Berkowitz, City Engineer SUBJECT: 1. 2006 Overlay Project/Project 06-2 DATE: January 24,2006 INTRODUCTION The Public Works Committee is requested to discuss public concern and design items for Project 06-2, 2006 Overlays. DISCUSSION Identified in the City's 2006 CIP are the development areas (Lunds Evergreen Estates 2nd_5th Additions and the area referred to as the Stenquist Addition) that the roads are scheduled for reconstruction. Neighborhood informational meetings have been held for both areas and the preparation of the feasibility report has been ordered by the City Council and is currently being prepared by staff. As you are aware, the Lunds area has much opposition to the construction of concrete curb and gutter. The preliminary assessment/cost for each lot that would have concrete curb and gutter is $4,669.33. Attached are the resident comments for your review and discussion. Through the preparation of the feasibility report a few design items need to be discussed for the Lunds area before the project can proceed. The design items to discuss will be the storm sewer design, street widths and the Municipal State Aid portion of the project, which is 16Sth Lane NW located on the north side of the project. Some questions have been raised regarding the City's Concrete Curb and Gutter Policy: I. First, the (7) "benefits" justifying concrete over bituminous are vague and difficult to quantify. 2. Anoka County uses bituminous curbs on County roads. If it's good enough for County roads, it should be good enough for our residential streets. 3. Bituminous curbs, when properly spaced and installed, provide a satisfactory, long- lasting product. The existing curbs in Lunds are a good example in that they are still in good condition and have required no maintenance since construction. These questions will be discussed at the meeting. e e e Public Works Committee January 24. 2006 Page 2 of2 The residents in the Stenquist area that would be assessed are also in opposition of the assessment related to the concrete curb. The preliminary assessment/cost for each lot that would have concrete curb and gutter is $2,835.13. Their comments are also attached for review and discussion. Staff is currently working with Carl Spencer who owns land that borders Makah Street NW on the east and 160th Lane NW on the west, to acquire a drainage and utility easement to handle a drainage problem that currently exists on the east side of l60th Lane NW. The proposal is to construct a cul-de-sac and a drainage pond on the property, in return Mr. Spencer would provide the City with a road and drainage and utility easement. This lot has the potential to split. Mr. Spencer is considering pursuing the lot split at this time to ensure that it meets all the current lot split requirements for an R-l zoning district. The streets in these neighborhoods have been identified by City staff as being in need of repair, and they are included in the Capital Improvement Plan. The proposed improvements will include constructing concrete curb and gutter in Lund's Evergreen Estates 3rd, 4th, and 5th Additions, a portion of Lund's Evergreen Estates 2nd Addition, and along 160th Lane NW in the Stenquist Addition. Concrete curb and gutter will be constructed and assessed in conformance with the existing City Concrete Curb and Gutter Policy. 168th Lane NW within Lund's Evergreen Estates 5th Addition is a Municipal State Aid Street and will be reconstructed to meet all applicable State Aid standards. The total estimated cost of the proposed improvements is $1,303,600.00. This estimated cost includes construction costs, contingencies, and indirect costs. The proposed project would be funded by a combination of assessments, City funds, and State Aid funds. The assessments would apply to the work associated with construction of concrete curb and gutter. The street repairs and storm sewer are proposed to be funded by the City Road and Bridge Fund. The assessments are estimated to be $4,669.33 per unit for the Lund's Evergreen Estates Additions and $2,835.13 for 160th Lane NW in the Stenquist Addition. The City costs are estimated at $1,094,478.69 for the proposed improvements. We recommend that the City Council review this report and, if acceptable, proceed with project implementation as proposed. The intent of this mill and overlay program is to provide the community with a high quality transportation system and maintain a constant upkeep of the City's street infrastructure. Rehabilitation of the streets reduces routine maintenance (crack sealing, pot hole patching, etc.) in the area. Long term, this reconditioning prolongs the structural stability of the roadways, providing for a longer serviceable life. The mill and overlay project would consist of milling the existing