Andover Football Association Concept Plan Discussion PARK AND RECREATION COMMISSION MEETING —MARCH 21, 2024 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Strombeck on March 21, 2024, 6:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Tracy Strombeck, , Commissioners Bruckner Johnson, Kristin Lackie, Jim Lindahl, Chuck Naughton, Liza Shafto and Shane Stenzel. Commissioners Absent: None Also Present: Parks & Streets Operations Manager Jason Baumunk Associate Planner Jake Griffiths RESIDENT FORUM No one appeared to address the Commission. APPROVAL OF MINUTES March 7, 2024 Regular Meeting Motion by Commissioner Stenzel, seconded by Commissioner Shafto, to approve the March 7, 2024 Park Commission Regular Meeting minutes as presented. Motion carried on a 5-ayes, 0-nays, 2-present (Lindahl and Strombeck) and 0-absent vote. March 7, 2024 Workshop Meeting Motion by Commissioner Stenzel, seconded by Commissioner Shafto, to approve the March 7, 2024 Park Commission Workshop Meeting minutes as presented. Motion carried on a 5-ayes, 0-nays, 2-present (Lindahl and Strombeck) and 0-absent vote. APPROVAL OFAGENDA Motion by Commissioner Stenzel, seconded by Commissioner Lindahl, to approve the February 1, 2024 Park Commission Regular Meeting minutes as presented. Regular Andover Park & Recreation Commission Meeting Minutes — March 21, 2024 Page 2 PRELIMINARYPLA TREVIEW ANDOVER SENIOR CAMPUS Parks & Streets Operations Manager Jason Baumunk reviewed the Andover Senior Campus is a proposed mixed -use development consisting of 1.5 acres of commercial property, two brownstone buildings with a total of 32 units, 9 slab on grade single living cottages, and 176 units in a single multi -story building consisting of independent living, assisted living and memory care. All residential units for the project will be limited to seniors that are 55 years or older. The project is proposed by J.A. Wedum Foundation and SilverCrest Properties, LLC and would be located on the southeast corner of Hanson Blvd NW and Crosstown Blvd NW. All residents of the development would have access to several private recreational amenities including indoor pickle ball courts, bistro, salon, club room, multi -purpose room, golf simulator, crafts room, wellness center, warm water swimming pool, group fitness, fitness equipment room and therapy spaces. During the previous review of a sketch plan for this development, the pickleball courts were originally shown as being outside and potentially accessible to the public. As the review has continued, the pickleball courts are located inside the facility and are intended to be used primarily by the development's residents. The Park Dedication Study does not recommend any additional parkland dedication in this area. The site is located close to several parks and other recreational amenities including Sunshine Park, Purple Park, the City Hall Ice Rink Complex and the Andover YMCA Community Center. The development would also be linked to these facilities through a new trail on Crosstown Blvd NW and an existing trail on Hanson Blvd NW. Mr. Baumunk requested the Parks and Recreation Commission review the proposed development and make a recommendation to the City Council on the park dedication requirements. Included for Commission review is the proposed PUD Development Plan and the proposed Preliminary Plat. Motion by Commissioner Stenzel, seconded by Commissioner Shafto, to recommend the City Council accept cash in lieu of land for park dedication for the Andover Senior Campus. Motion carried on a 5-ayes, 0-nays, and 0-absent vote. DISCUSS PINE HILLS NORTH SHELTER Parks & Streets Operations Manager Jason Baumunk reviewed the Parks and Recreation Commission is requested to discuss the updated cost estimates for the proposed shelter at Pine Hills North Park. The current sketch plan shows a 30' x 26' covered shelter area, two bathrooms, an area labeled Concession that would be used for food preparation and service for those reserving the shelter, and space behind the bathrooms for utilities such as irrigation controls, plumbing and IT equipment. Regular Andover Park & Recreation Commission Meeting Minutes — March 21, 2024 Page 3 Staff is expecting cost estimates back for septic and power shortly. The following are the estimates received: • $125,967 — Cedar Forest Products Parkaire Building — Steel Room, VCP China Plumbing Package, Electrical Package and Stamped & Certified Architectural Drawings. • $179,523 — Installation including Construction of Building Foundation and Stone Veneer. • $7,552 — Comcast Cable Installation. • $15,225 — 4" shallow well. • $5,000 — Electric Connection — ESTIMATED, waiting on final design and cost. • $50,000 — Contingency. • $383,267 —Current Cost Estimate excluding Septic. Mr. Baumunk noted the 2024 Capital Improvement Plan has $425,000 identified for this project from Park Dedication Funds. The Park and Recreation Commission is requested to discuss the updated proposal for the Pine Hills North multipurpose building and give staff direction on how to proceed. A verbal estimate for the septic was received for $20,000 but a written bid has not been received. Commissioner Stenzel asked if there was a warranty and Mr. Baumunk stated there is for craftsmanship and materials. Commissioner Naughton referred to the original estimate for a 30 x 40 building and the pricing was the same. The size of the structure went down but the price did not. Mr. Baumunk stated the open shelter area is 30 x 26. The building has not changed in size since the February Meeting. The storage area was removed from the bid. 30 x 40 is the overall footprint of the building. Mr. Baumunk displayed the drawing for the Commission. Commissioner Stenzel asked about picnic tables. Mr. Baumunk stated there is a supply of standard wooden picnic tables in the shop so there would be no added cost. Motion by Commissioner Stenzel, seconded by Chair Strombeck to recommend the City Council approve going ahead with the Pine Hills North Shelter. Motion carried on a 5- ayes, 0-nays, and 0-absent vote. OUTSTANDING ITEMS 1. On -going Projects: Mr. Baumunk reviewed Parks and Streets staff have been very active removing diseased and dead trees in various parks and along trails, mainly Ash Trees. Emerald Ash Borer has taken a heavy toll on many of the Ash trees in the area. Trees are treated as deemed beneficial, but treatment does not always lead to saving the trees from dying. Approximately 200 trees have been removed from the parks. 2. Updates on 2024 Park CIP Projects: Regular Andover Park & Recreation Commission Meeting Minutes — March 21, 2024 Page 4 Pine Hills Multipurpose Building — Work continues planning or this project. Staff determined that the well at the park will not be able to be utilized for the shelter. Cost estimates are being sought to install a well for the building. Cost estimates for septic and power have been sent out. New Trail Segment Along Crosstown — The new proposed trail segment along the south side of Crosstown Boulevard from Bluebird Street to Xeon Street is currently in the design phase. Irrigation Improvements — Irrigation improvements in Sophie's South and Hickory Meadows Parks are planned for spring of 2024. Staff is currently working with an irrigation contractor on the addition at Sophie's South Park. Hickory Meadows installation will be done in-house by Parks Staff and that design plan is currently being put together. Hills of Bunker Lake West Parking Lot Paving — Design for this project is complete and bids will be received on March 27. This project is being done in conjunction with the Full Depth Reclamation roadway project planned for the surrounding neighborhood. 3. Other Items of Interest New Trail Segment Along Coon Creek — The easement has been secured and a DNR Local Trail Connection Grant will be applied for in March of 2024. GameTime Playground Grant — The grant was awarded and the three playground replacements for 2024 have been delivered. All three are comparable in size to our standard neighborhood playground structures. 