MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Vice Chairperson Strombeck on August 17, 2023, 6:00 p.m., at the
Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota.

APPROVAL OF MINUTES
June 1, 2023 Regular Meeting
Commissioner Shafto made a correction that she was present at the June 1 meeting.
Vice Chairperson Strombeck made a correction to make a note that the meeting was called
to order by Chair Widmyer, not Chair Lindahl.
Vice Chairperson Strombeck made a correction on page 3, paragraph 2, the Commissioner
name should be specified.
Motion by Stenzel, seconded by Newton, to approve the June 1, 2023 Park Commission
Regular minutes as amended. Motion carried unanimously.

Vice Chairperson Tracy Strombeck stated there were no changes or additions to the agenda.

ANDOVER COMMUNITY CENTER UPDATE —ADMINISTRATION
City Administrator Jim Dickinson updated the Commission on the comparable from 2022-
2023 for ice rentals, misc. revenue budget, capital outlay, overall facilities, etc. He also
updated that schedules for the fall and winter are done and have been distributed.
Vice Chair Strombeck asked if user prices at the ACC will be raised due to inflation. City
Administrator Dickinson updated that rates have been raised slightly.
ALSO UPDATE 2ND QUARTER
Mr. Baumunk explained that there was a tournament hosted in Pine Hills North Park by
someone loosely associated with one of the associations. There has been a bill issued to the
host of the tournament and reminded that to use the field for an event such as this, the
application should be filled out.
PARK DEDICA TION IMPROVEMENT FUND 2ND QUARTER REPORT - FINANCE
Mr. Baumunk explained that there have not been many updates since the last meeting.
Commissioner Stenzel asked if Hidden Creek North Shelter will be ready to go soon. Mr.
Baumunk updated that prep work has been done on the site and they should be in there by
early September. Commissioner Stenzel also asked why the Pine Hills North building
shelter is coming up as something higher than $50,000. Mr. Baumunk updated that the
$50,000 was added for design and engineering, but all the fees are included and do not
need to be added separately.
UPDATE OF NEWSLETTER PARK SURVEY
Mr. Baumunk updated the Commission on the results of the newsletter QR code. He stated
that there are only 7/8 this time. Mr. Baumunk outlined a comment concerning the sandburs
at Sophie's Park and updated that the City Council will discuss the CIP at their workshop.
There was another comment concerning the size of the equipment that was put in at Bunker
Hills Park.
Vice Chairperson Strombeck asked if making a soft landing is expensive or easy. Mr.
Baumunk stated that he would have to get the DNR involved to determine what all that
entails.
OUTSTANDING ITEMS
1. On -going Projects: Mr. Baumunk reviewed the remaining on -going items. He
updated that the playgrounds at Lunds, Hidden Creek, and Hills of Bunker Lake
West have been completed. He also updated that the staff has done a large pad
around the grill at Hawkridge Park. The Sunshine parking lot is finished and opened

back up. The feasibility study being done out at Prairie Knoll Park is waiting to see
what soil is underneath the building to determine next steps, the Architect has the
results and Mr. Baumunk should hear from him soon. The North Woods West
tennis courts need to get resurfaced soon, Mr. Baumunk is wondering if they want
to convert one side to pickleball courts. Commission unanimously stated they
wanted a pickleball court lines to be painted. Mr. Baumunk updated that a date for
the Movie in the Park is needed to be picked, open weekends are September 9, 16,
23'd. The Commission decided to have it on September 16th. Hidden Creek North
and Shadow Brook baseball fields are being worked on right now.
2. Other Items of Interest — Update of Pedestrian Trails: Mr. Baumunk Kelsey
Round Lake Boardwalk is still on schedule and should happen over the winter. He
updated that there has been some renewed interest on the crosstown trail going from
the railroad tracks to Prairie Rd. He also updated that there has been good contact
with the Mullencamp family concerning the trail along Coon Creek.
3. Parks Maintenance Update: Mr. Baumunk reviewed the maintenance report for
the season. All of the seasonal employees are finishing up now.

MINUTES
The Workshop Meeting of the Andover Park and Recreation Commission was called to
order by Vice Chairperson Strombeck on August 17, 2023, 6:27 p.m. at the Andover City
Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota.

DISCUSS 2024 PLAYGROUND REPLACEMENT
Parks & Streets Operations Manager Baumunk explained that this item is in regard to the
2024 Park Playground Replacement plan. One of the things that have been asked is what it
would cost to have exact replacements. Mr. Baumunk stated that it would cost around
$130,000-140,000. He took a look at the next playground that will be replaced in the
coming year and noted the similarities to all of them. He is wondering if there should be
some kind of standard put in place to decide what goes into these playgrounds. Mr.
Baumunk updated that he asked the mayor for a $200,000 per year budget. Financially, it
is not likely that they will get to 3 playgrounds per year. Mr. Baumunk updated that the
reason behind needing to replace these playgrounds is that the plastic is getting thin and
worn down, hardware on swings is old, among other things.
Commissioner Stenzel asked if it is possible to do an assessment on the playgrounds to
replace components rather than the whole playground being replaced. Making the price a
lot cheaper and doable. The Commission has decided they want the replacements to be a
la carte and not complete replacements for ease and cost reasons.
Commissioner Newton asked what other cities are doing. Mr. Baumunk updated that
Champlain has a quarter of the playgrounds compared to Andover, so they are able to make
replacements more readily and easily as they come up.

