Meeting Minutes
March 6, 2000
Present: Julie Johnson, Ken Grttel, Scott Erickson, Todd Haas, Frank Stone, Irwin

1. Meeting was called to order by Council Member Julie Johnson at 8:37 a.m.
2. The Road Committee recommended the revocations and designations as presented
by staff with the addition of a state aid designation between Crooked Lake Blvd. and
Heather Street along the south side of Bunker Lake Blvd.
3. The City currently has a program to upgrade the traffic control signs throughout the
city. The City is divided into 7 work zones with one zone being completely resigned
each year. A number of unwarranted stop signs have been identified in zone 7 which
will need to be reviewed by the City Council. The road committee direction was to
evaluate additional traffic calming techniques which could be implemented in areas
where unwarranted stop signs may need to be removed. No action was taken on the
. stop signs until traffic calming techniques are reviewed.

4. The Road Committee agreed that a policy should be established that in street
reconstruction projects the adjacent properties should be assessed a value for
concrete curb and gutter. A flat rate of approximately $850 per lot was discussed.
5. The new legislation that took effect in August 1999, reducing speeds in rural areas
only applies to township. This will not be applicable to the City of Andover.
6. Under other business the Road Committee indicated that it will be necessary to
further review the impacts of the proposed school to the adjacent City and County
Streets. It was suggested that a meeting be held with the County to discuss this with
them. The committee recommended that additional traffic review of our local city
roads in the vicinity of the proposed high school site will need to be made.

COW1cilmember Orttel asked at what point this would become effective and for whom. Mr. Erickson
stated it would become effective as soon as it is approved by the COW1cil. Those projects that have
already been started \\ill use the current standard. Existing streets that need to be replaced will be
required to have concrete curb and gutter W1less there is no berm there now.
Motion by Orttel, Seconded by Kunza, to approve Item 25 as submitted. Motion carned on a 4-

MA YOR/COUNCIL INPUT
The Farmstead project - COW1cilmember Oehn received a call of concern on the building
construction and quality of The Farmstead project. From her experience, the Building Officials are
very thorough. She hoped the project will look better once it is finished and landscaped.
r?4 County roads - Councilmember Oehn expressed pleasure that the COW1ty is looking at improving
I some of the roads in Andover, as many of them are atrocious. Round Lake Boulevard is worse than
the dirt road of Tulip since it has been crack sealed.
Andover Fun Fest - Mr. Fursman announced the activities taking place at the Andover Fun Fest next
weekend and invited the Council and residents to attend.

The City Council is requested to approve revising the Standard Specifications for Rural
Residential Street Construction for the typical street section.
The revisions that are proposed are as follows:
. All new developments will require a paving width of 28 feet wide with a surmountable
concrete and gutter (currently being used in the urban area) on both sides of the roadway.
The pavement of 2.5 inches bituminous and 4 inches of Class 5 will not be changed.
. All existing streets with bituminous curbing will be replaced with concrete curb and gutter at
, the discretion of the City Engineer if and when the streets need to be replaced due to the
/ poor condition of the street.
. Rural areas that have obvious ditch sections would remain with no concrete curb and
gutter. Otherwise it would be at the discretion of the City Engineer.

1.4 Statutes 1998, section 169.14, subdivision 2.
1.5 BE IT ENACTED BY THE LEGISLATURE OF' THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 1998, section 169.14,
1.7 subdivision 2, is amended to read:
1.8 Subd. 2. [SPEED LIMITS.] (a) Where no special hazard
1.9 exists the following speeds shall be lawful, but any speeds
, 1.10 excess of such limits shall be prima facie evidence that the
1.11 speed is not reasonable or prudent and that it is unlawful;
1.12 except that the speed limit within any municipality shall be
1.13 maximum limit and any speed in excess thereof shall be unlaw
1.14 (1) 30 miles per hour in an urban district or on a town
1.15 road in a rural residential district;
1.16 (2) 65 miles per hour on non-Interstate freeways and
1.17 expressways, as defined in section 160_02, subdivision 16;
1.18 (3 ) 55 miles per hour in locations other than those
1.19 specified in this section;
1.20 (4) 70 miles per hour on Interstate highways outside the
1.21 limits of any urbanized area with a population of greater th
1.22 50,000 as defined by order of the commissioner of
1.23 transportation;
1.24 (5) 65 miles per hour on Interstate highways inside the
1.25 limits of any urbanized area with a population of greater th
2.1 50,000 as defined by order of the commissioner of
2.2 transportation;
2.3 (6) ten miles per hour in alleys; and
2.4 (7) 25 miles per hour in residential roadways if adopted
2.5 the road authority having jurisdiction over the residential
2.6 roadway.
2.7 (b) A speed limit adopted under paragraph (a) , clause (7)
2.8 is not effective unless the road authority has erected signs
2.9 designating the speed limit and indicating the beginning and
2.10 of the residential roadway on which the speed limit applies.
, 2.11 (c) For purposes of this subdivision, "rural residential