street surface and constructing a new asphalt surface. Minor restoration work would be included with the project. Per current City policy, in developments with existing bituminous curb or in rural areas without curb or ditches, concrete curb and gutter would be constructed. The concrete curb and gutter is more durable than bituminous curb, it supports the pavement edge, facilitates drainage of the roadway, and it reduces the amount of maintenance required by Public Works. The reconditioning of the streets and any associated work is typically funded by the Road and Bridge Fund. Costs associated with construction of concrete curb and gutter is typically assessed to the benefiting properties. Reconstruction work along 16Sth Lane NW will be funded by State Aid dollars with the concrete curb and gutter costs assessed to the benefiting properties. City staff evaluates each segment of roadway within the City and determines which roadways and developments are in the most need of rehabilitation. These areas are outlined in the Andover Capital Improvement Plan (CIP). The areas identified in the CIP for the 2006 Overlay program are the Stenquist Addition (area north of I 59th Avenue NW, south of 162nd Lane NW, between Quapaw Street NW and Oneida Street NW) and Lund's Evergreen Estates 2nd - 5th Additions. Concrete curb and gutter will be constructed in Lund's Evergreen Estates 3'd, 4th, and 5th Additions, a portion of Lund's Evergreen Estates 2nd Addition, and along I 60th Lane NW in the Stenquist Addition where there is existing bituminous curb. A Project Location map is attached in the Appendix as Exhibit I. 2.0 IMPROVEMENTS The proposed improvements will consist of milling the existing bituminous and utilizing it as reclaimed base, constructing surmountable concrete curb and gutter in areas that currently have bituminous curb or do not have ditches, and paving three inches of bituminous (two lifts) over the top, meeting the current design standards for the City of Andover residential streets. This is a cost effective method to reconstruct the roadways with an expected design life of 25+ years. Any necessary improvements to the existing storm sewer systems, including replacement of pipes, adjustment of castings, etc., would also be completed at this time. Attempts will be made to match the existing width of the street sections wherever possible. In areas where street widths are less than the City standard (33' for urban areas, 31' for rural areas), the existing widths will be maintained. The minimum street width that will be constructed in areas with a ditch section is - I - e e e DRAFT 24' (2-12' driving lanes). The minimum street width that will be constructed in areas with concrete curb and gutter is 26.67' back to back (2-11' driving lanes plus curb width). Maintaining existing street widths has a large impact on negating the need for additional storm water ponding systems to treat additional stormwater runoff that would be created by increasing the impervious area in a development. l68th Lane NW between Crocus Street and Verdin Street will be reconstructed to meet State Aid Standards, including concrete curb and gutter (B6l8) and storm sewer. Please refer to Exhibits 2, 3,4 and 5 in the Appendix for the current standard City details for Rural Residential Street Sections (with and without curb), Surmountable Concrete Curb & Gutter, and B6l8 Curb & Gutter. Stenquist Addition This area was originally paved in 1979. When initially constructed, the pavement section consisted of 24' wide roadways with 1.5" of bituminous wearing course over 4" of Class 5 aggregate base. Bituminous curb and gutter is located along 1 60th Lane NW within this plat. This bituminous curb will be replaced with surmountable concrete curb and gutter. An existing drainage issue at the east end of 1 60th Lane NW will be analyzed as a part of this project. Currently, storm water sits in the road and creates an icing hazard in the winter. Staff will explore piping this water to a low area, or potentially creating a ponding area to the east to handle storm water runoff. Staff is working with the property owner at the east end of this roadway about the possibility of obtaining a drainage and utility easement to construct a small pond to handle storm water runoff in this area. This property owner would be required to construct a storm water pond in this area if and when he wanted to split his existing lot. In exchange for a potential drainage and utility easement, staff will be exploring constructing a cul-de-sac at the east end of 160th Lane NW to facilitate future splitting of this parcel (16090 Makah Street NW). These issues will be addressed in final design. Costs for grading a small pond with an outlet and constructing a cul-de-sac have been included in the City costs for this development. The proposed roadway section will include 3" of bituminous wearing course and a 24' width, which is consistent with the City standard width of24' for rural section roadways without curb and gutter. 