ANDOVER HOME IMPROVEMENT PROGRAM DISCUSSION Mr. Janish stated the Andover Home Improvement Program is going into its third year, the program is generated by home valuation not income based. Staff is looking for direction from the EDA on the following: • Adjusting the qualifying home value of $299,000 for 2025. • Allowing past recipients to apply for additional funding for qualifying projects. • Allowing home associations to apply for funding. Andover Economic Development Authority Meeting Minutes —November 19, 2024 Page 2 1 The EDA is not interested in allowing home associations to apply for the program. 2 3 Commissioner Butler stated he is fine with past recipients applying as long as they are not taking 4 precedence over a first-time applicant. Commissioner Barthel agreed with Commissioner Butler. 6 Commissioner Mueller suggested the program indicate priority will be given to first-time 7 applicants. 9 Mr. Janish suggested establishing a date when previous recipients could apply. 10 11 Commissioner Kafer asked how long it takes for approval after an applicant applies. Mr. Janish 12 answered it typically takes one week. 13 14 The EDA directed Staff to revise the application allowing previous recipients to apply after May 15 1st 16 17 The EDA directed Staff to leave the qualifying home valuation at $299,000. 18 19 Mr. Janish will revise the application and bring it to a future EDA meeting for review. 20 21 REDEVELOPMENT UPDATES 22 23 Mr. Janish reviewed the EDA owned properties in the area. He indicated 2527 Bunker Lake 24 Boulevard will be demolished by December 30`h 25 26 Mr. Janish indicated there is one tenant in 2503 1381h Avenue. Staff is wondering if the EDA 27 would be open to relocating one tenant to this location. The EDA agreed to use the location to 28 relocate one tenant. 29 30 The area was discussed and the timeframe of when the area may be ready for redevelopment. 31 32 COMMER CL4L PR OJECT A CTIVITY 33 34 Mr. Janish updated on the following: 35 36 Clocktower Commons, 15-190 Bluebird Street — Shell permits for Chipotle and Starbucks have 37 been issued. Construction is taking place. 38 39 Interest in Hughes Industrial Park — Staff continues to have discussions with business owners in 40 the area on expansion, however they tend not to carry through on the expansion due to costs. 41 42 ABC Mini-Storage/T-Squared (self -storage), 13624 Hanson Boulevard — They have received 43 their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on 44 the property. A few items remain on the property. 45 Andover Economic Development Authority Meeting Minutes — November 19, 2024 Page 3 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to locate to in Andover. TCF Site — There will be a public hearing at the Planning & Zoning meeting next week regarding a CUP for a drive through. Chase Bank is interested in the site, it would be a walk-in bank with a drive -up ATM. Aurora Vista, 71h Avenue and Bunker Lake Boulevard — The property is 94% leased. 10 Andover Crossings, 711 Avenue and Bunker Lake Boulevard — A convenience store is moving 11 forward on the site. 12 13 Holasek Property (near City Hall) — The applicant is working on their next submittal to the City. 14 They are looking at starting construction in February. 15 16 Fields of Winslow Cove — City Council approved the final plat for the Fields of Winslow Cove 3`d 17 addition with 109 lots. There are flood plain issues and are working with FEMA. 18 19 Lakeview at Sloth Farm, 13624 Gladiola Street — November 261h the Planning & Zoning 20 Commission will review a sketch plan for a 7 -lot subdivision located at the former Sloth Nursery 21 site. The DNR indicated the property does not have lake access. 22 23 Legacy at Petersen Farms — The final plat is recorded for the 1" and 2"d additions. 24 25 Housing — 91 new home permits have been issued. 26 27 Anoka County 911 and Radio Building - The County may have received the equipment they had 28 been waiting for. 29 30 Grace Lutheran Church, 13655 Round Lake Boulevard — There are a few items to be taken care 31 of. One is the dumpster enclosure, it is not what was proposed on the plan. 32 33 Bunker Hills Park — Anoka County Parks is replacing two pavilions. 34 35 Walmart — They have submitted their addition permit to their building to facilitate their online 36 order pickups. Staff has completed the Commercial Site Plan review. 37 38 Transform Church — Staff will be going out to look at the parking lot project, it may be completed. 39 40 Overall Marketing — City staff continues to work with parties interested in investing in Andover 41 and marketing all commercial sites. The program is based on home value and not income. The budget for 2025 includes $25,000 for the program. Staff has updated information related to the 2025 Andover Home Improvement Grant for the EDA to review. DISCUSSION Modifications from 2024 to 2025 included in the attached material: • The Median Estimated Market Value of qualifying homes has remained the same from 2024 to 2025. This means a qualifying home value of $299,000 is needed. • Language was added to allow for past recipients to apply for a second project if funds are still available after May 1, 2025. REQUESTED ACTION Staff is looking for adoption of the attached material to be used for 2025. The EDA still reserves the right to make modifications throughout the year if desired. Grant recipients will be awarded on first come first serve basis. Past recipients may apply for additional projects after May 1, 2025. The Andover Economic Development Authority reserves the right to modify the program at any time. The intent of the Andover Home Improvement Grant Program is to pay aoy rtion of project costs to Andover property owners who will make certain exterior improvements to the front (street side) of their home, increasing its curb appeal, which benefits