The Lund's Evergreen Estates 2nd - 5th Additions and the Stenquist Addition are proposed to be reconstructed this summer. Per current city policy, concrete curb and gutter will be constructed in these developments in areas where there is bituminous curb or in areas with no curb or ditch section. The proposed assessments for the curb and gutter and associated costs are $4,669.00 for the Lund's Area and $2,835.13 in the Stenquist Addition. 168th Lane NW will be widened from 24' to 33' to match the existing segment of 168th Lane NW to the west. This segment is designated as MSA. All other reconstructed areas will see minimal if any widening. Councilmember Jacobson asked why we are reconstructing roads that are 15+ years old and he questioned whether the pavement management system and OCI ratings that we have are accurate. Mr. Berkowitz explained that engineering and public works together analyze the developments as a whole when deciding which ones to reconstruct. There may be a few segments in each development that would not meet the criteria for reconstruction (under a 70 OCI), but it is not cost effective to skip over a few segments in a given development. Councilmember Jacobson asked if the concrete curb along 168th Lane is State Aid eligible, and if so, should we be assessing that? Mr. Berkowitz stated it is eligible for State Aid funding. Mr. e e . Public Works Committee Meeting Minutes - January 24, 2006 Page 2 Berkowitz and Councilmember Trude agreed that that curb should be assessed to remain consistent with other projects and developments in the City (example: Wintergreen Street in Country Oaks West). Councilmember Jacobson asked if the roads could be seal coated to prolong the life. Mr. Berkowitz explained that seal coating does not improve the structural capacity of the roadway. The roads identified in this years overlay program are beyond preventative maintenance. We need to reconstruct them before they reach total failure and more costly sub grade correction work may be necessary. A discussion ensued regarding the assessment policies related to the mill and overlay projects. Assessing a percentage of the total project cost to all residents in the overlay areas was discussed. Mr. Dickinson added that a minimum of20% of the total project costs must be assessed back if the City is going to bond to help pay for the improvements. If less than 20% is assessed, the City would have to carry the costs from the Road and Bridge fund. Councilmember Trude identified two questions that she felt are key: 1. Should we wait until our roads are in worse shape to reconstruct them, can we accept a critical OCI of 60 instead of 70? If we lower the critical OCI, do we have the staff to handle the increased maintenance that would likely be seen? 2. Do we spread the costs over the entire development. Councilmember Jacobson asked if we could increase the assessment timeframe from 5 to 8 years? Mr. Dickinson replied that it was possible, and it was a cash flow item. He would increase the interest rate if we increased the timeline of the payback. Councilmember Jacobson and Councilmember Trude stated that they do not feel that the concrete curb and gutter policy is in question. Mr. Berkowitz discussed construction of a potential pond on the east end of 160th Lane in the Stenquist Addition to correct an existing drainage problem. Staff is working with the property owner to the east (Carl Spencer) to construct a drainage pond on his property. Mr. Spencer is considering going through the lot split process on this parcel. The lot split would require a cul- de-sac and pond. We are hoping to construct this pond as a portion of the overlay project. Depending upon the costs, we are considering constructing the cul-de-sac in exchange for the easements to construct the storm water pond. This would help minimize the existing drainage problem in this location. Staff is looking at constructing small hammerhead turnarounds or small cul-de-sacs at the dead end locations in the Stenquist Addition. Councilmember Jacobson asked Mr. Dickinson to look into the legal implications of spreading the project assessments over the entire area, not just assessing parcels that are getting curb and gutter. e e e Public Works Committee Meeting Minutes - January 24, 2006 Page 3 Item 2. Tulip Street NW between 161s1 Avenue & 16tjh Lane NW / Project 05-11 Mr. Law provided a brief description of the proposed project, which will include a 33' wide roadway section with concrete curb and gutter from 161 sl Avenue to Valley Drive. S.E.H. is working on preparing the feasibility report for the project Staff has reviewed a draft copy. Mr. Jacobson stated that the Traffic Impact Study will be completed in the next 1-1.5 weeks. This study will be used to determine the necessary intersection improvements for 161 51 Avenue / Tulip Street Mr. Jacobson asked how those costs would be shared. Mr. Berkowitz stated that we will look at existing and proposed ADT's and determine an equitable cost split The intersection will remain a 4-way stop. Mr. Law stated that the feasibility report identifies assessing parcels fronting Tulip Street for the concrete curb and gutter similar to how it is being assessed for our overlay project The current draft of the report identities a $3,000.00 per lot assessment It was discussed that this figure should be similar to the Lund's Estates assessments for lots closer to 2.5 acres. The undeveloped parcels will be assessed based upon how many lots could potentially be split off. Mr. Jacobson recommended not holding the Public Hearing for this project the same night as the overlay project That will not be a problem. He stated that there is a public informational meeting February 27th regarding the Meadow Creek School to be held at City Hall. Mr. Berkowitz stated that staff has set up a neighborhood group composed of Bonnie Dehn, Pat Hanle, and Mark Forseth to keep the residents up to date on the progress of the project and to make sure that no false rumors regarding the project are floating around. Mr. Berkowitz discussed the costs of the project The feasibility report identifies the total project cost to be $2.0 million. Staff believes that this number could be reduced