'MENT (ACRED) MEMORANDUM
Mr. Janish reviewed in 2017 Anoka County, Connexus Energy and Metro North Chamber of
Commerce along with Anoka County communities worked with Ady Advantage to develop an
economic development road map. This process has become known as the Anoka County
Regional Economic Developxent Initiative (ACRED).
Mr. Janish stated since that time Anoka County created a position that works to implement
economic development initiatives within the County.
Mr. Janish indicated the agreement would extend and amend the current MOU for one year to
carry out two studies, a county -wide housing study and updated strategic plan. Once these are
completed the partnership will have a discussion on what a longer-term MOU would look like.
Motion by Kafer, Seconded by Nelson, to approve the Anoka County Economic Development
(ACRED) MOU one-year extension. Motion carried unanimously.

ANDOVER HOME IMPROVEMENT GRANT PROGRAM UPDATE
Mr. Janish stated the program is winding down for the year. He indicated they are set up to provide
program information at the North Suburban Home Show in March.
Mr. Janish stated according to Anoka County the home values in Andover have increased by
2.04%. Staff is suggesting establishing next year's qualifying home value at $299,000 versus the
$293,000 for this year.
Commissioner Butler suggested increasing the value to $300,000. President Bukkila stated she
would prefer keeping the amount at $299,000. Mr. Janish indicated the way the program is written
the EDA does have the ability to change the qualifying home value at any time.
Motion by Barthel, Seconded by Mueller to approve the qualifying home value at $299,000 for
the Andover Home Improvement Grant Program. Motion carried unanimously.
CONSIDER ENVIRONMENTAL ABATEMENT AT 2513 & 2511 BUNKER LAKE
BOULEVARD
Mr. Janish stated the properties owned by the City, located at 2513 and 2511 Bunker Lake
Boulevard, are vacant and the testing is complete related to asbestos. Asbestos was found in the
ceiling and some flooring material. In order for Andover Fire and/or the Sheriff's Office to train
in the building or even prior to demolition the asbestos needs to be removed.
Motion by Nelson, Seconded by Butler approving the quotes and awarding the project to
Envirobate. Motion carried unanimously.
COMMERCIAL PROJECT ACTIVITY
Mr. Janish updated on the following:
Clocktower Commons, 15190 Bluebird Street — Staff have met with the owner/developer who is
working on plans to build on the final pad. Costs came back higher than expected as they looked
at construction costs and are currently re-evaluating the building. The developer is aware and
plans to have a clock on the building.
Interest in Hughes Industrial Park — Staff continues to have discussions with business owners in
the area on expansion. However, they tend to not carry through on the expansion due to costs
associated with sprinklers, septic systems, etc. The State Fire Marshal has changed the fire
suppression requirement, which now can be powered by a well.
ABC Mini-StorageIT-Squared (self -storage), 13624 Hanson Boulevard — They have received
their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on
the property. They can now start renting out some units.

Restaurants/Fast Food — Currently staff is. aware of companies continuing to look for land to
locate to in Andover.
TCF Site — The applicant has been notified that the approved CUP may expire in early 2024 with
lack of progress. The applicant would like to extend the CUPs for one year. The delay in
construction is due to interest rates and finance costs.
Aurora Vista, 71 Avenue and Bunker Lake Boulevard — The property has 35 units rented out of
the 150 available. Rents range from $1,325 to $2,255.
Andover Crossings, 716 Avenue and Bunker Lake Boulevard — Staff has met with a convenience
store looking at a 2 -acre parcel. Their desire is to have a convenience store with fuel and also a
carwash. The convenience store and fuel will require a CUP and the carwash is not currently
allowed within the zoning district. It sounds as though they plan to request a code amendment to
allow for the carwash if the City Council agrees.
Holasek Property (near City Hall) — Andover City Council will review a Comprehensive Plan
amendment, City Zoning Code amendment and rezoning of the parcel on November 21, 2023.
The Planning and Zoning Commission held a public hearing on November 14, 2023 and provided
a recommendation of approval. City Council tabled action for up to 60 days to allow for the
applicant to provide additional information on the project related to screening and elevations of
the structures.
Mr. Janish indicated the applicant has submitted a Commercial Site Plan and PUD application.
The site plan includes a 176 unit building for memory care, assisted living and independent living.
32 Brownstone units and 9 cottages. The site will also have up to a 10,000 square foot commercial
building on 1.5 acres. The development is all senior living, 55 and older.
Mr. Janish reviewed the site plan.
The EDA discussed the layout of the development and the exterior look of the buildings.
Mr. Dickinson reviewed comments from the EDA:
• The development layout is an improvement.
• Structure is a positive.
• Color palette needs to be addressed.
Housing — Currently 62 permits have been issued for single-family homes/townhomes.
Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow Cove
2nd Addition with 36 lots on the west side of Prairie Road. The developer has provided a final plat
for Fields of Winslow Cove Yd Addition application with another 109 lots.
Legacy at Petersen Farms — The final plat was recently released for recording purposes. Staff is
currently reviewing a Legacy at Petersen Farms 2" d Addition, which would eliminate the

1 permanent cul-de-sac, temporary cul-de-sac and two emergency accesses by creating a "loop"
2 roadway.

4 Legacy Christian Academy — Interior framing is taking place, with HVAC and plumbing doing
5 rough ins. They are working on sheetrock on the second and third floor.

