Commissioners Present: Commissioners Absent: Also present: APPROVAL OF December 19, 2023, Motion ayes an Sheri Bukkila (arrived at 6:09 p.m ), Ted Butler (arrived at 6:07 p.m.), Rick Engelhardt (arrived at 6:04 p.m.), Randy Nelson, Kari Kafer and Greg Mueller` None EDA Joe Janish leer, Dave Berkowitz minutes as written. Motion carried 4 Mr. Janish stated 2556 138th Avenue was demolished in mid-December. He indicated the City now uses just one management company for the area. Mr. Janish reviewed the tenant_ situation at each property. He stated at 2511 and 2513 Bunker Lake Boulevard the asbestos was removed. The Fire Department will do a walk through to determine if they will use it for training. If the Fire Department does decide to use the building for training, with proximity to Bunker Lake Boulevard, the Fire Department would not use fire during the training, possibility a smoke machine. The area was discussed. Motion carried unanimously. 19 20 COMMERCL9LPROJECTACTIVITY 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 Mr. Janish updated on the following: Clocktower Commons, 15190 Bluebird Street— The developer is aware and plans to have a clock on the building. Staff has received interest in the last building area and was informed a purchase agreement had been signed. Mr. Janish stated the developer indicated the cost to put the clock on the last building is very expensive. Staff is asking if the EDA would be open to the clock being placed on the monument sign. Commissioners Kafer and Mueller are open to the clock being on the monument sign. Commissioner Butler said he would prefer to see the clock on the monument sign versus the building. The consensus of the EDA, they are open to options for the placement of the clock for Clocktower Commons. Interest in Hughes Industrial Park — Staff continues to have discussions with business owners in the area on expansion. However, they tend to not carry through on the expansion due to costs associated with sprinklers, septic systems, etc. The State Fire Marshal has changed the fire suppression requirement, which now can be powered by a well. ABC Mini-Storag&T-Squared (self -storage), 13624 Hanson Boulevard — They have received their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on the property. TCF Site — The applicant has been notified that the approved CUPS may expire in early 2024 with lack of progress. The applicant would like to extend the CUPS for one year. The delay in construction is due to interest rates and finance costs. City Council did approve a year extension for the CUPS. Aurora Vista, 7" Avenue and Bunker Lake Boulevard — The property has 35 units rented out of the 150 available. Rents range from $1,325 to $2,255. Andover Crossings, 71 Avenue and Bunker Lake Boulevard — Staff has met with a convenience store looking at a 2 -acre parcel. Their desire is to have a convenience store with fuel and also a carwash. The convenience store and fuel will require a CUP and the carwash is not currently allowed within the zoning district. It sounds as though they plan to request a code amendment to allow for the carwash if the City Council agrees. Holasek Property (near City Hall) — City Council tabled action for up to 60 days to allow for the applicant to provide additional information on the project related to screening and elevations of the structures. Mr. Janish indicated the applicant has provided updated elevations for the City Council to consider and is open to a meeting on January 23, 2024 at the City Council Workshop to consider more discussions on color. The developer provided two potential options related to color scheme. Housing — Currently 64 permits have been issued for single-family homes/townhomes. Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow Cove 2"d Addition with 36 lots on the west side of Prairie Road. The developer has provided a final plat for Fields of Winslow Cove 31d Addition application with another 109 lots. Legacy at Petersen Farms — The final plat was recently released for recording purposes. Staff is currently reviewing a Legacy at Petersen Farms 2"d Addition, which would eliminate the permanent cul-de-sac, temporary cul-de-sac and two emergency accesses by creating a "loop" roadway. Comments for Legacy at Petersen Farms 2nd Addition have been provided to the applicant for both the PUD and preliminary plat. Legacy Christian Academy — Interior framing is taking place, with HVAC and plumbing doing rough ins. They are working on sheetrock on the second and third floor. Anoka County 911 and Radio Building - Painting and interior finishes have started taking place on the interior. Grace Lutheran Church, 13655 Round Lake Boulevard — The building permit has been issued. The foundation and walls have been placed on the new daycare addition. Backfilling is taking Andover Economic Development Authority Meeting Minutes — January 16, 2024 Page 4 1 place. 2 3 Constance Free Church, 16150 Crosstown Boulevard — The final inspection has occurred, and 4 a couple corrections are needed. 5 6 Andover Christian Church, 16045 Nightingale Street — Exterior work is taking place, with 7 framing on the interior. 8 9 L&W Supply, 13586 Thrush Street — Has attempted to submit a Commercial Site Plan and two 10 variance requests but all items have been found incomplete. The intention is to create a three - 11 sided accessory structure for additional storage of building materials. 