4. Parks Maintenance Update: Mr. Baumunk reviewed the Weekly Parks Maintenance for 2/23/24, 3/1/24, 3/8/24 and 3/15/24. OTHER ITEMS OR UPDATES — NONE. CHAIR'S REPORT Commissioner Shafto thanked Mr. Baumunk for his Facebook post about the upcoming snow event. Chair Strombeck congratulated the Andover girls hockey team. PARK AND RECREATION COMMISSION WORK SESSION MEETING MARCH 21, 2024 MINUTES The Work Session Meeting of the Andover Park and Recreation Commission was called to order by Chair Strombeck on March 21, 2024, 6:20 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Tracy Strombeck, Commissioners Bruckner Johnson, Kristin Lackie, Jim Lindahl, Chuck Naughton, Liza Shafto and Shane Stenzel. Commissioners Absent: None Also Present: Parks & Streets Operations Manager Jason Baumunk Associate Planner Jake Griffiths DISCUSS 2025-2029 CIP PARK CAPITAL IMPROVEMENTS Parks & Streets Operations Manager Jason Baumunk reviewed the Parks and Recreation Commission is requested to begin discussing the 2025-2029 Park Capital Improvement Plan (CIP). The target date for the draft CIP is June 7, 2024. The projected fund balance was provided for Commission review. The projected fund balance does show the remaining payments for the $1,000,000 that was approved by the City Council to be used for the construction of the Community Center Expansion. The Commission should review the future improvements in zones A-D and determine what projects should be considered for the next 5 years. The following was previously identified in the CIP for 2025-2028. Comments from discussion added after each item. 2025 Park at Fields at Winslow Cove - $150,000. This is a new park that is identified in the development plans. — Will be left in the plan. Prairie Knoll Building — Expand/Replace $170,000 plus contribution from Andover Football — Remove per Park Commission — needs to be reviewed by the City Council — Project cost estimates came back higher than anticipated. — This will be removed as is a remodel and will not come out of park dedication. Kelsey Round Lake Park Shelter with Bathrooms Design - $50,000 — They come with architectural sketch drawings. Mr. Baumunk met with MWP Recreation Andover Park & Recreation Work Session Meeting Minutes — March 21, 2024 Page 2 vendor. Some natural -type features were shown to the Commission. Finishing Kelsey in 2025 would be desired. Chair Strombeck noted she likes the "natural - type "features. • Kelsey Found Lake Park Master Plan Additions. Building w/Bathrooms, Wayfinding and Interpretive Signs — TBD $180,000. — Moved to 2025 per Commission discussion. Mr. Baumunk indicated the trail on a drawing for the Commission. A plan will be created for the park and a planning session could be held. • Contribution to ACC - $159,107. Final payment for the ACC expansion contribution. • Annual Misc. Projects - $25,000. — Commissioner Stenzel suggested increasing this to $35, 000. It was the consensus of the Commission to increase. • Pickle Ball Complex — From the 2021 Pickleball Study, staff will get updated quotes if added to the CIP - $455,000. — WSB did study a few years ago. Updated quotes will be requested. This will be in the Purple Park — Public Works area. • Sunshine Basketball Court Improvements — Currently getting quotes. Sport Court surfacing, fencing and improved backboards. Possible lighting as well - $35,000. — This would be sports court on existing asphalt court, and updating hoops. Options will be provided in June with actual quotes. 2026 • Annual Misc. Projects - $25,000. • Kelsey Found Lake Park Master Plan Additions. Building w/Bathrooms, Wayfinding and Interpretive Signs — TBD $180,000. — Moved to 2025 • Skate Park Expansion - $50,000 identified in the Park Dedication Study — Total TBD. — Would like to add QR Code and get the user's input. Design tool for input. • Sunshine Parking Lot Lights, West and South Lots - $30,000. — The north parking lot was redone along with some trail lights. • Zone B Projects TBD - $100,000. — Oakview Park in Chesterton neighborhood. Playground and bench being added. No irrigation at this point. Suggested to add irrigation in 2026, sandbox and digger. Mr. Baumunk stated 50% ofparks currently have diggers. • Commissioner Stenzel asked about adding a refrigerated outdoor rink and what the cost would be. More will be heard about this as the weather keeps warming. Rink could be used for skating or hockey. A study could be done. Location — TBD. Suggested putting money in the CIP for a study. Mr. Baumunk will find out how much a study would cost. It would be a year-round facility that could be used for other things. Current ice cleaning equipment could be used on a refrigerated rink. The consensus was to get some study quotes and project cost. 2027 • Zone A Projects TBD - $150,000. • Annual Misc. Projects - $25,000. Andover Park & Recreation Work Session Meeting Minutes — March 21, 2024 Page 3 • Pine Hills North Master Plan Additions — TBD $100,000 — See how much use shelter gets and revise Master Plan if needed. 