2. Discuss New Well at Hawkridge Park/99-2
The City Council is requested to discuss the possibility of constructing a new well with an
underground storage tank to be used for fighting fires at the north end of the City along with
flooding the rinks and potentially irrigating Hawkridge Park.
The well would help reduce the insurance rating at this part of the City and would help Public
Works eliminate the hauling of water from City Hall for flooding the rinks.
Attached is information provided to us from Roger Renner of E.H. Renner and Sons in regard
to a new water supply well, underground storage tank, controls and cost considerations
involving the well, etc.
Just to construct the well will cost in the neighborhood of $10,000-$15,000.
Staff had contacted on a couple of occasions the City of Oak Grove to participate with our
meeting with Roger Renner but have not attended to this point.

Dear Sir,
A summary of this meeting determined the follolling:
NEW WATER SUPPLY rlELL
1. A new six (6) inch well would be drilled, developed and test
pumped at the above site. Completed in the {FIG} Franconia
Ironton-Galesville formation.
The geology of the area indicates the fOllowing:

A six inch casing would be grouted in place to 190ft-200ft and
open hole completed into the Eau Claire formation at 317ft.
The well would be developed for 20 hours and test pumped for
20 hours to determine capacity & yield at sand free
conditions.

A pitless unit would deliver water into the building via a 2"
pvc water line to a 119 gallons fiberglass pressure tank.
Controls would be by pressure switch and magnetic starter.
The pump is located at the City maintenance garage recently
removed from the old fire hall well. It is a grundfos 135gpm
pump with a 7.5hp 200/60/3 Franklin motor. Drop pipe and
wire should be installed new to a depth determined by the test
pump data.
The water from this well will provide the water needs for the
ice rink, outside spigots or sprinklers, domestic use and for
fire protect.
UNDERGROUND STORAGE TANK
2. The fire protection water would fill a tank located
underground near the building. It will be controlled by a
flow valve. Once the tank is full, water from the tank
would fill a fire truck by means of a secondary booster pump
that would deliver 500gpm at low head. The underground tank
would have more capacity than the fire truck, so tank fills
would be very short. Once the fire protection tank gets
below a low level (on) float, the well would start filling the
tank until a high level (off) float shuts the water off.
This would provide a TWO minute fire truck fill and a TEN
minute tank refill sequence.
This fire reserve tank is located in the pump House #1. This
pressure tank is no longer being used by the water dept now
that the water towers are in use. It should be disconnected
from the saddles and slid out of the building. The pump
house could be completed with an insulated overhead door in
lieu of a block wall for ease in future storage after the tank
is removed.
This tank has a 10" flanged opening near the bottom side. It
has two 2-1/2" openings for possible fill locations and a 2"
opening on the top for a vent. {see hand sketch} The other
openings in the tank could be just plugged. Prior to
burying the tank, it could be coated with a bitumastic tar to
protect the tank from rust. (similar to fuel tanks).
The tank should be installed on concrete footings and bolts
~(I)('- down to prevent floating if the ground water in the area
IV ~\ should rise in the spring. This would also aid in getting
e.- -\0" 1- the tank level and located with 4ft of cover. I believe
~ ~f~ ~ this tank is 70 inches in diameter 14ft long with end caps and
J:~v l( el should hold about ~ gallons of \iater.

it, 0: ~. An end suction centrifugal pump can be installed in the
r'\Of. building with a 4" suction line and a 4" discharge line.

Quick couple fittings can be provided with a whip hose to fill
the fire trucks. ENCLOSED is a cut sheet on a Berkeley self
priming centrifugal capable of 400gpm at 60tdh.
Controls
A single controller would provide the necessary sequence for
the two pumps.
A magnetic starter would start/stop the well pump with a
signal from the pressure switch on the pressure tank in the
building. The power could be 200/230/460 three phase with
110volt signal.
A magnetic starter would start/stop the centrifugal booster
pump with a signal from the vented storage tank. This signal
could be from floats, conductivity probes or a ball float
valve that would fill the tank as needed from the well. The
power could be 200/230/460 three phase with 4-20ma signal or
simply use the float valve.
The fire pump would start on a large green push switch and
shut off manually by a large red push switch.
COST CONSIDERATIONS
3. Huch of the work involving the well, pitless unit, pump
installation. drop pipe, wire, plumbing into the building,
pressure tank, controller, booster pump, & tank piping should
be completed by the well contractor. The controller would
be installed and wired by the electrical contractor for the
building.
The City indicated that they would remove the tank from pump
house #1 and prepare the tank, dig the hole and install the
tank with concrete base.
SCOPE OF WORK:
The above scope of work is a general outline of the work necessary
to provide water for domestic, irrigation, ice rink, and fire
protection at this location.
PLEASE REVIEW this scope of work and provide me comments to any
changes before I put a pencil to the cost for the well work. I
can provide you a ball park cost or hard numbers based on a formal
set of specifications.

