10 The Regular Bi-Monthly Meeting of the Andover Planning and Zoning Commission was
11 called to order by Chairperson Godfrey on June 11, 2024, 7:00 p.m., at the Andover City
12 Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.

14 Commissioners present: Chairperson Karen Godfrey, Commissioners Scott Hudson,
15 Nick Loehlein, Chuck Naughton, and Pat Shuman Jr.

32 Community Development Director Joe Janish noted there are a few grammatical corrections
33 that need to be made but they do not change the substance of the meeting.

35 Motion by Loehlein, seconded by Shuman, to approve the minutes of the March 26, 2023,
36 Regular Meeting as amended. Motion carried on a 3-ayes, 0-nays, 2-present (Hudson,
37 Shuman), 2-absent (Shafto, Winge) vote.

39 PUBLIC HEARING: Comprehensive Plan Amendment — Sewer Staging Map — City of
40 Andover (Applicant)

42 Community Development Director Joe Janish reviewed the City of Andover is working on
43 a water loop project that will provide water from the west side of the BNSF railroad tracks
44 to Prairie Road NW. As part of the project, additional easements have been acquired and a
45 railroad crossing is involved. The City will extend sewer to the location of Sycamore Street
46 NW along Crosstown Blvd NW (1,100 feet). With the sewer line being located below the

1 waterline, it will be a more efficient use of resources vs digging in the same location twice,
2 and then supporting the waterline in the future for the sewer extension.
4 The City of Andover applied for a sewer extension permit with the Metropolitan Council to
5 extend the sewer from west of the BNSF railroad tracks to approximately Sycamore St NW
6 and Crosstown Blvd NW intersection. Met Council indicated that we are not able to extend
7 the sewer as the staging area is not within the appropriate timeframe.

9 The proposed Comprehensive Plan Amendment consists of changing the sewer staging plan
10 map to include an area south of Crosstown Blvd NW and East of the BNSF railroad tracks
11 in order to facilitate a city project to extend sewer to Sycamore Street NW.

13 The Planning & Zoning Commission is requested to hold a public hearing on the
14 Comprehensive Plan Amendment request and make a recommendation to the City Council.
15 If the City Council approves the Comprehensive Plan Amendment, it will be forwarded to
16 the Metropolitan Council for review and authorization prior to final adoption by the City
17 Council as part of a future consent agenda.

19 Commissioner Hudson asked if a trail would be put in that area and Mr. Hellegers stated
20 that is being considered as to how to cross the railroad crossing.

30 carried on a 5-ayes, 0-nays, 2-absent (Shafto, Winge) vote.

34 Mr. Janish reported the CUP for the PUD Amendment that was reviewed on April 23,
35 2024, at Clocktower Commons was approved by the City Council. The misc.
36 amendments to the City Code were also approved by the City Council.

38 Chair Godfrey thanked Commissioner Bert Koehler IV for serving on the Planning and
39 Zoning Commission for the past ten years.

SUBJECT: PUBLIC HEARING: Sketch Plan/Conditional Use Permit (CUP)/Planned Unit
Development (PUD) Review —SW Wold Construction Inc.

INTRODUCTION
The Planning Commission is asked to review a sketch plan for a single-family PUD residential
development as proposed by SW Wold Construction Inc. The applicant submitted a narrative for
the proposed Sketch Plan which is attached for your review.
What is a Sketch Plan / PUD Concept Plan?
A Sketch Plan / PUD Concept Plan is used to provide feedback to the developer through
Andover Review Committee (ARC), Planning and Zoning Commission, Park and Recreation
Commission, and City Council but formal action is not taken at this stage. The intent of the
Sketch Plan process is to view the concept plan for a proposed development and to discuss
big picture concerns or areas of consistency with code. An applicant would need to develop
detailed plans that address the concerns prior to their application for Preliminary Plat and
PUD.
Purpose of PUD?
The purpose of a PUD is to encourage more efficient allocation of density and intensity of
land use where such arrangement is desirable and feasible by providing the means for greater
creativity and flexibility in environmental design than provided under the strict application of
this code. It must be demonstrated to the satisfaction of the City Council that a higher quality
development will result than could otherwise be achieved through strict application of this
code.
PROJECT SUMMARY
The City has received an application for a sketch plan showing a 21-lot single-family rural
residential on the site. The site is in the northeast quadrant of the community, approximately
three quarters of a mile north of the intersection of 161" Avenue NW and Crosstown Boulevard
NW. The site is bordered by the railroad tracks on the west side of the site and Ward Lake Drive
on the east side of the property. The Country Oaks North residential development is just west of
railroad tracks and so the homes from that mixed urban/rural residential development back up to
the development site. The site also abuts the Deerwood Estates rural residential development
along the southerly side of the proposed development site.

DISCUSSION
This section will review some of the site characteristics and processes for the proposed
development shown on the sketch plan.
For this concept to move forward, several actions would need to occur including:
• Preliminary Plat
• Conditional Use Permit /Planned Unit Development (CUP/PUD)
• Final Plat
• Building permits
GENERAL
Conformance with Local and Regional Plans and Ordinances
1. The entire 33.7-acre site (11-32-24-41-0003) is located outside of the Metropolitan Urban
Service Area (MUSA) boundary.
2. The property is guided in the 2018 Comprehensive Plan as Rural Residential, a
designation that calls for densities of 0.0 to 0.4 units per acre. The proposed 21-lot
development would exceed that standard with a density of 0.6 units per acre.
3. The proposed development includes deviations from City Codes that are proposed to be
addressed through the PUD process.

SITE CHARACTERISTICS
Access
The proposed sketch plan shows two access points; one at the south end of the development on
Sycamore Street, and the other at the northeastern portion of the development accessing Ward
Lake Drive. The proposed access points are identified as red circles on the following map.
Future development to the north (not proposed) would provide another possible connection point
which is also shown as a red circle (dashed lines).
