This photo illustrates a bolt that is protruding too far
through the nut. There is a danger to children. If they
hit their head on the bolt, it could cause a severe
wound.

Photo illustrates a merry-go-round. Add more sand
around the bottom. The path around is worn enough
that a small child could trip and get caught beneath
the spinning merry-go-round.

Photos illustrate 3 spring toys and a digger. All units
are positioned in sand. To provide accessibility a
minimum of 1 spring or digger should be on an
accessible route. The dinosaur and the motorcycle
have handles on them for extra s~fety. These handles
make them usable. The problem is that there is no
route to the play units. There is no way for a
wheelchair to get to the units. Additional
improvements include a route.

Photo illustrates a composite play. The 8-event
structure is not accessible. It is recoilllnended that an
accessible route and transition tier be added along
with accessible surface material.

The structure is in need of maintenance. Paint is
chipping, S-hooks are bent, and the wood clatter
bridge and steps are very worn. These are numerous
locations of entrapment and entanglement.

The black piece is crooked and easy to slip off of.

the clatter bridge. These are tripping, pinching, or
entrapment hazards.

The board is loose because it is missing a nut and bolt
at one of the ends. This could cause a tripping,
slipping, or entrapment hazard.

tightened. There is no. accessible route here.

seats are 3 feet above the ground, which makes them
unusable without adult supervision. There is a rigid
swing unit, which should be replaced with a strap
swing. At the time, one strap swing is missing.

The depth is 3-4 inches deep, approximately 9 inches
is appropriate. This amount of sand does not provide
an adequate cushion to children who may fall.

spouses of children. He didn't feel that was the intent, thinking in-laws and siblings should be
considered. There is also a group of people east of Crosstown who are asking the area be allowed
for hunting because it is still basically rural. Mr, Carlberg stated the item of who should be allowed
to get hunting pennits for areas south of l6lst could be brought back to the Council at the next
meeting for consideration, Any change in the boundary, however, probably would not take affect
until next year.
Ballfields at the new Senior High - Mayor McKelvey asked that research be done on what it will take
to remove the Ag Preserve designation for the property west of the new high school so the ball fields
can be constructed on them. Attorney Hawkins stated he will look at the procedure and whether or
not there is an acreage limitation on the amount of land that can be removed for public need.
October 12 Metropolitan Council Operations town meeting - Mr. Carlberg asked if the Council
wanted to speak at that meeting or should he represent the City. He also asked for clarification on
what should be said at that meeting, The Council had a concern that comments made at that meeting
would not jeopardize the City's Comprehensive Plan negotiations, The Council agreed to schedule
I that evening as a special meeting and agreed to discuss the issues to be raised at the special meeting
on October 10.

The City Council is requested to discuss the possibility of a skateboard/rollerblade facility at
the parcel south of the WDE site and Sunshine Park.
A skateboard/rollerblade facility is being proposed and is shown on the WDE plan, which will
accommodate the users at the south end of the City. This facility at the WDE site will need to
be approved by the EDA. A facility at Sunshine Park will help eliminate problems that have
, occurred at the elementary and middle schools and also at the City Hall/Public Works facilities.

Discuss the Use of Park Capital
Improvement Budget
Every year the Park Commission and the Public Works Division try to increase the capital
overlay amount in the parks budget. There is usually not a lot to work with; in the last
five years it has averaged $38,500.00 per year. I would like to see this money used only
for improvements of parks where equipment is past prime and/or unsafe within the park.
We have suggested for the last few years to have money put into the Parks Maintenance
budget to do these types of replacements or repairs, but there have not been funds
available to do so. This is why I am suggesting the capital outlay money be used this
way and the dedication of funds be used for the development of new parks, along with
grants and other funds.
We have made large strides in bringing our parks up to ADA Standards. The Parks
Commission working together with Engineering and the Parks Department would pick out
and redesign older parks with input from area residents as they have always done.
However, if these redesigned areas could be planned a year in advance of installation
the total package could be put together with less chance of missing something and our
cost estimates would be within budget. We have to slow down and put more quality in
the product.

