ITEM NO. Discuss Park Bond Referendum/Project 98-18 The City Council is requested to discuss the possibility of considering a Park Bond Referendum as part of the November General Election. As you may know, the Park and Recreation Commission has recommended the City Council consider a Park Bond Referendum. The Park and Bond Referendum will allow the City to catch up with the growth of the City and the growth of the youth program/associations by providing more and better facilities but would also help upgrade the older parks such as replacing older and outdated playground equipment and also allow parks to meet the requirements of the American Disabilities Act (ADA). The Park and Recreation Commission at this point has been limited by the amount of funds from the General Fund every year to upgrade the parks system or to build a new one. The growth at this point is growing faster than the growth of the parks thus making it difficult to meet the needs of its citizens. It should be mentioned the Commission is anticipating the park dedication funds once all the projects are completed for this year and the contractors are paid, will be nearly $0. It is anticipated that a number of residential projects will occur next year along with the reconstruction of Bunker Lake Boulevard. With these projects comes the issue of trails. How does the City anticipate to pay for these improvements? That is why these questions are being raised by the Commission. Attached for your consideration are a list of the potential improvements. Keep in mind that this is subject to change and suggestions by the City Council and/or the Park and Recreation Commission. Also in the packet are the following: . Colored map of all park locations. . Tax impact on a $100,000 home assuming different bond sizes. (This 1995 information is still applicable in 1998 and is a good representation of the tax impact.) . Parks and Recreation . Construction of neighborhood parks, and community parks were most favored by respondents. . Nearly 30 percent of respondents had participated in an organized recreational activity in a City park, most through the Andover Athletic Association. . 30 percent responded that bicycles and walkers\joggers should be accommodated through trail construction. . 60 percent opposed construction of sidewalks to serve residential areas. . Three quarters responded that they use BUnker Hills Regional Park, utilizing the wave pool, biking, picnic and golf facilities most often. Public Services . Most respondents found city services to be adequate, with most responses scoring in the middle of a I to 5 scale. . Most respondents found ordinance and code enforcement to be fair to lax. . Traffic safety was a major concern of respondents. Community Image . Growing, good place to raise children, and bedroom community were most often cited as best reflecting Andover's image today. . Typical suburb, growing, and good place to raise children were most often cited as best reflecting the view of Andover in ten years. . Andover was named as the city respondents would most like Andover to resemble in future. . Western Minneapolis suburbs were also cited for their shopping and recreational opportunities. .
