Recommend 2024-2028 Park Playground Replacement Plan DATE: June 1, 2023 INTRODUCTION The Park and Recreation Commission is requested to discuss the 2024-2028 Park Playground Equipment Replacement Plan that is being recommended by staff. DISCUSSION The target date for the Parks Maintenance Department to submit the draft 2024-2028 CIP Playground Equipment Replacement Plan is June Is'. Listed below is the existing playground equipment that will be recommended for replacement (or be refurbishment) over the next 5 years, which also includes improvements to the fall zones. 2024 — Woodland Estates Park (originally installed in 2006), Oakview Park (originally installed in 2006) and Shady Knoll Park (originally installed in 2005). Staff recommends increasing the proposed budget impact to $180,000. 2025 — Meadows of Round Lake Park (originally installed in 2008), Creekview Crossing Park (originally installed in 2007) and Oak Bluff Park (originally installed in 2006). Proposed budget impact is $195,000. 2026 — Country Oaks Park (originally installed in 2005), Fox Meadows Park (originally installed in 2006), Hidden Creek South Park (originally installed in 2006) and Woodland Crossing Park (originally installed in 2008). Proposed budget impact is $210,000. 2027 — Andover Station North (originally installed in 2008), Red Oaks West (originally installed in 1993, replaced in 2007) and Woodland Crossing (originally installed in 2008). Proposed budget impact is $225,000. 2028 — Meadowood North Park (originally installed in 2009), Sophies Park (originally installed in 2010), and Timber Trails (originally installed in 2011). Proposed budget impact is $240,000. The playground equipment identified could move up or down depending on the condition of the equipment, ADA requirements, entrapments, fall zones and handicapped accessibility. BUDGET IMPACT The General Fund budget impact for replacement/repair of various playground equipment is proposed at $60,000 per playground in 2024 and increasing by $5,000 per playground each year after. 2024 - $180,000 2025 - $195,000 2026 - $210,000 2027 - $225,000 2028 - $240,000 Currently the budget only supports replacing 2 playgrounds per year. At 42 playgrounds presently, and two more additional planned, replacement age would be 2 1 + years. This is 6 years beyond the recommended replacement schedule. Staff will continue to evaluate the playgrounds to determine if a there are possibilities for refurbishment or other cost saving measures each year. It is staff s recommendation that we move to addressing three playgrounds per year for replacement of refurbishment. Recommend 2024-2028 Trail Capital Improvement Plan DATE: June 1, 2023 INTRODUCTION The Park and Recreation Commission is requested to recommend the 2024-2028 Trail Capital Improvement Plan (CIP). DISCUSSION The Park & Recreation Commission is requested to discuss and recommend the 2024-2028 Trail CIP. Below are the following segments that were discussed at the May 18th Park & Recreation Workshop session. Segment 1 (2024) • 8' Bit. Trail along the south side of Crosstown Blvd from Hanson Blvd to Xeon Street NW. • 8' Bit. Trail along Crosstown Blvd from 1571h Avenue to The Villas at Crosstown Woods Development. • Preliminarily design for these segments has begun. The original plan has been revised based on easement discussions. Segment 5 (2024) • 8' Bit. Trail along the east side 7' Ave from 143`d Ave to the 7th Ave Frontage Road, connecting Andover Crossings to Dehns 2nd Addition. • This would correlate with the reconstruction project involving the 71h Ave Frontage Road in 2024. Segment 4 (2025) • 8' Bit. Trail along Coon Creek from Prairie Road going east to the existing trail in the Shadowbrook North development. This project would most likely be eligible for MN DNR funding. • Note: There is one property (Mohlencamp's) that has yet to be developed. Until the property is developed, or a trail easement is obtained, the City will not be able to construct the trail along this segment. • Residents from the Catchers Creek East Development approached the Park & Recreation Commission to pursue the easement or at least build the connection to the Shadowbrook neighborhood on the south side of Coon Creek. Staff have reached out by phone to the Mohlencamp family and have not heard back from them. The next step would be by certified mail. Segment 2 (2026) • 8' Bit. Trail along Station Parkway from Thrush Street to Partridge Circle (west leg) • 8' Bit. Trail along Station Parkway from Partridge Street (east leg) to Hanson Blvd Segment 3 (2027) • 8' Bit. Trail along Verdin Street NW from 161st Avenue to 163`d Lane • Would