Request:
The Economic Development Authority Board is requested to adopt the attached resolution designating the
Official Depositories, supplemental depositories of investments and empowering the City Finance Director
with the approval authority for the investment and collateral transactions, The Board is also requested to
\ empower the City Treasurer with the authority to deposit, transfer or disburse funds as approved by the
/ Board,
Background:
The attached resolution is similar to the resolution approved by the Andover City Council each year for the
safeguarding and management of City funds, The separation of the T,LF, fund transactions and any other
EDA fmancial transactions from regular City business will be accomplished through the enactment of this
resolution,

A RESOLUTION DESIGNATING DEPOSITORIES OF ECONOMIC DEVELOPMENT
AUTHORITY FUNDS AND SUPPLEMENTAL DEPOSITORIES OF ECONOMIC
DEVELOPMENT AUTHORITY FUNDS FOR INVESTMENT PURPOSES ONLY.
WHEREAS, Minnesota Statutes, Section 118 sets forth the procedures for the deposit of public
funds which include requiring the Economic Development Authority Board to annually designate the
official depositories for Economic Development Authority funds and manage the collateral pledged to such
funds; and
WHEREAS, other [mancial institutions are, from time to time, able to pay the Economic
Development Authority Board interest rates on deposits which are greater than can be obtained from the
official depositories,
NOW, THEREFORE, BE IT RESOLVED that NOIWest Investment Services Inc,; the
Minnesota Municipal Money Market Fund; Firstar Trust Co. of Minnesota; US National Association; Juran
and Moody, Division of Miller, Johnson and Kuehn, Inc,; Prudential Securities, Inc,; Dain Rausher Inc.;
Piper Jaffray Inc,; Soloman Smith Barney Inc,; PaineWebber Inc,; and Investment Emporium in
conjunction with Royal Alliance Associates, Inc. be designated as depositories for 1999 for investment and
cash management purposes only,
/ BE IT STILL FURTHER RESOLVED that the Finance Director of the City of Andover is
hereby authorized to place investments. transfer funds between said investment institutions, release
disbursements prepared by the City Treasurer and approved by the Board and is designated to approve the
release and acceptance of all collateral to be held in conjunction with funds on deposit with authorized
institutions,

The Economic Development Authority (EDA) is requested to appoint a Treasurer and Assistant
Treasurer to replace Bonnie Dehn and John Kunza on the Board of Commissioners. The EDA
may also want to consider reappointing the officers of the EDA as appointments have not been
made since 1997. Attached is resolution 006-97 indicating current office positions. Also
attached is a resolution for EDA adoption once the positions or officers have been decided.

Craig Churchward, Senior Landscape Architect from Short Elliot Hendrickson Inc. (SEH) or a
member of his staff will make a presentation on the potential options for the EDA to consider
for the landscaping portion of the project for the reconstruction of Bunker Lake Boulevard.
The presentation is being made to the EDA just in case there may be some interest to use Tax
Increment Financing (TIF) for the landscape portion of the project. If not, the improvement for
the landscaping would be carried through the City Council.
City staff and Mayor McKelvey along with Councilmember o rtle I and Council member elect
Jacobson attended the discussion with the County Engineer Jon Olson and Commissioner
, Dennis Berg to discuss options for landscaping. Based on that discussion. it basically came
, I
down to that the City will be required to follow the Anoka County Highway Department policy
for any plantings in the boulevard (plants, trees, shrubs, etc. will not be allowed to exceed a
certain height), See attached policy from the Anoka County Highway department.
The types of plantings, brick pavers for the center medians, etc. will be presented at the
meeting along with estimated costs.
If the EDA is interested in the landscaping project but not the funding, this item will be
forwarded to the City Council for their review and approval of the feasibility report and the
ordering of the plans and specifications at their January 19, 1999 City Council meeting.
If you have any questions, feel free to contact either Scott Erickson or myself.
Note: If the EDA and/or City Council commits to the project there will also need to be a
discussion regarding other ongoing maintenance of the plantings, etc. which will be the
responsibility of the City.

POLICY ON CENTER MEDIANS
,
Due to increasing pre55ur~ from urban cities in south Anoka
County to supply plan~in9s in medians on county road~ and
county state aid highways; and
~ecause the county has installed plantings in these areas in
the past w~th very poor results, and
Because the County does not have sufficient staff to maintain
these areas to the leve~s'necessary for them to be attraotive.
This policy has been developed.
1) In urban type construction The County of Anoka will provide
at no cost to the city or cities involved in a project
eoncrete median finished as a broomed surface ~imilar to
standard walk. In rural areas either concrete medians or sod
medians will be provided.
i " '\ 2) Tho County of Anoka will provide apeciQl hard sur~acing as
, i requested by the city or oities involved, which will bo bid as
an alternate to standard concrete median. This will be done
under the fol~owing conditions:
a) The city must identify the alternates desired in
writing to the County.
b) The alternate cross section and special provision
must be supplied in writing to the county by the
city. ' .
c) The alternate design mu~t be submitted to the County
early in the design process and will not be addad to
the plans late in the design process.
el) The city must agree to maintain the alternate system
weed free from April ~5 to November ~.
e) The city shall provide proper traffio control in
in accordanoe with Appendix B of the Uniform Manual
.' on Traffic Control to close one lane adjacent to the
work area during maintenanoe operations.
f) Alt9~ates under this section sh~ll be h~rd surfaced
such as:
1) brick pa.vers.
2) sta.mped colored concrete.

3) The County will include plantings in median areas wider
than ~o teet under the tollowing conditions:
a) The median.area pehind ~he curb shall he depre~~ed
to provide for the plantinq area. This is to
promote additional snow storage area and to provide
additional visibility over the plantings.
b) Any hara surfacing behina the curb shall add to the
minimum width of medians where planting~ will be
allowed. For example if there are 2 feet of hard
surface behind the curb on each side, the minimum
median width will be 2 teet + 2 ~eet + ~o teet or
14 feet.
c) The city shall pay for the design of the plantinqs
which will be accomplished by a consultant under the
direction or Anoka county. The fee charged by the
consultant shall be passed through to the city ~s
part of the cooperative agreement.
d) No plantings will be allowed which will exceed the
top of curb by more than 2'6" and shall be
maintained 'by the city at that height or below. The
County will remove any plant or plan~s exceeding
." \ that height.
I', / e) The city shall be responsible to maintain all
medians in which there are plantings in a weed free
condition from April 15, to Novelllber 1. of e~ch year.
f) No plantings will be allowed unless the city agrees
to pay for the design, installation and maintenance
of an underground watering system which covers all
area~ which are not hard surfaced. The water system
shall be automatic and Shall water the medians two
or three times per week between the hours of 1:00
A.M. and 5:00 A.M. The system shall.have an
autonatic cut-out Which will not all~w watering when
the air temperature is be10w 40 degrees Fahrenheit.
go) The city shall provide proper traffic control in

County at anytime may remove all plantings and

right of way exists as measured from the centerline of
the road.
