10 The Meeting of the Andover Economic Development Authority was called to order by Vice
11 President Jamie Barthel March 19, 2024, 6:30 p.m., at the Andover City Hall, 1685 Crosstown
12 Boulevard NW, Andover, Minnesota.

APPROVAL OF MINUTES
February 20, 2024, Regular Meeting: Correct as written.
Motion by Nelson, Seconded by Mueller, to approve the minutes as written. Motion carried
unanimously.
REDEVELOPMENT UPDATES
Mr. Janish explained the City uses one rental company to manage the area. Typically, a rent
increase has occurred July 1" of each year, there was not a rent increase in 2023.
Commissioner Barthel asked how much notice does the City has to give for the rent increase.
Mr. Janish indicated each unit has a month-to-month lease.
The area and a rent increase was discussed.
Motion by Barthel, Seconded by Nelson to increase the rent $200.00 per month as of July 1, 2024.
Motion carried 6 ayes and 1 nay (Kafer).
COMMERCIAL PROJECT ACTIVITY
Mr. Janish updated on the following:
Clocktower Commons, 15190 Bluebird Street — Staff have received interest in the last building

pad location for the possibility of two buildings with drive thru service.
Interest in Hughes Industrial Park — Staff continues to have occasional discussions with business
owners in the area on expansion. However, they tend to not carry through on the expansion due
to costs associated with sprinklers, septic systems, etc.
7 ABC Mini-Storage/T-Squared (self -storage), 13624 Hanson Boulevard — They have received
8 their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on
9 the property. They can now start renting out some units.

11 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
12 locate to in Andover.

14 TCF Site — The applicant received an extension for the CUP of one year, therefore the CUP will
15 expire early 2025.

17 Aurora Vista, 7h Avenue and Bunker Lake Boulevard —The property is 60% leased.

19 Andover Crossings, 711 Avenue and Bunker Lake Boulevard — Staff has met with a convenience
20 store looking at a 2 -acre parcel. Their desire is to have a convenience store with fuel and also a
21 carwash. The convenience store and fuel will require a CUP and the carwash is not currently
22 allowed within the zoning district. It sounds as though they plan to request a code amendment to
23 allow for the carwash if the City Council agrees. Staff also met with the developer, and he is
24 interested in constructing a building with a drive thru at the "toe" of the development. If both
25 projects move forward the development would be built out.

27 Holasek Property (near City Hall) — A Comprehensive Plan Amendment and rezoning have been
28 acted on by the City Council. Preliminary Plat and PUD are expected to have a public hearing at
29 the Planning and Zoning Commission on March 26`h and the City Council is expected to hear the
30 development on April 2, 2024.

32 Housing — So far in 2024 we have issued 23 home permits.

34 Fields of Winslow Cove — City Council has approved the final plat for Fields of Winslow Cove
35 2nd Addition with 36 lots on the west side of Prairie Road. City Council has also approved a final
36 plat for Fields of Winslow Cove 3`d Addition application with another 109 lots.

38 Legacy at Petersen Farms — The final plat was recently released for recording purposes. Legacy
39 at Petersen Farms 2nd Addition, proposed to eliminate the permanent cul-de-sac, temporary cul -
40 de -sac and two emergency accesses by creating a "loop" roadway. City Council approved the
41 second phase.

43 Legacy Christian Academy — Looking for the Certificate of Occupancy this week for the upper
44 two floors. An escrow will be collected for the exterior items not yet completed.

Anoka County 911 and Radio Building - Painting and interior finishes have started taking place.
3 Grace Lutheran Church, 13655 Round Lake Boulevard — They are placing the concrete floor in
4 the new addition this week. Steel for the east addition will be showing up next week.
Constance Free Church, 16150 Crosstown Boulevard — The final inspection has occurred, and
a couple corrections are needed.
9 Andover Christian Church, 16045 Nightingale Street — Interior finishes are taking place.

11 L&W Supply, 13586 Thrush Street — Has attempted to submit a Commercial Site Plan and two
12 variance requests but all items have been found incomplete. The intention is to create a three -
13 sided accessory structure for additional storage of building materials. The applicant has withdrawn
14 the request.

16 Parking Agreement — Staff has received a request related to pursing a parking agreement with an
17 adjacent property for a possible expansion at a retail location.

19 Mr. Janish explained the City Code allows for two businesses within 300 feet of each other to
20 share parking with an approved Conditional Use Permit.

22 The EDA is open to consideration of the parking agreement as long as the patrons are not crossing
23 a busy street.

25 North Metro Magazine — The magazine is distributed once a year, the City contributed $2,700 last
26 year for postage. Is the EDA interested in continuing to participate in the magazine.

28 Commissioner Barthel noted the information in the magazine is all located on the City website.

30 The consensus of the EDA was to not continue to participate in the North Metro Magazine.

32 Overall Marketing — City staff continues to work with parties interested in investing in Andover
33 and marketing all commercial sites. Staff continues to work with Anoka County Regional
34 Economic Development (ACRED) on marketing of the community and Anoka County.