Park System
As I understand, the Park Board would like to see the addition of a full-time employee in
the Parks Maintenance Department. Mr. Kevin Starr, Parks Supervisor, has also
requested one more employee in the 2001 budget. I feel at this time we do not need
another full-time employee in the Parks Department, but fully recommend to increase the
part-time summer help to six people, which we now budget for three. These people work
60-100 days and are spread over a course from early spring to late fall. There is no
question in my mind that as we continue to add more parks and trails, that a full-time
person will be needed, but we have to make sure there is year round work for such
personnel.
Mr. Starr and I will address additional Parks Maintenance personnel again for the 2002
budget.

DNR grants that were awarded to the City. If the City Council and Commission recalls, one
grant was for an underpass at Bunker Lake Boulevard NW and the railroad tracks and the
other was at Hanson Boulevard NW at the Andover Elementary School.
There is some question as to how the underpasses are to be funded by the City. The City has
, received a letter (see attached) from the Anoka County Park and Recreation Department
/ informing the City that financial assistance from the County will not be available at this time.
The grant awarded for each project is $50,000.

Re: CSAH 116 Pedestrian Tunnel
Dear Mr. Erickson:
Thank you for your recent letter regarding the city's plans to install a pedestrian tunnel under CSAH 116,
near Bunker Hills Regional Park. I was pleased to see that you have secured a $50,000 grant from the
Department of Natural Resources for this project. Congratulations on your continued success in the trails
funding area,
I agree with your assessment that the county and the city have enjoyed a good working relationship in the
area of parks and trails development. The Bunker Lake Boulevard trail (Central Anoka County Regional Trail)
development project is a case in point. Already the trail is seeing significant use by the public for recreation,
as well as, for transportation purposes to and from local commercial centers. Upcoming improvements in
the park, including a new internal trail link to the regional trail corridor, will further enhance access to the
park by Andover residents. As you know, this project will include a tunnel under the BNSF railroad line,
providing safe pedestrian flow across the park. An additional $4.8 million in regional park funding is also
anticipated in the next 4-5 years - completing the redevelopment of Bunker Hills Park for the benefit of local
and regional residents.
Related to your request for assistance on CSAH 116 tunnel, I am sorry to inform you that the county does
not have any funds available at this time. Since the tunnel is not a component of the approved regional trail
corridor master plan, the project is not eligible for funding under the Metropolitan Parks capital
improvements program. Similarity, the county parks and recreation department has not programmed any
funds for the project, since it lies outside of the regional park boundary. I also spoke with Jon Olson, County
Highway Engineer about the possible use of highway funds for your project. He informed me that all capital
dollars for highway projects have already been allocated to specific county highway improvements identified
in the county's comprehensive transportation plan.
Again, I apologize that I can't be of more assistance to you at this time. I trust that you will be able to move
forward with the project and to utilize the funds which have been made available by the Minnesota DNR.
The project would be of great benefit to local residents by linking the Andover trail system to the regional
park facilities.

any plat getting preliminary plat approval after the date of publication of the ordinance; and that it
would apply also to any plat that has been preliminarily approved by that date that does not receive
final approval by the City Council within 12 months of that date. M?tion carried unanimously.
APPROVE TRAIL FEE REQUIREMENTS, CONTINUED
Mr. Erickson reviewed a map of the proposed off-street trails that would be located in the City and
the phasing of construction. Based on 40 miles of trails still to be constructed, it calculates to be
approximately $385/unit if the development cost is evenly distributed between exiting and future
residential units. The calculations assume some grants will be received, though that is not a
guarantee. The fee would go toward the development of those trails as planned on the map.
The Council noted the phasing calls for only 8 ~ miles in the next 10 years, leaving the remaining
38 miles for the 10 years after that. The cost of the pedestrian bridges included in the cost of
development was questioned. It was also suggested it would be a benefit to tie the trails to the new
county regional park in the northwestern portion of the City, though it may have to be some river
crossmg. Discu~sion was then on the justification for a trail fee and determining what would be
tbe appropriate fee for residential areas. Attorney Hawkins advised this would be a trunk charge
for installing the basic trail system within the City. He felt the calculations are legally defensible
based on the comprehensive trail plan for the entire City. Mr. Erickson stated sidewalks are an
internal issue and would be charged to the developer, Mr. Fursmanalso acknowledged the proposal
means the new residents will end up paying a greater share of the trail costs than the existing
residents. It is a new fee.
Jerry Windschitl, Chesterton Partnership, stated to the best of his knowledge, the trail fee being
proposed is one of the more aggressive in the metropolitan area. The only way this analysis will
work is if the City actually builds the $5,754,000 worth of trails. Ifnot, the analysis falls apart and
it ends up tbat the new residents will be paying for the entire trail system. Realistically, the only way
to raise that kind of money is to float a bond issue. If that is done, it would mean that the new
residents would be paying not only park dedication and the trail fee, but the cost to repay the bond
as well, which is paying for the same thing twice. He felt this proposal severely penalizes the new
residents of the City. Councilmember Orttel noted many of the trails are in the rural area, which
is very expensive. Again, he didn't think the costs for the road crossings should be included in this.
Chairperson Blackstad noted commercial development will pay 100 percent of the trails, which is
why a trail fee is not proposed for that development.

