Update - Tree Lighting Options DATE: October 6, 2023 TO: City of Andover, Parks Department Jason Baumunk FROM: Laura Landes Anoka County Sheriff's Office SUBJECT: Andover Park Activity Quarterly Report 07.01.23 — 09.30.23 The following is a list of reports generated by the Anoka County Sheriffs Office regarding city park activity for the 3rd quarter. Date: Time: Location: Case Number: 07.28 11 am Strootman 23181727 A caller requested a deputy check the welfare of a male at the location slumped over in the driver's seat. When he made contact, the male appeared impaired and had wet himself. Field sobriety tests were conducted and failed. He was arrested. .341 08.07 8:28 pm Crooked Lake Boat Landing 23191017 Deputies were called to a boat on fire at the location. They located the boat unoccupied fully engulfed. A witness stated that the vehicle involved drove away. Another deputy located that vehicle and the victims were rushing to the hospital to get care when the deputy stopped them. An ambulance was called. 08.17 6:28 pm Terrace 23199368 A caller reported a fight between juveniles at the park. When they arrived, they located a female involved who stated the fight was broken up. She stated another girl had come up on her to fight and she didn't want to and pulled out pepper spray. She did not spray anyone and the other girl left. 08.19 9:08 am Andover Station North 23200640 A caller reported finding a pouch with drug paraphernalia in it. A deputy went to the location to retrieve the pouch. It was properly disposed of. 08.20 3:08 pm Pleasant Oaks 23201719 A caller reported a male in the woods screaming. The deputy arrived and located the male walking around. He was geocaching. Nothing suspicious. *0 08.31 2:54 am Lions Park 23210466 A deputy responded to the location for a fire in a porta-potty. The deputy extinguished the fire. It appeared it may have been caused by fireworks. 09.24 2:00 prn Pine Hills South 23230671 A Community Service Officer was flagged down. A woman had found a set of keys with fobs on it at the park. There was no one around. The keys were put in found property at patrol. 09.28 8:56 am Terrace 23233445 A caller reported a suspicious male at the park who had placed a bike under a table and left on another bicycle. The male was located. He stated he was homeless and found the bike while he was out and was going to store it there until he could scrap it. Berkowitz, Director of Public Works/City Engineer FROM: Jason Baumunk, Parks & Streets Operations Manager SUBJECT: 6. Outstanding Items DATE: November 16, 2023 Current items as of 11/13/23 ON -GOING PROJECTS — • Sunshine Park Parking Lot - This project has been completed. • Staff continue to work on the feasibility of the Prairie Knoll Park building expansion and remodel. A meeting with RJM Construction was held recently to go over initial cost estimates for work on the building. • Hidden Creek North Shelter — The project has been completed. • Parks staff have the outdoor ice rinks ready for winter. • Work on the Kelsey Round Lake Boardwalk replacement has started. With favorable weather this project could be completed before winter. A section of Kelsey Round Lake Parks trails are closed during the construction. UPDATES FROM PREVIOUS MEETINGS Northwood West Tennis Courts — This project will be completed in the spring of 2024. OTHER ITEMS OF INTEREST — Pine Hills Multipurpose Building — After discussions with the City Council, staff is working on evaluating options for both the placement of the building and if there is a benefit of reducing the size and building a separate storage building. Staff will bring back their findings at an upcoming meeting. New Trail Segment Alon2 Coon Creek — The proposed new trail segment along the Coon Creek needed easement acquisition from the Mohlencamp property for this segment to move forward. Staff have had positive discussions with the family overseeing the estate and are working together on the next steps in the process. This is still ongoing and not finalized. GameTime Plaveround Grant — The grant was awarded and the three playground replacements for 2024 have been ordered. All three are comparable in size to our standard neighborhood playground structures. Playmund Wood Fiber Mulch Top Offs — All 12 of the playgrounds scheduled for wood fiber mulch top offs were completed. If you have any questions or comments regarding any of the items mentioned above, or any items relating to parks or projects, feel free to contact Jason Baumunk or Dave Berkowitz. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. Weekly Parks Maintenance Updat 9/30/23 * Trash and Recycling cycle was completed. • Mowing Cycle was completed. • Repair work on the outdoor hockey rinks was completed. • Irrigation addition along Veterans Memorial Blvd from the new Vehicle Maintenance building to Tower drive was worked on. • Work was done dressing athletic fields for weekend use. 10/06/23 0 Trash and Recycling cycle was completed. • Mowing Cycle was completed. Irrigated grass still needs to be cut twice a week. • Fall fertilizer application was completed. • The new shelter at Hidden Creek North was erected. There is some minor finish work to complete this project. • Irrigation addition along Veterans Memorial Blvd from the new Vehicle Maintenance building to Tower drive continued to be worked on. 10/13/23 0 Trash and Recycling cycle was completed. • Mowing Cycle was completed. Mowing is down to one cycle a week. • Irrigation addition along Veterans Memorial Blvd from the new Vehicle Maintenance building to Tower drive continued to be worked on. • Irrigation blow outs have started this week. • Fall aeration of turf was worked on throughout the week. 10/20/23 • Trash and Recycling cycle was completed. • Mowing Cycle was completed. Mowing is down to one cycle a week. • Irrigation addition along Veterans Memorial Blvd from the new Vehicle Maintenance building to Tower drive continued to be worked on as time permitted. • Irrigation blow outs continued, should be finished within the week. • Fall aeration of turf was finished this week. • Fall playground inspections have started. This is down twice a year. 10/27/23 • Trash and Recycling cycle was completed. • Mowing Cycle was completed. Mowing should end within the next week. • Remaining finish work was done around the new Hidden Creek North shelter. • Staff is working on installing the poly kickplate around the new rink at Prairie Knoll Park • Irrigation blow outs continued, should be finished within the week. • Staff have been out blowing off trails. 11/03/23 • Trash and Recycling cycle was completed. • Staff finished installing the poly kickplate around the new rink at Prairie Knoll Park • Irrigation blow outs finished. • Staff completed several tree removals and trimming at Hidden Creek North. 11/13/23 • Trash and Recycling cycle was completed. • Staff finished installing the poly kickplate around the new rink at Prairie Knoll Park • Irrigation repairs continued as weather allowed. • Tree trimming and removals continued in the park system. • Many of the heavier used athletic fields were overseeded. Pine Hills North, Sunshine Park, Prairie Knoll Park specifically. Update - Tree Lighting Options DATE: 11/16/23 MTRODUCTION The is an update as to the status of the tree lighting event. DISCUSSION Staff will give an update to the Park & Recreation Commission at the meeting. BUDGET IMPACT City Council has set the budget for prograrning related events at $10,000.