require a substantial boardwalk to complete this section. • Re-evaluate once the Regional Trail is constructed along 161 st Ave. Funding for the trail improvements has been from DNR Grants, general funds and trail funds that are received from new developments. Funding of improvements for the 2024-2028 CIP identifies utilizing trail funds collected from new developments. BUDGET IMPACT The City Council will determine how the proposed trail improvements will be funded. ACTION REQUIRED The Park and Recreation Commission is requested to recommend the 2024-2028 Trail Capital Improvement Plan. Berkowitz, Director of Public Works/City Engineerbo FROM: Jason Baumunk, Parks & Streets Operations Manager SUBJECT: 7. 2024-2028 Trail Reconstruction Plan DATE: June 1, 2023 INTRODUCTION This is to recommend the 2024-2028 Trail Reconstruction Improvement Projects that are being considered by staff for the Capital Improvement Plan (CIP) DISCUSSION As the trail system ages and deteriorates, reconstruction of segments becomes necessary to maintain a high -quality trail system. Below are the projects that were identified by staff that need to be reconstructed to maintain the level of service expected on the trail system by residents. It is staff s recommendation to add them to the 2024-2028 CIP. 2025-2026 — Kelsey Round Lake Park ($500,000) This segment of trail will be evaluated annually to determine when the best time to apply for DNR funding and reconstruct this segment of trail. 2026-2028 — No projects have been identified. Existing trails are inspected annually, and reconstruction needs are based on field inspections. BUDGET IMPACT The funding for the trails/sidewalk reconstruction improvements are typically from the general fund or grant opportunities. Discuss 2024-2028 Park Capital Improvement Plan June 1, 2023 INTRODUCTION The Park and Recreation Commission is requested to continue discussion on the 2024-2028 Park Capital Improvement Plan (CIP). DISCUSSION The target date for a draft CIP is June V with a deadline of June 151h in preparation for the joint meeting with the City Council. Below is a draft 2024-2028 CIP for the Park Improvements prepared by staff. Items on the list were discussed at the May 5ch Park & Recreation Commission meeting where the Commission directed staff to draft a CIP with the new items added where staff determined they would best fit. Attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. This projected fund balance sheet does include the remaining contributions of the $1,000,000 that was approved by the City Council to be used for the construction of the Community Center Expansion. The Commission should review and discuss the draft 2024-2028 Park Improvements listed below. Underlined items were previously approved on the 2023-2027 CIP. Items in bold are new additions based on discussions at previous Park & Recreation Commission meetings. 2024 • Construction of Pine Hills North Multipurpose Building - $350,000 • Prairie Knoll Building Replacement/Expansion Design - $50,000 • Annual Misc. Projects - $25,000 • Contribution to ACC - $150,000 • Park Irrigation Improvements - Sophies South and Hickory Meadows - $27,000 • Hills of Bunker Lake West Parking Lot Paving - $80,000 2025 • Park at Fields at Winslow Cove - $150,000. This is a new park that is identified in the development plans. • Prairie Knoll Building — Expand/Replace $170,000 plus contribution from Andover Football. • Kelsey Round Lake Park Shelter with Bathrooms Design - $50,000 • Contribution to ACC - $159,107. Final payment for the ACC expansion contribution • Annual Misc. Outstanding Items DATE: June 1, 2023 Current items as of 05/24/23 ON -GOING PROJECTS — • Staff have been primarily focused on the playground equipment replacements and additions. • Hills of Bunker Lake West. The old equipment and wood fiber mulch have been removed. The new playground equipment has been installed. We are currently waiting on the contractor to install the rubber Poured in Place (PIP) ADA transition pads. The engineered wood fiber mulch will then be installed afterwards. • Hidden Creek East. The old equipment and wood fiber mulch have been removed. The new equipment should be installed by the 5/26/23. The contractor will then install the Poured in Place (PIP) ADA transition pads. The engineered wood fiber mulch will be installed afterwards. • Lund's North Playground Addition. The area has been prepared and the concrete boarder and sidewalk have been poured. Parks staff will start the installation of the playground equipment after they finish the Hidden Creek East installation. • Hidden Creek North Shelter. The shelter has been ordered