12 13 Overall Marketing — City staff continues to work with parties interested in investing in Andover 14 and marketing all commercial sites. Staff continues to work with Anoka County Regional 15 Economic Development (ACRED) on marketing of the community and Anoka County. 16 17 OTHER BUSINESS 18 19 There was none. 20 21 ADJOURNMENT 22 23 Motion by Barthel, Seconded by Butler to adjourn. ANDOVER COMMERCL4L PROJECTS • Clock Tower Commons — Staff has received interest in the last building pad location for the possibility of two buildings with drive thru service. • Interest in Hughes Industrial Park — Staff continues to have occasional discussions with business owners in the area on expansion. However, they tend to not carry through on the expansion due to costs associated with sprinklers, septic's, etc. ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for additional Mini -storage on a portion of this lot. The buildings will have brick over the steel and stucco. Staff has met with the project manager related to site improvements and continue to work with them to see progress on the buildings and site. They have received their certificate of occupancy and the City has a $51,000 escrow to complete improvements on the property. • Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to locate in Andover. TCF Site —At this time the city has approved two conditional use permit applications related to having a drive through at this location. These two restaurants would be Chipotle and Noodles and Company. City Council has approved the CUPs. The applicant is working with Coon Creek Watershed District on infiltration at the site. The applicant has been notified that the CUP may expire in early 2024 with lack of progress. Applicant received an extension for the CUP of 1 year. • Aurora Vista (Andover Crossings) —Last staff heard the property has 35 units rented out of the 150 available. Units include studios, 1 bedroom, 2 bedroom and 2 bedroom w/den. Club room, fitness room, business center and parcel lockers are included. Rents range from $1,325 to $2,255. Andover Crossings — Staff has met with a convenience store looking at a 2 acre parcel. Their desire is to have a convenience store with fuel and also a carwash. The convenience store and fuel with require a conditional use permit (CUP) and the carwash is not currently allowed with the zoning district, it sounds as though they plan to request a code amendment to allow for the carwash, if City Council agrees. Staff also met with the developer and he is interested in constructing a building with a drive thru at the "toe" of the development. If both projects move forward the development would be built out. • Holasek Property (near City Hall) —A Comprehensive Plan Amendment, and rezoning have been acting on by the City Council. The Comprehensive Plan Amendment was given a head nod from the Met Council. This item will be placed on a future City Council agenda as consent, which has been past practice. The applicant has submitted their Preliminary Plat, Planned Unit Development and Commercial Site Plan applications. Housing — Developers are looking for additional land for future developments. Several developers are trying to keep an inventory of lots, but are having difficulty in finding locations. In 2021 we had 140 new housing starts. In 2022 we had 100 permits issued for new housing, 1 apartment (150 units), and an assisted living facility (32 units). In 2023 we had 64 new home permits issued. So far in 2024 we have issued 12 home permits. • Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow Cove 2nd addition with 36 lots on the West side of Prairie Road. City Council also approved a Final Plat for Fields of Winslow Cover 3`d Addition with another 109 lots. Legacy at Petersen Farms — The final plat was recently released for recording purposes. Staff is currently reviewing a Legacy at Petersen Farms 2nd Addition, which would eliminate the permanent cul de sac, temporary cul de sac and two emergency accesses by creating a "loop" roadway. This is expected to be in front of the Planning Commission on February 28 for a recommendation to the City Council (expected March 4). • Legacy Christian Academy — Working on interior finishes. • Anoka County 911 and Radio Building —City Council approved a request for a fuel tank to be on the property on August 16, 2022. Painting and interior finishes have started taking place on the interior. Grace Lutheran Church — A Conditional Use Permit was granted. Permit has been issued; foundation and walls have been placed on the new daycare addition. Backfilling is taking place. Daycare is moving into temporary location of building so demo work can begin. Constance Free Church — Is remodeling part of their facility, including revamping the entrance to the building and screening some mechanical equipment they installed. City Council amended the City Code to allow for taller fences in certain situations. The Final inspection has occurred and a couple corrections are needed. • Andover Christian Church — Exterior work is taking place, with framing on the interior. • L&W Supply — Has attempted to submit Commercial Site Plan and two variance requests but all items have been found as incomplete. The intention is to create a three sided accessory structure for additional storage of building materials. • Overall marketing - City Staff continue to work with parties interested in investing in Andover and marketing all commercial sites. Staff continues to work with the Anoka County Regional Economic Development (ACRED) on marketing of the community and Anoka County.
