INTRODUCTION
The Park and Recreation Commission is requested to discuss the process of how athletic fields are
allocated to the youth athletic associations with representatives of Coon Rapids Soccer.
DISCUSSION
Members of Coon Rapids Soccer requested to have a discussion with the Park & Recreation
Commission as to how the City determines the youth athletic field use schedules. Currently fields
are assigned according to the guidelines set in the Field Use Guidelines attached. Placement is
identified in section 3-A of the guidelines.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the athletic field schedule process
and give staff direction on if they would like to re-evaluate the process.

Guidelines for Field &
Park Facility Usage
1. Guiding Statement
A key goal of the City of Andover Parks & Recreation Commission is to provide a rich variety of
recreational opportunities to residents in the most cost-efficient manner possible. To achieve this goal, the
City will emphasize a partnership with Andover's volunteer organizations to plan, organize, and
implement youth recreational programs both as a means of containing service costs and as a method of
ensuring a community -based program.
2. Definitions
The following words or terms, whenever they occur in this policy, are defined as follows:
City: City of Andover.
City Activities: Meetings, programs, or activities in support of the governmental operations of the City of
Andover. Includes groups, organizations, or agencies that are directly related to, controlled by or
sponsored by the City of Andover.
Responsible Person: Person who agrees to personally indemnify and hold the City harmless form any
damages or claims that may arise from the City rental space or room by the group and its members.
Tournament: A series of contests between a number of competitors, who complete for an overall prize or
championship, outside of typical league or association activities.
Youth Athletic Association: Means an organized athletic affiliation involving participants of not more
than nineteen years of age, who engage in an organized athletic game or competition against another
team, club, or entity or in practice or preparation for an organized game or series of games such as in a
tournament setting. These organizations must be recognized by the Parks & Recreation Commission and
meet the requirements outlined by these guidelines.
3. Minimum Requirements and Procedures
In order to provide a framework for staff to consider facility and field space rentals and guide the
assignment and priority of application requests, the establishment of minimum requirements and
procedures is necessary. This section is intended to assist in identifying rental application placement in
the event of multiple request for one facility and to determine which individual or group will be given
priority placement.
A. Placement:
Priority placement shall only be given to those complete applications made prior to the application
deadline listed on the respective applications. Incomplete or late applications will not be given priority
placement and will be subject to remaining field availability after all other applications are processed.
1. City activities.
2. Youth athletic associations with 50% or more membership residing within the City of
Andover.
3. Youth athletic associations with less than 50% of their membership residing within the City
of Andover.
4. All others.
B. Priority Placement of Associations. The City may recognize any number of associations based on the
availability of resources and determination of the benefit to the community by the Parks & Recreation
Commission. To qualify as a recognized City of Andover youth athletic association, the association must
meet the minimum requirements and provide the following items to the City:
A. Democratic procedures and elections must be provided that ensure input from the residents
regarding the programs and policies. The City Administrator or their designee shall be
provided a copy of the group's by-laws with the required field application that includes this
information. Note: The association has the option of providing the website link of the group's
Democratic procedures and elections.
B. All associations must provide a copy of the verification that they have 501 c(3) or equivalent
non-profit status with the State of Minnesota.
C. A copy of the Certificate of Insurance must be provided which also names the City of
Andover as "Additional Insured".
D. A copy of the Established Grievance Procedures must be provided as outlined by association
by-laws. Note: The association has the option of providing the website link of the group's
established grievance procedures.
If the association meets the minimum requirements listed above, in return qualifying associations will
receive from the City use of City owned fields/facilities. Associations with 50% or more participation
from Andover residents will receive higher priority.
Associations that do not meet the 50% threshold will have the opportunity to use the City fields/facilities
if they meet the minimum requirements in Items A-D of the Guidelines. The number of participants must
obtain from the State organization for that particular association or sport, or the president of the particular
association must sign an affidavit as to the accuracy of the number of participants from the last year who
resided within the Andover city limits. Note: The association has the option of having a Notary Public
certify the number of participants in the association based on the previous year's participation by
certifying the application for use of the City fields/facilities. Other associations that do not meet Items A,
B and/or D (Certificate of Insurance is still a requirement) may be able to use City fields/facilities if there
are any available after the recognized associations have determined the fields/facilities they need for their
games and/or practices. Note: It is understood by the associations that the priority of fields/facilities may
change from year to year depending on the percentage of participants of Andover residents in their
program.