and the site has been surveyed by our Engineering Department. We do not have an expected date for the shelter to arrive yet. The shelter will be located near the trail, between the playground and basketball court, with a short sidewalk to connect it to the trail. UPDATES FROM PREVIOUS MEETINGS • Park Survey Options — If the Commission would like another QR code survey added to the next newsletter, we need to finalize at the June 1 St meeting. The next newsletter will be the July/August edition and the deadline to add the survey to that one is June 2°d • Northwood West Tennis Courts — Bids are being sought for resurfacing the courts. One of the residents in the neighborhood stated the courts are rarely used and inquired about restriping them as pickleball courts. There is enough room to convert one of the two tennis courts into two pickleball courts with the addition of two sections of fence. Staff is looking further into it and what impact that would have on the neighborhood, and for input from the Park & Recreation Commission. OTHER ITEMS OF INTEREST — Athletic Fields - The fields have been opened and are getting heavily used. The dryer spring has left them in good condition. Update of Pedestrian Trails - 2023 -- Kelsey Round Lake Park Trail. The design work has been finalized on the boardwalk replacement. The design was done by Matteson MacDonald and Young Inc, who designed the boardwalk along Crosstown Blvd. Plans were approved by the City Council on May 2°d, 2023 and the project put out for bid. Bid opening was held on May 241h, 2023. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Weekly Parks Maintenance Update 04/21 /23 • Trash Cycle was completed. • Staff worked spring trail sweeping. • Crews filled and delivered sandbags and sand with extra empty sandbags to houses impacted by the Rum River flooding. • Tree trimming continued in the Parks and trails. 04/28/23 • Trash Cycle was completed. • Staff worked on athletic field prep for the season. Infields raked and leveled. • Pitching mounds at Andover Station North were rebuilt and prepped for the season. • Community Garden was tilled and staked in preparation of the May 1st opening date. • Adopt -a -Park garbage clean up bags were picked up from a few parks. • Irrigation systems startups are being worked on. 5/5/23 • Trash Cycle was completed. • Staff started mowing all the athletic turf for the season. • The first round of fertilizer was applied. • Adopt -a -Park garbage clean up bags were picked up from a few parks. • Irrigation systems start-ups are being worked on. Most of the systems are up and running with no major issues from winter. • The first of the three new playgrounds were delivered. 5/12/23 • Trash and Recycling cycle was completed. • Mowing continued all week. • The site work of Lund's North playground was completed, and the concrete boarder installed. • The playgrounds at Hills of Bunker Lake West and Hidden Creek East Parks were removed in preparation for the new replacement equipment. • Irrigation systems were inspected and worked on. • One new seasonal employee started this week. • Took delivery of the two replacement playgrounds. 5/19/23 • Trash and Recycling cycle was completed. • Mowing Cycle has fully commenced. • The playground at Hills of Bunker Lake West had the equipment installed. Is waiting for the contractor to install the Poured in Place rubber ADA transition pads. • Hidden Creek East Park Playground installation was started. • Irrigation systems were inspected and worked on. Respectfully submitted, Jason Baumunk PARKAND RECREATION COMMISSION BUS TOUR OF PARKS —MAY 04, 2023 MINUTES The Park & Recreation Commission did a bus tour of six locations that had improvement projects that are being discussed for the 2024-2028 Park Capital Improvement Plan. Commissioners Present: Chairperson Jake Widmyer, Commissioners Kristin Lackie, Jim Lindahl, Liza Shafto, Sophia Newton, Tracy Strombeck Commissioners Absent: Commissioner Shane Stenzel Also Present: Parks & Streets Operations Manager Jason Baumunk Associate Planner Jake Griffiths Parks Department Leadperson Terry Seeger Others Depart City Hall 6:00 P.M. Stops as Follows 1. Prairie Knoll Park — Toured the building that is currently being discussed for potentially expanding or replacing in partnership with Andover Football Association. 2. Hawk Ridge Park — This stop was to look at the few items that are on the Park Dedication Study including the parking lot paving and a warming house addition. 