2. Discuss Frontage Road Along Bunker lake Blvd.!
Crooked lake Blvd. to Heather Street
Periodically over the last few years there has been reference to the possibility of a frontage
road along the south side of Bunker Lake Blvd. between Crooked Lake Blvd. and Heather
Street. With the reconstruction of Bunker Lake Blvd. and the potential to rezone the southeast
corner of Bunker and Crooked Lake this item warrants some discussion with the Road
Committee and the City Council. The concept of a frontage road at this location would assist
in funneling the internal neighborhood traffic and the potential commercial traffic at this
location to the traffic signal proposed at Heather Street. It should also be noted that the City
will continue to pursue the installation of a traffic signal at Crooked Lake Blvd. but to-date this
intersection has not meet the necessary warrants. Some questions that should be discussed
regarding the frontage road are as follows:

1. Where would the funding come from for the right-of-way acquisition and street
construction?
- Adjacent Property Owners
- City
- Other?
2. How would the additional right-of-way affect the adjacent properties. At a minimum 50 ft. of
right-of-way would need to be obtained for a public service road to be constructed. In
addition at each end additional right-of-way would be necessary to locate the
intersections as far south of Bunker Lake Blvd. as possible. (see attached sketch). The
connection location to Crooked Lake Blvd. would be critical as there is a sight distance
issue with the existing hill at this location.
3. The ability to utilize the Crooked Lake park area for street construction would need to go
through a lengthy federal review and approval process as federal funds were utilized in
the construction of the park.
These are a few of the topics and issues we should discuss in relation to this item.

3. Discuss Street Overlay/Reconstruction Program
The Andover City Council has established a fund for overlaying existing streets within the city.
As our overlay program develops, policy issues will need to be further discussed and modified
as circumstances warrant. A few issues we will be faced with are as follows:
1. Do we bring water and/or sewer into a area where the streets are to be overlayed
reconstructed. Assuming the city utilities are close by.
2. If the neighborhood has old bituminous curbing do we replace the curbing with concrete
curb and gutter? Who would pay for the upgrade? Do we have a policy or let the
neighborhood decide?

3. In the rural areas which have ditch sections and no stormsewer do we leave the areas as-is
and leave the rural character.
4. Is the intent for the city to pay for the cost of an overlay or mill/overlay? If a more extensive
and costly reconstruction is necessary are we attempting to cover the entire cost?
When would you anticipate that assessments may apply if necessary?
5. Other?