3. Discuss Proposed Ordinance 10, Section 9.07/Park Dedication Requirements
The City Council is requested to consider proposed amendments to the park dedication
requirements in Ordinance 10, Section 9.07.
Attached is a residential and commercial/industrial schedule survey that was presented to the
Park and Recreation Commission at their January 21, 1999 meeting by one of the
commissioners. Also attached is the proposed ordinance land and cash in lieu of land
dedication requirements and also the calculation formula for a combination of cash and land
dedication.
Commissioner Grabowski will present the item to the City Council.
If the City Council is interested in pursuing an ordinance amendment, it will be necessary to
make a motion to order a public hearing with the Planning and Zoning Commission on
February 23, 1999.

Based on the analysis of over 20 park dedication formulations and in order to provide an
equitable fee schedule, the Andover Park & Recreation Commission recommends the
following ordinance change.
LAND DEDICATION REQUIREMENTS - Residential On Iv
(Inclusive of MUSA and non-MUSA districts)
.1 - .3 units per acre = 10% Land Dedication
.3 - 2.5 units per acre = 12.5% Land Dedication
2.5 - 5 units per acre = 15% Land Dedication
>5 would be .5% for each additional .5 units
Land dedication & density formula is based on total plat less wetlands and open space.
Land & Cash in Lieu of Land dedication formulations do not include trail easements.

AGENDA SECTION
The City Council is requested to a policy on maintenance of outlots and parks by the public.
This item became of interest with the Commission when the outlot located in Emerald Glen
located at the south end was being maintained by the adjacent property owners along with a
bridge that was constructed on the outlot.
The outlot is not designated as a park but as a drainage area. There are wetlands and
sedimentation ponds that do also exist within the outlot.
The concern from the Commission is liability of the outlots if the property owners were to
continue maintenance of the outlot. The Commission's recommendation is if additional
insurance is required to allow the property owners to maintain the outlot, then the property
owners should provide or pay for this coverage, not the residents of the City.
Note: If the City Council recalls, the property owners adjacent to the outlot were submitting a
plan on what they were going to maintain but that has not happened at this point.

Transportation System for Bikeway/Walkway Trails
The City Council is requested to consider an amendment to the Development Contract in
regard to the Comprehensive Transportation System for BikewaylWalkway Trails as requested
by the Park and Recreation Commission.
Currently, the requirement by the City for cost of constructing the trail is 50% City - 50%
developer. The Commission is requesting that the developer pay 100% of constructing the
trail if it is indicated as part of the transportation system indicated in the Comprehensive Plan.

review.

The City Council is requested to amend the assessment manual policies and procedures
guide in regard to assessing City park land (attached is Page 9 of the manual).
The Commission is requesting to clarify the manual so that existing parks when there is an
assessment that it be paid from the general fund and not be the commission's responsibility
from the Allocated Park Capital Improvement Budget or from park dedication funds.

Properties Not Assessed
Special assessments will not be levied against the properties
described as follows:
1. undeveloped lands having unbuildable soils and/or lying
within the flood plain of major drainage channels.
2. Drainage ponds (defined by public easements) and major
drainage ditch easements such as Cedar Creek and Coon
Creek. (CCWD and LRRWMO)
3. Cemeteries.
4. Railroad right-of-way and major transportation right-of-
way (i.e. rapid transit).
~5. City park land. (New Development Only)
Methods of Assessment
The City Council has in the past, in preparing assessment rolls,
used four (4) methods of assessments. Any combination may be used for
a particular project.
It should be emphasized that the special assessment method and
policies summarized herein cannot be considered as all-inclusive and
that unusual circumstances may at times justify special
considerations. Also, any fixed cost data and rates presented herein
will be adjusted from year to year by the ENR Construction Index.
1. Area: The area to be assessed is the total land area in acres
of a property, including street and utility easements, but
excluding those areas as described under "properties Not

7. Discuss Various Grant Programs Available for 1999 Round
The City Council is requested to discuss the number of grant programs that are available to
determine if staff should make application for them.
The concern the Commission has is that if the City applies for these a commitment from the
City Council to budget for the grants would be necessary.
The types of grants available for review is attached. The grant the City was awarded during
1998 for the construction of Phase 2 for Kelsey-Round Lake Park was the Outdoor Recreation
Grant Program. The Coon Creek trail constructed a couple years ago received a Cooperative
Trail Grant. These grants are very competitive so receiving them is an honor.
Other available grants are the Conservation Partners Grant Program and Environmental
Partners Grant Program.