3. Pine Hills North Park — Pine Hills North has numerous possible improvements on master plan items identified. The group looked at the potential site for the multi- purpose building, the open area yet to be finished that has multiple items identified, the space available around the north soccer fields for possible trails or disc golf additions, and the parking lot paving and curb additions that were completed in 2022. 4. Kelsey Round Lake Park — The area identified for a small shelter with bathrooms was visited. Other master plan items such as the wayfinding signs and interpretive signs were discussed. An update about the boardwalk replacement was given. 5. Skate Park at Sunshine Park — The expansion of the Andover Skate Park is identified in the Park Dedication Study. The group looked at the current skate park and discussed improvements with some of the users at the park. There were multiple suggestions such as adding a second concrete pad with a transition area, such as stairs or rails, between the two, a shade structure, drinking fountain, lighting. The users at the park stated the Commission to investigate the new skate park installed at the City of Shoreview. This is a fully concrete facility which minimizes maintenance. Regular Andover Park & Recreation Commission Meeting Minutes — May 04, 2023 Page 2 The group also toured the building at Sunshine Park that is mostly utilized by the Andover Athletic Association for slow and fast pitch softball. 6. Possible Pickleball Location at the Public Works Facility — The group visited the site adjacent to the Community Center in the Public Works backyard. This site was identified in the WSB Pickleball Study as a possible location. 7. Return to City Hall 8:00 P.M. Respectfully Submitted, Jason Baumunk Parks & Streets Operations Manager PARK AND RECREATION COMMISSION MEETING — APRIL 20, 2023 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Widmyer on April 20, 2023, 6:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chairperson Jake Widmyer, Commissioners Kristin Lackie, Shane Stenzel, Jim Lindahl, Liza Shafto Commissioners Absent: Sophia Newton, Tracy Strombeck Also Present: Parks & Streets Operations Manager Jason Baumunk City Administrator Jim Dickinson Others RESIDENT FORUM No one appeared to address the Commission. APPROVAL OF MINUTES April 6, 2023 Regular Meeting Motion by Lindahl, seconded by Stenzel, to approve the April 6, 2023 Park Commission Regular minutes as presented. Motion carried unanimously. April 6, 2023 Workshop Meeting Motion by Lindal, seconded by Stenzel, to approve the April 6, 2023 Park Commission Workshop minutes as presented. Motion carried unanimously. APPROVAL OFAGENDA Parks and Streets Operations Manager Baumunk stated there were no changes or additions to the agenda. Motion by Lackie, seconded by Stenzel, to approve the April 20, 2023 Park Commission agenda as presented. Motion carried unanimously. COMMUNITY CENTER IST QUARTER REPORT City Administrator Dickinson presented the Andover Community Center budget summary report for budget year 2022 and budget year 2023, noting the reports reflect activity through March 2023 with comparative data with March 2022. He shared financial, facility, and program/activity updates. He noted that 2023 revenues are behind in comparison to 2022 Regular Andover Park & Recreation Commission Meeting Minutes —April 20, 2023 Page 2 due to ice rental payment timing. He also noted two capital equipment replacements of a high volume water heater and a dehumidifier system. He pointed out a provided list of people who use meeting rooms in the Community Center. Commissioner Stenzel asked what the process is for billing or not billing people who use the rooms. Mr. Dickinson stated nonprofits and Andover residents don't get billed, but businesses operating for profit do. Chair Widmyer asked if a resident would be charged for hosting a birthday party. Mr. Dickinson clarified they would for a private event, but if hosting a meeting on behalf of a local group or organization, they would not be charged. He explained that sometimes this presents staffing challenges. Commissioner Stenzel asked how much staff time it takes to set up rooms for a meeting. Mr. Dickinson said it takes about 15-20 minutes, plus clean up time after. He stated it's becoming a management issue since staff is being shuffled around to fill in gaps. If part- time staffing was more readily available, it would be easier. Mr. Dickinson shared updates on the turf and listed its top users. He shared April 26 will be the target date to take the turf out. Informational; no action required. PARK DEDICATION IMPROVEMENT FUND 1st QUARTERLY REPORT/ FINANCE DEPARTMENT Parks & Streets Operations Manager Baumunk presented the fourth quarter review of the Park Improvement Fund, noting some