The City Council is requested to consider the Fund Balance in the
MSA accounts.
After we complete the budget for the improvements to university
Avenue, the MSA Construction Fund Balance will be approximately
$183,000 and the City MSA Fund Balance will be approximately
$280,000.
Andover Boulevard is estimated at approximately $225,000 apd
would put the Construction Fund Balance at -$42,000. We will
have to transfer funds from the City MSA Fund to make up the
difference ($280,000 - 42,000 = $238,000).
Bunker Lake Boulevard and Round Lake Boulevard estimated
constructions costs have not been received from Anoka County.
The project will include: curb and gutter, signals at 135tfi
Avenue, 136th Lane, and 138th Lane on Round Lake Boulevard and
possibly a signal or two (2) on Bunker Lake Boulevard.
It appears at this time that additional projects such as
Commercial Boulevard cannot be constructed from the MSA Funds in
1993.
Commercial Boulevard, however, can be constructed with TIF Funds
and the construction staged:
1. Right-of-way acquisition
2. Water, Sewer and Storm Drainage
3. Grading
4. Surfacing
The Council should also discuss the "typical section" of
Commercial Boulevard. Do we want to construct it with divided
medians?

REQUEST
The City Council is requested to direct Staff to prepare a minor
amendment to the Andover Comprehensive Plan to include 38+/-
acres into the Metropolitan Urban Service Area (MUSA). The area
requested is the future site of the City Park Complex No.2. The
amendment would allow the future park complex structure(s) to have
ci ty sewer.
Staff has contacted Metropolitan Council Staff and it appears
there should be no problem receiving the acreage requested. The
amendment would not have a major impact upon the systems plan of
Met Council.

REQUEST
The City Council is requested to provide direction for the
attached request from Mediation Services for their 1993 funding.
The city contributed $650 to Mediation Services in 1992.
The city has $850 allocated in the 1993 budget.
The request of $1203.50 from Mediation Services is calculated by
using an estimated population of 16,047 at $0.075 per capita.
ACTION
OPTION 1:
Contribute only the $850 as budgeted for 1993.
Contribute the requested $1203.50, drawing the
additional $353.50 from the General Fund contingency
reserve. (Current balance of contingency is $ll,670l
OPTION 2:
OPTION 3:
Contribute an amount somewhere in the middle of the
budgeted $850 and the requested $1203.50 as a
compromise.

Each year for the past five years Mediation Services has asked the communities of
Anoka County to make a commitment in their budgets to the continued mediation
services.
Enclosed is an invoice for an amount which I believe represents a 7.5rt per capita
contribution. If this amount is not correct, please call me and we can discuss it.
'\ Mediation continues to provide communities with a means to problem solve when
others don't seem to fit or when other methods are costly and time consuming.
Mediation is a valuable addition to the services communities offer when budgets
become leaner. Public officials and city staff are using mediation more as we have the
expertise to expedite large group matters and matters in dispute when the city is a
direct party. It appears that a city's use of mediation can save not only court fees, but
time and human resources without jeopardizing other interests.
Cities are requesting the mediation of more disputes where the city is an indirect party
as well. These cases include issues about which individuals, neighborhood groups or
businesses want the City to take a position, but the City has no legal obligation yet
sees itself providing some leadership and it will benefit from the resolution.
Our 1992 Annual Report will be available at the end of January. Your community will
receive a copy as soon as the report is available. I would be glad to attend a council
or board meeting and explain the report in detail.
If you would like more information, please let me know. If you would like me to make a
presentation to the council, I would be glad to do so. Let me know and I will schedule
an appearance soon.
