10 The Meeting of the Andover Economic Development Authority was called to order by President
11 Sheri Bukkila February 20, 2024, 6:03 p.m., at the Andover CityHall, 1685 Crosstown Boulevard
12 NW, Andover, Minnesota.

32 COMMERCIAL PROJECTACTIVITY

34 Mr. Janish updated on the following:

36 Clocktower Commons, 15190 Bluebird Street — Staff have received interest in the last building
37 pad location for the possibility of two buildings with drive thru service. An application could be
38 submitted within the next week.

40 Interest in Hughes Industrial Park— Staff continues to have occasional discussions with business
41 owners in the area on expansion. However, they tend to not carry through on the expansion due
42 to costs associated with sprinklers, septic systems, etc.

44 ABC Mini-Storage/T-Squared (self -storage), 13624 Hanson Boulevard — They have received
45 their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on
46 the property. They can now start renting out some units.

48 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to

locate to in Andover.
TCF Site — The applicant received an extension for the CUP of one year.
Aurora Vista, 711 Avenue and Bunker Lake Boulevard— Occupancy could be close to 50% of the
units.
8 Andover Crossings, 711 Avenue and Bunker Lake Boulevard — Staff has met with a convenience
9 store looking at a 2 -acre parcel. Their desire is to have a convenience store with fuel and also a
10 carwash. The convenience store and fuel will require a CUP and the carwash is not currently
11 allowed within the zoning district. It sounds as though they plan to request a code amendment to
12 allow for the carwash if the City Council agrees. Staff also met with the developer, and he is
13 interested in constructing a building with a drive thru at the "toe" of the development. If both
14 projects move forward the development would be built out.

16 Holasek Property (near City Hall) — The applicant has submitted their Preliminary Plat, Planned
17 Unit Development and Commercial Site Plan applications.

19 Housing — So far in 2024 we have issued 18 home permits.

21 Fields of Winslow Cove — City Council has approved the final plat for Fields of Winslow Cove
22 2"d Addition with 36 lots on the west side of Prairie Road. City Council has also approved a final
23 plat for Fields of Winslow Cove 3`d Addition application with another 109 lots.

25 Legacy at Petersen Farms — The final plat was recently released for recording purposes. Staff is
26 currently reviewing a Legacy at Petersen Farms 2nd Addition, which would eliminate the
27 permanent cul-de-sac, temporary cul-de-sac and two emergency accesses by creating a "loop"
28 roadway. This is expected to be in front of the Planning & Zoning Commission on February 28`h
29 for a recommendation to the City Council (expected March 4`h)

31 Legacy Christian Academy — Working on interior finishes.

33 Anoka County 911 and Radio Building - Painting and interior finishes have started taking place.

35 Grace Lutheran Church, 13655 Round Lake Boulevard — The building permit has been issued.
36 The foundation and walls have been placed on the new daycare addition. Backfilling is taking
37 place.

39 Constance Free Church, 16150 Crosstown Boulevard — The final inspection has occurred, and
40 a couple corrections are needed.

42 Andover Christian Church, 16045 Nightingale Street — Exterior work is taking place, with
43 framing on the interior.

45 L&W Supply, 13586 Thrush Street — Has attempted to submit a Commercial Site Plan and two

1 variance requests but all items have been found incomplete. The intention is to create a three -
2 sided accessory structure for additional storage of building materials.

4 Overall Marketing — City staff continues to work with parties interested in investing in Andover
5 and marketing all commercial sites. Staff continues to work with Anoka County Regional
6 Economic Development (ACRED) on marketing of the community and Anoka County. ACRED
7 has hired a consultant, staff met with the consultant last week.

9 REDEVELOPMENT UPDATES

11 Mr. Janish stated 2556 1381h Avenue was demolished in mid-December. The area has been hydro
12 seeded.

14 Mr. Janish reviewed the tenant situation at each property. He indicated 2503 138th Avenue needs
15 a new roof. There is one unit rented. The EDA direction to staff is to repair the roof, not put a
16 new one on.

18 Mr. Janish stated 2513 Bunker Lake Boulevard is vacant and abatement has been done. The Fire
19 Department will not be using it for training. The Anoka County Sheriff's Office will be using it
20 for training in March. The Sheriff s Office will place signs notifying the properties in the area of
21 the training. Early to mid-April the building will be demolished.

23 Mr. Dickinson indicated the owner of 2619 138th Avenue has contacted staff about selling the
24 property and has lowered the price.

