'--'''. . . ., .,_.. ,. .', . , Department is constantly looking for ways to improve our products and our overall / efficiency. We have a good mix of tools, knowledge and ability to perform most tasks that come before us. Administrative duties have also increased in the Vehicle Maintenance Department as with any growing department. We are helping all departments with they're equipment needs, setting up educational programs, scheduling of repairs and the every day running of the department. This may require only a few hours a day, but over a period of a month and added up for a year, it does become quite substantial. These are just a few of the things that take time away from doing repairs. We are loosing the battle with time and growth. It is imperative that we be able to add another full-time mechanic to the Vehicle Maintenance Department. The city has added over 20 vehicle operator/users and over 100 pieces of equipment that we have maintained since 1996. Even with the latest technology in tools, computer software for tracking euipment service schedules, we still need qualified people to repair and maintain them. What about the future? Are we goirig to plan for it or are we going to react to it and play catch up later on? I believe that if we don't plan for it now, it will cost the city even more in the future. We currently have a parHime mechanic, Erick 8ohr, working 2-3 hours a day. Eric has proven to be very knowledgeable, efficient and a great asset to the Vehicle Maintenance Department. I would like to bring Erick on full-time in the near future. The last full-time person we added was four years ago. The addition of this person will help us continue to work towards our mission statement, ofproviding affordable, reasonable I and timely repair of city equipment. Thank you for your time. I '. Recycling Day set for April 29th, 9:00 - 3:00 We received free seedlings from the DNR that will be given out to residents. We will also have a tree sale from various venders. . The security camera in the recycling center has allowed for more educating of residents. We often notice people dropping off items they shouldn't or climbing into the scrap metal bin and I can go out to talk to them. ) . We are considering using a different Scrap Metal dealer, Schwartzman Company. In 1999 we purchased a new plow truck that is now in operation. 2. We have two new trucks being built to replace the 1980 and 1983 trucks and are hoping to have them in service soon. 3. We are also replacing our shouldering machine with a universal sanding/shouldering machine combination. J 4. We have replaced our case loader with a new John Deere loader. 5. Patching - we are hot patching pot holes, etc. at the present time. We are waiting on oil for patching our areas that are being prepared for seal coating. 6. Bridge Repairs - we will be repairing guard rails, trimming trees and fixing washouts with fabric and rip rap. 7. Salt/Sand - we have been using 95 to 100% salt to cut the cost of sweeping. 8. Sweeping - we are using our own sweepers, plus we have contracted sweepers this year. Next year we will be doing our own sweeping, eliminating the cost of the contract sweepers. \ / \ , CITY OF ANDOVER REQUEST FOR COUNCIL ACTION Date: March 23. 2000 ITEM NO. 4 ORIGINATING DEPARTMENT Kevin Starr, Parks Department Supervisor Parks Department Update Review Parks Department update packet supplied by Kevin Starr. ) i . \ CITY OF ANDOVER REQUEST FOR COUNCIL ACTION / Date: March 23. 2000 ITEM NO. 0 ORIGINATING DEPARTMENT Brian Kraabel, Utilities Department Supervisor Utilities Department Update 1. In 1999 we pumped less water (630,000,000) than in 1998 (660,000,000). Unfortunately, we had 50,000,000 gallons of unaccounted water. This was due primarily to the reconstruction of Bunker Lake Boulevard and all the other developments where we had to continuously flush the new systems. The way things look right now, we could have a dry year that might put a strain on the system. We will have to wait and see what happens. 2. We installed over 400 new water meters and changed out over 100 older meters and cleaned service lines. / I 3. We purchased a new Vactor sewer cleaning truck and are trying to sell the older 'two pieces the new truck replaced. This truck allows one person to operate instead of two that normally had to go out. 4. We are setting up a schedule that will clean all the residential sanitary sewer main lines to the trunk lines this year and at least half the storm sewer lines throughout the city. There are many culverts and storm sewer lines in the rural area that have not been touched for years and we hope to put a big dent into those this year. 5. Currently we are dealing with new regulations that may change how our system operates. If the radium level is dropped to 5pCi/L, three of the city wells will not be in compliance. In addition, an arsenic issue will have an effect on the system. Currently the maximum level is 50ppb, but the EPA is looking at dropping this level to 5ppb, which would put us out of compliance. 6. If we loose wells 1, 2 and 3 because of radium, we will need to replace them as soon as possible. We are working on a study that will hopefully lead us in the , right direction to better our system. 7. We are also working on our second Consumer Confidence Report. This report is to be out in June of this year. , / 8.