2028 Annual Misc. Projects - $25,000. Pleasant Oaks Sidewalk — ADA Access trail from the street to the playground $4,000. • Zone D - $100,000 The Finance Department has indicated that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. There was a discussion about Woodland Hills Park that includes grass trails and wetland banking. The trails are mowed. More communication needs to be made to let residents know this area is available. DISCUSS 2025-2029 CIP PLAYGROUND REPLACEMENTS Parks & Streets Operations Manager Jason Baumunk reviewed the Parks and Recreation Commission is requested to begin discussing the 2025-2029 Park Playground Equipment Replacement Plan that is being recommended by staff. The target date for the Parks Maintenance Department to submit the draft 2025-2029 CIP Playground Equipment Replacement Plan is June 7, 2024. The following playground equipment is recommended for replacement (or refurbishment) over the next 5 years, which will include improvements to the fall zones. Staff supports replacing or refurbishing equipment at 15 years of age per manufacturer's recommendations: 2025 — Country Oaks Park (2005), Fox Meadows Park (2006), Hidden Creek South Park (2006) and Woodland Crossing Park (2008). Proposed budget impact is $200,000. 2026 — Red Oaks West (1993, replaced in 2007), Creekview Crossing Park (2007), and Andover Station North (2008). Proposed budget impact is $200,000. 2027 — Meadows of Round Lake Park (2008), Oak Bluff Park (2006), and Woodland Crossing (2008). Proposed budget impact is $200,000. 2028 — Meadowood North (2009), Sophie's (2010), and Timber Trails (2011) Proposed budget impact is $200,000. 2029 — Nordeens (2012), Hickory Meadows (2012), and Pleasant Oaks (2013) Proposed budget impact is $200,000. The Tot Lot is not included in the plan at this point. Andover Park & Recreation Work Session Meeting Minutes — March 21, 2024 Page 4 The playground equipment identified can be moved up or down the list depending on changes to the condition of the equipment, ADA requirements, entrapments, fall zones and handicapped accessibility. The General Fund budget impact for replacement/repair of various playground equipment is proposed at $200,000 per year. Staff will continue to apply for the matching grant from GameTime to offset the rising cost of playground replacements. Commissioners Present: Chair Strombeck, Commissioners Bruckner Johnson, Kristin Lackie, Jim Lindahl, Chuck Naughton, Liza Shafto, and Shane Stenzel. Commissioners Absent: None. Also Present: Parks & Streets Operations Manager Jason Baumunk DISCUSS — PARK DESIGN FOR FIELDS OF WINSLOW COVE EAST PARK Parks & Streets Operations Manager Baumunk explained the Park and Recreation Commission is requested to discuss the design for the new park scheduled to be installed in 2025 at the Fields of Winslow Cove East Park. Mr. Baumunk explained a parcel of park land located in the Fields of Winslow Cove development is identified in the Capital Improvement Plan to be completed in 2025. This park land is 0.9 acres in size and would be classified as a neighborhood park. Average playground size for a medium neighborhood park is 2500-3500 square feet. He asked the Commission to discuss the following items for this park: • Playground - Layout and location in the park • Irrigation - Estimated at $20,000 from similar projects • Sod or planted grass • Benches, picnic tables, or shelter • Park Sign • Other options Mr. Baumunk noted the current CIP shows $150,000 identified for this project. Once a design is completed, cost estimates will be obtained to complete the project and the budget can be evaluated. The Park and Recreation Commission is requested to discuss the design for the Fields of Winslow Cove East Park. Andover Park & Recreation Commission Workshop Meeting Minutes —April 4, 2024 Page 2 The Commission agreed that the playground, irrigation, and seeding should take place. It was noted that benches should be included, and the question was asked as to whether trees would also be planted. Mr. Baumunk confirmed that trees could also be included. The Commission also agreed that this area would be too small to include a shelter. Mr. Baumunk noted that he would like to complete the irrigation and seeding this year if possible to establish for 2025. The Commission recommended