DISCUSSION: Several Councilmembers felt the proposed $385 per unitwas too high.
Winslow Holasek understood the proposal of the fee based on 40 miles of trail; however, he
questioned the location of the trail along the railroad tracks, especially because of the proximity of
Hanson Boulevard and Prairie Road. He felt that is a bad place for a tr,:ail, which encompasses about
one-third of the trail system. The Council tended to agree, suggesting Staff look at that again.
Attorney Hawkins advised the trail fee would be collected at the time of the final plat.
Councilmember Jacobson amended the motion to change the price to $300 per unit and to eliminate
the words "Mobile Home". (Resolution R097-99) Seconded by Johnson. Motion on the amendment
carried on a 3- Yes, 2-No (McKelvey, Orttel) vote. Motion on the amended motion carried on a 3-
Yes, 2-No (McKelvey, Orttel) vote.
Motion by Orttel, Seconded by Jacobson, that the trails fee to become effective for any plat getting

DISCUSS POLICY CHANGE ON NEW RURAL RESIDENTIAL STREET AND UTILITY
PROJECTS
Mr. Erickson asked for direction regarding the City's current practice in the construction of streets
and storm sewers for rural projects. That policy allows rural developers to construct the streets and
storm sewers for their development, and the City does some inspections. They have increased
inspections but are still running into issues regarding the quality of the project. The contractor is
working for the developer; and when there is a controversy, it is difficult to get it resolved. He asked
the Council to consider having the City contract for the construction of these improvements. It is
felt the quality control for the improvements would be enhanced because the contractor would be
\vorking for the City. He talked with Byron Westlund of Woodland-Development who does a lot
of rural projects. Mr. Westlund is receptive to trying this on a trial basis.
The Council discussed the possibility of increasing the fees for inspections and to do them more
often rather than contracting for the improvements. It's not as important that the City do it but that
the project get done right. Mr. Erickson stated that could be done but felt someone else would have
to be hired to do so.
The;: Council wanted to see the cost difference and suggested Mr. Erickson work with Mr. Westlund.
Mr. Erickson stated the fee schedule can be adjusted to be sure the City's costs are covered. The
Council agreed.

The City Council is requested to approve the propose dollar amount that has been established
and is being recommended by staff and the Park and Recreation Commission, A resolution is
attached for the City Council's consideration.
If you recall, staff had anticipated 40 plus miles of trail remains to be constructed which
calculates out to be a little over $385/unit if the development cost is evenly distributed between
existing and future residential units. Keep in mind there was about $5,754,000 of
improvements that yet have to be made to build a trail system of some sort which came out to
$817 per unit. But obviously these new residents could not be expected to pay the total cost
of the improvement and some of the costs should be the responsibility of these homes that are
/ already here which is about 53%. Therefore, the new residents moving into the City will bear
about 47% which figures out to be $385.
The difference of $817-$385 which is $432 will need to be paid for by a combination of types
of funds such as park dedication, park capital improvement budgets, municipal state aid funds,
TEA 21 funds, TIF, general fund, various grants, etc.
The Park and Recreation Commission is recommending that new commercial/industrial
developments be responsible for 100% of the costs of an adjacent trail if the trail is proposed
as part of the adopted comprehensive plan.
We don't anticipate alot of new commercial/industrial development areas. See proposed draft
of the comprehensive plan which is available in the Planning Dept.. Also, an off-street
comprehensive trail plan is included in your packet for review.