upcoming Park Dedication projects. He noted they have a healthy fund of $1.9 million, and suggested directing any questions about the information he presented to the Finance department, who prepared the report. Informational; no action required. UPDATE SPRING/SUMMER FIELD SCHEDULES Mr. Baumunk stated staff has finalized the spring/summer field use schedules, noting field allocation was based on the Field Use Guidelines set by the Park & Recreation Commission. He explained that overlapping requests were prioritized based on the criteria set in the guidelines and associations are encouraged to work with each other to accommodate field use needs that were not granted in the schedule. Mr. Baumunk noted there are ten total tournaments scheduled for the summer, and reminded the Commission that the Sunshine Park parking lot will be closed for a month following the FamilyFun Fest. On -going Projects: Mr. Baumunk reviewed the remaining on -going items. Playgrounds are waiting on delivery. They are expected in June. At their April 18th meeting, Council approved an additional $2,000 toward a playground at Lunds North Park, and an additional $10,000 toward a shelter at Hidden Creek North Park. 2. Updates from Previous Meetings — Park Survey Options: He asked the Commission to think about ideas for what questions could be asked in the next resident survey. 3. Other Items of Interest — Athletic Fields: The fields are still closed due to weather. They are hoping to get people out there as soon as they can. 4. Update of Pedestrian Trails: The Kelsey Round Lake Park boardwalk plan was approved. The project is on schedule. 5. Seasonal Staff: They are still looking for seasonal staff. They have a minimum 5 positions to fill, but could hire as many as 7 or 8. 6. Weekly Parks Maintenance Update: Mr. Baumunk reviewed the maintenance report for the season. He noted that trails were recently plowed, and sand bags have been provided for residents experiencing flooding issues. OTHER ITEMS OR UPDATES None. CHAIR'S REPORT None. PARK AND RECREATION WORKSHOP MEETING — APRIL 20, 2023 MINUTES The Workshop Meeting of the Andover Park and Recreation Commission was called to o by Chairperson Widmyer on April 20, 2023 6:25 p.m., at the Andover City Hall, 1 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chairperson Jake Widmyer, Commissioners Shane Stenzel, Jim Lindahl, , Kristin Lackie, and Liza Shafto Commissioners Absent: Tracy Strombeck and Sophia Newtown Also Present: Parks & Streets Operations Manager, Jason Baumunk Others Discuss 2024-2028 CIP Park Improvements Parks and Streets Operations Manager Baumunk reviewed the 2021 Park Dedication Study and why those improvements are listed in that study. Mr. Baumunk also shared estimates on three possible improvement projects that were identified by the Park and Recreation Commission at the April 61h workshop. Sophie's South Park irrigation addition, at an estimated $22,000 plus electric service connection if needed, Hickory Meadows expanding the irrigation, at $1,500, and paving the Hills of Bunker parking, at an estimated $75,000- $80,000. All of these will be included in the CIP discussions going forward. Commissioner Stenzel asked what staff needs from the commission for adding CIP items. Staff indicated that they would like to see the commission bring forward ideas for items such as Pine Hills North. The park has a master plan with several general items indicated on that plan. Staff would like to see some ideas for actual features to add to that park. Staff will present several smaller projects to add to the CIP, such as security lighting at various parks, and the commission will try to bring some larger project ideas on how to finish some of our parks, especially the ones that already have a master plan in place. Mr. Baumunk brought up the pickleball study that was done previously to see if the Park & Recreation Commission was interested in reviewing it again at this time as a possible CIP addition. He explained that a location on the Public Works site adjacent to the Community Center parking lot has been identified on the long-term City Campus master plan. The commission indicated they would like to see the pickle study brought to a future meeting for discussion. The goal of the tour is to visit parks that have major improvements that have been discussed for the Andover Park system. Staff would like a list of parks that the commission would like to visit on this tour. After some discussion, the commission decided on Prairie Knoll Park, Pine Hills North, Kelsey Round Lake Park, Hawk Ridge Park, the potential pickleball site at Public Works, and the skate park.