C. Information Required. All required information/documentation must be provided by the association
to the City before an application for use of the fields/facilities can be approved. The Park and Recreation
Commission has the authority to review the number of fields/facilities that are being requested by the
association. The final determination will be made by the Park and Recreation Commission based on need
for the association.
D. Duplication of Offerings. Duplication of sport offerings by associations is not encouraged. Example:
If more than one recognized association offers the same level of competitiveness, the number of Andover
residents within each of the associations will determine the percentage of fields that will be allocated to
the particular association.
E. Conflicts and Grievances. Acknowledgment of the groups as providers of their respective sport
offerings. As part of this, the City does not offer programs in these areas, but refers resident to these
organizations. Youth athletic associations are valued partners to the City in providing organized
recreational opportunities. Consequently, serious conflicts arising within or between associations and
resident groups that threaten the quality of those recreational opportunities are of concern to the City.
Barring a legal imperative to the contrary, the City's role in resolving such conflicts is limited to
encouraging the association board and party in conflict to work through the problem, according to
existing by-laws, with staff representatives providing facilitation and information, as needed. The City
Administrator or their designee will work with the various associations to ensure their responsibilities are
being met. Staff through the grievance procedure of each association will address concerns from the
general public.
4. General Policies
A. The individual named on the application and who has signed for the rental is the "Responsible
Person" and/or the group in whose name the application is issued shall be held jointly responsible
for any use to which a facility is rented and shall accept responsibility for all damage done to City
property.
B. The City assumes no liability for loss of personal property, damage, injury, or illness incurred by
individuals or groups when park facilities are being used for a rented activity.
C. The City reserves the right to exercise supervisory authority and to prevent unauthorized or illegal
activities on City property. The City shall not be responsible for interruptions of the use of the
described facilities for reasons beyond its control and reserves the right to cancel the rental for
reasons of public safety or convenience. The City reserves the right to deny application for rule
violations and past rule violations, enforceable by City staff.
D. The use of facilities shall be restricted to the spaces specifically requested on the application
form. Other groups or activities may take place at the same time at another space. Groups are
requested and encouraged to have respect for each other's space.
E. The signer "Responsible Person" of the group/individual on the application form must be on site
during the event and shall assume full responsibility for any unlawful act committed. No person
who had not attained the age of 21 years shall be allowed to rent a facility.
F. No markings or the application of materials to walls, ceiling or floors or park facilities shall be
permitted unless authorized by the City.
G. Tents or other structures with stakes, tarps, or any part or portion thereof attached to the facility
are prohibited. Free standing canopy tents are permitted provided they obtain a permit from the
City of Andover prior to installation and are properly secured using sandbags or weights.
H. No radios, boomboxes, recorded music, loudspeakers, DJ, live music or sound amplifying
equipment are allowed in "excess" in any park facility.
I. All City of Andover parks are tobacco free and no tobacco use is allowed on park property.
J. All rules and regulations stated in this policy are subject to all City, County, State and Federal
laws.
K. Equipment or materials brought in by groups should be brought in the day of rental and taken out
the same day or night, unless pre -approval has been obtained from the City of Andover. No
storage of personal property is allowed.
L. Parking shall occur only in designated parking areas. It shall be the responsibility of the
Responsible Person to ensure that parking only occurs in designated parking areas. Groups that
underestimate their number of guests may not have adequate parking. Parking on grass or driving
on any trail is prohibited. All tournaments, and other reservations depending on their size, shall be
required to provide parking lot attendants to direct traffic. Individuals directing traffic must
always use MNDOT approved reflective vests. The parking attendants will be responsible for
contacting the Anoka County Sheriff's Office where there is a conflict/issue/concern with
parking. The Responsible Person may also submit other alternatives/options in writing to the City
for approval with details on how parking operations for their reservation will not impact the
park/facility and/or neighboring properties. If these alternatives are acceptable to the City, the
City may waive the parking lot attendant requirement.
M. Clean -Up of the facility is the responsibility of the renter. It is the Responsible Person's
responsibility to make sure the facility is left in good condition for the next renter. It is
recommended that the Responsible Person document the site when leaving by taking photos with
a time stamp to provide evidence that this provision has been complied with.
N. The Responsible Person shall ensure that all trash is placed in containers, all tables/benches are
wiped off, all doors are locked before departure, and to haul away anything else necessary to
leave the facility in a clean and orderly fashion.
O. If additional staff time beyond that necessary for normal cleaning and maintenance is required to
clean and/or repair the facility, the costs for said service including staff time and a 15%
administrative charge, shall be billed to the security deposit or directly billed to the Responsible
Person if the costs exceed the security deposit amount.
P. The Responsible person is required to move, at their expense, materials, equipment, furnishings
or rubbish that cannot be contained in the trash receptacles provided. No equipment or supplies
may be left beyond end rental time.
Q. Each facility has a maximum occupancy limit. If this occupancy limit is exceeded, the security
deposit will be forfeited.
R. Renters may not subcontract or sublease their rental facility.