APPROVE RESOLUTION SETTING TRAIL FEES FOR THE YEAR 2000
Park and Recreation Commission Chairperson Dave Blackstad stated the calculations made last year
for the development of the City's trail system indicated a cost of $450 per lot. The proposal is to
increase the per-lot trail fee from $300 to $350 per unit in 2000.
Motion by Knight, Seconded by Johnson, the Resolution as presented. (Resolution R270-99)
Motion carried unanimously.
SCHEDULE ADMINISTRATOR REVIEW
The Council agreed to meet on Tuesday, December 28, 7 p.m. for the review of the City
Administrator.
SET CITY COUNCIL WORKSHOP DATE
The Council agreed to schedule a workshop on T,!.1esday, January 11, 2000, 7 p.m. at the City Hall
to discuss the Hamilton Square assessment/IP97-26A, the multiple housing policy, the water quality,
and to receive the Public Works land update.
FINALIZE 2000 WAGE ADJUSTMENTS
Mr. Fursman reviewed the procedure used in bringing the wages up to the median of other cities
under population of 25,000 and how each person was placed within the step program. The
administrator pay did not have the 3-percent COLA factor added to it. For most positions, the
increase in the step program means the individual actually goes backwards a step or two to limit the
mcrease.
Motion by Jacobson, Seconded by Johnson, Item 19 as presented. Motion carried unanimously.
ADOPT 2000 GENERAL FUND BUDGET AND 2000 TAX LEVY
Councilmember Orttel stated the Council had said it would review the budget after the public
hearings. He felt it is important to discuss this and not have it approved on the Consent Agenda.
Another issue he was concerned with is in his mind the budget is a financial document, not a policy
I document. Jjust because an item was included in the budget does not necessarily mean it is
automatically approved when the budget is approved. He felt those items still need to come before
the Council to be acted upon individually. Councilmember Jacobson argued those items should be
discussed when the budget is reviewed line by line. He agreed, however, that the budget is a

Approve Resolution Setting Trail Fees for the Year 2000

The City Council is requested to approve the resolution setting trail fees for the year 2000 as
recommended by the Park and Recreation Commission.
The fee that was established on April 20, 1999 (Res. No, 097-99 that was approved by the
City Council) was $300 per unit for residential.
The Park and Recreation Commission is recommending to increase the fee to $350 for the
year 2000. The Commercialllndustrial trail fee requirement IS proposed not to change. .

The City Council of the City of Andover hereby resolves:
Trail Fee (Commercial/Industrial)
The developer is responsible for 100% of the cost of the adjacent trail if the trail is
proposed as part of the adopted comprehensive plan.
Trail Fee (Residential)
Single Family Residence $350 per unit
Townhome, Twin home, Multi-Family
and Lot Splits
These fees shall be effective January 1, 2000 and shall be paid prior to the;final
plat being recorded at the County,

RECOMMEND TRAIL FEES FOR Y2K
Chairperson Blackstad stated that the Park and Recreation Commission is requested to
recommend approving the resolution setting fees for trails in commerciaVindustriaI and
residential developments for the year 2000.
Consensus was to increase the trail fee to $350.
Motion by O'Toole, seconded by Anderson, to recommend approving the resolution setting fees
for trails in commercial/industrial and residential developments for the year 2000. Motion"

Parks Department Manpower
There has been plenty of confusion on how big the Parks Staff is. The facts;
I started here in June 1979 as part time. I have primarily been in the Parks
since day one, and went on to full time in 1980. The other full time positions
went into effect as follows; 1991, 1993, 1995 and 1999.
There are five of us full time in the Parks Maintenance Department. The past,
few years we have had 2-3 part time help for June, July and August. Each
winter we put on 6-7 warming house attendants for three months.
Todd and other Engineering Staff are on a percentage and charge out the time
they spend in the Parks and Park projects. This number will vary year to year.
Todd should be able to give a clear picture of these totals.
Look at our Parks Personal Service Budget. 1997-$102,687 1998- $160,317
1999- $ 224,675 2000- $273,268 It seems that these totals are growing a lot
faster than our Staff!
To fix our Staff problem, I would say we need another full time person and
double our part time people in the summer months. We need more part time help
from April through October. This would help us greatly with what we have in
the system right now.