1999 Grant Application Round
Enclosed you will find information on various grant programs available for the 1999 application
round. Included in the packet are program information sheets containing background
information, specific requirements for each program and program contacts. Please review the
materials carefully. For example, there are different dates for the submission of complete
applications and information is printed on both sides.
A series of public informational meetings on these grant programs will be held throughout the
state in January. Please see the enclosed green meeting schedule for the dates and locations.
If you are interested in applying for a grant, we recommend you return the Application Request
Eonn as early as possible. This will allow adequate time for DNR staff to discuss the project
with you and provide you with the appropriate application materials. Lead time may be required
to meet application requirements, such as holding a public hearing(ifrequired), having the
project reviewed for any required permits, completion of an appraisal, etc. The Conservation
Partners and Environmental Partnerships programs may be accessed by contacting the Region
Grant Coordinators listed on the information sheets for those programs.
Most of these programs are not funded at this time. Additional funding recommendations are
. subject to approval by the Legislature in the upcoming session. Initiating the application process
now provides more time for project completion if additional funding is approved.
The Legislature will also consider recommendations to increase the maximum grant amounts for
Outdoor Recreation Grants from $50,000 to $250,000 and for Conservation Partners and
Environmental Partnership grants from $10,000 to $20,000. Applications will be accepted for
the larger grant maximum amounts with the understanding that if the grant limits are not raised
projects will need to be adjusted.
Note..:. In a change from former policy, applicants for Outdoor Recreation and Natural and Scenic
Area grants may now receive funding for more than one project in any given grant period.
Applicants for the trail grant program may also receive funding for more than one project.

Provides matching grants to local units of government for up to 50% of the acquisition,
development and/or redevelopment costs of local parks and recreation areas.
Cities, counties and townships.
Park acquisition and/or development/redevelopment; includes, among others, trails, picnic
shelters, playgrounds, athletic facilities, boat accesses, fishing piers, swimming beaches,
campgrounds, and design and engineering (maximum of 10% of total project costs). Contact
the Grants Manager with questions about other eligible facilities.
Project proposals must include at least one eligible outdoor recreation facility and have a total
project cost of at least $10,000. Land proposed for development/redevelopment II1l1St be
owned by the applicant or be part of an acquisition project. Significant progress must be
completed on active projects before an additional proposal(s) can be submitted.
A maximum of 50% of the total eligible project costs not to exceed a maximum grant amount
of$50,000. The Legislative Commission of Minnesota Resources (LCMR) has recommended
that the maximum grant amount be raised to $250,000. Applications will be accepted for total
projects costs up to $500,000 with the understanding that if the grant limit is not raised,
projects will need to be adjusted. Costs must be incurred and paid for before reimbursement
can be made. Applicants are eligible to receive more than one grant.
Applicants must provide at least 50% of the total project through non-state contributions of
cash, materials, or in-kind services.
The Department of Natural Resources will review and rank applications during the spring
of 1999. Grant awards will be announced in the summer of 1999.
Funded projects must begin promptly after an agreement has been completed between the
State and the applicant. All components of the project must be completed by December 31,
2001.
To receive an application, please submit an Application Re<ple~t Form We recommend that
the Application Request Form be submitted before January 31,1999. The completed
application is due on March 31, 1999 to be eligible for this funding cycle.

Legislature of the Department of Natural Resources' funding request for this program,
reimbursement grant awards will be announced in July 1999.
The emphasis of this program Is to promote access between people and desirable
destinations, not to develop significant new recreation facilities. Its primary
purpose is to complete trail connections between where people live (e.g., residential
areas within cities, and communities) and significant public recreation facilities (e.g.,
parkS and other trails). Priority will be given to residential connections to state and
regional facilities. A secondary purpose is to link existing trail segments.
Provides reimbursement grants to local units of government for trail projects or serves as
a partial local .match" for a TEA-21 (formerly ISTEA) Enhancement Project.

must not be other state funds, Metropolitan Council Grants, or National Recreational Trail
Program (formerly Symms).
In most cases funding is only available through June 30, 2002. At that time, the project
must be completely developed and all billings submitted to the DNR. Pending approval
by the Legislature, this period may be extended for projects receiving TEA-21 (formerly
ISTEAl Enhancement funding.
Grants are reimbursable. Costs must be Incurred and paId for before
reImbursement can take place.

