Adjournment PARK AND RECREATION COMMISSION MEETING — NOVEMBER 7, 2024 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Strombeck on November 7, 2024, 6:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Tracy Strombeck, Commissioners Bruckner Johnson, Kristin Lackie, Jim Lindahl, Chuck Naughton, Liza Shafto and Shane Stenzel. Commissioners Absent: None Also Present: Parks & Streets Operations Manager Jason Baumunk. RESIDENT FOR UM No one appeared to address the Commission. APPROVAL OF MINUTES September 19, 2024 Regular Meeting Motion by Commissioner Lindahl, seconded by Commissioner Stenzel, to approve the September 19, 2024, Park Commission Regular Meeting minutes as presented. Motion carried on a 7-ayes, 0-nays, and 0-absent vote. APPROVAL OF AGENDA Motion by Commissioner Stenzel, seconded by Commissioner Naughton to approve the November 7, 2024 Park Commission Regular Meeting Agenda as presented. Motion carried on a 7-ayes, 0-nays, and 0-absent vote. DISCUSS SW WOLD SKETCH PLAN Parks & Streets Operations Manager Jason Baumunk reviewed SW Wold Construction has submitted a Planned Unit Development (PUD) request for a proposed residential development located at the unaddressed property at PID 11-32-24-41-0003. The site is generally located north of 167`h Avenue NW, east of the BNSF railroad tracks, south of Regular Andover Park & Recreation Commission Meeting Minutes — November 7, 2024 Page 2 1701h Lane N. and west of Ward Lake Dr. NW and is approximately 33.7 acres in size. Based on feedback from the Park and Recreation Commission in July 2024 the applicant is not showing parkland as the direction from the Park and Recreation Commission was to accept cash in lieu of land. The applicant has also reduced the number of lots based on feedback from the Planning and Zoning Commission and City Council to 15 from 21. The Park Dedication Study does not identify any parkland dedication in this area of the City and would recommend cash -in -lieu of land for park dedication requirements. The Park & Recreation Commission is requested to review the proposed development and provide formal direction to the applicant on park dedication requirements. Motion by Commissioner Stenzel, seconded by Commissioner Naughton to recommend the City Council approve cash -in -lieu of land for park dedication requirements for SW Wold development. Motion carried on a 7-ayes, 0-nays, and 0-absent vote. ANOKA COUNTYSHERIFF'S OFFICE QUARTERLYREPORT The Andover Park Activity Quarterly Report from July 2024 — September 2024 was provided for Commission review. Mr. Baumunk stated the Andover Sunflower Fields event was well attended this year, which caused some issues. Staff met with law enforcement and the event hosts after the event and discussed some remedies for the issues. Chair Strombeck asked how the football season at Prairie Knoll has been going and if there have been any parking issues. Mr. Baumunk stated he has not received any complaints. Football did re -arrange the schedule to prevent issues with the Sunflower Fields event traffic and parking. DISCUSS FIELDS OF WINSLOW COVE EAST PARK PROJECT BUDGET Mr. Baumunk reviewed the Park & Recreation Commission is requested to discuss the budget for the new park scheduled to be installed in 2025 at the Fields of Winslow Cove East Park. At the May 2, 2024 Park & Recreation meeting the overall design of the new park was discussed and decided on. Items included the following: • Playground, Installation, EWF Playground Mulch, Concrete • Irrigation — Parks and Installation • Hydro-Seed/Turf Establishment • Bench behind trail, Picnic table and pad, sidewalk • Park Sign • Trees Regular Andover Park & Recreation Commission Meeting Minutes — November 7, 2024 Page 3 Original estimates were $150,000 to complete the park. Staff obtained current estimates for the playground equipment, bench, picnic table, installation of the equipment, and concrete work totally $160,000. This estimate does not include irrigation parts and installation, EWF playground mulch, grass seed, park sign and tree planting. Staff is requesting the total budget be raised to $190,000 to complete the project. The current 2025-2029 CIP identifies $150,000 from Park Dedication Funds allocated for the project. Staff would ask to increase this amount to $190,000 from Park Dedication Funds to complete the new park at Fields of Winslow Cove East. The Park & Recreation Commission is requested to discuss increasing the budget allocated for the Fields of Winslow Cove East Park. If recommended, this item would go to the City Council for final approval. Commissioner Lindahl asked if this pricing is consistent. Mr. Baumunk stated it is consistent, and the pricing is very good. Commissioner Naughton asked if $190,000 will be sufficient to complete the park and Mr. Baumunk stated it would be enough. A stronger curb will be used to hold the woodchips in the playground