down closer to $1.7 million. This project will be funded using State Aid funds so we need to analyze our State Aid balance and determine how to fund this project, should it move forward. Mr. Dickinson stated that we may finance the Hanson Boulevard improvements using TlF, so we may be able to earmark enough State Aid dollars for this project Item 3. Public Works Expansion Phase II/Project 04-55 Minutes on this item taken by Barb Wells Brian Kraabel reviewed building placement and requirements for the new site plan of additional Public Works land. Discussion included road access and changes to existing roads around the area. Additional shop buildings, relocation of Recycling Center, salt storage building, sand dumping station, truck washing station, nursery location and new water tower were items discussed. e e e Public Works Committee Meeting Minutes - January 24,2006 Page 4 Discussion followed on placement of a new road so access would not have to be off Tower Drive and mixing Public Works vehicles with public traffic. A road entrance off Nightingale going east to west to Hanson is proposed. Don Jacobson suggested an attractive parkway type road with trees and lights entering off Nightingale and eventually going across to Hanson. This would allow for not only better access to Public Works but also more access to the Community Center and City Hall. Dave Berkowitz questioned the cost of such a road and if it is driven to better service the Community Center or the entire function of Public Works and the complex. The proposed footprint showed four baseball fields, which Don Jacobson questioned the placement and need for those fields. After discussing the space and fields the plan will be changed to show future space but not specific to type of fields. The location may also be moved further north on the plan. Don and Julie also suggested all the proposed additional Public Works buildings be placed south of the new road location and be bordered with trees and better screening from public view and the road. Frank Stone suggested making some changes to the proposed footprint and meeting again in two weeks. Jim Dickinson stated they also have to look at NPDES requirements before making some of the suggested changes for the Public Works operational areas. Changes will be made to the footprint and a future meeting will be scheduled. If the committee agrees to proposed plan, then it will be brought to Council. Item 4. Kensington Estates 1h Addition Trail Mr. Haas described a trail that staff is recommending as a part of the plat extending from the roadway in the northeast comer of the plat (Kensington Estaes 7th Add) to The Oaks park connecting at Crosstown Boulevard. A trail connection from this point could be constructed along The Oaks park that would connect to the Crosstown Boulevard trail. Councilmember Trude thought this was a good idea but questioned what the neighborhood thought Councilmember Jacobson did not feel that this would be used by many people to get to Crosstown Boulevard. Councilmember Trude felt that it would be used heavily for recreational purposes. The segment in the plat would be paid for by the developer of Kensington Estates 7th Addition. The portion of the trial in the park would be funded through the Trail fund or through Park Dedication. Mr. Jacobson asked if we could build a trail segment from the south portion of the plat and connect into Andover Station North. Mr. Haas stated that it was possible, but it would have to cross a wetland and we'd need permission from the PCA. We may need to consider a boardwalk or a floatable walkway similar to the one in Bunker Hills Park. Mr. Jacobson was okay with the trail segments assuming one could be connected south as well. If approved, there will be challenges in constructing the segment through The Oaks park as residents who back up to the trial may oppose it. Item 5. Other Business We will discuss State Aid designations at the next Public Works committee meeting. Berkowitz, City Engineer FROM: Frank Stone, Public Works Superintendent SUBJECT: ~l Public Works Expansion Phase IVProject 04-55 DATE: February 16, 2006 INTRODUCTION A second meeting was requested to go over the changes made for the expansion of the Public Works Building and land use operations for all departments in Public Works DISCUSSION At the last Public Works Committee meeting it was suggested to put a road from Tower Drive to Nightingale Street to be used as an access for Public Works and patrons to the Community Center and Ice Arena. This has been done. A main access road was placed on a map of the area which shows an alignment from Nightingale Street to Tower Drive. The placement of this road leaves open spaces on the north side of the road for future use and moves the entire operations for Public Works further west and south on properties owned by the city at this time and to property which is to be purchased in 2008. The total size of the existing and future expansion properties for Public Works is approximately 17.5 acres. This may not be enough for total build out of the city. More property may be needed in future years and this would more than likely be to the west and south of the proposed roadway. Discuss New Designated State Aid Route February 16, 2006 INTRODUCTION The Public Works Committee is requested to consider Municipal State Aid (MSA) designations for 2006. DISCUSSION As you know, as new local City streets are added each year by Statute, 20% of the basic mileage can be designated. Currently the improved mileage total is 198.00 which includes County State Aid Highways (CSAH), Municipal State Aid Streets (MSAS), County Roads (CR) and local City streets. Once the calculations have been made, 1.39 miles are available to designate. Listed below are options to consider. A. Jivaro Street NW/170th Avenue NW between 165th Avenue NW and Roanoke Street NW. Miles to be designated = 1.0 miles B. Wintergreen Street NW between 167th Avenue NW and Ward Lake Drive NW. Miles to be designated = 0.80 miles C. 152nd Lane NW between Nightingale Street NE and Tower Drive NE. Miles to be designated = 0.30 miles Note: Included in your packet is a map identifying the locations of the proposed designations.
