I. Consider Additional Relocation Money/Commercial Auto REQUEST: The Economic Development Authority is requested to consider additional relocation payments to Charles Mistelski for work done at Commercial Auto Parts. Mr. Mistelski recently received $100,000 of the $150,000 in additional moving expenses authorized by the EDA at the last meeting. There is an additional $250,000 left from the $550,000 originally budgeted moving expense estimate. \ / The EDA now faces questions concerning the payment of additional funds in light of how the material was removed from the yard. Much of the inventory which was anticipated to be moved to another location and then used in conducting a salvage yard business was crushed, shredded and sold as scrap. Should the City pay for cars and car parts sold prior to moving? Additional payments for the reduction to the yard appear to be warranted at this time, even though a significant portion of the inventory was either sold in bulk or crushed. As a discussion matter, I am comfortable in requesting an additional $100,000 to $125,000 be made available for distribution as the yard is completely vacated. The remaining $125,000 will be left for the Council to evaluate for appropriation. , , I CITY OF ANDOVER REQUEST FOR EDA ACTION ,) DATE: September 1. 1998 AGENDA SECTION Discussion Item ORIGINATING DEPARTMENT Scott Erickson,~L- Engineering ITEM NO. Discuss Installing Overhead Power Lines Underground Along Jay Street NW/98-11 ~. As a part of the reconstruction of Jay Street NW and the redevelopment of the Commercial Park, we have been in contact with Anoka Electric regarding their overhead power lines at this location. The overhead lines are located along the west side of Jay Street between Bunker Lake Blvd. and Commercial Blvd. We have asked Anoka Electric about the feasibility of relocating the overhead lines at this location underground. They have indicated that it is possible but they would be looking for a City contribution to offset the cost of doing so. \ Attached is a cost estimate provided by Anoka Electric to have the power lines relocated / underground. Essentially they would be looking for a contribution from the City in the amount of $32,400.00. The cost breakdown is as follows: Estimated Cost to Relocate Underground $47,800.00 Estimated Cost to Relocate Power Poles If Overhead Remains in Place - $15,375.00 --------------- --------------- Requested City Contribution $32,400.00 A representative from Anoka Electric will be available at the meeting to answer any questions the EDA may have regarding this item. David L. Carlberg Community Development Director Staff will be presenting a video of various commercial parks and developments located in St. Louis Park, Edina, Bloomington and Woodbury. The purpose of the video is to assist in establishing a general theme or architectural flavor for the Andover Commercial Park Second Addition. The video also serves as a tool to assist in the selection of a lighting concept, landscaping and streetscape for the development.