that park signs be installed at the time the playground is installed and a suggestion was made to include wildflower/pollinator plantings. Mr. Baumunk identified potential locations for benches and picnic tables and the Commission agreed. The group also agreed on the potential location for the playground. DISCUSS — DESIGN OF KELSEY ROUND LAKE PARK MASTER PLAN ITEMS Parks & Streets Operations Manager Baumunk explained the Park and Recreation Commission is requested to begin discussing the design of the master plan items at Kelsey Round Lake Park. He noted the master plan identifies serval improvements to the Kelsey Round Lake Park. The current CIP has $50,000 in 2025 for design and 2026 has master plan additions including a building w/bathrooms, wayfinding, and interpretive signs - TBD $180,000. The $50,000 in design can most likely be incorporated with the cost of a pre- engineered building like the one scheduled for Pine Hills North Park. Mr. Baumunk stated discussion for this project should include a design plan of where the listed master plan items will be located and what these improvements will look like. Once a plan is drafted, staff will get cost estimates for each item. With regard to budget impact, he noted the 2025-2029 CIP has a total of $230,000 identified for master plan improvements funded by the Park Dedication Fund. Staff will get updated cost estimates once decisions on improvements are made. Mr. Baumunk stated the Park and Recreation Commission is requested to begin discussions on the design of the Kelsey Round Lake Park master plan improvements The Commission had discussion related to signage and it was determined that the more detailed interpretive signage information could be provided through a QR code link while some brief information could be placed on the sign. It was asked for details on how the building is operated. Mr. Baumunk replied that the bathrooms lock and unlock on timers and an outside cleaning company is used for service. Commissioner Stenzel expressed concern with having regular bathrooms in this location as it is not a park with high traffic and could lead to unwanted activity. Andover Park & Recreation Commission Workshop Meeting Minutes — April 4, 2024 Page 3 The Commission discussed alternative bathroom ideas and agreed upon a pit style bathroom with no running water such as you see at many county parks. The consensus of the Commission was to focus on natural items and features as this is a nature -based park setting. The Commission also agreed on location(s) for play area(s). Mr. Baumunk stated that he would use the input received tonight to develop a more detailed concept. DISCUSS — 2025-2029 CIP PARK CAPITAL IMPROVEMENTS Parks & Streets Operations Manager Baumunk explained the Park and Recreation Commission is requested to continue discussing the 2025-2029 Park Capital Improvement Plan (CIP). He noted the target date for draft CIP is Friday June 7th. The Commission should review the future improvements in zones A-D and determine what projects should be considered for the next 5 years. Below is what was previously identified in the CIP for 2025-2028. Mr. Baumunk noted that depending on what the Commission recommendations for projects, the Finance Department has indicated to staff that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. Improvements are funded by the Park Dedication Fund. The Park and Recreation Commission is requested to continue discussions on the draft of the 2025-2029 Parks Capital Improvement Plan. Commissioner Stenzel stated that perhaps hockey should be consulted to determine if they would be interested in contributing towards an outdoor sheet of ice. Mr. Baumunk commented that he could make the ask, but noted that the outdoor ice time reserved by hockey has decreased since they second sheet of ice was made available. It was noted that the outdoor ice project as previously discussed would likely not be viable without a contributor. Mr. Baumunk confirmed that 2025 and 2026 seem to be solid with the plans, just need to get updated budget numbers for some of the projects. They will do further review in the future to consider the items for 2027 and beyond as there will be additional allocation of funding from development that was recently approved by the City Council. Date: Time: Location: Case Number: 01.06 4:38 pm Oak Bluff 24004413 A deputy responded to a call of two juveniles on a 4-wheeler damaging the field at the park. Deputies located tracks and followed it to a home. He spoke with a parent and child; both were warned to stay out of the park with the 4-wheeler. 