Chairs Report 10.Adjournment PARK AND RECREATION COMMISSION MEETING — NO VEMBER 16, 2023 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Widmyer on November 16, 2023, 6:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chairperson Jake Widmyer, Commissioners Kristin Lackie, Jim Lindahl, Sophia Newton, Shane Stenzel, and Tracy Strombeck Commissioners Absent: Commissioner Liza Shafto Also Present: Parks & Streets Operations Manager Jason Baumunk RESIDENT FORUM No one appeared to address the Commission APPROVAL OF MINUTES October 5, 2023 Regular Meeting Commissioner Lackie noted on page 2, paragraph 4, her name is spelled incorrectly. Chair Widmyer noted on page 1, paragraph 1, it showed Chairperson Lindahl called the meeting to order and it should read Chair Widmyer. The time for the call to order should be corrected to 6:00 p.m. Motion by Stenzel, seconded by Strombeck, to approve the October 5, 2023 Park Commission Regular Meeting minutes as amended. Motion carried on a 5-ayes, 0-nays, 1-absent (Shafto) and 1-present (Newton) vote. October 5, 2023 Workshop Meeting Chair Widmyer noted on page 1, paragraph 1, it showed Chairperson Lindahl called the meeting to order and it should read Chair Widmyer. The time for the call to order should be corrected to 7:10 p.m. Regular Andover Park & Recreation Commission Meeting Minutes — November 16, 2023 Page 2 Motion by Stenzel, seconded by Strombeck, to approve the October 5, 2023 Park Commission Workshop minutes as amended. Motion carried on a 5-ayes, 0-nays, 1-absent (Shafto) and 1-present (Newton) vote. APPROVAL OFAGENDA Parks and Streets Operations Manager Baumunk stated there were no changes or additions to the agenda. Motion by Strombeck, seconded by Stenzel, to approve the November 16, 2023 Park Commission agenda as presented. Motion carried unanimously. ALSO REPORT 3RD QUARTER Parks and Streets Operations Manager Baumunk reviewed the list of reports generated by the Anoka County Sheriff's Office regarding city park activity for the 3`d Quarter was presented. He did add the list of parking tickets issued by Prairie Knoll Park as requested. One item not included on the report was an incident at Sunshine Park at a youth football game (71h grade) where parents got unruly with the youth referees. It was not Andover teams that were playing at the time. OUTSTANDING ITEMS 1. On -going Projects: Mr. Baumunk reviewed the remaining on -going items including Sunshine Park Parking Lot, Prairie Knoll Park Building Expansion and Remodel, Hidden Creek North Shelter, Outdoor Ice Rinks, and Kelsey Round Lake Boardwalk Replacement. 2. Updates from Previous Meetings: The Northwood West Tennis Court project will be completed in the spring of 2024. 3. Other Items of Interest: Mr. Baumunk provided updates on Pine Hills Multipurpose Building, New Trail Segment Along Coon Creek, GameTime Playground Grant and Playground Wood Fiber Mulch Top Offs. 4. Parks Maintenance Update: Mr. Baumunk reviewed the Weekly Parks Maintenance for 9/30/23, 10/6/23, 10/13/23, 10/20/23, 10/27/23, 11/3/23, and 11/13/23. Commissioner Strombeck asked about the Kelsey Round Lake replacement and is that a DNR Grant. Mr. Baumunk stated that is correct. Now that this is done the surrounding trails are being evaluated and a grant will be applied for. Commissioner Lindahl asked if there are match funds available and Mr. Baumunk stated there are match funds available but the majority of that is DNR funded. Mr. Baumunk added on the Crosstown Trail that the City has been trying to acquire easements, all four properties involved are now onboard. CHAIR'S REPORT Commissioner Stenzel stated he went to Prairie Knoll when there was a football to observe the parking. There were cars on both sides of the road. The sign is only from the intersection back and it appears parking is allowed. The lot was only half full. He suggested either no parking on the east side or no parking signs be used. We may need to look at something from the north lot to the east field such as a lighted trail. The overflow lot had only one car parked. Mr. Baumunk stated the east field is definitely the problem. Staff has looked at ways to put in a trail. This is an ongoing issue. Commissioner Stenzel stated another option would be to install a fence. The Andover Huskies are in the State Tournament. Commissioner Lackie had no report. Commissioner Strombeck had no report. Commissioner Newton had no report. Commissioner Lindahl had no report. Chair Widmyer had no report. PARK AND RECREATION COMMISSION WORKSHOP MEETING NOVEMBER 16, 2023 MINUTES The