Maintenance, Use and Revenue
In The
City Parks System
A hot topic the last couple of years has been the maintenance of athletic fields and playgrounds.
The parks budget and manpower has not been able to keep up with the demands from public
and/or athletic groups. Changes in rules, regulations, safety codes and the ADA has also added
to the cost and burden to our parks system. Throw in the 16 miles of new trails we now take care
of and it is quite easy to see how fast we can get behind.
In the past I have asked to look into having a user fee to help out with the cost of the up-keep of
fields and equipment Perhaps a participant fee or a flat rate per team fee for tournaments and
clinics would help support maintenance costs. The idea did not go over very well with the
Council, Park Board and Athletic Groups. At this time none of these charges are in place.
The cost that each team already has to pay is quite substantial, so I can see why they would not
want to pay any more fees. The total amount being paid by participants in the various programs
ranges from $20.00 up to $110.00 for basketball, t-ball, softball, and basebalL The football and
hockey programs are in the $200.00 range, but these two programs have not yet taken off in
Andover.
The total number of participants going through these programs is staggering. The Rum River
Valley League had 1,300 entries in 1999. Total youth involvement for baseball and softball in
1999 was 2,545 participants. Soccer had 1,205 in 1999. All these numbers are growing every
year.
This year we held 11 tournaments at the Main Complex. The tournament charge per team ranged
from no charge to $125.00. The numbers of teams entered into each tournament vary greatly.
With 10 ball fields, this complex can handle very large tournaments. Along with tournament
fees, the cost of gate tickets and concession sales varies with each event
May, June and July are the biggest months for the Main Complex. Some of the soccer fields are
used for clinics and training camps all day and teams start rolling in around 5:00 p.m, for practice
and games. The tennis courts are used for classes most of the day, and smaller kids use the ball
fields and building in the mornings. The use of the north playground and park has gone'up every
year. With the addition of the shelter and playground at Sunshine Park this area of use will rise
each year. The reservations for the shelter will continue to expand.
When Andover and Oak View schools went into operation, this created a whole new set of
problems for us. The amount of use on the turf and playground increases in the spring and falL
The amount of vandalism is directly related to the Oak View school year. After school starts, we
can't even keep a portable toilet in service at City HalL The bridge on the play structure and two
spring rides have been destroyed. Much of our landscaping has been damaged and destroyed.
We caught two kids from Oak View doing damage in Sunshine Park. They admitted to the
police for being responsible for much of the past damages done to the area. One person got off

with zero consequences, and the other paid less than $175.00 in fines. This does not help our
ongoing fight against vandalism.
My main point to all of this is that the growth of all of these programs and field use will
continue. The new high school will give us a whole new set of challenges. The sidewalks and
trail system expands every year. I thought we were done building new parks until we caught up a
bit and that has not happened, The older parks are falling further behind. Enclosed with this is
an update on what we have in the system at this time. The simple fact is that demand has
increased far beyond supply.
To add five full time employees or expand the budget by a million dollars will not solve these
problems right away. These things are going to take a long time to get right_ The point is that
more money and manpower will not be a cure all. Yes, both of these need to be expanded, but I
don't think there is enough money in Anoka County to get us to where I feel we should be with
our park system. Enclosed is a wish list for our parks.
We have and need to continue to make progress in our parks system. Whether it is trail
connections, ball field rebuilds, ADA requirements, blacktopped hockey rinks, new landscaping
or fresh paint, we should continue to do what we can at this time. Our time is spread very thin
throughout a variety of tasks and projects. As the Parks Maintenance Staff we will continue to
give the city as much bang for its buck as possible. I feel this is why we get so involved in many
of the park up grades and developments. By having us do as much work as possible on a project,
it is the best way to ever get it done. The money is just not there to have it in the contract or hire
it out. Yes, we walk a thin line between upgrades, new installs and general maintenance. I hope
we will be able to continue to do all three of these aspects in the park system. Doing this has put
the Parks Staff into uncomfortable situations. We seem to have a lot of different groups or
people directing us, and we always hear "does it get paid out of maintenance, Park Capital or
Park Dedication"? As long as each party or group involved in this keeps the focus on trying to
reach the same goal, we can get there. It may take awhile, but the objectives will be met.
One thing I believe would help everything run more smoothly and efficient is the addition of a
Parks and Recreation Coordinator. The use and scope of the parks will continue to grow. When
does anyone want to try and get a handle on it? At this time, there is well over three million
dollars in your park system and this only includes a small portion of the trail system. There are at
least 3,700 kids emolled in the softball, baseball and soccer programs.
The infrastructure and money is already in place, it just needs rearrangement:
)> The old front counter and office at City Hall would be a perfect Park and Recreation
office and department.
)> Do not give so much money to the School District and offer to run more of these
programs in house through our own system.
)> Do not have any private parties run the sport programs. Keep them all in AAA or the
city programs.