the entire community. There are no income limits to participate in this program. However, there are eligibility requirements. Grant Grant amounts awarded will be between $500 - $5,000. Homeowners must pay at least $1,500 (75% of project costs) of their own funds to be eligible to receive the minimum grant amount of $500 from the City. Grant dollars do not need to be repaid. Grants will equal 25% of the applicant's individual project amounts depending upon the scope of work. If the scope of work includes qualifying projects from both categories, then the grant amount will be determined individually in each category. The combined project amount must be $2,000 or more to be eligible. Cost of tools will not be eligible for grant dollars. Eligibility Requirements 1 to 4 unit buildings, owner -occupied, single family, townhome, twin home, condo. Homestead status with Anoka County Property Records. Current on Anoka County property taxes. • Property value is less than $299,000 based on Anoka County Estimated Market Value (as shown on 2025 Tax statement under 2025 year.) Projects must include at least one item from the Beautification Project list. Projects must be visible from the street in front of the house. • None of these exterior projects are covered, or will be covered, by an insurance claim. • Work cannot begin until the required paperwork has been submitted to the City and a Grant Award Certificate has been provided to the homeowner. You must meet all requirements to be eligible for this program.) The home is in Andover, MN and I own and live in the home. The home has Homestead Status with Anoka County Property Records. I am current on my Anoka County property taxes. My property value is less than $299,000 based on Anoka County estimated property value. My projects will be visible from the street in front of my house. None of my projects are covered, or will be covered, by an insurance claim. BEAUTIFICATION PROJECTS: These projects are eligible for a 25% grant. All eligible applications must include at least one item from this beautification list. ANDOVER COMMERCIAL PROJECTS Clock Tower Commons — Shell permits have been issued for Starbucks and Chipotle and construction is taking place. • Interest in Hughes Industrial Park— Staff continues to have occasional discussions with business owners in the area on expansion. However, they tend not to carry through on the expansion due to costs associated with sprinklers, septic's, etc. ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for additional Mini - storage on a portion of this lot. The buildings will have brick over the steel and stucco. Staff has met with the project manager related to site improvements and continue to work with them to see progress on the buildings and site. They have received their certificate of occupancy and the City has a $51,000 escrow to complete improvements on the property. A few items remain on the property. • Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to locate in Andover. • TCF Site —Currently staff has received a Commercial Site Plan for Chase Bank to locate on the site. City Council has approved a Conditional Use Permit for a drive thm at this location on December 3, 2024. Staff continues to work with the applicant in regards to the commercial site plan. • Andover Crossings — Cricle K/Holiday continues to work through their CSP for the site. • Holasek Property (near City Hall) —A Comprehensive Plan Amendment, and rezoning have been acting on by the City Council. Preliminary Plat and PUD are approved by City Council. The applicants are continuing to work through the Preliminary Plat and Commercial Site Plan process. DNR conducted the rare plant inventory and found no rare plants. The applicant has provided their next submittal to the City of Andover for review. They are planning on obtaining their building permit in April 2025. • Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow Cove 2' addition with 36 lots on the West side of Prairie Road. City Council also approved a Final Plat for Fields of Winslow Cover 3`d Addition with another 109 lots. • Lakeview at Sloth Farm — City Council will review a sketch plan for a 7 lot subdivision located at the former "Sloth Nursery" site. 13624 Gladiola St NW. • Legacy at Petersen Farms — The final plat is recorded for I' and 2nd Addition. • Hartmann Meadows - A PUD application was received for property east of Country Oaks North for a rural development. They are proposing 15 rural lots on roughly 33 acres. The City Council voted to deny this request. • Housing — Developers are looking for additional land for future developments. Several developers are trying to keep an inventory of lots, but are having difficulty in finding locations. In 2021 we had 140 new housing starts. In 2022 we had 100 permits issued for new housing, 1 apartment (150 units), and an assisted living facility (32 units). In 2023, we had 64 new home permits issued. So far, in 2024 we have issued 96 home permits. • Anoka County 911 and Radio Building — City Council approved a request for a fuel tank to be on the property on August 16, 2022. Interior finishes are taking place. County received switch gear they had been waiting on. Connexus needs to make the final connection now. • Grace Lutheran Church — A Conditional Use Permit was granted. They are working on the exterior parts of the remodel. The screening of the HVAC units has not been completed. • Bunker Hills Park — Anoka County Parks is replacing two pavilions. • Walmart — Walmart has submitted their addition permit to their building to facilitate their online order pickups. Staff has completed the CSP review. • Transform Church — Is currently working on a parking lot expansion. • Overall marketing - City Staff continue to work with parties interested in investing in Andover and marketing all commercial sites.