S. No alcohol is allowed in the parks without an approved 3.2% Malt Liquor License. If the
organization is requesting a 3.2% Malt Liquor License a separate application shall be submitted at
the same time as the reservation.
5. Cancellation and Refund Policy
Reservations will not be refunded due to rain or inclement weather. The following cancellation and refund
policy shall apply to all reservations:
1. 30 Days or More in Advance of Reservation Date: Full Refund minus a 15% Administrative
Charge.
2. No refund will be issued if cancellation is made less than 30 days from scheduled event.
6. Payment
All facility rental fees and security deposits as specified by the City of Andover Fee Schedule shall be
paid upon submitting an application to the City of Andover. No reservation will be processed unless it is
accompanied by its respective fees.
7. Damage/Fines
In the event of damage to the facility or its premises, the damage will be documented with photos and any
repair bills will be assessed to the Responsible Person and/or group who has signed to rent the facility.
Deposits may be forfeited for damage to property caused by the Responsible Person or group affiliated
with the Responsible Person, alcohol violations, tobacco violations, occupancy violations, noise
violations or other criminal activity, non-compliance with any other request made by the City of Andover
after initial warning, or violation of City, County, State or Federal law. If the costs for repair due to
damage exceed the balance of the security deposit the Responsible Person shall be billed for the excess
cost in addition to a 15% administrative charge. The City of Andover reserves the right to deny
applications for rental based on violations of this policy and violations by the requesting applicant or
group.
8. Fees
The City Council shall determine the fees associated with all reservations under this policy in conjunction
with the City's Fee Schedule as may be amended.
9. Liability
All rental groups using the facilities will be required to sign a waiver of liability on the reservation
application agreeing that they shall defend, indemnify and hold harmless the City and its officials,
employees and agents from any liabilities, judgements, losses, costs or charges (including attorney's fees)
incurred by the City or any of its officials, employees or agents as a result of any claim, demand, action or
suit relating to any bodily injury (including death), loss or property damage caused by, arising out of,
related to or associated with the use of the reserved facility by the group or its employees, volunteers,
guests, or invitees, except to the extent caused by the negligence or other wrongful conduct of the City or
its officials, employees or agents. A certificate of insurance may be required at the discretion of the City
depending on the nature of the reservation which identifies the City of Andover as an additional insured.
The group, individual or organization using the City facility must provide competent adult supervision for
the entire time participants are in the facility or on the premises. Children are to be under adult
supervision during the entirety of the reservation.
10. Amendments
Amendments to this policy may be initiated by City Council, Parks & Recreation Commission or City
staff. The Parks & Recreation Commission shall review all proposed amendments and make a
recommendation to the City Council. The City Council, in considering the recommendation of the Parks
& Recreation Commission, shall make the final decision on any proposed amendments.

