MEMORANDUM DATE: TO: FROM: RE: I I May 26, 2000 City Council, Planning Commission John Hinzman, City Planner May 30th City Council\Planning Commission Special Meeting. The City Council and Planning and Zoning Commission will meet at 6:00 p.m. on Tuesday, May 30th to hear a presentation on multiple family densities by John Kari of Met Council Staff. A discussion on the following outstanding Comprehensive Plan issues will follow the meeting. Designate City Properties at Andover Station and South of the WDE Site as Urban Residential High (URH) Density Attached is the draft Future Land Use Map showing the location and acreage of the properties. Develop a Plan to Designate 10-15 Percent of Gross MUSA for Multiple Family Uses Staff proposes the following changes: 1) Add language to Chapter Two, Housing as follows ...10-15 percent of new development over the next 20 years should be designated for multiple family development in accordance with adopted housing goals. Areas designated for multiple family development should be broadly distributed throughout the MUSA to avoid mass concentrations and should follow the guidelines for Multiple Family placement discussed in Chapter Four (Land Use). 2) Amending the Development Policy Guideline to include a deadline for Sketch Plan Submittal. Upon submittal of all sketch plans staff could evaluate the percentage of multiple family housing, and if the number is insufficient, could meet with the Council and developers to identify areas that would be suitable, Conversely, if a large number of multiple family development is proposed for one year, it could be constructed and its numbers credited for future years needs. After the council approves the level of multiple family housing, public hearings for the sketch plans could commence. JOINT CITY COUNCILIPLANNING COMMISSION MEETING MAY 30, 2000 Require Contract Rezonings for Multiple Family Developments Staff has met with the Planning and Zoning Commission regarding contract rezonings and is preparing information to be presented at the June 6, 2000 City Council Meeting, Identify the 2020 MUSA Boundary Line as also being the 2040 MUSA Boundary Line Staff will amend the plan to identify the 2020 boundary as the 2040 boundary. Identify All Land Outside of the 2020\2040 MUSA Boundary Over 10 Acres Attached is map showing Buildable Rural Acreage outside of the 2020\2040 MUSA Boundary. Approximately 3,716 buildable acres remain of that 1,539 has severe soil restrictions, Approximately 1,486 - 2.5-acre lots could be subdivided or 371 - 10 acre lots. If severe soils are excluded, 870 - 2.5 acre lots or 217 - 10-acre lots could be developed. Buildable land is defined as parcels greater than 10 acres excluding floodplain and type 3-5 wetland.