Program funding comes from a portion of the revenue received by the Federal Highway Trust Fund from the
Feaeral motor fuel excise tax paid by users of off-road recreational vehicles such as snowmobiles I off-road
motorcycles, all-terrain vehicles, and off-road light trucks. Approximately $800,000 will be availab e for
projects in 1999.
Motorized and non-motorized trail projects are eligible for funding.
-Maintenance/restoration of existing recreational trails.
-Development/rehabilitation of trailside and trailhead facilities and recreational trail linkages.
-Purchase and lease of recreational trail construction and maintenance equipment.
-Construction of new trails on federal (with limitations), state, county, mUnicipal or private lands.
-Acquisition of easements and fee simple title to property for recreational trails.
-Environmental awareness and safety education programs relating to the use of recreational trails.
-Redesign/relocation of trails to benefit/minimize the Impact to the natural environment
-Condemnation of any kind of interest in property.
-Construction of trails within federally designated wilderness areas (with some exceptions).
-Upgrading, expanding, or otherwise facilitating motorized use or access to trails flredominantly used by non-
motorizedlrail users pnor to May 1, 1991.on wl1ich motorized use is either prohibited or has not occurred.
All projects must be sponsored by a unit of government, preferably in coolleration with a local trail
organization. Applications will be reviewed bl( the Department of Natural Resources (DNR) and the state's trail
acfvisory council, the Minnesota Recreational Trail Users Association (MRTUA), With conSideration given to
MRTUA's recommendation, the DNR will make the final selection decision. If selected, the recipienfwill enter
into a contract with the State of Minnesota after required environmental documentation is completed.
Procedures for reimbursement will be guided by State requirements as well as those by the Federal Highway
Administration. The DNR will only reimburse work that takes place after completion of the contract (i.e.,
nothing completed before the contract will be reimbursed).
The Minnesota Recreational Trail Users Association has recommended the following priorities for 1999:
. Any eligible all terrain vehicle, off highway motorcycle, and off-road 4X4 truck projects.
. For snowmobile projects, first priority willbe given to trail enhancements such as shelters and
trailheads and trail modernization such as bndge replacement. Overcoming safety problems is a
plus. Second priority will be given to trail linkages to existing systems.
. For all non-motorized uses (florse, bike, inline skate, ski, and flike), priority will be given to trail safety
improvements and enhancement of existing trails, and trail linkages of less that a mile long.
. Projects that accommodate both motorizecfand non-motorized uses will be given special
consideration.
. Projects that involve urban youth corps workers such as the Minnesota Conservation Corps will be
given special consideration..
Fifty percent (50% I "cash match" for eligible elements of the project proposal is required. Neither this funding
source nor the cash match can be usedl'or in-house labor services andfor to meet existing payroll (i.e., only
contract services, materials and supplies are reimbursable).
Regional Trail Initiative Grants, and Cooperative Trail Linkage Grants are not eligible cash matches for
this program.
New for 1999, federal funds can be used as the cash match as long as the share attributable to the federal
government is less than 95 percent of the cost of the project.
A/so new for 1999, this program may be used in tandem with 1999 DNR Grant-in-Aid Agreements for new
development to pay for activities eligible under both programs (contract services, materials and supplies).
Project proposalS must result in at least $5,000 of reimbursement or no more than $100,000 of reimbursement.
Funded projects will need to begin promptly after an agreement has been completed between the State and
the applicant. Funding for these projects is only availaole through December 31,2002. All components of
the project must be completed by this date.
Grants are reimbursable, Costs must be incurred and paid for before reimbursement can take place.

The primary purpose of this program is to promote development of regionally significant
trails. Primary determinants of significance include length, expected use, and resource
qua lity lattractiveness.
Provides reimbursement grants to local units of government for trail projects or serves as a
partial local "match" for a TEA-21 (formerly ISTEA) Enhancement Project.
Cities, counties, and townships.
Local/area support must be demonstrated.
Land acquisition and trail development. Priority will be given to projects that provide a
useable trail. Land purchased with this fund will require a "perpetual easement for
recreational trail purposes," and trails developed with these funds will require a twenty-year
maintenance commitment by the project sponsor.
A maximum of 50 percent of the total eligible project costs. Minimum-$5,000. Maximum-
$250,000.
50% "cash match. for eligible elements of the project proposal. Neither this funding source
nor the "cash match. can be used for labor services andlor to meet existing payroll (I.e.,
only contract services, materials, and supplies are reimbursable). Match must not include
other state funds. Metropolitan Council Grants, or National Recreation Trail Program
(formerly Symms).
In most cases funding is only available through June 30, 2002. At that time, the project must
be completely developed and all billings submitted to the DNR. Pending approval by the
Legislature, this period may be extended for projects receiving TEA-21 (formerly ISTEA)
Enhancement funding.
Grants are reimbursable. Costs must be Incurred and paid for before reimbursement
can take place.