Mr. Baumunk stated there is an available grant from Gametime. It is a 100% match grant
of anything over $75,000. There are some sale item playgrounds that could be brought
down to the $75,000 mark. He will ask The City Council at their meeting on Tuesday to
get approval to apply.
DISCUSS PINE HILLS NORTH MULTIPURPOSE BUILDING
Mr. Baumunk explained that this item is in regard to the initial footprint of the building.
Mr. Baumunk explained the logistics of the building, including the covered shelter on the
right side, the service area for events in the center, and storage for soccer in the back. Mr.
Baumunk updated that the building will be cedar -sided and he is recommending a steel
roof. Mr. Baumunk stated that the cost for something like the sketch show, building -wise,
is $134,000, and $54,000 for the metal roof.
Commissioner Shafto asked if the storage could be made a little smaller and the concession
area a little bigger. Mr. Baumunk updated that the storage has to be a certain size to fit the
soccer association's trailer.
Commissioner Stenzel asked about having the capability to have food trucks due to the
high demand.
The Commission discussed placements, prices, and logistics of porta potties. Mr. Baumunk
updated that the associations pay for the porta potties, except for the one at Sunshine Park,
the City pays for that one.
Vice Chairperson Strombeck asked if the City Council can be invited to see the topography
and all the other stuff at the building site so they can visually see for themselves and answer
some of the questions they may have.

The Workshop Meeting of the Andover Park and Recreation Commission was called to
order by Vice Chairperson Widmyer on August 17, 2023, 6:00 p.m. at Pine Hills North
Park, 3535 161" Ave NW, Andover, Minnesota.

EVEULATE POSSIBLE LOCATIONS FOR PINE HILLS NORTH SHELTER
The Parks & Recreation Commission members met on site at Pine Hills North to evaluate
potential locations for the proposed shelter. After walking the site, the consensus of the
group was a location just north of the south parking lot. This space would allow it to have
plenty of space around it for things such as yard games and possibly food trucks.
Commissioner Stenzel stated that he sees many events where people are having food trucks
come in for it, so planning space for that would be a good idea.

SUBJECT: 5. Consider Park Name — Fields of Winslow Cove Park
DATE: October 5, 2023
INTRODUCTION
The Park & Recreation Commission is requested to consider the naming of the park located in
the Fields of Winslow Cove addition.
DISCUSSION
Naming of a park typically takes place during the platting process. Although the park located at
15247 Larch St NW in the Fields of Winslow Cove was platted as a City Park, a name for the
park was never decided upon. Attached is the City of Andover Policy for Naming and Renaming
of Parks, Park Facilities, and Trails for your reference. Criteria that may be used for determining
an appropriate name for the new park can be found under Section III. There is also another park
that will be located in a future addition for this development on the west side of Prairie Rd. The
future park should be kept in consideration when deciding on a name for this park.
Attached is an aerial photo of the development including the location of the park located in the
1st addition, and the approximate location of the park located in a future addition in the Fields of
Winslow Cove.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider the naming of park located in the
Fields of Winslow Cove addition.

Policy for Naming and Renaming of
Parks, Park Facilities and Trails
I. Introduction
The selection of a property name for a park, park facility and trail is a thoughtful process
which requires careful analysis. The policy and procedure has been adopted by the City of
Andover to provide the proper procedure and guidelines for any naming or renaming of said
amenities.
II. Procedure
Original naming of a park, park facility and trail will be done as part of the platting process
guided by the City of Andover's subdivision ordinance. Subsequent renaming will use the
following procedure:
1. Staff, Council, Advisory Body or any Andover resident recognizes and requests the
naming of a park, park facility or trail.
2. Staff will perform a background investigation of the request and then distribute the
request to the City Council, upon review, send to the Parks & Recreation Commission
for review.
3. The Park & Recreation Commission will discuss the merit of the name and make a
recommendation to the City Council.
4. The recommendation will then be place on the next regular City Council meeting for
consideration.
III. Park, Park Facility and Trail Namina Criteria
Listed below are some of the criteria that may be used to determine the appropriate naming
or renaming of parks, park facilities and trails.
1. The name of the subdivision associated with the park, park facility or trail.
2. The name of the neighborhood in which the park, park facility or trail is located.
3. The street name adjacent to or closely identified with the park, park facility or trail.
4. The name of a local interest point, or local focal point near the park, park facility or trail.
5. The name of an event or historical occurrence associated with the park, park facility or
trail.
6. The name of a person who donates a major part or all of the land for the park, park
facility or trail.
7. The name of a person of significant stature within the community (with the permission of
the honoree, immediate family or designated representative). He/she must adhere to at
least one of the following credentials and complete a waiting period of at least six
months from the conclusion of service or time of death:
a. At least 10 years of local service to the community.
b. Shown outstanding assistance or support of the local park system.
c. Major financial donor to the park system.
d. A historical figure or family.
e. A local born or raised person of historic, statewide or national importance.
IV. Final Determinations
The City Council reserves all rights in the naming or renaming of all parks, park facilities and
trails.