area. Commissioner Stenzel asked when this was adopted as a new park was the budget increased for operation and maintenance. Mr. Baumunk stated it is a fairly small park and will be an additional 30 minutes per week for maintenance. Staff tries to find ways to decrease maintenance time in each park. Motion by Commissioner Stenzel, seconded by Commissioner Shafto to recommend the budget for the Fields of Winslow Cove East Park be increased from $150,000 to $190,000 from Park Dedication Funds. Motion carried on a 7-ayes, 0-nays, and 0-absent vote. OUTSTANDING ITEMS Parks and Streets Operations Manager Jason Baumunk reviewed the Outstanding Items Report: On -going Projects: Currently Parks Staff are shutting down and blowing out irrigation, mulching and picking up leaves, Community Garden clean up and tilling, and getting summer equipment put away for the winter. Updates on 2024 Park CIP Projects: Pine Hills Multipurpose Building — The contractor has the footings in, walls of the shelter up, and concrete is expected to be poured on Wednesday November 6. The roof will be installed after the concrete is complete. The building will be Regular Andover Park & Recreation Commission Meeting Minutes —November 7, 2024 Page 4 enclosed this fall, the well installed over the winter, and the septic and finish work next spring. Irrigation Improvements — Irrigation improvements in Sophie's South and Hickory Meadows Parks identified in the 2024 CIP have been completed. Staff has overseeded the newly irrigated areas at Sophie's Park. Hickory Meadows Park installation was done in-house by Parks Staff. This area will also have better turf grass established in the Spring. GameTime Playground Grant — The grant for the 2025 equipment replacements have been awarded for the three playground replacements identified in the 2025 CIP, and the new playground being added in 2025. $194,747.50 in grant funding was received in total for the four playgrounds. Tree Lighting Event — The tree lighting committee has chosen Saturday, November 30, 6:00 — 8:00 p.m. with lighting at 7:00 p.m. at the west side of the Community Center. The event will be similar to last year with bonfires, smores, hot apple cider, and hot cocoa with a hot cocoa bar. More details are currently being worked on. Other Items of Interest New Trail Segment Along Coon Creek — The easement has been secured and a DNR Local Trail Connection Grant was awarded in the amount of $250,000. The grant funds must be used by June of 2026. Staff has brush mowed the trail and survey and design work has started. Parks Maintenance Update: Mr. Baumunk reviewed the Weekly Parks Maintenance for 9/20/24, 9/27/24, 10/4/24, 10/11/24, 10/18/24, 10/25/24, and 11/l/24. Discuss Lakeview at Sloth Farm Sketch Plan DATE: December 5, 2024 DISCUSSION Doug Schultz/General Contractors of MN, Inc. has submitted a Planned Unit Development (PUD) sketch for review. This is the first step in development of a PUD in Andover. The sketch plan showing a 7-lot single-family development. The site is located at the southwest corner of Bunker Lake Boulevard and Gladiola Street NW, just east of the boat landing on Crooked Lake. The property falls within the shoreland district. Currently the property is guided for a density of 4 to 8 units per acre. Due to the property being in the shoreland overlay district the number of units allowed is 7.2 on this property. The applicant is proposing 7 units. 7 units provide a net density of 3.65 units per acre. The applicant would either have to reduce the acreage in some manner (i.e. conservation easement) to increase density or request a Comprehensive Plan Amendment to reduce the density. Staff will continue to have conversations with the applicant related to density. The Park Dedication Study does not identify parkland dedication in this area of the City and would recommend cash -in -lieu of land for park dedication requirements. This development aims to enhance the local housing market by providing attractive, low -maintenance living options tailored for residents 55 and better. Site Context The site is currently zoned for residential use R4 but will require adjustments to accommodate the unique characteristics of the patio home development. The site is 2.4 acres, this limited size does not allow for achieving the Urban Residential Medium Low (URML) density rate of 4-8 units/acre. Lowering the width of each lot from 80' to 56' allows for more density while preserving the open space on the West side of the property. Development Overview Type of Development: Lakeview at Sloth Farm will consist of seven single -story patio homes, designed for energy efficiency and low -maintenance living. Each home will feature open floor plans, private outdoor spaces, and accessibility features, catering to a wide range of residents. Density and Layout: The proposed layout will require a Planned Unit Development (PUD). A combination