160th Lane NW will be constructed with 22' of bituminous plus the surmountable concrete curb and gutter, resulting in a back to back width of26.67', which is less than the City standard 31' width for rural sections roadways with curb and gutter. This street section will maintain the character and consistency of the asphalt widths in this neighborhood and reduce the amount of widening required to construct this segment of roadway. A project layout for this area is included in the Appendix as Exhibit 6. Lund's Evergreen Estates 2nd - 5th Additions Lund's Evergreen Estates 2nd Addition was constructed in 1984, Lund's Evergreen Estates 3rd Addition was constructed in 1987, Lund's Evergreen Estates 4th Addition was constructed in 1989, and Lund's Evergreen Estates 5th Addition was constructed in 1989. Lund's Evergreen Estates 3rd and 4th Additions were constructed with a pavement section of 1 W' of bituminous wearing course over 4" of Class 5 aggregate base. Lund's Evergreen Estates 5th Addition was constructed with a pavement section of 2" of bituminous wearing course over 4" of Class 5 aggregate base. The roadways in Lund's Evergreen Estates 2nd Addition are 24' wide. This -2- DRAFT e addition was constructed as a rural section with ditches. The existing roads in Lund's Evergreen Estates 3rd - 5th Addition are 26' back to back with asphalt curb. The proposed section for these developments will include 3" of bituminous wearing course and surmountable concrete curb and gutter in areas that currently have bituminous curb with a 26.67' width back to back. As previously explained, this does not meet the City standard width of 31 ' back to back, but it reduces the amount of pavement widening required. Areas without curb and gutter will be reconstructed to meet the existing width of24' if there are ditches adjacent to the roadway. A few residents in the 2nd Addition have filled in their ditches, impeding the roadway drainage. In these locations, concrete curb and gutter will be constructed. The lots requiring new curb construction will be assessed for these costs. A project layout for the Lund's Evergreen Estates 2nd - 5th Additions is included in the Appendix as Exhibit 7. 168th Lane NW (Crocus Street NW to Verdin Street NW) This segment of roadway is designated as a Municipal State Aid Street (MSAS). This segment was constructed in 1989 and was constructed with a pavement section of 2" of bituminous wearing course over 4" of Class 5 aggregate base with bituminous curb. The original street width is 26' from back of curb to back of curb. The proposed section would include B618 concrete curb and gutter, 4" of bituminous over the reclaimed aggregate base, and a 33' width back to back. This roadway width will match the existing portion of this MSAS segment to the west of Crocus Street NW. e A storm sewer system will be designed to handle runoff from a lO-year storm event, which is consistent with City and Lower Rum River Watershed Management Organization requirements. Based upon the speed limit (40 mph) and the 20-year projected Average Daily Traffic (400 vehicles per day), pavement spread calculations will be calculated for a 3-year storm event. These calculations will determine catch basin locations upstream of low points in the street. The proposed storm sewers will discharge at the locations of existing curb cuts, perpetuating existing storm water flow patterns. Less than one acre of additional impervious surface will be created with this project, therefore, additional stormwater ponding as a requirement ofthe NPDES permit is not required. Per Lower Rum Watershed Management Organization requirements, 60" diameter catch basin manholes with four foot deep sumps will be required upstream of each storm sewer discharge point for collecting sediment in the storm water runoff. A layout for this segment is included in the Appendix as Exhibit 8. 3.0 RIGHT-OF WAY / EASEMENT A drainage and utility easement and possibly a roadway easement may be needed at the east end of 160th Lane NW in the Stenquist Addition to correct a drainage problem. Staff is working with the owner of this parcel to acquire this easement. All other improvements to the roadways would be contained within the existing right-of-way and utility easements. e - 3 - e e e DRAFT 4.0 PERMITS The City of Andover Engineering Department would obtain any necessary permits for the project. Permits will be required from the Lower Rum River Watershed Management Organization and from the Minnesota Pollution Control Agency (NPDES Stormwater Permit). 