My parents were very involved in politics, so I have been around politics all my life. I
have served as a Precinct Chairman for 17 years, delegate at District Conventions and
worked on various District Committees. I was on the Andover Parks and Recreation
Commission 4 years and served one year as Chairman.
Andover baseball coach for 9 years and I have served on the Board of Directors for 6
years, I am also a Director for the Anoka Area Baseball Association. Past Vice-
President and Director for the Andover Neighborhood Preservation Association which
was instrumental in the formation of the Meadows of Round Lake Development, which
had been proposed as a Mobile Home Park.
I am running for office to try and serve the City, and its residents in a higher capacity.
and to use my experience to improve our community for the benefit of the residents by
listening to the residents concerns and acting on their behalf.
, / Broaden the cities tax base with the proper development of the Commercial and
Industrial Parks. Improved transportation within the City, and to urge the Metropolitan
Council and the State Department of Transportation to develop another river crossing to
better serve the northwest suburbs. Completion of our trail system, upgrade and
improve our Parks and Recreation Department.
Proper development of the Commercial Parks, the City has already spent 10-12 million
dollars acquiring and clearing the land for development purposes. If we do not follow
the proper steps and bring in viable, quality businesses into the City, this land will be
Andovers white elephant for years to come
Andover is a unique, diverse growing community with an interesting mix of urban hous
ing, back to nature housing and an important agricultural area, A friendly town with hard
working people, great schools, with shopping and recreational opportunities.

My family and I have been residents of Andover since 1986 and being a Masonry Contractor have worked
with the city and its' officials for more than 20 years. I have also been attendance for the past three years
concerning many of the current on-going projects related to the development of our growing community.
This would be an opportunity for me to give back to so many that have helped my success and quality of
life that I have today in Andover.

. Built a TIP-assisted senior housing facility (Hwy. 10 & Co. Rd. I) with 25% low rent units.

. Obtained an ISTEA grant for a pedestrian overpass over Hwy. 10. The project budget was
$600,000, with 80% federal funding. (The new Mayor canceled the project which would
have been identical to the one crossing the new Hwy. 10 near Blaine City Hall.) (BRW
designed the bridge, their bid was much cheaper than the SEH bid and looked more
attractive, using spirals to meet the ADA requirements rather than SEH's proposed lengthy
switch back ramps.)
. Hired a Housing Intern to prepare a housing stock survey. Subsequently promoted intern to
Housing Inspector whose job included (1) encouraging and assisting owners of rental housing
to obtain state and county grants for renovations, (2) training landlords and managers to
conduct criminal, credit and rental history background checks on every tenant before entering
leases, and (3) identifying substandard houses on the market for purchase by city for
redevelopment. Within two years we saw a reduction in police reports at rental property
addresses. There were fewer stolen cars, petty theft, burglary, vandalism, drug dealing,
domestic assault, child neglect, noisy tenant and other related police calls from apartment
dwellers. Landlords started making improvements in older buildings as their class of tenants
improved. [Does Andover really want to start down this path?]
. Worked with county to obtain housing funds to help landlords of older buildings (15 year +)
make needed capital improvements. (Current tax codes and property tax laws make it very
hard for landlords to break even when they charge rents which include deferred maintenance
so the buildings begin declining and changing hands after about 10 years and eventually the
quality oftenant declines with the building.) [We condemned several apartment buildings
) after landlords failed to provide utilities and failed to make needed repairs required by local
building inspectors. Squatters moved in and new policing issues occurred.]
. Purchased Bel-Rae Ballroom, created TIF redevelopment district for area, redeveloped
building and site to create a Community Center with space leased out to Children's Home
Society for a private daycare facility and joined with the Mounds View School District to
build additional space in facility to provide for community education needs of district.
. Met with and negotiated for one year with real estate partners to consider ajoint
public/private Community Center project that featured competitive volleyball courts for this
fast growing sport. Project continued through architectural drawing stage but died when
developers were unable to mortgage a portion of a part public, part private, joint-use facility.
. Worked with owner of Mermaid for two years evaluating the potential ability to develop his
site into a hotellbanquet/convention center facility. I believe this project has finally found
financing, some TIF financing was proposed because of the jobs created by the project.
. Worked with Ramsey County to reconstruct and widen Old Hwy. 8. This involved resolving
some neighborhood safety issues with the construction of a pond adjacent to a trailer park;
the taking of two houses within the project right-of-Iaw and watershed district issues.
. Participated in annual strategic planning and goal-setting sessions, prioritizing goals so city
staff would know where to spend their time and resources.
. Adopted and began enforcement of a new nuisance code.
. Regularly met with other government officials from the state, county, Met Council, School
Board, and Metropolitan Airports Commission to pass local concerns on to them.
. Invited staff from other cities to work sessions to discuss their successful programs.
, . A major water improvements bond was implemented while I served on the council.

. Engaged in thorough city budget reviews, line item by line item, prioritizing areas of growth
and areas to be cut back. (This hands-on approach was discontinued by a subsequent
administrator.) Policy discussions often evolved from this thorough review.
. Conducted some very challenging Truth-in- Taxation hearings. Ramsey County assessors
reviewed and increased property values 10 - 15% several years in a row, impacting tax bills.
. Reviewed and determined financing for capital improvement plan.
. Negotiated and settled contracts with police union & public works union.
. Interviewed and hired new city administrator, negotiated termination of a finance director and
hired a new one,. added economic development coordinator, set up sexual harassment training
and customer service training of staff.
. Built 9-hole golf course, Bridges.
. Worked with neighboring cities on proposals for arsenal property's potential development
upon presumed release from government control.
We did not have council committees but instead sat as liaisons on the city commissions on a
rotating basis. I served on the Board of Directors of Northwest Youth & Family Services Agency
during my council terms. (A non-profit agency financially supported by approximately 10
communities and 3 school districts, plus grant funds, in the northern suburbs.) Also I was
appointed by the Met Council to their Transportation Advisory Board (TAB), which sets policy
and recommends funding to the Met Council on projects in the metro area. (The other northern
suburb representative during my term was EI Tinklenburg.)
, As a member of the council I think I contributed useful listening skills, showed creativity in
solving problems, reviewed written materials with a lawyer's eye, added a different perspective to
council discussions because I am a mother and because of my economic and legal training, used a
sense of humor to reduce stress, was empathetic about resident's concerns, maintained an overall
perspective of what is best for the entire city's interest now and in the future, sought information
from outside sources when necessary and worked respectfully with council and staff.

from their neighbors or 5 miles from their neighbors. Andover's history is important to its future
and I plan to listen to and be respectful of those who have built the city, while looking ahead to
the future to preserve the qualities that bring people here to raise their families and remain
through retirement.