SUBJECT: Joint Parking Facilities Discussion —

INTRODUCTION
A business owner in the General Business District is looking at an expansion of their business. However,
the lot they own is not able to provide the parking needed. Therefore, they have been trying to pursue "Joint
Facilities" with a neighboring property.
Staff and the business owner will be present for discussion. Below is information related to "Joint
Facilities":
6. Joint Facilities: Off street parking facilities for a combination of mixed buildings, structures or uses may
be provided collectively in any business or recreational district in which separate parking facilities for each
separate building, structure or use would be required; provided, that the total number of spaces provided
shall equal the sum of the separate requirements of each use during any peak hour parking period, subject
to the following conditions:
a. The building or use for which application is being made to utilize the off-street parking facilities
provided by another building or use shall be located within three hundred feet (300') of such
parking facilities.
b. There shall be no substantial conflict in the principal operating hours of the two (2) buildings
or uses for which joint use of off street parking facilities is proposed.
c. A properly drawn legal instrument, executed by the parties concerned for joint use of off-street
parking facilities, duly approved as to form and manner of execution by the City Attorney, shall
be filed with the City Clerk and recorded with the County Recorder.

Review Commercial Project Activity

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCLIL PROJECTS
• Clock Tower Commons — Staff has received interest in the last building pad location for
the possibility of two buildings with drive thru service.
Interest in Hughes Industrial Park — Staff continues to have occasional discussions with
business owners in the area on expansion. However, they tend to not carry through on the
expansion due to costs associated with sprinklers, septic's, etc.
ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for
additional Mini -storage on a portion of this lot. The buildings will have brick over the steel
and stucco. Staff has met with the project manager related to site improvements and
continue to work with them to see progress on the buildings and site. They have received
their certificate of occupancy and the City has a $51,000 escrow to complete improvements
on the property.
• Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land
to locate in Andover.
TCF Site —At this time the city has approved two conditional use permit applications
related to having a drive through at this location. These two restaurants would be Chipotle
and Noodles and Company. City Council has approved the CUPS. The applicant is working
with Coon Creek Watershed District on infiltration at the site. Applicant received an
extension for the CUP of 1 year, therefore the CUP will expire early 2025.
• Aurora Vista (Andover Crossings) — Last staff heard the property is 60% leased. Units
include studios, 1 bedroom, 2 bedroom and 2 bedroom w/den. Club room, fitness room,
business center and parcel lockers are included. Rents range from $1,325 to $2,255.
Andover Crossings — Staff has met with a convenience store looking at a 2 acre parcel.
Their desire is to have a convenience store with fuel and also a carwash. The convenience
store and fuel with require a conditional use permit (CUP) and the carwash is not currently
allowed with the zoning district, it sounds as though they plan to request a code amendment
to allow for the carwash, if City Council agrees. Staff also met with the developer and he
is interested in constructing a building with a drive thru at the "toe" of the development. If
both projects move forward the development would be built out.
Holasek Property (near City Hall) —A Comprehensive Plan Amendment, and rezoning
have been acting on by the City Council. Preliminary Plat and PUD are approved by City
Council. The applicants are continuing to work through the Preliminary Plat and
Commercial Site Plan process.
Housing — Developers are looking for additional land for future developments. Several
developers are trying to keep an inventory of lots, but are having difficulty in finding
locations. In 2021 we had 140 new housing starts. In 2022 we had 100 permits issued for
new housing, 1 apartment (150 units), and an assisted living facility (32 units). In 2023 we
had 64 new home permits issued. So far in 2024 we have issued 29 home permits.
• Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow
Cove 2nd addition with 36 lots on the West side of Prairie Road. City Council also approved
a Final Plat for Fields of Winslow Cover 3`d Addition with another 109 lots.
Legacy at Petersen Farms — The final plat was recently released for recording purposes.
Legacy at Petersen Farms 2nd Addition was approved by City Council. Staff is currently
reviewing infomraiton related to the Final Plat. Vacation of Easements within the Final
Plat will occur on May 7`h and the final plat will be brought forward to City Council at that
time.
• Legacy Christian Academy — Building Department has issued the CO for the upper two
levels. Waiting on a few items to provide a CO for the remaining portion.
• Anoka County 911 and Radio Building — City Council approved a request for a fuel tank
to be on the property on August 16, 2022. They are starting to install the floor for the call
center. Interior finishes are taking place.
• Grace Lutheran Church — A Conditional Use Permit was granted. Steel for the east
addition has been placed and the exterior framing has started. They also started on the
interior of the Sanctuary.
• Andover Christian Church — Final inspections have started to take place.
• Kwik Trip —The foundation for the new cooler and freezer has been placed. Cooler/freezer
was installed. Roofing to occur.
• Overall marketing - City Staff continue to work with parties interested in investing in
Andover and marketing all commercial sites. Staff continues to work with the Anoka
County Regional Economic Development (ACRED) on marketing of the community and
Anoka County.