ON -GOING PROJECTS —
• Sunshine Park Parking Lot - This project has been completed.
• Staff continues to work on feasibility and design options for the Prairie Knoll Park
Building with RJM Construction and JLG Architects. Options include what is more cost
effective, adding a second story or expanding the footprint. Soil borings were done to
help determine what type of improvements would be most feasible.
• Hidden Creek North Shelter — The concrete pad, footings, and sidewalk are complete.
Materials for the shelter have been delivered and we are currently waiting for the
contractor to start the installation.
• Parks staff have started working on repairs on the outdoor hockey rinks. Grade work was
also done in preparation of the ice-skating loop around the baseball field at Hidden Creek
East Park.
UPDATES FROM PREVIOUS MEETINGS
Northwood West Tennis Courts — Bids are being sought for resurfacing the courts.
Staff have only been able to secure one bid and continue to work on obtaining a second
bid.
Movie in the Park — The event went very well and had an estimated 150-200 in
attendance.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails - 2023 -- Kelsey Round Lake Park Trail. The design
work has been finalized on the boardwalk replacement. The design was done by
Matteson MacDonald and Young Inc, who designed the boardwalk along Crosstown
Blvd. City Council awarded the bid to Peterson Companies for the project.
The CIP identifies a budget of $230,875 in which $125,000 was to be funded by
American Rescue Plan Act funds and a maximum of $105,875 from the Minnesota
Department of Natural Resources grant. Due to the fast rise in construction costs the
low bid came in at $265,285 then with permits and other additional costs have a total
project cost of approximately $270,000. The additional $39,125 would also be funded
from the American Rescue Plan Act funds (total from ARPA $164,125).
• Pine Hills Multipurpose Building — Engineering staff will be working on survey
work on the potential new location by the south parking lot as identified by the Park &
Recreation Commission at the site visit.
• New Trail Segment Along Coon Creek — The proposed new trail segment along the
Coon Creek needed easement acquisition from the Mohlencamp property for this
segment to move forward. Staff have had positive discussions with the family
overseeing the estate and are working together on the next steps in the process.
• GameTime Playground Grant — The application has been submitted, accepted, and
orders for the 2024 equipment will be made once authorization is approved by City
Council. This item is on the October 3'd City Council meeting agenda.
• Playground Wood Fiber Mulch Top Offs — Staff have 12 of the playgrounds
scheduled for wood fiber mulch top offs. We are doing more than the usual number of
5-6 playgrounds this year to get caught up. This is done to maintain a safe depth of
mulch.

Staff recommends the Commission continue reviewing the City Council meeting minutes that

Weekly Parks Maintenance Update
8/18/23
• Trash and Recycling cycle was completed.
• Mowing Cycle was completed.
• Infield work at Hidden Creek North Baseball field was finished including prepping the
site for the new shelter addition.
• Completed the sod removal and ball field ag lime additions at both baseball field at
Shadowbrook Park.
• Assisted a resident with determining drainage elevations on his property that backs up to
a City Park.
• Fog sealing of trails was completed.
• Seasonal staff have all finished for the summer.
8/25/23
• Trash and Recycling cycle was completed.
• Mowing Cycle was completed, grass is growing very quickly in this weather.
• Extra time was spent sweeping excess grass in multiple areas due to the rapid growth
lately.
• A broken climbing feature at the Lions Park playground was removed and that section of
the equipment boarded up. Waiting for replacement parts.
• Irrigation work continued.

• Trash and Recycling cycle was completed.
• Mowing Cycle was completed, grass is growing very quickly in this weather.
• Extra time was spent sweeping excess grass in multiple areas due to the rapid growth
lately.
• Department was short staffed all week, mowing and trash were primarily the only
maintenance items.
• Took delivery of a new John Deere sidewalk/ice rink machine with a snowblower and
broom.
9/08/23
• Trash and Recycling cycle was completed.
• Mowing Cycle was completed.
• Extra time was spent preparing ballfields for a weekend tournament.
• Grade work was completed at the east Sunshine Park entrance to improve drainage.
9/15/23

• Grade work at Hidden Creek North was completed in preparation for the ice-skating loop
staff is trying to create this winter.
• Picnic tables were delivered to the CC parking lot for the Fire Dept. open house event.

SUBJECT: A. Discuss Tree Lighting Options

INTRODUCTION
The Park and Recreation Commission is requested to discuss options on doing a lighted tree and
possibly a lighting ceremony this winter.
DISCUSSION
Staff is seeking direction from the Park & Recreation Commission on what they would like to do
for a tree or other options for this holiday season. If a tree lighting ceremony is desired, staffing
considerations and details of activities at the event must be discussed.
BUDGET IMPACT
City Council has set the budget for programing related events at $10,000. There is approximately
$8,700 remaining in that budget to utilize for this item.
ACTION REQUIRED
The Park and Recreation Commission is requested to give staff direction on tree lighting options.
