SEPTEMBER 20, 2005 - MINUTES
A Meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, September 20,2005,6:02 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Present: Commissioners Don Jacobson, Mike Knight, Ken Orttel, Julie
Trude; Voting resident members Joyce Twistol and Robert Nowak
Absent: Edward Schultz, Advisor to the EDA
Also present: Executive Director, Jim Dickinson
Community Development Director, Will Neumeister
City Engineer, Dave Berkowitz

APPROVAL OF MINUTES
June 28, 2005: Executive Session: Correct as written.
September 6,2005: Regular Meeting: Correct as written.
MOTION by Ortte!, Seconded by Jacobson, approval of the Minutes as written. Motion carried
unanimously.
UPDATE ON ANDOVER STATION NORTH
It was noted that staff has received a site plan drawing from Louis Rudnicki showing how he
would propose to create a separate parcel for his dance studio. He also proposes a few tenant
spaces that would be leased out. Mr. Rudnicki would build approximately 8,170 square feet of
retail space, and the drawing shows an additional 19,000 square feet are possible on the site
adjacent to Bunker Lake Boulevard. Staff continues to market the site adjacent to Bunker to
other retail shopping center developers.
Mr. Neumeister updated the Commission on the progress.
Commissioner Knight stated they have never had a project where they have buildings set next to
each other at the lot line. Mr. Neumeister stated they are also going to be doing this on the Casey
proj ect.

Commissioner Twistol wondered what the downside would be. Mr. Neumeister stated the only
negative thing would be the possibility of not having visibility from the road to Site 3.
Mr. Neumeister stated Mr. Rudnicki will need to come forward with information regarding the
safety of the dry cleaners.
Mr. Berkowitz reviewed Jay Street progress with the Commission.
Commissioner Knight stated they will need to guarantee some aesthetics for this area if they are
going to get any restaurant site. Mr. Neumeister explained how the Casey building will probably
look.
Mr. Neumeister explained they placed an ad in the realtors guide and it will run for three months
III a row.
Commissioner Knight wondered if they are looking for more of a general sit down restaurant.
Mr. Neumeister stated the realtor he has talked to indicated the lack of a lunch crowd for a sit
down restaurant to be profitable during the day so they may need to have a specialized restaurant
being open at night.
, The Commission discussed with staff different types of restaurants that would be acceptable.
LETTERS OF INTENT/PURCHASEAGREEMENTS UPDATE
Mr. Neumeister noted staff continues to pursue the receipt of letters of intent for Andover Station
North daily.
OTHER BUSINESS
. Review Request/Lineburg Manufacturing
Mr. Neumeister stated staff has received a call from Lineburg Manufacturing related to whether
the EDA would sell their business a parcel ofland in Andover Station North.
Commissioner Orttel wondered where Lineburg wants to purchase property. Mr. Neumeister
thought they could mirror the Casey building and purchase north ofthat property.
Commissioner Jacobson wondered about the Casey II site for the property. Mr. Neumeister
thought after Mr. Casey built up the Casey I property, he would develop property II.
The Commission discussed possible areas in the development for this business.

Commissioner Jacobson stated he would prefer a building like this to be on the back lots facing
the power lines.
Mr. Neumeister reviewed the land transfer between Bruggeman, the EDA and Povlitzkis'.
Commissioner Knight thought Culver's might be better developed in the northern area by the
ballfield.
The Commission discussed with staff the possibility of adding another ballfield on the Play
Ventures site and putting Culver's in front of it.
Mr. Neumeister wondered where they should put a monument sign on the south end off of
Bunker.
The Commission thought they should put it on the southeast side of the Oppidan I property.
Motion by Jacobson, Seconded by Orttel, to adjourn. Motion carried unanimously. The meeting
adjourned at 6:47 p.m.

INTRODUCTION
Each week progress is being made on construction and marketing of this rather large piece ofland that
has many complexities. The water and sewer have now been installed in Block 3. The curb and gutter
and street are not far behind.

Some ofthe recent inquiries that we have had regarding the land for sale in Andover Station North include:

INTRODUCTION
There have been no new "Letters of Intent" received related to anything in Andover Station
North.
DISCUSSION
Recent discussions with a potential developer/purchaser has yielded a verbal indication that a
letter of intent will soon be prepared for the site at the Northwest comer of Hanson and 139th
Avenue. No discussion is needed.
ACTION REOUESTED
Informational update on any recent "Letters ofIntent"; no action needed.