Program Purpose: These programs provide financial and technical assistance to local govemments
to improve water recreation facilities including; public boat accesses, fishing
piers, shore fishing, rivers recreation amenities and boat sewage pumpouts to
property dispose of sanitary waste from boats.
How It works: The DNR works with local units of govemments and provides technical and
financial assistance to improve water recreation opportunities. Typically the
local unit of govemment owns the property and the DNR cooperates in the
development.
Eligible applicants: Counties, cities, and townships, For pumpout grants and
both public and private marine facilities are eligible.
Eligible Projects: Projects that improve access to public water. It includes acquisition,
development and rehabilitation of water recreation facilities. Projects involve
site design and improvement, parking, boat ramps, landscape restoration, docks
and accessibility for people with disabilities. Shore fishing projects include pier
installation and/or shoreline improvements. Pumpouts include new or upgraded
pumpouts and dumpouts at boating facilities that are open to the public.
Priorities: Projects are selected based on criteria which include but are not limited to the
following: public demand, locations, present availability of facilities, game fish
present, size of water body, accessability, and sponsor donation.
Grant amount: Grant amounts vary for access development and shore fishing projects. Fishing
piers are up to $20,000 per project. Clean Vessel grants up to $10,000 per site.
Local Match: Match amounts for accesses are negotiable based on present availability and
need in the area. The level financial assistance fluctuates considerably
depending on the project scope, sponsor's need and the program's available
budget. Piers are ranked statewide with the amount of match being one criteria
for ranking. Clean Vessel pumpout/dumpout grants require a minimum 25%
match.

quality; and abatement of soil erosion. Research/Survey projects include but are not
limited to: monitoring environmental indicators; surveying plant and animal
populations; evaluating enhancement projects; and researching methods to conserve or
enhance fish, wildlife and native plant habitat. These research/survey projects must be
directly related to specific habitat improvement projects.
Grant amount A maximum of 50% of the total eligible project costs not to exceed a maximum grant

The City Council is requested by the Park and Recreation Commission to consider
establishing a Capital Improvement Replacement Plan.
For example, playground equipment does get outdated or old will eventually need to be
replaced. The City of Shoreview has a very aggressive Capital Improvement Replacement
Plan for items including parks, snow plows, reconstructing existing streets/watermain/sanitary
sewer, etc. that the City Council may want to explore in doing this.
As it stands right now, there is no replacement plan in place and equipment being replaced is
being paid from either park capital improvement budget, park dedication funds or CDBG
funds. The concern is that as the City continues to grow less money is being spent on parks
that need to be developed and more money towards replacement to meet ADA. With the
associations continuing to grow more emphasis should be spent on developing the new parks
to create more ballfields and play areas. For example, Shadowbrook East Park has been
graded for 2 baseball fields and with need of the fields for baseball, they should be developed
now so that they are available for the year 2000.

If time warrants, the City Council and the Park and Recreation Commission is requested to
discuss Crooked Lake Boat Landing and the problems Public Works is having in trying to keep
the ramp accessible for boats.
Some of you may already know this, but it is getting very difficult for individuals to launch a
boat due to all the silt that has created largely due to sediment getting into the lake and also
because the lake is aging.
The Minnesota Department of Natural Resources has indicated that the City can remove up to
60 yards of sediment from the lake without a permit but unfortunately that it will silt back in
almost immediately due to the large amount of silt at the north end of the lake.
City staff has discussed this with the City of Coon Rapids about the possibility of relocating the
boat access to the existing park located on Crooked Lake Boulevard. Although Coon Rapids
City staff likes the idea because it would encourage more people to use the park picnic areas,
tennis court and playground area, it may receive opposition from the adjacent neighborhood
with parking, etc. The DNR does not care if the access in Andover or Coon Rapids as long as
their is one.
We have discussed this relocation with the president of the Crooked Lake Association, Pat
Hellings, and the association does have reservations in regard to safety at the Coon Rapids
park and how the driveway and parking areas would fit with the existing playground area, etc.

area along the north side of Bunker Lake Boulevard and east of Crosstown Drive.
As you mayor may not know, there is an existing City park located in the vicinity of this
potential redevelopment area. The existing playground equipment is in desperate need of
being replaced as the equipment is outdated and does not meet ADA requirements.