of landscaping and natural buffers will enhance the aesthetic appeal and provide residents with a connection to the surrounding environment. Zoning Changes To move forward with this development, a PUD application will be submitted, as the project may necessitate modifications to existing zoning regulations. Key considerations for the PUD application include: • Density Adjustments: We are looking to change the lot widths from 80' to 56'. We are asking to have all lot sites at 14,000 SF overall. We have three lots that are riparian which is a minimum of 15,000 SF and four lots that are non -riparian which is a minimum of 11,400 SF. A Comprehensive Plan Amendment would allow for a slight increase in density to accommodate the seven patio homes and adding open spaces. Setback Variances: The design of the patio homes require adjustments to standard setback requirements. We are proposing a reduced side setback from 6' to 5' on the garage sides and along Bunker Lake Blvd reduced from 50' to 35' ensuring that homes are positioned to maximize views of the natural landscape while maintaining privacy. PUD Qualities and Design Characteristics In compliance with the PUD qualities and design characteristics outlined in the City Code, the following elements will be addressed in the application: 1. Integration with Surrounding Land Use: The development will be designed to blend harmoniously with existing residential neighborhoods and the natural environment, promoting community cohesion. 2. Setback Variances: The design of the patio homes may require adjustments to standard setback requirements, ensuring that homes are positioned to maximize views of the natural landscape while maintaining privacy. 3. Quality of Design: Each home will incorporate high -quality materials and architectural features that reflect the character of the area. The homeowner Association will ensure maintenance and use guidelines. 4. Open Space Preservation: The development will include common areas and landscaped buffers, preserving the natural beauty of the site and providing spaces for residents to gather and enjoy the outdoors. Existing trees will be preserved for screening and privacy. Conclusion Lakeview at Sloth Farm represents an opportunity to add housing options while preserving the area's natural beauty. Outstanding Items DATE: December 5, 2024 Current items as of 12/02/24 ON -GOING PROJECTS — • Currently Parks Staff are flooding outdoor ice rinks. They started flooding on Wednesday November 271h. Three staff are working overnights starting December 2nd to work on building ice. Our goal is to have them open by mid -December if the weather stays cool. • Staff are actively trimming trees along trails and in the parks. If you have an area of concern, please contact the Public Works Department to report these issues. UPDATES ON 2024 PARK CIP PROJECTS • Pine Hills Multipurpose Building — The structure is complete and enclosed. Most of the plumbing and electrical are installed. The well and septic are scheduled over the winter and early spring. The building is expected to be complete and open by the spring of 2025. TREE LIGHTING EVENT • The 2nd annual tree lighting event happened on Saturday November 30th. Attendance was estimated at 200 people, roughly a quarter of the 2023 event. The planning committee is meeting on Monday December 9th at 6:00 pm to discuss the event and plan for the 2025 event. Thank you to all the volunteers that made it happen. WEEKLY PARKS MAINTENANCE UPDATES 11 /08/24 • Trash Cycle • Irrigation blowouts continued. • Mulching leaves at various parks. • Blew leaves off trails at Kelsey, Wild Iris and Corridor trails. • Playground repairs at Timber Rivers Park. • Repaired damage to City Hall Hockey rink parking lot after storm tree debris pile was removed. • Repaired Maple View Park hiking trail washout. • Pulled dock at Crooked Lake Boat Landing. 11/15/24 • Trash Cycle. • Mowing/Mulching leaves at various parks. • Graded park parking lots. • Installed winter covers over concession windows at Prairie Knoll, ASN, and Sunshine Parks. • Prepped and sodded heavily worn areas on athletic fields. • Overseeded thin grass areas on athletic fields. • Replaced Maple View Park slide parts that finally arrived to repair damages from a storm in August. • Repaired stuck irrigation booster pump impeller at Wild Iris Park. 11/23/24 • Trash Cycle. • Finished mowing/mulching leaves at various parks. • Tree trimming along trails most of the week. • Cleaned City Hall campus rink warming house for QCTV Live and Local filming. • Hauled in, set up, and strung lights on the tree for this year's tree lighting ceremony. 11 /27/24 • Trash Cycle. • Tree trimming along trails most of the week. • Prepared water tanker and picked up the rental tanker for flooding outdoor ice rinks. • Started flooding outdoor ice rinks. • Decorated the tree for the annual Tree Lighting Event.