5.0 ESTIMATED PROJECT COSTS The total estimated project costs are as follows: Stenquist Addition: Lund's Evergreen Estates 2nd - 5th Additions: I 68th Lane NW (MSA segment): Total Estimate Project Cost $ 401,706.04 $ 552,671.14 $ 349,222.82 $1,303,600.00 These estimated costs include construction costs, contingencies, and indirect costs. These costs are estimated based upon preliminary design. The final cost will be based upon final design, actual work completed by the contractor, and unit bid prices for the project. Detailed cost estimates for each development and the total project are included in the Appendix as Exhibits 9, 10, 11, and 12. 6.0 FUNDING I ASSESSMENTS The project is proposed to be funded by a combination of assessments, City funds, and Municipal State Aid funds. It is proposed that City funds come from the City Road and Bridge Fund as designated by the City Council for the street reconditioning and the storm sewer adjustments and improvements. Roadway and eligible storm sewer improvements along 168th Lane NW would be funded by State Aid funds. The concrete curb and gutter along 168th Lane NW would be assessed to the benefiting properties. The Road and Bridge Fund would fund the non-State Aid eligible portion of the storm sewer improvements. All parcels within the project limits that have bituminous curb adjacent to their property or have no curb or ditches would be assessed for concrete curb and gutter and associated expenses related to the curb and gutter construction. The Andover Assessment manual lists four methods of assessments. They are: area, unit, front footage (short side) and variable costs. For this project the per unit method would be used to assess each property for their individual benefit. To calculate the rate per unit, the total costs associated with construction of the concrete curb and gutter (including construction costs and expenses) for each development would be divided by the number of occupied or potentially buildable parcels with new curb and gutter along their property. The property located at 2492 I 66th Avenue NW will be considered as one half unit for the assessment calculations. This parcel has bituminous curb along half of the roadway frontage and has a ditch section along the other half of the frontage. Filling of the ditch and construction of curb and gutter along the entire length of this parcel would create washout concerns for the downstream property. The streets in these areas need to be reconditioned and brought up to the current standard with concrete curb and gutter where there is existing bituminous curb or no drainage ditch. The total estimated cost for the proposed improvements is $1,308,197.26. These estimated costs include construction costs, contingencies and indirect costs. 2. - 5 - - 3. The project is feasible from an engineering perspective. DRAFT 8.2 Recommendations I. The City Council and City Staff review this report in detail. 2. Part of this area has bituminous curbs and part has no curbs with ditches. The portion with bituminous curbs is being proposed to be reconstructed with concrete curbs in accordence with the City Curb & Gutter Policy dated Nov I, 2005. This cost will be assessed to the affected property owner for reasons that escape me but that is an issue for another time. After reviewing the Curb & Gutter Policy, I feel that there are several areas that need to be examined. First, the (7) "benefits" justifying concrete over bituminous are vague and difficult to quantify. Second, the cost for concrete curbs in the rural area is projected to be between $ 4500.00 & $ 5000.00 by your engineering department. This is not acceptable to most, ifnot all, of the affected residents. Based on the above and the strong feelings of the affected residents, the policy, and its application in the rural area, should be discussed at a public hearing. We have public hearings on Rural Reserves, Comp Plans and other important issues. This is important enough to the northern residents to be heard. Bituminous curbs,when properly speced and installed, provide a satisfactory, longlasting product. The existing curbs in Lunds are a good example in that they are still in good condition and have required no maintenence since construction. Anoka County uses bituminous curbs on County roads. If it's good enough for County roads, it should be good enough for our residential streets. Curbs will not be solving the problem of the standing water on the East end of I 60th Lane. 160th Lane slopes to get drainage in three areas, water sits in that spot every spring before the frost goes out of the ground. It is affecting 6 neighbors of which only one is complaining. It was brought to my attention at the public meeting on December 22, 2005, by the City Engineers that