ORIGINATING DEPARTMENT Community Development Discuss Theater! Restaurant Proposal David L. Carlberg Community Development Director \ '- ./ The Economic Development Authority (EDA) is requested to discuss the theater/restaurant proposal as being proposed by Bunker, LLC, The proposal is to construct two 30,000 s.f. buildings on eight acres located on the southwest comer of Bunker Lake Boulevard NW and Jay Street NW, The easternmost building is proposed to be a ten screen movie theater with stadium style seating having a total seating capacity of 1,496, The westernmost building is proposed to house two restaurants, a banquet hall, game room and possibly a child care facility, The style or type of restaurants being proposed are a "Champs" style restaurant and a formal sit down type restaurant. The child care facility, if constructed, would be for short term child care for patrons while attending the movie theater or dining at the restaurants, Staff met with the developer of the project on Monday, April 13, 1998, Since that meeting, Staff has been meeting with EDA members to discuss the proposal and get input and feedback on the project. The concept plan before the EDA this evening has been modified based on feedback received from the EDA and Staff, The developer of the project will be present at the meeting to present and discuss the proposal in greater detail with the EDA. Attached is the latest concept plan for EDA reVIew. I , ! R"l_tIo.117<lZ Telephone 31.87 '" , , J CITY OF ANDOVER REQUEST FOR COUNCIL ACTION DATE: Apri121, 1998 AGENDA SECTION ORIGINATING DEPARTMENT EDA Meeting Administration Richard Fursman ITEM NO. ~ Set Sale Price/Commercial Park The Economic Development Authority is requested to consider setting a purchase price for commercial property in the Andover Commercial Park. To date, discussions with EDA members have identified 65 cents per square foot to be a reasonable price for initial development in the park. The City has an active development proposal for approximately eight (8) acres ofland along Bunker Lake Boulevard and Jay Street which would have a substantial impact on , ) the park's future, It is anticipated that quality development at this time will substantially increase demand for land in and around the new development Land prices, therefore, would be expected to rise with the City being able to charge more for property in the future, Staff proposes a pricing map be established which would indicate square footage sale prices for land throughout the Commercial Park beginning with 65 cents per square foot for the eight (8) acre proposed project along Jay Street and Bunker. '\ CITY OF ANDOVER REQUEST FOR COUNCIL ACTION DATE: Apri/21,1998 AGENDA SECTION ORIGINATING DEPARTMENT EDA Meeting Administration Richard Fursman ITEM No.3, Commercial Auto Parts Update The attorney representing Commercial Auto, John Bannigan, was contacted following the EDA meeting from April 7. Mr, Bannigan indicated to the City that the counter offer to conclude matters with Commercial Auto Parts was substantial and worthy of review, Any further movement on the City's part should be discussed in a closed meeting, I would recommend that contact with Mr. Mistelske outside of his attorney be limited so proper negotiations can be maintained, \ "