7 Anoka County 911 and Radio Building - Sheetrock is taking place on the interior.

9 Grace Lutheran Church, 13655 Round Lake Boulevard — Building plan review is occurring at
10 this time, the Building Department needs one more item and then it is ready to issue.

12 Constance Free Church, 16150 Crosstown Boulevard — The final inspection has occurred, and
13 a couple corrections are needed.

15 Andover Christian Church, 16045 Nightingale Street — Exterior work is taking place, with
16 framing on the interior.

18 L&W Supply, 13586 Thrush Street — Has attempted to submit a Commercial Site Plan and two
19 variance requests but all items have been found incomplete. The intention is to create a three -
20 sided accessory structure for additional storage of building materials.

22 Overall Marketing — City staff continues to work with parties interested in investing in Andover
23 and marketing all commercial sites. Staff continues to work with Anoka County Regional
24 Economic Development (ACRED) on marketing of the community and Anoka County.

The Andover EDA is comprised of seven (7) commissioners, five (5) commissioners are the
members of the Andover City Council serving terms that coincide with their Council terms and
two (2) voting resident members serving six (6) year terms.

Review Commercial Project Activity

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• Clock Tower Commons —Staff has met with the owner/developer who is working on plans
to build on the final pad. Costs came back higher then expected as they looked at
construction costs and are currently re-evaluating the building. The developer is aware and
plans to have a clock on the building. Staff has received interest in the last building area.
• Interest in Hughes Industrial Park — Staff continues to have occasional discussions with
business owners in the area on expansion. However, they tend to not carry through on the
expansion due to costs associated with sprinklers, septic's, etc.
ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for
additional Mini -storage on a portion of this lot. The buildings will have brick over the steel
and stucco. Staff has met with the project manager related to site improvements and
continue to work with them to see progress on the buildings and site. They have received
their certificate of occupancy and the City has a $51,000 escrow to complete improvements
on the property.
Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land
to locate in Andover.
TCF Site —At this time the city has approved two conditional use permit applications
related to having a drive through at this location. These two restaurants would be Chipotle
and Noodles and Company. City Council has approved the CUPs. The applicant is working
with Coon Creek Watershed District on infiltration at the site. The applicant has been
notified that the CUP may expire in early 2024 with lack of progress. Applicant received
an extension for the CUP of 1 year.
• Aurora Vista (Andover Crossings) —Last staff heard the property has 35 units rented out
of the 150 available. Units include studios, 1 bedroom, 2 bedroom and 2 bedroom w/den.
Club room, fitness room, business center and parcel lockers are included. Rents range from
$1,325 to $2,255.
• Andover Crossings — Staff has met with a convenience store looking at a 2 acre parcel.
Their desire is to have a convenience store with fuel and also a carwash. The convenience
store and fuel with require a conditional use permit (CUP) and the carwash is not currently
allowed with the zoning district, it sounds as though they plan to request a code amendment
to allow for the carwash, if City Council agrees.
Holasek Property (near City Hall) — Andover City Council will review a Comprehensive
Plan Amendment, City Zoning Code Amendment and rezoning of the parcel on January
16, 2024 after a tabling action on November 21, 2023. Planning and Zoning Commission
held a Public Hearing on November 14, 2023. The applicant has provided updated
elevations for the City Council to consider and is open to meeting on January 23, 2024 at
the City Council Work Session to consider more discussions on color.
• Housing — Developers are looking for additional land for future developments. Several
developers are trying to keep an inventory of lots, but are having difficulty in finding
locations. In 2021 we had 140 new housing starts. In 2022 we had 100 permits issued for
new housing, 1 apartment (150 units), and an assisted living facility (32 units). 2023 say
64 new home permits issued.
• Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow
Cove 2nd addition with 36 lots on the West side of Prairie Road. City Council also approved
a Final Plat for Fields of Winslow Cover Yd Addition with another 109 lots.
• Legacy at Petersen Farms — The final plat was recently released for recording purposes.
Staff is currently reviewing a Legacy at Petersen Farms 2nd Addition, which would
eliminate the permanent cul de sac, temporary cul de sac and two emergency accesses by
creating a "loop" roadway. Comments for Legacy at Petersen Farms 2nd Addition have
been provided to the applicant for both the PUD and Preliminary Plat.
• Legacy Christian Academy —Interior framing is taking place, with HVAC, and plumbing
doing rough in's. They are working on sheetrock on the second and third floor.
• Anoka County 911 and Radio Building — City Council approved a request for a fuel tank
to be on the property on August 16, 2022. Painting and interior finishes have started taking
place on the interior.
Grace Lutheran Church — A Conditional Use Permit was granted. Permit has been
issued; foundation and walls have been placed on the new daycare addition. Backfilling is
taking place.
• Constance Free Church — Is remodeling part of their facility, including revamping the
entrance to the building and screening some mechanical equipment they installed. City
Council amended the City Code to allow for taller fences in certain situations. The Final
inspection has occurred and a couple corrections are needed.
• Andover Christian Church — Exterior work is taking place, with framing on the interior.
• L&W Supply — Has attempted to submit Commercial Site Plan and two variance requests
but all items have been found as incomplete. The intention is to create a three sided
accessory structure for additional storage of building materials.
• Overall marketing - City Staff continue to work with parties interested in investing in
Andover and marketing all commercial sites. Staff continues to work with the Anoka
County Regional Economic Development (ACRED) on marketing of the community and
Anoka County.