SUBJECT: 8. Preliminary Plat Review Legacy at Petersen Farms 2nd Addition

DISCUSSION
Legacy at Petersen Farms 2nd Addition is a proposed rural residential development with 8 lots,
several of which are being replatted to accommodate a "looped road" as part of the development.
This proposal is an extension of the Yd Phase of development at the Petersen Farms site which
was previously reviewed by the Park & Recreation Commission in 2022. At that time the
Commission recommended cash -in -lieu of land for park dedication requirements.
As part of previous phases of development the applicant has created HOA owned and maintained
trails and open space that are preserved for public use as well. Additional open space and trail
segments are proposed in future phases of development and are not impacted by this proposal.
The possible community space area is not proposed to be platted as part of this phase of
development, however, its boundaries are modified as a result of this phase.
The City of Andover Park Dedication Study does not call for any additional parkland to be
dedicated in this area of the City and would therefore encourage cash -in -lieu of land for park
dedication requirements.
ACTION REQUESTED
The Park & Recreation Commission is requested to review the proposed development and make
a recommendation to the City Council on the park dedication requirements for Legacy at
Petersen Farms 2nd Addition.

INTRODUCTION
The Park and Recreation Commission is requested to discuss the updated sketch plan and quote
for the proposed multipurpose building at Pine Hills North Park.
DISCUSSION
After discussions with the Park & Recreation Commission and City Council, staff obtained an
updated quote showing the building without the 24'x 20' storage area to be used by the athletic
associations. Removing the storage area in the back of the shelter saves $92,121 off the cost of the
building, slab, and installation. The two quotes are attached for reference. Boreal Futball Club
(BFC) committed $25,000 towards this project for the storage portion of the building. Staff would
recommend that BFC use those funds to build a stand-alone storage building closer to the athletic
fields and the city move forward with the shelter plans without the storage portion of the building.
The new sketch plan shows a 30'x 26' covered shelter area, two bathrooms, an area labeled
Concession that would be used for food perperation and service for those reserving the shelter, and
space behind the bathrooms for utilities such as irrigation controls, plumbing, and IT equipment.
BUDGET IMPACT
The 2024 Capital Improvement Plan has $400,000 identified for this project from Park
Dedication Funds. Quote does not include septic, earthwork, and bringing utilities to the
building.
ACTION REQUIRED

10. Update Prairie Knoll Park Building Expansion/Replacement

INTRODUCTION
The Park and Recreation Commission is requested to discuss the results from the feasibility
study and cost estimates for the expansion of the Prairie Knoll Park Building.
DISCUSSION
As directed by the City Council, staff worked with RJM Construction and JLG Architects to
determine the feasibility and cost estimates of remodeling the existing building at Prairie Knoll
Park including adding a second story to be used for equipment storage. It was determined that
the structure was able to support a second story instead of expanding the footprint of the existing
building. Multiple options were looked at, and it was determined that adding the second story
was the most feasible of the different options presented. Cost came back much higher than
anticipated. The estimate for the work is attached. The construction estimate does not include fire
protection and septic upgrades but is shown as alternates.
BUDGET IMPACT
The 2024-2028 Capital Improvement Plan has $220,000 maximum contribution from Park
Dedication Funds. Andover Football Association (AFA) has expressed a verbal financial
commitment to the project depending on if the project would meet their needs. The amount is
unknown at this point. The total project estimate after revisions came back at $1,118,309 not
including alternates listed.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the cost estimates for the remodel
and expansion of the Prairie Knoll Park Building and give staff direction on how to proceed with
the proposed project.