Workshop Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Widmyer on November 16, 2023, 6:25 p.m. at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chairperson Jake Widmyer, Commissioners Kristin Lackie, Jim Lindahl, Sophia Newton, Shane Stenzel, Tracy Strombeck Commissioners Absent: Commissioner Liza Shafto Also Present: Parks & Streets Operations Manager Jason Baumunk Update — Tree Lighting Options Parks & Streets Operations Manager Baumunk provided an update on tree lighting options. He noted when last discussed, the plan was to put the tree in front of City Hall, perhaps planting a tree that we could watch grow over the years. When brought to a City Council workshop, the Council had a different vision of where this should go. The Council's vision was to do at the hockey rink, but by the time there was ice in the rink, it could be January. That does not work for having an outdoor event tied to an ice rink. That idea turned to the green space between City Hall and the Community Center on the southwest corner. The idea of having a permanent base and bringing in a live tree each year was brought up, along with some events perhaps indoor skating, bonfire and hot chocolate, and some other indoor events. This is where the Council would like to have it located and have it happen this year. It is difficult to commit staff to events in the winter due to responsibilities to be available to plow snow overnight if needed. The Lions Club was approached and there is a lot of interest there. A committee has been formed with 5-10 people to plan on likely staff the event. The Lions Club is happy to staff it the night of the event (December 8) from 5:00 p.m. — 8:00 p.m. with tree lighting at 6:00 p.m. We will try to find some bonfire pits and have hot chocolate and hot cider and a smores station. We are hoping to have one of the Councilmembers come and speak along with the countdown. This would be the kickoff with more in future years. Mr. Baumunk can provide all the supplies but would like input and help in planning the event. He has some commitment for people to work the event and some interest in helping plan the event. Regular Andover Park & Recreation Commission Meeting Minutes — November 16, 2023 Page 2 Commissioner Strombeck asked if firepits were available. Mr. Baumunk stated he will find some. Commissioner Stenzel stated the firepits don't need to be massive. Mr. Baumunk stated that to do a large artificial tree is a huge task and expense. Staff can put in a permanent base and find a tree and shape it to fit the base. Stenzel stated he doesn't understand the cost of finding a tree and putting it in the base. Commissioner Strombeck suggested planting a tree would be easier and more cost effective. It would be a holiday tree. Mr. Baumunk stated the greenspace is technically a drainage area. A structure can be put in and shouldn't cause a problem. Mr. Baumunk will check if there are any conflicts with planting a tree within this area. Commissioner Lindahl stated the exact location could be flexible. Commissioner Stenzel asked about the lights and would it be strings around the lights. Mr. Baumunk stated the best he could find this year is a 12 foot pre -lit Holiday Tree. It's not that big but it's being thrown together at the last minute without throwing a lot of money towards it. Chair Widmyer asked if a real tree could be used and Mr. Baumunk stated there would not be time to do a permanent base. A light pole would be the only thing it could be tied to that would prevent the tree falling but that would not be the best option. Commissioner Strombeck asked if the lighting could still be done at the hockey rink. Mr. Baumunk stated they have the lights and staff could do it if that is the direction the Commission want to go. Patricia Stay, an Andover resident in the audience, asked if there is any swaying the Council on the location of the tree. She does not believe anyone will see it there. She doesn't think a tree is religious. Everyone would see it in front of City Hall. Will signage be used to direct people to the tree. Commissioner Stenzel asked if the tree could be put at Clock Tower as it would be visible. Mr. Baumunk stated that if you wish to speak to the Council about the item, either attend a Council meeting in the residents forum to voice her opinion, or attend a future meeting when the subject is on the agenda. It was asked who puts the event on for the City of Anoka, it was stated that the Anoka the Chamber of Commerce in conjunction with the City. Commissioner Stenzel suggested planting a tree and having the Lions decorate it or a holiday