A full time Park and Recreation person would not be able to do this alone. The help and
cooperation of all of the AAA groups will always be needed. I need someone to explain why this
can't work or why it would be a bad idea. This position would help throughout the park system.
It would help us at a maintenance level by giving us a clear picture of why and where we are
going. Any park related questions would be answered in a faster time frame and more complete.
This position would put more people on the same page of what is going on in the parks.
The question is should the city get more involved in this area and can it be accomplished with
little or no cost to the residents or park users? What would it take to make a ParklRecreation
Coordinator position/department self-sufficient? I of all people do not advocate fixing something
if it is not broke. I believe this position will happen in Andover someday; it's just a matter time.
If there is enough evidence and reasons why the city does not need such a position at this time
and chooses to continue along the present coarse; then the Parks Maintenance Staff and myself
will carry on business as always. Hopefully, we will all reach the same goals at some point.

Inventory & Cost
The attached list is a current park inventory and cost of what is presently in service in
each park. The numbers are quite conservative. Many of the items are shown at the cost
of when they were new. All the trail system is not included on the list yet. There is little
or no numbers on any of the landscaping. I have not included any of the land costs, dirt
work, seed, manpower, install costs, etc. We will try to work on this more during the
winter months to get it fully up to date. This list represents a park system that's worth
over three million dollars!

A Breakdown Of Each City Park
The following chart should give you a good idea of what each park offers and
what kind of shape it is in. At this time we are maintaining 41 parks. They are
not all on this list. There will be some subtle changes needed on this list, in the
next couple of weeks. There are ongoing improvements being done in many of
the parks. The biggest changes will be in the access areas. I hope to fine tune
this chart over the winter to include all new additions and changes.
On the play structures, 2-5 is a multi unit designed tobe used by kids 2-5 years
of age. The 5-12 is a unit for 5-12 year olds. We are waiting for engineering to
give us dates of installation for each piece of equipment.
The ADA is the Americans With Disabilities Act, and how each park measures up
to this code. This Act went into effect January of 1992 complete with 'guidelines'.
I rated each park on a 1-5 scale with 1 being the best. To get a 1 the park would need
overall access and offer the disabled an opportunity for activities. The best example
of a 1 that we have, is Timber Rivers.
Most of our parks are in the 3-4 range; some access/activities, to poor. These will
get a better rating as improvements are made. The equipment that we have put
into the ground the last 8 years is ready to be accessible. They just need the surfac-
ing and walkways/paths upgraded. This is one area that is being worked on quite
aggressively. We need to step up our installations of more units that are specifically
designed for the disabled.
B&B trees are balled and burlapped. They are trees that are two - four inches in diameter
and planted by us. Some of these will also be trees that we have spaded in. We try not to
plant any trees less than two and one half inches in diameter. Most shrubs are bareroot.
The overall safety of our parks is quite good. We need to take out a couple more
pieces that we feel are substandard. We do and will continue to take out equipment when
necessary. The areas that need work are lighting and fencing. This season, we started
to upgrade the fall zones around the structures and swings. Many of our parks do not
have a deep enough fall zone surface. We use fine sand. At a nine foot fall, to have a
safe surface, the sand should be twelve inches in depth. At a six inch depth of sand, we
have a safe fall height of five feet. Most injuries that happen in a playground are caused
by falls, this is why we are putting more energy into our fall zones. I highly recommend
against putting anything over eight feet in height into any of our parks, this includes the
top bar height of swingsets.
Getting certified through the National Playground Safety Institute for inspection has
helped us out a lot in the areas of playground safety and design. The League of Minnesota
Cities and Berkley Health and Risk Management have also helped keep us on track. We
will continue to keep all of the park safety concerns at the top of our to do list.

