DISCUSSION Consistent with the new strategic plan, the City is to "Review and update street capital improvement plan, including funding and implementation." Detail analysis is in full swing relative to City streets culminating with a review of conditions and needs of the city street system being presented by City Engineering and Public Works at the March 2024 workshop. Also at that March 2024 workshop, the City of Andover Road Rating process was reviewed and forecasted costs were provided to the Council. Following was a review of transportation funding by Administration/Finance, which included potential revenue sources and corresponding tax impacts. Direction was provided for fixture workshop discussions to include analysis of assessment rates (urban and rural), utility franchise fees, bonding options, and property tax impacts. The April 2024 workshop discussion included analysis of assessment rates (urban and rural), utility franchise fees, bonding options, assessment percentages and property tax impacts. The May 2024 workshop discussion zeroed in on the transportation funding options, franchise fees were eliminated as a funding option. At the June 2024 workshop, again transportation funding options were discussed, focus was on funding availability, staffing capacity to implement and Council's desired goals. Administration/Finance/Eneineerine will be continuing the transportation funding discussion with the Council at the July 2024 workshop meeting, focusing on the totality of fiscal impact on residents of each funding option and walking the Council through updated proforma analysis that