their reasons for the curbs was to allow better drainage and so the snow plows do not damage the edge of the streets, and for generally a better appearance. It is to my best assessment of the situation that a cul-de-sac and curbs at the East end of 160th will not help the water problem, but more likely, encourage more water to sit in the bowl of the cul-de-sac as curbs and a cul-de-sac would not change the physical elevation that is creating the water problem in that area. The concern at hand is to find a reasonable way to handle the water, which has to go somewhere each spring. DISCUSSION The feasibility report for Tulip Street is near completion. Soil borings have been completed, which reveal the need for a soil correction in a few areas along the roadway. A detail map showing the corrections will be shown and discussed at the meeting. The curves on this segment of Tulip Street will be adjusted to improve safety along this route. Storm water drainage issues need to be identified and discussed with adjacent property owners to provide for proper storm water drainage. A right-of way plat will also be required through the Dehn property to provide for the needed ROW to build the road. The following is a preliminary schedule for the process if this project is to move forward: 1. Meeting with representatives of the neighborhood (January 30,2006). 2. Review preliminary feasibility information with the City Council (January 31, 2006 City Council Workshop). 3. Second neighborhood information meeting to review the feasibility report information (Mid February). 4. Present feasibility report to the City Council (February 21,2006 City Council Meeting) 5. Public Hearing, Order Plans and Specification (April 4, 2006). 6. Approve Plans and Specification, Order Advertisement for Bids (June 2006). 7. Award Bid, Project start (July/August 2006). 8. Public Works Expansion Phase IIIProject 04-55 DATE: January 24, 2006 e INTRODUCTION A meeting with the Public Works Committee is requested to discuss the future expansion of the Public Works facility and the surrounding area, which will take the department towards the total build out of the City of Andover. Today, the existing Public Works building is full. With the continuing growth of the City, the Public Works Division also needs to grow in order to maintain the level of services now being provided and to maintain the fleet of equipment used to do the maintenance. DISCUSSION Items of discussion will include, but not limited to, the expansion of the Public Works building, purchase of additional property, relocation of the Recycling Center, new driveway into the expansion area, salt storage, dumping station for Public Works use only, additional ball fields and the possible future expansion of the ice arena. These items will also be shown in phases of importance along with potential costs. Public Works staff, along with Engineering and Planning department staff has put together a concept drawing of how the Public Works property should be developed. Considerable thought has gone into this area. Many ideas have been discussed as to how and where major buildings should be placed to get the most out of the property space. One major area was to look at screening for the Community Center and surrounding residential areas. Another was access to and from Crosstown Boulevard for City vehicles. With the potential reconstruction of Crosstown Boulevard and the elimination of driveways or right turns only, a new and safe driveway will need to be created to gain access. One of the benefits to the residents is that the trail would provide a more direct route from the neighborhood to the existing trail along Crosstown Boulevard NW. Otherwise without the trail, a more indirect route to the west through the existing neighborhood will result in taking longer for residents and school age kids to get to school or to the other uses around City Hall. As far as the benefits to the City, constructing the trail through the proposed lot will allow anyone interested in the lot to be aware of the trail and to construct the house in such a way that the location or the direction would be conducive to the style ofliving in that environment. BUDGET IMP ACT Currently the construction of the trail is not identified in the trail section of the 2006 CIP. The only trail improvements identified for 2006 is the section along the east side of Crosstown Boulevard NW from 139th Avenue NW to 14151 Lane NW. If the Public Works Committee is interested in having the trail constructed, it is recommended by staff that the portion of the trail within the Kensington estates 7th Addition be paid for by the developer and the remaining portion of the trail through the park would be funded by either the Trail Fund or Park Dedication Fund.