committee work on it. If you take the cost of cutting down a tree every year or an artificial tree in the long run a planted tree would be more cost-effective. Why cut down a tree for two months. Regular Andover Park & Recreation Commission Meeting Minutes — November 16, 2023 Page 3 Patricia stated we politely ask Council to reconsider. Mr. Baumunk suggested doing something to revisit the topic for next year if changes are to be made. This year the only option would be to start with something small and consider it a kickoff for a larger event for next year. Perhaps someone would donate the tree in the future as they do for other cities who utilize a real tree for their event. Commissioner Lindahl stated it is rather late to plant a tree at this point. Council does not want a permanent tree and bring in a large tree every year. The next Council meeting is next Tuesday. The Committee meeting has not yet been set. The hope down the road would be to make it a much larger event including food trucks and other activities. Chair Widmyer stated Champlin has a big artificial tree with other decorations, with the tree being over $100,000 alone. More suggestions were made for additional activities to occur during the tree lighting. The question was asked as to why we have not done events like this yet. Mr. Baumunk stated that the City has mainly maintenance staff, not recreation department staff or a or chamber of commerce who typically plan events like this in other cities. Heather Squier, Andover resident in the audience, stated she has lived here for 53 years and noticed there are areas that can be improved such as this event. It was noted that in one of the recent years, an Andover resident donated a tree to Anoka for their tree -lighting. Discuss Update on Pine Hills Multipurpose Building DATE: 12/21 /23 INTRODUCTION The Park and Recreation Commission is requested to discuss updates for the multipurpose building at Pine Hills North Park. DISCUSSION The new location and overall intention of the multipurpose building at Pine Hills North was discussed at the 10/24/23 City Council Workshop. Attached are the minutes from that workshop. Staff is working on quotes for a scaled down building without the storage area. Updated quotes are expected to be available by the meeting date. Staff met with Boreal FC about their needs for storage, and potential use of the shelter and bathrooms. They would prefer that the storage was close to the fields for day-to-day use items that the coaches are currently bringing with them each day. Although they are open to storage being further away from the fields at the proposed new location, it is preferable to have it close. Depending on costs saving of moving the storage portion out of shelter, it might be better suited to build a stand-alone storage garage near the athletic fields. Boreal FC has committed $25,000 towards the construction of the storage area in the shelter. If the decision is made to remove the storage portion from the shelter, staff would recommend that Boreal FC be responsible for the entire cost of the standalone storage garage. Costs to construct a 20' x 20' standalone storage garage are estimated to be $25,000 without electrical. The Park & Recreation Commission is requested to discuss orientation of the shelter and how the space around the shelter should be designed and utilized. Things to consider are future master plan additions in this area, useable space for users of the shelter, and accessibility. BUDGET IMPACT The project budget, identified in the 2024-2028 Capital Improvement Plan, is $425,000 ($400,000 from Park Dedication Funds and $25,000 from Boreal FC contributions). ACTION REQUIRED The Park and Recreation Commission is requested to discuss the updates and give staff direction on the options for the Pine Hills South multipurpose building. DISCUSS PINE HILLS NORTH BUILDING cs Parks & Streets Operation Manager Baumunk presented the staff report on the Pine Hills North building. He shared that the use of the building has been a topic of discussion for the Park and Recreation Commission. He reviewed the suggested uses and plans. Mayor Bukkila stated when this was originally thought up it was envisioned to be more of a multi -purpose space where there could not be any after hours gatherings for the public to rent. She added this was thought to also double as storage for the athletic fields. She asked if they are changing the scope of this if the building still needs all amenities built into it or if it can be scaled back. She noted this needs to be in public view for exposure