02.02 11:45 am Wild Iris 24024328 A deputy was called to the location because a bike was left abandoned. They retrieved the bike and put it in the lost property room. 02.06 2:41 pm Sunshine 24027538 A deputy responded to a two -vehicle crash at the location. No injuries. One vehicle yield for people in the crosswalk and the other vehicle rear -ended her. 02.22 4:29 pm Sunshine 24039836 A deputy responded to a property damage crash at the location. A driver was turning into the park when she was rear -ended by another vehicle. 03.28 12:26 pm North Woods East 24065902 A deputy responded to a 911 hang-up call. He located a vehicle at the park with two occupants. Both stated that they were having a verbal altercation and nothing physical. After investigating they were told to leave. I 03.29 12:48 pm Prairie Knoll 24066710 Deputies were dispatched to a male hunched over his steering wheel in the parking lot. When they arrived, they identified the male. When asking him to step out of the vehicle, the deputies saw in plain sight a needle and a bag of meth. Outstanding Items DATE: April 18, 2024 Current items as of 04/12/24 ON -GOING PROJECTS — • Athletic fields were opened for use on Thursday April I I1h. Staff was able to get on the ag-lime infields to grade and drag them, touch up pitching mounds, and install bases and pitching rubbers. • A contractor is scheduled to repair and resurface the tennis courts at Northwood West Park. Crack repairs will be made, and new surfacing will be applied. One court will be converted into two pickleball courts. UPDATES ON 2024 PARK CIP PROJECTS • Pine Hills Multipurpose Building — This project is on the 4/16/24 City Council agenda for final approval. If it is approved, the project is expected to start late summer or fall of this year. • New Trail Segment Along Crosstown — The new proposed trail segment along the south side of Crosstown Boulevard from Bluebird Steet to Xeon Steet is currently out for bids. Project is expected to start in mid -June. • New Trail Segment Along 7' Ave — This trail is being constructed with the 2024 Street Reconstruction project. A preconstruction meeting was held on April loth for this project. Work will start in late April and is expected to be completed in July. • Irrigation Improvements — Irrigation improvements in Sophie's South and Hickory Meadows Parks are planned for spring of 2024. Work has started with an irrigation contractor on the addition at Sophie's South Park. Hickory Meadows installation will be done in-house by Parks Staff and that design plan is currently being put together. • Hills of Bunker Lake West Parking Lot Paving — The contract for this project was awarded and the preconstruction meeting is scheduled for April 181h. This project is being done in conjunction with the Full Depth Reclamation roadway project planned for the surrounding neighborhood. Bids came in much lower than anticipated for the parking lot. OTHER ITEMS OF INTEREST • New Trail Segment Along Coon Creek — The easement has been secured and a DNR Local Trail Connection Grant was applied for in March of 2024. • GameTime Playground Grant — The grant was awarded and the three playground replacements for 2024 have been delivered. All three are comparable in size to our standard neighborhood playground structures. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Andover Football Association Concept Plan Discussion DATE: April 18, 2024 INTRODUCTION The Park and Recreation Commission is requested to discuss the concept plan presented by the Andover Football Association. DISCUSSION Jason Strasser and Mark Ketchum from the Andover Football Association will be presenting a concept plan for a multi -use building on the small north field at Prairie Knoll Park at the meeting. This is preliminary discussion to see if there is support to pursue the project including obtaining accurate project costs, operation and maintenance costs, and logistics of operating the building. ACTION REQUIRED The Park and Recreation Commission is requested to discuss the concept plan with Andover Football Association and staff.
