed the Outstanding Items
Report:
On-going Projects: Currently Parks Staff are flooding outdoor ice rinks. They
started flooding on Wednesday,November 271h. Three staff are working overnights
starting December 2nd to work on building ice. The goal is to have them open by
mid-December if the weather stays cool. Staff are actively trimming trees along
trails and in the parks.
Updates on 2024 Park CIP Projects:
Pine Hills Multipurpose Building—The structure is complete and enclosed. Most
of the plumbing and electrical are installed. The well and septic are scheduled over
the winter and early spring. The building is expected to be complete and open by
the spring of 2025.
Tree Lighting Event — The 2°d annual tree lighting event happened on Saturday,
November 30, 2024. Attendance was estimated at 200 people, roughly a quarter of
the 2023 event. The planning committee is meeting on December 9 at 6:00 p.m. to
discuss the event and plan for the 2025 event. Thank you to all the volunteers who
made it happen.
Other Items of Interest:
New Trail Segment Along Coon Creek — The easement has been secured and a
DNR Local Trail Connection Grant was awarded in the amount of$250,000. The
grant funds must be used by June of 2026. Staff has brush mowed the trail and
survey and design work has started.
Parks Maintenance Update: Mr. Baumunk reviewed the Weekly Parks
Maintenance for 11/8/24, 11/15/24, 11/23/24, and 11/27/24.

DISCUSSION
Brian Jansen/Boulder Contracting has submitted a Planned Unit Development (PUD) sketch for
review. This is the first step in development of a PUD in Andover. The sketch plan showing 32
single-family lot development over 14.24 acres(currently two properties). The site is generally
located in the southwest quadrant of Crosstown Blvd/157ih Ave and Prairie Road. Staff is
currently reviewing the development for compliance and deviations from City Code and this
item is expected to have a public hearing in front of the Planning and Zoning Commission in the
near future.

A trail is expected to be located on the west side of Prairie Road as development occurs.
Eventually this trail segment would run from Crosstown Blvd down to Prairie Knoll Park.
A trail has been planned for the south side of Crosstown Blvd. The Andover City Council will
discuss a segment of this trail from Xeon to Prairie Road with the main discussion related to
costs associated with crossing the existing railroad at their January Workshop.
The Park Dedication Study does not identify parkland dedication in this area of the City therefor
staff would recommend cash-in-lieu of land for park dedication requirements.
ACTION REQUESTED
The Park& Recreation Commission is requested to review the proposed development and
provide input related park dedication of a land contribution or cash in lieu of land contribution.

The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 4t" quarter.

A caller reported he went to the park to sell some running shoes. The person he was selling them to
took the items and ran before paying.

A caller reported she was sexually assaulted at the location. The case was transferred to the Criminal
Investigation Division.
11.13 1:04 am Creek View Crossing 24259222
A deputy stopped and spoke with a female he saw at the park (1 am). She stated she was having a
rough day due to mental health and did not need further assistance other than talking to a deputy.
11.14 9:58 pm Red Oaks West 24260677
A resident called because he was at the location having a mental health break. A deputy arrived and
spoke with him. The caller was brought home to the care of his sister and she was informed about
what was going on.
11.15 9:04 am Andover Station North 24260924
A deputy was called to a suspicious vehicle that had an extension cord plugged into a park building.
The deputy made contact with the occupant who stated he is a homeless vet and was using the
electricity and Wi-Fi due to it apparently being public. He was provided multiple resources and said
that he already does work with AC Human Services for assistance.

A deputy observed a vehicle parked at the location after park hours. He stopped and made contact.
The driver appeared to be impaired. Field sobriety tests were failed, and he was arrested. .17

A resident stated someone was living in the park. The deputy located a tent and binoculars. There
were no obvious signs of anyone living at the site and based on the location, and clear signs of
beaver activity, the deputy determined it was being used to watch wildlife.

A resident had a contained dog at the park. A CSO arrived and the dog was not chipped; he was
brought to the animal shelter. The owner was later located.

ON-GOING PROJECTS —
• Outdoor rinks have been open since December 141h and are getting heavily used. Andover
Huskies Youth Hockey Association is using them more than they have in the past.
(Schedule attached)
Rinks were closed for four days due to the warm weather and rain but remained in good
condition after the weather cooled off.
The new skating loop at Hidden Creek North Park is working out well and getting used.
• Staff are actively trimming trees along trails and in the parks. If you have an area of
concern, please contact the Public Works Department to report these issues.
2024 CIP Projects - Pine Hills Multipurpose Building
• The structure is complete and the plumbing and electrical are installed. The well, septic,
and electrical connection are scheduled over the winter and early spring. The building is
expected to be complete and open by late spring of 2025.
• The road on the west side of Pine Hills Park, Tulip St NW, is getting mill and overlaid
this year. There is a driveway access to the park off Tulip street that has not been used
and is barricaded off. Do we want to remove this access with the street project or leave
it for potential future needs? Pictures, map, and master plan are attached. Staff is
looking for input from the Park & Recreation Commission.
UPDATES ON 2025 PARK CIP PROJECTS
• New Park at Fields of Winslow Cove East Park—The playground equipment has
been delivered and the contractor is scheduled to install the playground, sidewalk, and
picnic table pad early in the spring. Parks staff are planning on installing the irrigation
right after the playground is completed.
• Sunshine Basketball Court Upgrades—Staff will obtain bids for the sport court
surfacing, fencing, and upgraded hoops within the next month.
TREE LIGHTING EVENT
• The planning committee held a wrap-up meeting for the event on Monday December
9th. The committee decided on staying with the first Friday in December going
forward. The 2025 event will be held on Friday December 5`h. The decision to try and
plant a live tree in the same area where the event is currently held was recommended.
Other cities that are seeking tree donations for their events are not consistently finding
trees and have been taking them out of local parks.
OTHER ITEMS OF INTEREST
• New Trail Segment Along Coon Creek—The easement has been secured and a DNR
Local Trail Connection Grant was awarded in the amount of$250,000. The grant
funds must be used by June of 2026. Staff has brush mowed the trial, and survey and
design work has started. Staff have started the bridge design with the bridge
contractor.
WEEKLY PARKS MAINTENANCE UPDATES
12/06/24
• Trash Cycle.
• Tree trimming in parks and trails.
• Two staff flooded rinks overnights and some flooding daytime. Rinks are within a week
of opening if warm weather over the weekend does not melt them off too much.
• Set up warming houses for the season.
• Plowed one pass on most of the trails to expose some asphalt to promote faster melting,
and to put some hours on the trail machines to check them out for the season

• Time was spent flooding rinks most of the week.
• Set up Hawkridge warming house trailer.
• Plowed trails after small snowfall.
• Delivered hockey nets and supplies to the outdoor rinks in preparation for the Saturday