26 Commissioner Barthel stated he does not see purchasing the property as fitting into the strategic
27 plan for the area. President Bukkila and Commissioner Mueller agreed.

Review Commercial Project Activity

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• Clock Tower Commons — Staff has received interest in the last building pad location for
the possibility of two buildings with drive thru service.
Interest in Hughes Industrial Park — Staff continues to have occasional discussions with
business owners in the area on expansion. However, they tend to not carry through on the
expansion due to costs associated with sprinklers, septic's, etc.
ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for
additional Mini -storage on a portion of this lot. The buildings will have brick over the steel
and stucco. Staff has met with the project manager related to site improvements and
continue to work with them to see progress on the buildings and site. They have received
their certificate of occupancy and the City has a $51,000 escrow to complete improvements
on the property.
• Restaurants/Fast Food —Currently staff is aware of companies continuing to look for land
to locate in Andover.
TCF Site —At this time the city has approved two conditional use permit applications
related to having a drive through at this location. These two restaurants would be Chipotle
and Noodles and Company. City Council has approved the CUPS. The applicant is working
with Coon Creek Watershed District on infiltration at the site. Applicant received an
extension for the CUP of 1 year, therefore the CUP will expire early 2025.
• Aurora Vista (Andover Crossings) — Last staff heard the property is 60% leased. Units
include studios, 1 bedroom, 2 bedroom and 2 bedroom w/den. Club room, fitness room,
business center and parcel lockers are included. Rents range from $1,325 to $2,255.
Andover Crossings — Staff has met with a convenience store looking at a 2 acre parcel.
Their desire is to have a convenience store with fuel and also a carwash. The convenience
store and fuel with require a conditional use permit (CUP) and the carwash is not currently
allowed with the zoning district, it sounds as though they plan to request a code amendment
to allow for the carwash, if City Council agrees. Staff also met with the developer and he
is interested in constructing a building with a drive thru at the "toe" of the development. If
both projects move forward the development would be built out.
• Holasek Property (near City Hall) —A Comprehensive Plan Amendment, and rezoning
have been acting on by the City Council. Preliminary Plat and PUD are expected to have a
public hearing at Planning and Zoning Commission on March 26, and City Council is
expected to hear the development on April 2, 2024.
Housing — Developers are looking for additional land for future developments. Several
developers are trying to keep an inventory of lots, but are having difficulty in finding
locations. In 2021 we had 140 new housing starts. In 2022 we had 100 permits issued for
new housing, 1 apartment (150 units), and an assisted living facility (32 units). In 2023 we
had 64 new home permits issued. So far in 2024 we have issued 23 home permits.
• Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow
Cove 2nd addition with 36 lots on the West side of Prairie Road. City Council also approved
a Final Plat for Fields of Winslow Cover 3`d Addition with another 109 lots.
• Legacy at Petersen Farms — The final plat was recently released for recording purposes.
Staff is currently reviewing a Legacy at Petersen Farms 2nd Addition, which would
eliminate the permanent cul de sac, temporary cul de sac and two emergency accesses by
creating a "loop" roadway. City Council approved the second phase.
• Legacy Christian Academy — Looking for Certificate of Occupancy this week for the
upper two floors. We will be collecting an escrow for the exterior items not yet completed.
• Anoka County 911 and Radio Building— City Council approved a request for a fuel tank
to be on the property on August 16, 2022. Painting and interior finishes are taking place on
the interior.
• Grace Lutheran Church — A Conditional Use Permit was granted. Permit has been
issued; foundation walls for new addition on eastside of building have been placed. They
are placing the concrete floor in the new addition this week. Steel for the east addition will
be showing up next week.
• Constance Free Church — Is remodeling part of their facility, including revamping the
entrance to the building and screening some mechanical equipment they installed. City
Council amended the City Code to allow for taller fences in certain situations. The Final
inspection has occurred and a couple corrections are needed.
• Andover Christian Church — Interior finishes are taking place.
• L&W Supply — Has attempted to submit Commercial Site Plan and two variance requests
but all items have been found as incomplete. The intention is to create a three sided
accessory structure for additional storage of building materials. The applicant has
withdrawn the request.
• Parking Agreement — Staff has received a request related to pursing a parking agreement
with an adjacent property for a possible expansion at a retail location. Staff will discuss
this in more detail at the meeting.
• Overall marketing - City Staff continue to work with parties interested in investing in
Andover and marketing all commercial sites. Staff continues to work with the Anoka
County Regional Economic Development (ACRED) on marketing of the community and
Anoka County.