reasons. She asked if it is going where it is proposed if it would still have a sport storage component. She added she was envisioning something along the lines of the pavilion in Ramsey at their ball fields. She stated if they are moving the location of the facility then it seems that it would remove the athletic component. She Andover City Council Workshop Meeting Minutes — October 24, 2023 Page 4 noted if it is removing the athletic component then she would like to see the project downscaled. Councilmember Butler shared that he has heard during his time being involved with the Parks that there are not any good reservable spaces in the parks. He also shared that he has heard residents complain about not having restrooms in parks or the restrooms are locked. Mr. Berkowitz stated they would still have portapotties closer to the field. He added the restrooms in the building would be on a timed lock and would be available for use during events and certain times. Councilmember Butler stated he liked the recommended location of the building. Councilmember Nelson shared that the soccer association does not seem to be interested in concessions if it was at the other location due to the distance from the fields. He asked if the building is closer to the soccer complex if it will be used. Mr. Baumunk shared that the soccer association is not interested in concessions at all. Councilmember Nelson asked how far people would have to walk to put the soccer equipment in the storage area of the building. Mr. Baumunk stated the main equipment that they are looking to store would be their trailer. Councilmember Barthel asked how much the soccer association was giving to this. Mr. Baumunk said they are giving $25,000. Mr. Berkowitz explained this space could be rented out by a whole soccer team after a game. He stated it would not have to be completely separated from the athletic activities, but it is also a nice way to get away from the field and do something different. He noted there are so many different opportunities with this space. Councilmember Nelson asked if there was an estimate of how often this space would be rented out for parties or other private events. Mr. Baumunk shared that he gets lots of calls in the spring and summer about people wanting to rent spaces. Councilmember Barthel asked if they changed the purpose of this building because they found a better location. He shared that a concern from residents could be that they are not able to see their child's play from the shelter area. He stated if the building has bathrooms for the soccer fields then it should be at the old location. Mayor Bukkila explained it was originally entertained that the building would be next to the park. Mr. Berkowitz added the purpose and need for the building has changed. He noted this master plan was from over eight years ago. He shared that there are not rentable gathering spaces in the City and this location is perfect for that. He noted if visibility to the playground is a concern then they can add a small shelter in this area. Councilmember Butler stated the elimination of the concessions is a key piece of this. He asked if this eliminates the large play area that was in the original master plan. Mr. Baumunk explained the purpose and location change came from how it will be used, which drove this in a different direction from the master plan. Mr. Berkowitz stated for the play area it was discussed to not pinpoint exactly what this would be. Mayor Bukkila asked if the building moves if there would still be space for a lot of these other components. Mr. Baumunk stated there would still be a lot of space for other amenities to the west and north of the building. Mr. Berkowitz stated they can push this building as far back in this area as they can to leave as much space as possible in front of the building. Councilmember Butler noted he would like to keep in mind envisioning what this would look like to still have a large play area in the future. Mayor Bukkila stated she would like to see the building more towards the corner and leaving more space to the south. Mr. Baumunk reviewed the map of the area and where the building could be placed. Mayor Bukkila asked if the path was mowed or paved. Mr. Baumunk said it was mowed as this park only has grass trails. Mayor Bukkila stated she would like to have the building closer to the driving lane and close enough to the parking lot but far enough that children running around would be away from the parking area. Councilmember Nelson noted this would be a 30 foot by 60 foot building but in this area it is