The following is a summary of clarifications to be considered in preparing the estimate for City of
Andover Prairie Knoll Park per the drawings drafted by JLG Architects dated July 10, 2023.
GENERAL CLARIFICATIONS
a. This estimate assumes that all work will be done during regular business hours
b. Assumes that existing foundations are adequate to support the 21d floor addition
c. Assumes steel lap siding for 2"d floor exterior enclosure
d. Includes work to demolish existing roof and structure along with interior partitions/finishes
to accommodate new layout
e. Estimate includes work to infill openings left after demolition, such as at the overhead
door openings
f. Assumes 2nd floor design will be a wood joist system for the 2nd floor with plywood on top
of the joist, exterior wood wall framing, and a slanted wood truss system to support the
roof structure
g. New roof system assumes to follow closely with existing design and to be done with
asphalt shingles
h. Covered shelter roof system to remain and to tie into new 2nd floor roof system
i. Estimate includes work to cut and install (7) punch windows at exterior locations on the
drawing
j. Work assumes that all door openings will have new doors, frames, and hardware
k. New rubber flooring is assumed at warming house, and interior restrooms
I. Painting of new gyp 1st floor partitions and ceiling only, along with HM frames & doors
m. Includes demolition of existing fixtures and installation of (4) new bathroom groups with
required fixtures such as water closets, lavatories, and floor drains
n. Includes modification of existing HVAC system to accommodate new layout, such items as
a new air handling unit, ductwork/diffuser modification, and heaters
o. Includes demolition of existing interior electrical system and installation of new power and
lighting layout revised design

ON -GOING PROJECTS —
• Parks staff had the five outdoor hockey rinks opened on Jan 17th and in good condition.
They were closed on January 241h due to standing water and warm weather. We will
continue to evaluate weather and attempt to get them open again if the weather cools
back off. They saw heavy use in the short time they were open.
UPDATES FROM PREVIOUS MEETINGS
• Tree Lighting Event — Some of the volunteers that helped put this year's event met on
1 /24 to discuss the event and to make a plan going forward. Although there were some
reservations going into the event about the location, the consensus was that the location
adjacent to the Community Center worked out very well logistically. Future meetings
will be scheduled, coordinated, and conducted by the planning group.
OTHER ITEMS OF INTEREST
• Pine Hills Multipurpose Building — Discussions continue as updates to the plan are
made. Item is on this meeting's agenda.
• New Trail Segment Along Coon Creek — The easement has been secured and a DNR
Local Trail Connection Grant will be applied for in March of 2024.
• GameTime Playground Grant — The grant was awarded and the three playground
replacements for 2024 have been delivered. All three are comparable in size to our
standard neighborhood playground structures.
• Tree Trimming and Removals on Parks and Trails — Parks staff had taken
advantage of the weather to work on trimming trees along trails and in the parks. They
have also removed several diseased and dead trees from the parks. The City's natural
Resource Technician has been working with the DNR to possibly utilize some extra
grant money to replace the removed trees in the parks. The grant funding was obtained
for the removal and replacement of multiple diseased Ash trees along Jay Street
between Bunker Lake Blvd and Station Parkway.
Park & Recreation Commission Appointments for 2024 — I would like to welcome
Charles Naughton and Bruckner Johnson to the Park & Recreation Commission. Feel
free to contact myself or Jake Griffiths with any questions as you start this
appointment.
If you have any questions or comments regarding any of the items mentioned above, or any
items relating to parks or projects, feel free to contact Jason Baumunk or Dave Berkowitz.
Staff recommends the Commission continue reviewing the City Council meeting minutes that
you receive by e-mail as to discussions of various projects the City Council has been working
on or is considering.