Discuss ABA Storage Site

The City Council and the Park & Recreation Commission are requested to discuss the storage
site for the Andover Baseball Association (ABA).
Staff met recently with Dale Lang of the Andover Baseball Association to discuss the office
(old part of City Hall) that is currently being used for storage of baseball equipment and the
possibility of relocating the equipment upstairs at the Sunshine Park building. The reason that
the equipment needs to be moved is that the IS Coordinator and GIS Consultant will be
moving into the office as their new workspace.
ABA has indicated to staff that all equipment and shelving will be relocated to Sunshine Park
building (upstairs) by the end of October so that Public Works can begin remodeling the City
Hall office for those employees.

#1.
Frank Stone and Kevin Starr from Public Works will discuss this item with the group and
answer questions that you may have.
Attached is a report for the City Council from the League of MN Cities as to the fencing
guidelines.

out roilti~e procedures. These procedures should be, done before each game, after each game,
dally, weekly, yearly, and so, on.
MAINTENANCE OF FENCING AND BA.CKSTOPS
Fences provide an enclosure around the ball facility to, keep the ball within the boundaries and to
protect spectators. Becalise the ball :is often in play up to the fence line, players frequently come
in contact with the fence which can create potential injury problems,

OUTFIELD FENCES
, Fences should be of sturdy construction. Fence,posts should be firmly set into the ground with
properly constructed concrete footir.gs. Concrete footings should be buried safely underground.
The posts should be on the outside (lfthe fence or playing area.
The fencing should be securely attal:hed to the posts and inspected regularly. There should be a
level elevation under the fence wirh no gaps to slide under.
- . Chain link fences should be secured along the bottom with heavy gag~ tension wire or a railing.
A top rail is usually required with M wire ends exposed, Gates should be secured in a closed
position during games. .'
Eight foot high fences or higher are generally recommended for mosr ball field facilities. Four
foot high fences are too easy to jur;n:p or fall over and-six foot high fences have a top bar at the

Warning tracks are often installed to warn outfielders that they are nearing the fence. They are an
important safety feature for facilitil:s that accommodate higher skilled league play. Most warning
tracks are at least three running steps or approximately fifteen feet wide.
~ BACKSTOPSANDFOULLINEFENCING
Backstops take considerable punishment from the frequent pounding of oncoming balls. Since
they often provide protection for spectators, they should be checked regularly to make sure they
are safe and secure. Look for loose ties, stretched fencing; holes in the fencing, loose, splintered
or WOrn out boards, or gaps in protl:ctive netting during scheduled inspections. .

Backstops should be a minimum 01:25 feet or a maximum of 30 feet from home plate. The
backstop height should be sufficier~t to protect spectators from potential overthrows to home
. plate. The highest level of bleachers should be at a minimum six feet below the top height oithe
backstop.
, For baseball and fast pitch softball it may be necessary to install aprotective hood to minimize
the likelihood of stray foul balls coming in contact with spectators.
Fencing located along the foul line1; should also be a minimum of 25 feet from the field of play.
~' If spectator bleachers arelocated in these areas, special attention should be paid to screening
'4, behind first base and third base. to protect against foul balls and overthrows.

Dugout and pJa1:er seating areas should be properly positioned, fenced and set back from the
field of play. The bench should be ~:table, secure and free from any cracks or protrusions. You
may want to consider having more than one entry point to minimize congestion and potential
collisions by players betweell; innin:gs.
SELECTION AND ANCHORING OF BASES
Sliding is one of the most potentially hazardous skills attempted by most players. The type of
base and anchoring device used can influence sliding-related injuries. The player's sliding ability
is also a facter. This has causedbas'e manufacturers and concerned parties to research new base
and anchoring designs to improve player safety. Some of these new base designs are curren tl)' on
the market. - ..