elevated. Mr. Berkowitz stated if the Council is okay with the building being in this location, then Staff can play around with the location and bring other plans back for more discussion. Mayor Bukkila stated she would also like to see what is dropping off of the project and cost with this redesign. She also requested that Staff come up with a better number to ask the soccer association to contribute to this due to inflation. She stated they need to renegotiate the terms of the agreement. Mr. Berkowitz stated they can go to the soccer association and explain what is going on. Mr. Baumunk explained the soccer association helped with the paving in this area and he knows Andover City Council Workshop Meeting Minutes — October 24, 2023 Page 6 that they want to make this a nice space. Mayor Bukkila noted they will need to have a driveway area to the storage area where people can pull in and pull out safely. Councilmember Engelhardt asked if there is a cut out that could also be used for food trucks. Mayor Bukkila stated there just needs to be a safe way for trucks and trailers to maneuver in these areas. Council consensus was reached to direct Staff to come up with design plans for the building to be in the proposed location. Outstanding Items DATE: December 21, 2023 Current items as of 12/14/23 ON -GOING PROJECTS — • Staff continue to work on the feasibility of the Prairie Knoll Park building expansion and remodel. A meeting with RJM Construction was held recently to go over initial cost estimates for work on the building. • Parks staff have started watering the hockey rinks only, not the free skate areas, as weather permits. It looks like the weather is going to delay the rinks until after the Christmas break. • Work on the Kelsey Round Lake Boardwalk replacement has been completed and the boardwalk and trails are fully open. The favorable weather allowed this project to get completed before winter. UPDATES FROM PREVIOUS MEETINGS • Northwood West Tennis Courts — This project will be completed in the spring of 2024. OTHER ITEMS OF INTEREST • Pine Hills Multipurpose Building — Discussions continue as updates to the plan are made. Item is on this meetings agenda. • New Trail Segment Along Coon Creek — The easement has been secured and a DNR Local Trail Connection Grant will be applied for in March of 2024. • GameTime Playground Grant — The grant was awarded and the three playground replacements for 2024 have been ordered. All three are comparable in size to our standard neighborhood playground structures. • Tree Trimming and Removals on Parks and Trails — Parks staff had taken advantage of the weather to work on trimming trees along trails and in the parks. They have also removed several diseased and dead trees from the parks. The City's natural Resource Technician has been working with the DNR to possibly utilize some extra grant money to replace the removed trees in the parks. The grant funding was obtained for the removal and replacement of multiple diseased Ash trees along Jay Street between Bunker Lake Blvd and Station Parkway. • Park & Recreation Commission Appointments for 2024 — Jake Widmyer and Sofia Newtons terms are ending this year. Jake Widmyer is not looking to renew his appointment to the Commission. We would like to thank Jake for his contributions and time committed to bettering the City of Andover Parks and Trails. I encourage you to reach out to members of the community who would make a good addition to the Park & Recreation Commission. Weekly Parks Maintenance Update 11/22/23 • Trash and Recycling cycle was completed. • Tree trimming continued on the trail system. • Staff worked on re -grading Sunshine Park softball infield ag-lime to improve drainage. • Building 2 concrete -based picnic tables for new shelter at Hidden Creek North Park 12/01/23 • Began brush cutting areas around Sunshine Park and Public Works. • Pulled Trail Bollards from Purple Park Trail and Sunshine Park. • Tree trimming in Open Spaces. • Brought John Deere Tractor to Scharber's for front PTO and Hitch installation. • Trash Cycle. • Constructed two 8' concrete base picnic tables for Hawkridge. • Switched over water tanker front valve for outdoor rink flooding. • Completed a couple playground repairs. • Worked on the tree stand. For the Tree lighting event. • Started on building Irrigation hookup at Shadowbrook East. 12/08/23 • Continued stump grind from tree removals. • Continued tree trimming in Open Spaces. • Moved in the tree and decorated it for the tree lighting event. • Continued work on rebuilding irrigation hookup at Shadowbrook East.