Weekly Parks Maintenance Update
12/22/23
• Work was done building new Park name signs.
• Removed numerous diseased or dead trees in the Public Works back yard and around the
Recycling Center.
• Created a berm with the topsoil pile in the backyard to separate the overflow parking lot
from the Public Works backyard. The topsoil pile comes from material hauled out for
park projects.
• Garbage cycle was completed. Some of the less used cans were brought back to the shop
for the winter.
12/29/23
• Trash cycle was completed.
• Continued Shadowbrook Park Irrigation Hookup Rebuild. Have been waiting for parts.
• Removed old and damaged fencing at Sunshine West Parking Lot and at Strootman Park.
• Removed tree at Hills of Bunker Lake West Park for upcoming parking lot project.
• Graded the gravel parking lots.
• Trimming Oak trees in Purple Park.

• Trash cycle was completed.
• Started putting water down again to start building outdoor ice rinks.
• The decision was made to only flood the hockey rinks at Prairie Knoll Park, the City Hall
Complex, Crooked Lake Elementary, and at Hawk Ridge Park. We will not bring in the
portable warming house this year at Hawk Ridge due to the late start for ice.
• Scraped trails after weekend snowfall.
• Staff helped remove lights and holiday tree from Community Center.
• Trimmed private property pine trees at 1491h and Crosstown Blvd. due to stop bar sight
line issues.
• Getting quotes for items needed this summer, (trash cans, bases for ballfields)
• Unloaded 2 Semi loads of playground equipment for the 3 replacements this year.
1/12/24
• Trash Cycle
• Continued building base on outdoor ice rinks, good progress this week.

MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Chairperson Widmyer on December 21, 2023, 7:00 p.m., at the Andover
City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chairperson Jake Widmyer, Commissioners Kristin Lackie,
Jim Lindahl (arrived at 7:02 p.m.), Liza Shafto, Shane
Stenzel (arrived at 7:14 p.m.), and Tracy Strombeck
Commissioners Absent: Commissioner Sophia Newton
Also Present: Parks & Streets Operations Manager Jason Baumunk

APPROVAL OF MINUTES
November 16, 2023 Regular Meeting
Motion by Commissioner Strombeck, seconded by Commissioner Lackie, to approve the
November 16, 2023 Park Commission Regular Meeting minutes as amended. Motion
carried on a 3-ayes, 0-nays, 3-absent and 1-present (Newton) vote.
Commissioner Lindahl arrived at the meeting at 7:02 p.m.
November 16, 2023 Workshop Meeting
Motion by Commissioner Strombeck seconded by Commissioner Lackie, to approve the
November 16, 2023 Park Commission Workshop Meeting minutes as amended. Motion
carried on a 4-ayes, 0-nays, 2-absent and 1-present (Newton) vote.

UPDATE ON TREE LIGHTING EVENT
Parks and Streets Operations Manager Baumunk reviewed the tree lighting event went as
well as possible since it was put together on very short notice. The Andover Lions were a
lot of help. Thanks to all that assisted. There was great feedback. $1200 was spent on food
and everything. There were approximately 750 in attendance. A planning group has been
formed that will hopefully take this over going forward.
DISCUSS UPDATE ON PINE HILLS NOR TH MUL TIP URPOSE BUILDING
Mr. Baumunk reviewed the Park and Recreation Commission is requested to discuss
updates for the multipurpose building at Pine Hills North Park. The new location and
overall intention of the multipurpose building at Pine Hills North was discussed at the
10/24/23 City Council Workshop. The minutes from the workshop were provided to the
Commission for consideration. Staff is working on quotes for a scaled down building
without the storage area.
Staff met with Boreal FC about their needs for storage and potential use of the shelter and
bathrooms. They would prefer that the storage was close to the fields for day-to-day use
items that the coaches are currently bringing with them each day. Although they are open
to storage being further away from the fields at the proposed new location, it is preferable
to have it close. Depending on the costs saving of moving the storage portion out of the
shelter, it might be better suited to build a stand-alone storage garage near the athletic
fields.
Boreal FC has committed $25,000 towards the construction of the storage area in the
shelter. If the decision is made to remove the storage portion from the shelter, staff would
recommend that Boreal FC be responsible for the entire cost of the standalone storage
garage. Costs to construct a 20' x 20' standalone storage garage are estimated to be $25,000
without electrical.
The Park & Recreation Commission is requested to discuss orientation of the shelter and
how the space around the shelter should be designed and utilized. Things to consider are
future master plan additions in this area, usable space for users of the shelter and
accessibility.
The project budget as identified in the 2024-2028 Capital Improvement Plan, is $425,000
($400,000 from Park Dedication Funds and $25,000 from Boreal FC contributions).
Staff is requesting the Commission discuss the updates and provide direction on the options
for the Pine Hills South multipurpose building.
Ms. Shelly Zenner, 16134 Tulip Street NW, stated she was at the original meeting when
this park was first discussed. She wondered if drinking or music would be allowed in the

reservable space. She has seen rental areas in the larger parks not in the quieter
neighborhood parks. She does not want to be a part of other people's gatherings. She would
like the building moved elsewhere.
Mr. Baumunk stated currently there is no alcohol allowed in the parks. Commissioner
Lindahl asked to see a map of the park. Mr. Baumunk displayed a map and indicated the
proposed location for the building.
Commissioner Lackie asked how the soccer field itself has impacted the neighborhood.
Commissioner Lindahl stated there is a deposit required when facilities are rented. The
park would close at 10 p.m. Rental times could be adjusted. The noise ordinance would be
enforced. The building is proposed to be oriented to face toward the park rather than the
neighborhood. Additional trees could be planted.
Commissioner Lackie stated the location of the building would not affect the concerns of
Ms. Zenner. Commissioner Lindahl stated this would make this park more usable.
Commissioner Stenzel arrived at the meeting at 7:14 p.m.
OUTSTANDING ITEMS
1. On -going Projects: Mr. Baumunk reviewed the remaining on -going items
including the feasibility of the Prairie Knoll Park building expansion and remodel,
watering of the hockey rinks as weather permits, and work on the Kelsey Round
Lake Boardwalk replacement. Commissioner Stenzel asked if we could look at the
number of rinks and only attempt to make ice in the heavily used rinks this year,
weather permitting. Photographs of the Kelsey Round Lake Boardwalk were
shown.
2. Updates from Previous Meetings: The Northwood West Tennis Court resurface
project will be completed in the spring of 2024.
3. Other Items of Interest: Mr. Baumunk provided updates on Pine Hills
Multipurpose Building at the meeting, New Trail Segment Along Coon Creek,
GameTime Playground Grant and Tree Trimming and Removals on Parks and
Trails.
4. Park and Recreation Commission Appointments for 2024. Jake Widmyer and
Sofia Newton's terms are ending this year. Both Jake Widmyer and Sofia Newton
are not looking to renew his appointment to the Commission. We would like to
thank them for their contributions and time committed to bettering the City of
Andover Parks and Trails. Commission members are encouraged to reach out to
members of the community who would make a good addition to the Park &
Recreation Commission.
5. Parks Maintenance Update: Mr. Baumunk reviewed the Weekly Parks
Maintenance for 11/22/23, 12/1/23, and 12/8/23.

CHAIR'S REPORT
Commissioner Stenzel attended the tree lighting and thought it was very well planned and
executed. The weather was perfect but don't count on it for next year. He recommended to
look at the community center and utilizing that for future events.
Commissioner Lackie had no report.
Commissioner Strombeck thanked the City Staff, Andover Lions and other volunteers for
the great Tree Lighting Ceremony. She received feedback from a resident that some
residents don't know the tree is lit.
Commissioner Shafto thanked all who helped with the Tree Lighting. Residents have
expressed happiness over the Boardwalk.
Commissioner Lindahl had no report.
Chair Widmyer had no report.
